security setup, the commissioner makes his first public comments after a double shooting outside harbor place

outrages city leaders. >> here's what people are talking about. we're hearing from baltimore city's police commissioner this noon in the wake of a shooting at the inner harbor. derek is live at the baltimore police academy this noon with the late et from the commissioner and the security efforts that are now underway. good afternoon, derek. >> good afternoon, mary. the police commissioner is trying to make some changes at the inner harbor, especially changes in the way the officers who are there are policing, it's the first time he's been talking about this since the saturday night shooting at the inner harbor, that's where a feud between the crips and the bloods turned violent when a gang member whipped out a semiautomatic weapon and shot two gang members, the commissioner said he wants his officers to pay more attention to signs of criminal behavior, such as teens wearing obvious gang colors. >> this isn't brain surgery, they give us clues. and we should act on those clues before trouble starts.

that's my lane, right? that's what i want my cops to do. and i want them to go up and i want them to say, welcome to the harbor. don't act like a jerk here, we want you to have a good time, but leave all this gang stuff at home. or if you can't, go back home, and then we'll deal with you there. you don't get to act like a fool here. >> wjz was the only station there last night as mayor dixon walked around the inner harbor asking questions of merchants, tourists and police officers, she's trying to get a better sense for herself of what it will take to make that area more safe and secure. meanwhile, the police commissioner himself says that the case has not been cracked yet, no arrests have been made, he says that the victims in the case are not being cooperative whatsoever, because they themselves are gang members, and he says he's hoping someone from the public will come forward to help them crack this case.

we're live at the police academy, eyewitness news. >> thank you, we'll look for more coverage later today on eyewitness news. >> police are looking into a possible child abuse homicidement after a 3-year-old boy dies of serious injuries. caretakers told anne arundel county police. the boy died due to his injuries. injuries were not consistent with a fall down the stairs and they're looking at his 28-year- old caretaker as a possible suspect in his murder. a high profile marriage proposal is under scrutiny this noon with city resources in question. sally thorner is standing by with more on the police investigation now underway. good afternoon, to you. >> good afternoon, mary and everybody, it was a fairy tale like proposal. it may be a misuse of police resources, when the budget's already strapped for cash. police say he set up an

concert goers turned out to see fish. four men traveling in the rv were arrested and hit with numerous drug charges. hurricane bill is still gathering strength in the atlantic ocean this noon, it is expected to become a major hurricane in the next couple days with winds topping 110 miles per hour. here on shore many are wondering if it will make landfall. bernadette woods is tracking the path of hurricane bill from the first warning weather center. you already called it a monster,. >> it is a big one, and it's getting organized. category 3 or higher is what we consider a major hurricane, it's not quite there yet, all signs are showing it will get to that point. want to show you the latest satellite here. notice that eye forming well in the last few frames there, this is a healthy storm, and that's why we think it will continue to strengthen, as far as the track goes, it does take it north of the the islands, it

makes more a northerly turn over time here, this point it's moving west/northwest, it's going to turn more to the northwest. the thing is, winds are 104 miles per hour, they're expected to go up. also, notice that track, it eventually recurves before it hits the united states, it will come close to bermuda, that's the main island of concern, this is something, still a few days out, still a strong storm, we'll keep an eye on this, and have your complete forecastment. >> stay with eyewitness news for all of the season's storms, go to wjz.com to track the storm and see our special hurricane section. in today's eyewitness news, flu watch report, the u.s. health department is taking steps to speed up delays in the swine flu vaccine. they're hunting down factories that can get more of the vaccines into syringes and ready to use. the health department predicted it would have 120 million doses on hand by october 15th. but now expects 45 million to

be ready by that date. pregnant women, children and healthcare workers. campaigning has shut down in afghanistan with the presidential election just two days away, many voters will fear for their lives on election day, as joel brown reports, taliban fighters are doing all they can to scare voters into staying home for the polls. >> the taliban says it set off the suicide car bomb in afghanistan's capital city that killed at least 7 people. the attacker was targeting a nato convoy along the road, linking kabul to a nearby air base. among the dead, two u.n. workers. just hours earlier and a short distance away, two mortar rounds struck near the presidential palace, no one was hurt. in eastern afghanistan, two u.s. soldiers were killed and three others injured when their convoy hit a roadside bomb. that brings the total number of u.s. forces killed in august to

