today the governor announced hundreds of workers will be let go, thousands more forced to be furloughed. we're live downtown we'll break down the plan as workers express their frustrations. >> reporter: it means that the employees could lose from 400 up to $4000 depending on their salary but some employees will lose more. only wjz news was there as a group of angry state workers held a protest outside of the state office building on preston street after learning they will be forced to take furloughs and 205 fellow state employees will lose their jobs. >> they're not nibbling at us any more. you know, this governor is taking bites. >> reporter: the bite is 454 million-dollars with nearly 70,000 employees furloughed. the highest paid lose two weeks salary the lowest will lose three days paid. it will close the day before labor day and other holidays to

facilitate the furloughs. the state has cut $736 million, 60% from agencies, 29 from aid to government and 11% from state employees. >> we have one intention -- to get maryland through the other side of this recession as quick -- as quickly at possible. >> why does it have to be us? why us? >> reporter: these employees say the furloughs all right them enough and vowed this time around their voices will be heard. >> the last time we did it because to save state jobs. now hear we're back again another furlough and the employees are losing jobs. >> we have budgets. we cut our budget, it cuts our budgets at home the bills and our responsibility. >> we cannot stretch it any

happened. >> chopper 13 is over the scene of the explosions downtown. the baltimore fire department says that four covers blew off at utah and fayette streets. >> several covers were partially displaced. what caused that displacement we're notson but we received reports of an explosion eurbgts bge jackhammers the road trying to get under it and why they blew off, the department of public works says it could be some time before they have an answer. >> police established a safety perimeter around the explosion. they investigated, bge determined that one of the gas lines was responsible for the manhole explosion. but the reason was not immediately clear. no one was hurt. the city had its hands full

with problems. a mass of water main break is still being repaired. and a steam leak shrouded the area, making it barely visible. >> how high did they get today that you are aware of. >> i don't know how high, you know, if they pop up it will startle you a bit. >> traffic is expected to be a headache and people are being told that between fayette and liberty will be closed. avoid the area for that reason. utah will be closed between baltimore and lexington street. new at 11, three men are charged with gang raping three women at a local high school. it happened in july. two women accepted a ride from the men walking downtown on fayette street. holding them they drove them to the school where police say

they raped the women. the other attack happened two weeks later. the victim in that incident took down a partial license plate number which led them to the suspects. a murder in baltimore county as a man is found shot to death. we investigate. >> reporter: police are looking for theperson who murdered -- for theperson who murdered a man. his wife made the gruesome discovery. >> he was dead in a pool of blood on the floor. he had been shot several times. >> it does not seem like that kind of neighborhood. >> they are looking into his past for clues. they ran a well-known camp in west virginia. former campers remember him being fun and loving. >> he owned and operated this shop. according to the charging documents it was the scene of a disturbing incident last year involving a teen. he was charged with assaulting

an 18-year-old employee. the victim said that he asked would you ever sexually pleasure me. he said i have been split up for my wife and have been sell bait. on tuesday tkw-bgtives returned to the scene to question employees. records show they were to appear in court to settle a dispute over their home. the issue has been resolved. a neighbor, who considers himself an uncle to the couple's children, spoke only to wjz news, we wish her peace and security and for the kids to have a peaceful life for her and for the future. >> reporter: it may be hard to find until police find the shooter. >> there was no forceddentry, the house had not been ransacked or robbed which leads investigators to believe he knew the killer and the killer was there on a mission. >> reporter: they are not aware of any links between the past charges and the murder.

the middle of the boat. it was a beautiful afternoon. >> it was run by seaport taxi with 25 people on board when a microburst stormed into the bay. passengers were tossed into the water. >> it started to rain, the second gust of wind, the third came along and the boat flipped over. i thought this is the day that the three of us go together. >> reporter: he survived his wife and daughter did not. five years later they are issuing the final report on the accident. in the report, they list a number of factors that led to the boat cap sizing, including the wind, waves, passenger weight and a decision to turn the boat into the wind. >> the coast guard's focus has been on ensuring the safety to go on the vessels. >> reporter: the coast guard is recommending some changes, including adjusting the average passenger weight size and allow

during the overnight. temperatures getting cho esto 90. but still dry out there because of high pressure. after that, though. the high pressure will give way and things will change after that. there will be dry air. only the chance for a shower and storm. things are starting to pick up surprise and saturday. and we'll be looking down at the tropics. this is why -- this is right here getting it's act together. and the aircraft has been in there. they found winds dut not that closed circulation to classify it as a tropical expression. this will strengthen. it will gain the name danny and even with that, it will continue to the northwest.

and it takes it generally our way. this is what we're going to battle. just to the north. from the south. we head to the weekend. it will be generally in the area of the carolinas into the midatlantic. this is something we have to pay attention to. it has not received a name but it is likely to it will be tropical storm canny. something that will factor into our forecast. out on the waters. beautiful out there. winds a 59 to 10 knots. we're going to 66. patchy fog and then close to 90 degrees. but after that, this is when we see the changes. maybe a shower, storm on thursday. much better chances on friday. some of the moisture is coming from the south. we'll be -- we'll be watching saturday into sunday. and the potential for danny would be. and stay tuned to that. >> thank you u coming up the
