>> reporter: senator ted kennedy will be laid to rest at arlington national cemetery, near his brothers, john and robert. his death has unleashed a flood of sentiment. they said the lion of the senate passionately pursued his causes, while remaining friends with his opposition. >> that's why he was one of the greatest to serve in our democracy. >> reporter: kennedy championed healthcare, education, and civil rights. condolences are pouring into his washington office, and flags have been lowered to half staff. >> for me, i lost my best friend in the senate, he was a great friend. >> reporter: the 77-year-old lost the long battle with brain cancer overnight in his home. vice president joe biden spoke with kennedy's widow. >> she said, she said, he was ready to go, joe, but we were not ready to let him go. >> reporter: the family will

story, including more reaction, just log on. wjz.com. tonight, don't miss the cbs news special. kennedy, the last brother. we'll look back at his life, tonight at 8:00 here on wjz 13. the day's other big story. a new storm is brewing in the tropics. danny has reached tropical storm strength in the atlantic. right now, the top winds are 45 miles per hour. and the storm is about 400 miles east of the bahamas, and 750 miles north of the south carolina outer bank. first warning weather team is tracking the storm. let's go first to meteorologist tim williams. >> good afternoon, were. we want to take you right to our enhanced satellite picture. this is a picture looking down over. you see the brighter bands. that is showing you some of the stronger intensity, of some of the storms around danny. the actual circulation. the center of circulation is off to the west of this storm, pretty much to the left of all of the colors. all of the storms you see are

just all kind of disjointed. and they will eventually wrap around this storm, causing it to intensify. and that is when danny could potentially be a category 1 hurricane as it starts to move closer to the coast. this is a time line. and a cone of basically uncertainty, as this storm moves through. but i want to take a note here, is that while this storm is going to be a little weaker than bill was, just a week ago, it is going to be moving just a little closer. what that means for us is that we'll get many of the same impacts, as we got from bill, moving past as it starts to move through. and this is as of last update, all of these time lines and of course all of the sustained winds as we mentioned just a moment ago, up 45 miles per hour, with gusts high are. and it moved in to the west/northwest. now, what could that mean for us. as danny moves up the coast. >> that's right. now, we've broken this down a little closer to home, to where the effects could be on friday. we have a lot of people concerned with storm surge because of isabel. if there were to be any storm surge with this at all, it

would be out of the south. the southerly winds during the day friday into friday evening. but as the storm passes by, it will cut off the wind and turn around to the north. so that's not our biggest threat. rain will start to pick up during the day on friday. potentially heavy at times. now, as we head into saturday, that's when the storm is going to pass by our latitude. and it could be very close to the coast as it does. and it could also become a lower level hurricane at that point. so winds are major concern with this on saturday. farther inland, we could see tropical storm forced wind gusts. that's between 35 miles per hour, upwards to 73 miles per hour. we think it could be on the coast, the potential of hurricane gusts. that means 73 miles per hour. rain becoming heavy at times. and coastal erosion and flooding also as this storm passes by during the day on saturday. so a lot still to go with this storm. i'll have the complete forecast coming up shortly. >> stay with wjz and first

warning weather, for complete coverage of tropical storm danny. for instant updates and the tropical tropical storm's track, log onto wjz.com. the board approves more than $454 million in budget cuts. the move means furloughs and layoffs for hundreds of state workers. political reporter pat warren has more from annapolis. >> today's board of public works meeting marks the sixth round of budget cuts. >> i hate these cuts. but i think they're necessary. because bottom line, you can't stand what you don't have. and there's no way of getting around that. >> reporter: in all, $736 million has been cut from the budget. 60% of that coming from state agencies. 29% from aid to local governments. and 11% from state employees. >> they're not nibbling at us anymore. you know, this governor is taking bites. >> reporter: state employees protest that 205 people will get pink slips today. >> that's going to hamper

jessica kartalija, live in the newsroom now with more on how everybody is doing. jess? >> reporter: hello, sally. everyone has fully recovered from their illness. which at this point, is still assumed to be heat stroke. sky eye chopper 13 is over the field. 14 football players and three coaches were sent to area hospitals with heat-related symptoms. the varsity team has been practicing for about 35 minutes when players developed symptoms of heat exhaustion, including nausea, vomiting and profuse perspiration. a large water container that many were drinking from, as well as several water bottles and sanitizer tablets. >> police also say information on the care of the fields will be reviewed, specifically the marking of the fields and fertilizing. bge remains on the scene of a gas main break at west fayette and north utah in the heart of downtown. the pressure of the break yesterday, sent at least four manhole covers flying into the streets. repair crews are having a tough

