concerned about this but confident in the investigation. >> two experienced medics thought michael quarrels was dead. his body was on the floor in this convenience store after a police officer shot him in the head during a violent burglary. medics left the scene and quarrels was left on the floor for almost 30 minutes before police officers noticed movement. >> you are the owner here. >> yes. >> reporter: what do you think about all that? >> bad. it is bad. >> reporter: the fire departmentover sees paramedics. spokesman cannot remember anything like this happening before. the responding medics have been reassigned pending investigation. they will look whether they checked carefully for a pulse and any signs of breathing before declaring him dead. the case sparked outrage including how could this happen and could it happen to you?

>> paramedics are governed by the maryland state medical protocols. following these guidelines, you are more apt to follow the appropriate procedures that would limit an opportunity for something of this nature 20 owe are you. >> reporter: while rare there have been mistaken diagnosis across the country. in san antonio paramedics determined a woman died inside this car crash. she was stuck inside for an hour before someone noticed she was breathing. a 77-year-old woman was taken to the morgue in new york before the core nordiscoverred she was still alive. and in north carolina larry green was pronounced dead after a traffic accident. he was examined three times before someone realized he had a pulse. >> too to see your brother laying there with a sheet over your body and find out that he was still alive a little bit

and breathing? that's serious. >> reporter: the moments lost because of these missed diagnosis are critical and some times medics fail to detect a faint pulse. the paramedics face the possibility of losing their licensejobs. >> reporter: the fire department has not identified the paramedics at this point. new at 6:00 p.m., wjz will have reaction from lawmakers. an investigation is under way after a fatal accident in downtown baltimore. a bicyclist was killed lafayette and maryland avenues where a commercial truck hit a cyclist and drove away. the cyclist was pronounced dead on the scene. police are considering this a hit and run yet they are not sure the driver realized he hit

someone. sally back to you. >> it is not known if the driver face charges. updating the breaking news from 4:00 p.m., bill clinton's visit to north korea ends in a pardon of two american journalists. >> reporter: north korean television says the dictator is giving a special pardon to two jailed american journalists. the news came not long after former president bill clinton held a rare meeting with the leader. north korean television describes the talks as exhausting covering a wide range of topics. clinton conveyed a message from president obama but the white house denies that. >> our focus is on ensuring the safety of two journalists, that are in north korea right now. >> reporter: the obama administration calls it a private mission. lee and ling were working for

had contact with the two to contact them. federal agents are looking for potential victims in other states. a newly released crime report from maryland shows good news. the murder rate fell 11 percent in the last year. here in baltimore city we are seeing a 20 year low in homicide, decrease from 17 percent from last year. a 14 percent drop in prince georges county. several jurisdictions reported reductions in violent crime. the governor wants the baltimore city police department's mounted patrol saved. >> reporter: funding for the horse patrol will end in 12 weeks. today governor o'malley dropped by the paddocks giving support. they are hoping to save $150,000 through this budget cut. the baltimore police foundation

we are following breaking news. sky eye chopper 13 over an incident first mariner arena. mike. >> yes, kai, a few moments ago, park avenue, west baltimore, a man allegedly holding a knife at the throat of a woman, pushing a baby carriage. now when officers arrived on the scene, they did find a man, it is not clear at this point whether he had a knife but as they were trying to take him in custody you can see one to have police cars t officer tried to exit her vehicle when a sport utility vehicle struck her vehicle and caused damage.

the man was taken into custody. the woman does not appear injuried and police are investigating the situation. back to you. thank you captain mike perry. a frederick county town is crushed tonight after the turf was set on fire before the start of the season. the feeling of loss goes way beyond the cost of repairs. >> reporter: they have top of the line synthetic turf. at middle town high school west of frederick, they have made the same investment. people and businesses donated $800,000 for the new field. when practice began yesterday, damage from an arson fire on the field is discovered. >> the community loves it and then someone who you don't understand why they have the reasoning to come out and damage it in this sort. it just boggles the mind. >> reporter: repairs will cost 20,000 to $50,000. insurance should cover it but the hurt goes deeper.

