a crime of hate. a 76-year-old man is severely beaten while fishing. >> tonight the man police have in custody and why investigators believe the violent attack was sparked by hatred. >> hello, i'm vic carter. >> i'm denise koch. here's what pele are talking about tonight. >> a man is in very serious condition at shock trauma hours after he's brutally beaten. the victim is black, police say his attackers are white. and now they're investigating this as a hate crime. gigi. >> reporter: well, in addition to hate, police say robbery may also be a motive. hours before daybreak police say a 76-year-old man and his wife went fishing. as they were leaving their spot in south baltimore three men walked up and began attacking

the man. police are calling at hate crime. the 76-year-old victim is black. 28-year-old calvin lockner is one of the suspects. >> the suspect admitted that he does not like african americans, and we are thus treating this as a hate crime. >> reporter: the naacp says it is upset about this crime but not surprised. >> because we have elected an african-american as president, it doesn't prove anything. hate crimes are clearly increasing. >> allegedly beating his wife for, quote, associating with african americans. >> reporter: police say lockner had two other suspects with him during the attack. investigate outers believe they pummeled the victim with a stick or bat, yelled racial

slurs, then jumped into the victim's vehicle. while a security guard did not want to go on camera, he tells eyewitness news that the victim was severely beaten. tonight the victim is in serious condition at shock trauma. >> three white people on an african-american is concerning. it's troubling that i have to sit here and talk about this kind of crime. >> reporter: investigators say they decided to classify this as a hate crime when lockner admitted that he did not like black people. meanwhile security at the park has been beefed up. back to you, vic, on tv hill. >> police say the machine's wife was not hurt during the attack. the weather put on a big show tonight in the form of thunder and lightning. you can see there were several huge lightning strikes right here on tv hill as severe

storms spread through maryland. we have complete coverage and bob turk is tracking the system from the first warning weather center, but we are going to begin with kai jackson who has more on the damage. >> reporter: that's right, denise, powerful storms produced lightning strikes around our area, and they left significant damage two in baltimore county neighborhoods. skyeye chopper 13 is there after fire broke out in the 300 block of dark head road in middle river, baltimore county, about 5:30 tuesday evening. >> reporter: what hit? >> lightning. >> reporter: linda and john live next-door to the he row house that caught fire. the couple was watching tv when they heard a thunderous sound. >> all of a sudden this loud kaboom, i mean, loud, and we have directv, it went out, and we didn't -- in fact, i was on the phone to directv and the neighbors started knocking on the dorks there's fire, there's smoke, so they said get out of the house. >> reporter: baltimore county

firefighters rushed to the house and found a working fire in the attic at the time. there were no injuries but damage was significant. >> we went in and up to the attic, opened up, pulled the ceiling, set up in there, put the fire out. that's our job. >> reporter: skyeye chopper 13 is over what appeared to be another lightning strike. this one at putty hill and avondale roads in parkville, baltimore county, resulted in a tree smashing a car. this storm came through fast and furious, and did its share of damage. >> typically around here when you get a lot of wind and rain you get a lot more tree damage. at our house we get significant tree damage. in this case it seemed like it was more of is a lightning strike, took it straight down. >> reporter: no one was injured in that incident in which the tree smashed into the car. as for that house fire, the

fire department says that house is uninhabitable. apparently the renter who lives there does have a place to statement about 7500 people are without power in our area, although baltimore gas/electric says they've restored power to about 10 people so far. our coverage continues with bob turk. >> it all started around 3:30, 4:00, as they started to move very quick toward the region. take a look as this activity moved through around 25 miles per hour, but we had wind gusts in some of these storms of 45 to 50 miles an hour, and also some small hail reported. in fact, as large as nickel- sized over portions of anne arundel county and a few other spots. right now take a look at live radar. still some showers. most activity to the east of us but there's still a batch of showers around the d.c. area southwest of the region, and even a little thunder and lightning around washington. around the city here it's a little quieter, but we still have some stuff going on for the next few hours. in the city, light rain, maybe