sedated the pop star with drugs. however, an ambulance wasn't called for another 90 minutes. no charges have been filed in the king of pop's death yet. saga comes to a close for chris brown and singer rihanna. brown has been sentenced but won't receive any jail time. >> you going to be placed on formal felony probation. >> reporter: r&b singer chris brown looked contrite as the judge told him he will spend five months on probation and do six months of community service in his hometown of richmond, virginia. >> the community labor includes performing manual labor tasks, such as trash pickup, washing cars, cleaning and maintaining grounds. >> reporter: richmond's chief of police will directly supervise brown's labor program. the 20-year-old is also required to attend one year of

do domestic violence counseling. >> you understand and accept the terms and conditions of your probation? >> yes. >> reporter: brown could have faced up to four years in prison for beating up former girlfriend pop star rihanna. the lighter sentence wasn't a surprise to most celebrity watchers. in a deal last june, brown pled guilty to felony assault. and since he had no prior record, many believed he would escape jail time. this has capped off a long six months for the former couple. brown was arrested in february, after he and rihanna got into a heated confrontation, just hours before the grammy awards. >> reporter: brown has publicly apologized to his fans and said sorry to has former girlfriend as well. he is not allowed to have any contact with rihanna. and must stay 100 yards away from her, except during ceremonies, where it drops to

10 yards. >> the judge also warned brown he could be sent to state prison if he violated the terms of his probation, including staying away from rihanna. investors are waiting for some soon-to-be released income reports. here's a look at the reports. the dow is up 4.25 to close at 9544. s&p is up a fraction as is nasdaq. alexis christoforous has tonight's cbs money watch update. there are fresh signs the housing market is on the mend. new home sales jumped 9.6% in july. it's the fourth straight monthly increase. home prices were still down 11 1/2% from a year ago. those low prices, coupled with low mortgage rates are bringing in the buyers, especially first- time home buyers, who were taking advantage of an $8,000 federal tax credit. the nation's factories are also busier.

i remember this. this is what we had a week ago. >> that's right. >> this is summer. and it is back. and it's the calm before the storm. because it's looking more and more like danny is really going to affect us as we head into this weekend here. but before that happened, right now, this is what it looked like outside, temperature-wise. you saw the picture. sunshine out there. and the temperatures go along with it. 88 degrees in baltimore. 93 in cumberland.

93 at the ocean. but notice the dew points have also come back up again. they are on the way back up. the humidity is starting -- starting to factor. winds around to the south. it's not going to last that long. really big changes coming our way. they have more to do with the tropics. they're going to start, though, with this cold front coming in from the northwest. now, it approaches us tomorrow. it's a chance for a shower or thunderstorm. but there's pretty dry air on top of us, considering it's just a chance during afternoon or evening hours for that thunderstorm. but tomorrow night into friday, we're going to see even more changes because of tropical storm danny. we showed you this here at the top of the show. notice it here trying to come together. notice, it's still pretty disorganized. you're seeing brighter colors, indicating that it is gaining some strength. and eventually, this is going to wrap around and make its way off to the northwest, intensifying as it does so. at this rate, the national hurricane center keeps the track offshore.

this is a very fine line here. we're going to take you through here. going off to the northwest, wicking -- picking up some steam. and possibly becoming a hurricane. just as it passes by the mouth of the chesapeake, before racing off to the northeast. look at the times here. this is friday evening. still off to our south, getting very close to cape hatteras. then saturday, 5:00 a.m., still just off to the south, this is when it could become a hurricane. friday night into saturday is our time frame for concern. what we're thinking is going to happen as we put all of this together into a forecast, it's still comfortable out there right now. tonight is still dry. then tomorrow, maybe a shower or thunderstorm. here comes the front on saturday. at this time, danny will be feeding from the south. we'll see rain break out during the day on friday. it will be a cooler day. and rounds of rain on and off. and friday night, the rain could start to pick up, continuing into saturday. that's when the storm is going to be passing by our general latitude. hurricane center keeps it