26. the spike in violence comes as afghan officials hand out ballots and prepare for the country's second ever presidential election on thursday. taliban forces have condemned the election and warned people to stay away from the polls. president obama says the u.s. has a deep interest in a peaceful, stable afghanistan, he's ordered u.s. forces to help secure polling places so that this week's elections can go forward. that may not be enough to calm some afghans. >> there is no security, this plan says, people are very scared, because the election is about to happen. the u.s. military and nato allies say they'll halt all the operations when the voting takes place. troops will be on stand by just in case they need to protect voters. at the white house, joel brown,wjz eyewitness news. about 3 dozen candidates are in the presidential race, including president hamid karzai whose brother lives right here in baltimore, he's favored to win, but faces a

stiff challenge from the country's former foreign minister. a new audit of the state highway administration has been covering some big problems. the report found there were lax controls on about 25 million dollars in materials and supplies. the audit criticized the agency's contract saying, there wasn't adequate documentation of purchases at one third of its 37 locations. we've got some breaking news to tell you about, at the baltimore county department of social services, that's where we're told some dangerous mace has gone off by accident. sky chopper 13 is over the scene. >> reporter: an unusual incident, this occurred around 11:30 this morning at the department of social services on chartly drive in the chartly shopping center. around 10:30 or so, we are told that someone sat on a mace canister, apparently causing it to explode and go off, now, apparently there were several people affected by the mace, they did call the fire department to the scene, they were able to get the air

the gunman who killed three women and himself has left his fortune to the university of pittsburgh. george sodini opened fire inside the la fitness club injuring 9 women in addition to killing three. the university of pittsburgh says it's not sure if it would even accept his 225,000 dollar estate. and the bulk of the money would probably go toward lawsuits filed by the victim. a stunt performer at disney world is dead after hitting his head during a rehearsal. the 30-year-old performer was practicing a tumbling role for the indiana jones stunt show. disney says the stunt show is canceled today in his memory. just a week ago a 47-year-old cast member died after falling on stage during a pirate show. a 53-year-old man is due in court today charged with stalking teen pop star miley cyrus. mark mccloud came twice to the new movie set, claiming he was

we did have a couple sprinkles around this morning, not much, they were from the storms that survived overnight that formed out to the west, we're going to probably see isolated showers and thunderstorms as we head through this afternoon. winds are all over the place, they're turning to the south today. keeping up those temperatures and high humidity. 88 degrees in baltimore. the dewpoint is up to 69 degrees, when you factor that in, it feels like 93 outside and 98 at the ocean. a little bit a break in oakland at 79 degrees, here's the situation, there's a front out to the wet, it's along that front that we're going to see showers and thunderstorms fire today. now, the front is slowing down, it's going to take a little bit of time to get through here, this front is going to take through today and tomorrow to make its way through the mid- atlantic, that's why we're going to see scattered showers and storms during that time. here's the next front behind it. on thursday, the chance for

showers and thunderstorms, but a better chance on friday, as that entire front gets closer, it's actually this front that's going to protect the east coast of the united states, it's going to force bill to turn back out to see. at this point bill is moving off to the west/northwest, winds of 104 miles per hour, it's expected to continue strengthening to category 3 or higher, which will make it a major hurricane on the classification scale of 1 to 5. today for our forecast, we don't have any that going on, an isolated shower or thunderstorm is possible. 92 degrees for our high, tonight going down to 70, and then tomorrow going right back up, close to 90 degrees, chance for afternoon showers and thunderstorms with that front coming in, and then we're going to see continued chances as we head toward the weekend and marty will have your five-day coming up in a bit. we warn our kids about the dangers of binge drinking, but it's just as risky for adults, why americans over 50 should

in today's eyewitness news healthwatch, kids with broken arms may only need ibuprofen for the pain. that is according to a new study from wisconsin. more than 300 kids who went to the hospital with a broken arm
