>> reporter: hello, vic. it occurred about 25 minutes ago, as firefighters were called to utah and fayette for some sort of underground explosion. several manhole covers were lifted into the air at the intersection of fayette and utah. firefighters remain on the scene. right now, they're saying it is some type of an underground explosion. they described it as minor. in the sewer system. public works is on the scene. they requested bge. initially, there was a little smoke coming out of the manhole cover. they shut down some of the downtown streets. here's what they know is affected at this time. utah streets between lexington and baltimore, and fayette, about a block either side of utah at this point, are the primary streets that are affected. no traffic is being allowed to go north or southbound along utah. and then, as we speak here, just -- this is right around lexington market or maybe a block or two south of the lexington market. it's a fairly busy area downtown. now, there are no initial

reports of injuries from this minor explosion that occurred underground. but as you can see, lots of firefighters remain here. dpw is here. we'll continue to stay on top of this situation as it continues to develop. but looks like right now, there is notice active fire underground, which is a good sign. >> certainly is. captain mike perry, thank you very much. here we go again. another round of hard-to-follow budget cuts. and in addition to furloughs, some state workers will be losing their jobs. wjz has complete coverage of their plan. political reporter pat warren will have more on the plan announced today. >> reporter: governor o'malley said this morning in a briefing to reporters that he spent much of the early part of the morning, quote, swimming upstream. here's why. >> reporter: 205 straight workers are losing -- state workers are losing their jobs. >> we are currently in the process of notifying those state employees, who through no fault of their own, are going to find they no longer have jobs.

>> reporter: as the state cuts $454 million in the budget 75 will be furloughed. state offices will close. in all, $736 million has been cut from the budget. 60% of that coming from state agencies. 29% from aid to local governments. and 11% to state employees. former governor ehrlich says the current budget crisis is partly due to the tax-and-spend decisions made in the 2007 sessions. >> negligent political decisions. negligent policy decisions maid in 2007 and 2008, have contributed directly to this present budget shortfall. >> reporter: local governments must deal with losing $210 million, $160 million of it in highway funds. health departments and police will lose $20 million each. >> all of these decisions have to be made, decisions that have

to be made now. that's why we elect government leaders to make decisions in a timely fashion and not to put them off. we have one simple intention. and that is to get maryland through the other side of this recession, as quickly as possible, with as much of our priorities intact, so that we can see a better day. >> reporter: the layoffs and another 150-plus unfilled positions will save the state $17 million. the furloughs, $75 million. reporting live from federal hill, i'm pat warren, now back to you on television hill. >> okay, pat. thank you so much. wjz's coverage continues now with mike hellgren who has emotional reaction from workers affected by these painful cuts. only wjz was here as state workers gathered after learning about the layoffs. these cuts will affect every single state employee. >> terror. it's absolute terror. where can you do?

dajan bolden was sentenced. he has also been ordered to register as a child sex offender for the rest of his life. bolden and four other teen boys were charged in that attack, inside a dugout in federalsberg. bolden will also have to continue treatment in a program. two other boys had charges dropped because it was determined they only served as a lookout. a 51-year-old man found dead inside has parents' baltimore county home. weijia jiang is live at baltimore police headquarters with the latest on the case and reaction. >> tonight, police are no closer to solving who killed that man. and now they're looking into his history for answers. >> reporter: police are aggressively looking for the person who murdered 51-year-old scott greenberg. it was his separated wife who made the gruesome discovery at greenberg's parents' upscale house. >> they found him dead on the

kitchen floor. he had been shot dead multiple times in the upper body. >> doesn't seem like that kind of neighborhood. >> detectives are digging into his past for clues. former campers remember him as being loving and fun. >> reporter: greenberg also owned and operated this ice cream shop on reisterstown road. according to charging documents, it was the scene of a disturbing incident that happened last career, involving a teenager. >> reporter: in 2008, greenberg was charged with assaulting an 18-year-old employee of "the house." the employee told investigators that greenberg, asked, would you ever eventually sexually pleasure me? he said that he had been split with his wife for six months and had been celibate. they were also scheduled to go to court tuesday to settle a dispute over their home. next-door neighbor john, who considers himself an "uncle" to