offshore. close enough that we could see hurricane forced wind gusts down at the ocean. that means 74 miles an hour or higher. and inland, the potential for tropical storm wind gusts, that means 39 miles per hour. it's going to get a little dicey as we head through the day on saturday. we will be here and keep you updated on the situation. by sunday, though, everything will start to leave us. forecast on our waters now, pretty quiet. not much going on. small craft advisory overnight. winds picking up a little with the cold front going on. patchy fog is possible. then tomorrow, goes up to about 85, 86 degrees. mid-80s. the chance for a late-day shower or thunderstorm. but it's tomorrow night into friday. you will start to see the water pick up. then saturday night into morning. if you are heading down into the ocean this time, you really want to be careful about this time. friday into saturday, those thunderstorms don't even tell half of the story. winds will pick up. there will be coastal erosion also. if this does track close, we

it is 4:30. it's 88 degrees and partly cloudy. hello, everyone. thanks for staying with eyewitness news. i'm vic carter. denise is off today. here's what people are talking about. it's the public service announcement that has not only gone global, it's also going viral. it's meant to deter people from texting while driving. as richard ross reports for wjz, the video is proving to be extremely effective. a warning, some of you may find the video disturbing. >> reporter: it's called "the film that will stop you texting and driving." [ screaming ] >> reporter: it's a 30-minute video, made for showing in british high schools to demonstrate the dangers of texting on a cell phone while driving and made very deliberately to shock.

so graphic and horrific, the cinematic car crash was labeled for teens 18 and older, when an excerpt landed on you tube last week. its writer and director henry, who cast his own son in the video, makes no apologies. >> yes, it is violent. but the reality of a fatal road accident is much more gruesome, much more violent. and on my position on this is the fact that if you're old enough to drive, if you're old enough to want to drive, you're old enough to be aware of the real and serious risks one places yourself in, every time you get behind the wheel. >> reporter: produced last summer for the police force in south wales, which picked up most of the almost $20,000 cost, it may already be working. >> as you know, this video has been viewed around the world now, by 1 1/2 million people. and we've gotten e-mail after e- mail after e-mail, from people saying, i will never text and

drive again. >> reporter: authorities in britain say texting on a cell phone slows a driver's reaction time by more than a third. texting behind the wheel can be riskier than driving high or driving drunk. >> reporter: and almost half of young drivers here have done it. the young actors in the video knew that. they didn't know their work finished here last summer would have such impact. jenny davis plays the driver, nicknamed "cow." >> my mum cried. my mum cried a lot. and watching it, seeing me screaming. and a lot of my friends have been really upset by it, seeing see screaming and in that much pain, as it seems, that much pain. >> reporter: amy ingram was one of her passengers. >> i think it is a little graph -- i think nothing is too graphic if it saves people's lives. if it makes people cry, then it makes people cry, you know? but fingers crossed, that everybody watching this is going to learn from it. >> reporter: and if the lesson

saves just one life, they say, that will be awesome. richard roth, cbs news, south wales. >> as of october 1st, texting while driving is illegal in maryland. it is also been banned if 16 other states. a popular product kills three children. sally is live in the newsroom with more on what parents need to know. sally? >> reporter: well, vic, millions. window blinds and shades are being recalled because children can get caught in the cords. the recall are from big named companies like pottery barn and ikea, as well as smaller stores like target. just a couple of years ago, a 1- year-old boy became tangled in the cord and was then strangled when it fell into his crib. the only two companies involved in the deaths are vertical land and louis hyman. still a total of six companies are voluntarily recalling their products. back to you. >> wjz is always on. for a full list of the recalls,

log onto wjz.com. a teenager will be charged as an adult, after police say he brought pipe bombs and a chain saw to his former high school. alex shushock has eight counts, including attempted murder. police say he det detonated two pipe bombs. he was stopped when a teacher saw him and tackled him to the ground. >> i recognized the type of vest is a military-style vest. i didn't see any -- i didn't see bombs. so he was not following my direction. and he had this military -- you know, a tactical vest on. so that's when i decided to do what i did. >> reporter: police say that they were upset about school administrators. no one was injured. city police rob a man they say has been robbing a store nearly a day this month. merchants tell suzanne collins,