a rumble of thunder until about 1:00 or 2:00. probably will be repeating the same kind of situation tomorrow and again thursday and friday as well. vic. >> thanks, bob. stay with eyewitness news for up to date first warning weather. police say a three-year-old who died last week was actually murdered. charles bradley was rushed to the hospital after his caretaker said the boy fell down the stairs at a home in severn. he died five days later. doctors called police saying his injuries were not consistent with a fall. so far no one has been charged. a state delegate uses city resources to ask his girlfriend to marry him. it's an elaborate marriage proposal that has sparked an internal investigation at the police department. adam may investigates. >> reporter: some of cardin's con stitt wents tell me it

seems like a waste of taxpayer money but apparently the delegate doesn't want to talk about it. state delegate john karr din in hot water over a marriage proposal that had used taxpayer resources. on august 7th, on board a friend's boat in the inner harbor, cardin admits enlisting the help of the police department's helicopter and officers to fake a police raid. it was meant to throw his fiance off-guard before popping the question. >> my command staff folks have instructed their subordinates to begin an investigation. >> reporter: the hoax by on- duty officers comes as extra money is being spent to beef up patrols in the inner harbor to combat crime and a budget pinch that could end the city's mounted patrol unit. >> i don't know, though that this is much beyond the scope of a couple officers who used poor judgment, and i'm going to reserve much more comment until i know more of the facts. >> reporter: an aid for delegate cardin tells

eyewitness news that the delegate sun available for questions because he is currently out of town, but here at his home, a handyman told us that he's been in contact with cardin all day long via cell phone. so once again, we asked that aid to pass along our request for an over the phone interview. cardin's aid claimed the delegate's cell phone didn't work where he is, so instead they released a statement that said, i should have considered that city resources would be involved and use better judgment to put a stop to the. i will reimburse the city for whatever costs are involved. >> reporter: as of right now, there is no formal complaint, but that could change. >> of course, if does he not reimburse the city, we may decide to take other steps, if we find there's something illegal that happened. >> reporter: so as of right now it's unclear if there are any ethics or criminal law violations. there's no telling how long the investigation will take. had adam may, wjz, eyewitness news.

>> a city police spokesperson says the commissioner will decide whether or not to accept any money from delegate cardin once the investigation is complete. the political standoff 0 over the president's healthcare proposal intensified today. republican opposition to the plan has the white house looking for ways to keep public support behind the president while congressional liberals are saying the measure cannot pass unless it includes a new government-run insurance option. robert gibbs says the president has not changed his stance, nor shifted the goals of healthcare reform. reports began circulating that the president was changing the plan after health and human services secretary kathleen sebelius signaled that the president was open to healthcare cooperatives as an alternative. if you or someone you know is looking for work, you are in the rate city. a new survey ranks baltimore as the third easiest city in the country to find a job. search engine indeed.com compiled the survey and found

now, very clearly showing, 550 miles east of the leeward islands. the hurricane winds extend out about 45 miles, and the tropical storm force winds extend out 175 miles. gusts reported over 155 miles per hour. let me take you back. by saturday night and sunday, it will be just to the southwest of bermuda, probably saturday by 8:00, and they may start seeing some tropical storm force winds. it's expected if the keeps this track, right now that's pretty much what we eastern looking at, to be about 475 miles east of hatteras by saturday evening. by sunday it starts to curve back out in the atlantic. it may brush nova scotia and newfoundland by monday next week. let's take a look around our region. barometer steady after the showers we saw earlier. 69 in oakland, 79 and warm in

hagerstown. 85, speak about warm, ocean city, 85 degrees. this time of night, around the local area, low to mid cents. so a warm, humid night. we did see some pretty good rain moving through. a few spots picked up an inch, most areas a quarter of an inch or so. still some more activity here around the d.c. area, out towards harpers ferry, heading off south of baltimore. most of the light rain now to the east of our region, still a chance to see a few more showers, and again tomorrow this front through the region stalling out, a lot of warm, humid conditions. the sun comes out, boom, things start popping. so look for more at this time. and we stay in the humid air probably through friday. saturday, this front is going to be approaching us, still a risk of some showers. we stay in the humid air until late saturday, early sunday, then we'll clear out and some nice, cooler temperatures and drier conditions moving in for next week. southwest winds 5 knots on the bay, sunrise 6:24, tonight then