the couple's 8- and 11-year-old had this to say. >> we wish them nothing but peace and security. >> reporter: but peace may be hard to find until police find the shooter. >> there was no forced entry. the house had not been ransacked or robbed, which leads investigators to believe that he knew who the killer was. and the killer was there on a mission. >> reporter: so far, police have not made any links between greenberg's past charges and his murder. they stress again how important it is for anyone with information to come forward to help them solve this case. reporting live at police headquarters, weijia jiang, wjz eyewitness news. >> metro crimestoppers is offering a $2,000 reward for any information. call 1-866-7-lockup if you have any tips. the coast guard is calling for a number of inspections on water taxis that operate in baltimore. it comes in the wake of a 2004 accident which killed five people. the coast guard report just released today concludes that the seaport taxi capsized for a number of reasons, including

the decision to be on the water during bad weather. now, it's calling for inspections of similar boats to see if they're also vulnerable. the 2006 reports from the national transportation safety board reached a similar conclusion. another delay, another day. another day, another delay, for the crew on board the space shuttle dover discovery. -- shuttle discovery. nasa called off tonight's launch. this time, it's because of a bad fuel valve. a launch was also called off earlier this morning due to thunderstorms. nasa will keep trying to launch through the end of the month. back home, another picture- perfect day with no storms to speak of. live look outside, where there are a few clouds hanging around. but all in all, it has been a gorgeous day. and so has our weather. things are beginning to get a little dicey in the tropics, though. meteorologist bernadette woods is tracking it in the tropics. bernadette? >> how nice of you, vic. since it's quiet at home, we want to show you what could be affecting us for the weekend.

safety, fired multiple rounds. and the suspect has died on the scene. >> it's a story that began last saturday at this crofton pnc bank. when an alleged couple were caught on surveillance camera. the unidentified woman appeared to have cased the bank and left. when preive 47 -- when 47-year- old brian keith doukas entered and passed a note and demanded money. then a man who looked like douks went to hit another bank. >> pie the -- by the time he went to the other bank, police already had a warrant for his arrest. >> reporter: but beyond name and age, they do not know where he lives. half an our after last night's robbery, his truck was spotted

behind a liquor store. the woman was not with him. police believe she was involved. >> we don't know who she is. and obviously she is a person of interest in this investigation. >> reporter: meanwhile, his windshield showing bullet holes and his life over. the case of alex doukas ends. >> police will only say the officer is a 16-year veteran and has been placed on administrative duty, pending the outcome of the investigation. tonight, top education officials say maryland students are surpassing their peers in other states on ap and a.c.t. tests. the maryland scores on the s.a.t., reading and writing portions are first in the mid- atlantic region. the nation's largest beer maker has a new campaign, targeting college-aged drinkers. bud light cans. but as gigi barnett reports, some fear the cans will

increase underaged drinking. >> reporter: as college teams hit the grid iron and fans pack the stands, another way to show team spirit may be in a can. at least that's the new marketing campaign by beer maker, anheuser-busch. they're called fan cams. beer on the inside. the team's color on the outside. some say it's the strategy that might work. >> reporter: the beer company says it plans to deliver red- and-black cans to convenience stores near next week. none will have team logos or mascots. just the school's colors. >> it's sort of like a recession we're in. people are just finding different ways to get better markets in. so they're hitting the younger kids. >> reporter: critics fear the fan cams will increase binge drinking on campus. and give the impression that campuses support underaged drinking. >> in a written statement to eyewitness news, one of the company's vice presidents writes, our company's position on college drinking is clear. if students are 21 or older and

choose to drink, we want them to do so responsibly. if they are under 21, we want them to respect the law and not drink. some students say the fan cams on campus are unnecessary. >> reporter: i think they're trying too hard. you know? they're going to get their product sold, no matter what. >> and as mentioned, the fan cams won't be at every university. anheuser-busch says it's dropping the campaign near universities that complain that the promotion will boost underaged drinking. no word yet whether university of maryland will ask the university to remove its fan cams. >> all right, thank you very much, gigi. ananheuser-busch had originally planned to promote with 27 different colleges. moving on. >> weatherwise, it's gorgeous once again today. and we do have changes coming the next few days. but right now, 85 degrees outside. the humidity is still low. a light breeze out there. going to have changes. but also in the tropics. stay tuned. we'll have your forecast when we come back.