>> it is a slap in the face to the community someone could be malicious and do something to a field that everyone is pretty proud of. >> reporter: the fire marshalls office said the man made field doesn't burn and it would not spread so it took work to create such damage. >> apparently some type of ignitable liquid, probably gasoline, was used to help enhance, to get this fire started. >> reporter: this isn't an easy fix. beyond the turf on top, there is 4 inches of rubber below that is damaged that has to be cut out and replaced. yard markers are not painted on, they are part of the manufacturing process. the season starts august 15th. it is not clear if all the work can be done in time. a former football player at middle town says it is an insult. >> the community came together and put a lot of money into it. the kids love this field. it is a shame someone had to come and burn it. >> the fire marshall's office

abroad. for family becomer onboard knowing that lessoned the pain. our youngest one wears his comfort shirts he's got so he can tell everyone where dad is at. >> an honor and privilege to have them volunteer for their country. >> reporter: nothing like welcoming them home. >> i was excited for him and proud of him. it is unexplainable. >> reporter: so just about 30 seconds ago from the ground here we were able to catch a glimpse of comfort. we can see it now. family members are here. they expect it at the pier in an hour. everyone is gathering. they have signare ready to welcome these guys home. thank you. when not deployed comfort is kept at canton pier. if need be it can move into full operation status in five days. >> they have nice weather to come in to home port.

first warning of severe weather. some folks out on the comfort seeing our chopper out there. great job. back from four months helping people all around the world. they do an unbelievable job. look at temperatures conditionings around the region. one or two showers that have popped up. ocean city had one close by. just a brief sprinkle oakland, baltimore hagers town, 89 washington. dew point has dropped a tad. winds south, southwest most places will bring in some warm and rather humid conditions into tomorrow. they have had tremendous rains out of portions of indiana, ohio, kentucky, louisville, some areas, four, five, six, eight inches of rain alone. major flooding downtown louisville. a real mess. this whole complex is heading to the south and southeast of

our region. some of the moisture will be moved to the northeast along the frontal boundaries. we expect to see showers and thunderstorm activity. as that front moves into our region. all this heavy stuff will be weakening tonight over north carolina and southwest virginia. we are not too concerned about that here. we will see showers and storms, warming tomorrow. thursday, most activity will be to the south and southeast but the city, north and west, should be nice. low humidity and lower temps. south and east, showerstorms on thursday, maybe even on friday. south winds, five to 10 knots. bay temp, nice warm 81 degrees. as warm as it gets. tonight, any showers very widely scattered. 68 then tomorrow, muggy, warm, thunderstorms, pretty good shot. 89 degrees now 2 degrees above average for this time in august.

year. there is a project slated to be built 11.5 miles off the delaware coast and another being considered off the coast of ocean city. the idea of wind turbines in dense residential areas, like baltimore city is new. they are trying to catch up to the growing technology. at this hour the city's zoning appeals board is hearing from both sides on this issue. they will be the ones who make the decision whether to allow a wind turbine on that roof, we will keep you posted. back to you. >> maryland energy administration office grants up to $10,000 to help defray the cost. a state senate candidate is charged with attemped rape. he was caught by a police officer holding a woman down against her will in his eastern shore office. the officer heard her yelling for help and forced his way in to the office. he is being held on bond. he ran for state senate 2002

but lost. police in montgomery county are asking for help in identifying a shoplifting suspect. it happened at sax fifth avenue chevy chase. the security guard approached the person dressed as a woman who may have been a man after shoplifting a $2,000 dress. the guard was pepper sprayed. an update on a fiery crash in new york. denise. >> reporter: the report shows she had a blood alcohol level more than twice the legal limit. there were also traces of marijuana her system. the 36-year-old mother was driving a minivan when she centered the state parkway driving the wrong direction and then slammed head on into an suv. witnesses report seeing her drivinger ratically and six drivers called 911 before the collision.