let's get through them. for today, we have topped out at 84 degrees. just a beautiful afternoon out there. and overall, the humidity still has been low. the average is now down to 84 degrees. we're going to be above that, as we head into tomorrow. but slowly coming below that as we head toward the weekend. right now, we are at 85 degrees. 88 in cumberland. 79 in oakland. but the dew points are still very low. indicating that the humidity is low still today. and that also is going to be changing a bit. winds are light out there. but they're willing to turn around to the southwest tomorrow. that will bring up warmer air. tomorrow, getting close to 90 degrees. so still under the influence of this high pressure system. after that, there's a front off to the northwest. and it will come our way. thursday, it's going to move into relatively dry air. showers and thunderstorms are possible. after that, there's another low that will ride along this front as it stalls out. the humidity is going to increase. chance for showers and thunderstorms will increase. both friday and saturday. and also, the tropics will be increasing.

there is something we really need to pay attention to. it's just getting its act together offshore. this is it right now. it hasn't fully formed this. but there are the aircraft reconnaissance going into this. and they are researching this. and we're probably going to have some updates as we head into tonight. by tomorrow, all signs are pointing to this becoming a tropical system. and it will become danny. and the general forecast track take its off to the northwest. into this vicinity by the weekend. now, with the front coming down to the northwest, it's going to hold everything down a bit for the weekend. but you can see, it's close to us that we're really going to have to pay attention to this as we head into the weekend days here. for the forecast on our waters, at least for now, very quiet. out of the southwest, the winds will be 5 to 10 knots. bay temp, 82 degrees. and tonight, we're going down to 62 degrees. tomorrow, we start to warm it up. up close to 90 degrees. sunny to partly cloudy out there. the humidity still not all that

it is 6:29. 85 degrees and mostly sunny. hello, everyone. thanks for staying with eyewitness news. here are some of the stories people are talking about tonight. it was a deadly mix of drugs. and it's being blamed for the death of pop star michael jackson.

jackson's doctor says the time line doesn't add up. >> reporter: through his lawyer, jackson's personal physician, dr. conrad murray says police have twisted his account of what happened during the pop star's final hours. while murray admits giving jackson several drugs, including the sedative propofol, his lawyer says he never told police he left the room to go make phone calls. a los angeles search warrant indicates dr. murray admitted he drugged jackson several times over the course of approximately 10 hours. it says that he gave jackson 10 milligrams of and different drugs to make jackson sleep. experts say he was playing with fire. >> he knew all of the drugs jackson had been taking. he must have been aware of the synergistic effects this. is basically pharmacology 101.

i think he made a poor choice of drugs. >> reporter: dr. kosinski says the propofol was the straw that broke the camel's back. >> for propofol, there is no excuse. that is not the type of drug that should be administered outside the hospital setting. it's much too dangerous. >> reporter: while police are trying to keep a tight reign on the investigation, legal documents show they are focusing on building a manslaughter case against dr. murray. in los angeles, manuel gallegus, wjz eyewitness news. >> you'll recall that several investigators had raided the home of dr. murray, as well as the pharmacy they believe he used to obtain the drugs. it only took a day. but now, three are charged with selling the drug salvia. >> it was banned in the resort town on august 3rd. august 4th, the charges were filed. the three merchants were charged with having some pacts

of the her -- packets of the herbs for sale that day. now, one merchant says they should have been given more time to get rid of their salvia before cracking down. salvia can give users an out-of- body sense of traveling through space and time. sally, back to you. >> the charge carries penalties of up too 6 months -- up to six months in jail. a fine or both. a park police officer. authorities say it occurred during a traffic stop on the baltimore washington parkway. they say the officer was standing on the shoulder, when a pickup truck struck his patrol car from behind. the impact caused him to be pulled underneath his vehicle. the injuries injuries to the officer and both drivers are considered to be nonlife- threatening. a woman is behind bars for what authorities say she was trying to smuggle in her bra. customs officers discovered over two pounds of cocaine in

massive wildfires. but more than 150 homes were destroyed. >> we have a lot of memories here. our life. >> reporter: 500 greek firefighters are keeping close watch as helicopters patrolled to put out any flareups in the fire zone north of athens. >> residents say this is the exact location that the fire began. and they say it should have ended here. instead, it burned out of control, for 22 miles, until it reached the outskirts of athens. >> the firefighters and police didn't show up, he says. nobody came. he could only watch as the farm his great grandfather built went up in flames. neighbors are outraged. not a single fire in sight. >> we used our bare hands and buckets of water to stop the houses from burning, he says. residents here feel abandoned. >> what are you going to do now? >> i don't know.

>> i don't know. >> but the greek prime minister insists the country's fire defenses worked. homes here may one day be rebuilt. but colleges feared the tens of thousands of acres of decimated forest may never recover. charlie d'agata, cbs news, athens. >> greek officials had to count on aid from other countries in their battle against the flames. the dallas cowboys employees injured when the canopy over the team's practice field collapsed planned to sue. a scouting assistant and special teams coach sought unspecified damages. the scouting official was terrified. the canopy collapsed during a thunderstorm earlier this year. in tonight's eyewitness news healthwatch report, research shows when it comes to sugar, americans like it a little too sweet. the american heart association says most women should have

only six teaspoons or only 100 calories a day. most men, 190 calories. but the average american consumes 22 teaspoons a day. also in health watch, an important warning about one of the most popular weight loss drugs. kellye lynn explains what you need to know in tonight's healthwatch report. the fda is investigating whether patients taking alli are more prone to liver damage. fda regulators say they have received more than 30 reports of injuries in people taking the drugs and prescription drug zenical. and patients are being advised to keep using the drug as directed. alli is the only nonprescription weight loss drug approved by the fda. reports of teenagers abusing attention deficit disorder drugs are on the rise. costs soared 76% over an eight-

year period ending in 2005. those calls came from parents, e.r. doctors and others, seeking advice on how to deal with the problem. the study does not indicate whether they were teenagers actually living with adhd, but it appears they were not. and a new warning about riding in the car with someone who smokes. new research shows passengers of smokers are exposed to nicotine levels. some medical experts are now questioning whether smoking should be banned in cars, as well as restaurants and bars. >> reporter: the report appears in today's edition of the online journal, "tobacco control." i'm kellye lynn with healthwatch. >> and they have at least a 30- minute round trip commute to work. pipe bomb explosion. two blasts go off inside a crowded high school. who police say is responsible. plane uncomfortable. one airline's recommendations that passengers say don't go far enough. i'm bernadette woods in for bob turk in the first warning weather center.

a teenager is in custody after he allegedly set pipe bombs at a northern california high school. he wore the tactical vests. he was also armed with a chain saw and a sword. the suspect detonated two bombs in the school hallway before he was wrestled to the ground by the principal and the teacher. >> well, there are two explosions and there are like, like it almost shook the room kind of. and afterwards, the second explosion, the fire alarm went off. and you went outside and there was smoke everywhere. >> no one was seriously hurt by the explosions. and now, prosecutors are deciding to try the teenager as an adult. an emergency crash-landing in new jersey. slightly injuring a pilot and a student. firefighters cut with the aircraft and fire retardant foam as a precaution. this is the third plane to crash-land in new jersey this month.

sun country is reacting to the latest incident, where 100 people sat inside one of their planes for six hours. the minnesota carrier now says they're placing a four-hour limit on the weight time. -- wait time. for travelers who have experienced the delays, that's still not good enough. >> it wasn't pleasant. that's for sure. and you feel like you're going to mix miss -- to miss your connecting flight. >> no more than -- no more than an hour. >> i agree with her. those are passenger bill of rights still in committee. that would allow all airlines to allow out every three hours. a strict penalty is in the works for people in great britain. the government says it will cut off their internet connections and also block actions for sites. however, some consumer groups have called it a restriction to