they feel a big relief over the arrest. >> reporter: the arrest of mark lomax, seen in this surveillance video, ends a string of what police say were at least 17 robberies in august. from fells point to hamden. even the lutheran mission store. >> it was frightening. but we didn't allow it to escalate to anything significant. and we were definitely praying. >> reporter: the man held what appeared to be a gun in a plastic bag and demanded their $50. but the victims didn't comply with all requests. >> he did ask us to go upstairs. and we said, no. >> reporter: the fells point subway was held up twice in the last two weeks. the owner says what is believed to be a gun was held to his employees' head. >> somebody called in. and thank god, nobody got hurt. >> reporter: the repeating pattern led police to an arrest last night. >> we did surveillance at some of these businesses yesterday. we set up detectives at various spots because he's a repeat offender. and we were able to locate him at one of the spots. we took him into custody.

>> it was hit three times this month. but by the last time they were ready, and instead of getting just a few bucks, the suspect got a beating. >> reporter: the employee had her boyfriend on hand. >> he tried to make for the door. and i was blocking the way. so he went for my neck. meanwhile, my boyfriend grabbed a baseball bat. we went behind the counter and hit him a few times. >> his head was cracked open. his arm was broken. we had blood. >> seems happy about that. >> i am thrilled that we stood up for ourselves. >> reporter: now, despite a broken arm and other injuries, police arrested lomax outside another store they believed he might rob again. vic, back to you. a police guard is outside lomax's hospital room, where he's undergoing surgery for a broken arm. baltimore county police are asking for your help finding a man wanted in two separate incidents. take a good look at the sketch of the suspect. in the first, the man exposed himself to a victim in her home on rambling oaks way. then on august 14th, a second

victim woke up to find the suspect, standing naked next to her. and in her bed. the victim screamed and the man fled. if you have any inform anticipation, call baltimore county police from metro crimestoppers at 1-866-7- lockup. heat and humidity creeping back up. a live look outside right now. things continue to heat up as the week progresses. eyewitness news has weather and traffic together. meteorologist tim williams is here with the updated numbers from first warning weather. tim? >> good afternoon, everyone. definitely going to be talking about warm weather today. first off, i want to show you live doppler radar. temperatures coming in at 88 degrees. 50% relative humidity. but the dew points are high. over about 65 degrees. 67, i think, at last check at bwi marshall. they do have a front to our north that's triggering some thunderstorms up to new york and northern pennsylvania. but when you add that high dew point, that 88-degree temperature. this is what it feels like area wide. we are talking about a real-

feel, a heat indices. look at ocean city, 99 degrees and what it feels like if you're walking along that boardwalk. and it is a little more comfortable out in the western countiless. oakland check -- counties. oakland checking in with a heat index of 67 degrees. we have a lot to talk about it. we'll talk about it in your complete updated forecast. let's check in on the roads now with sharon gibala at wjz traffic control. >> well, the good news isy we did clear up that accident involving two tractor-trailers at 32. still a significant delay, approaching where naaccident scene was. -- that accident scene was. meantime, another accident. this latest one reported in the southbound lanes at the route 22 exet. -- exit. watch for delays there. also an accident in reisterstown. as far as other issues, we still have that gas main break in the city, blocking fayette between park and utah. utah is also closed between baltimore and saratoga. there's a look at your drive times and your speeds.

a soldier from maryland is remembered. the maryland soldier, staff sergeant paul jackson was from lancaster, maryland. the soldiers were killed during a training mission in the colorado mountains. military officials don't yet know what caused the crash. hundreds of fans are involved in rioting, prior to a soccer match in england. several people were hurt due to the violence. authorities say fights originally started between fans cheering for two opposing teams. police say they haven't seen this level of violence during a soccer game in years. soccer officials have condemned the violence. police identified a person they say helped murder suspect ryan jenkins. helped murder suspect ryan jenkins, taken to a motel prior to his death. jessica kartalija has more.

>> police now say the one who checked jenkins into the hotel was his half sister. authorities say jenkins stayed in the motel for several days before he apparently took his own life. the former reality tv contestant had been suspected in the murder of his wife. investigators think the pair may have metup in washington ask drove across the border. >> police have talked to the woman but so far, no charges have been filed against her. police in minnesota make a shocking arrest in an animal abuse case. they say the man threw a dog into the air at the busy intersection. police say he wanted to see if the dog could fly. the pit bull had to be put to sleep after suffering serious injuries. animal rescue workers are searching for animals injured, escaping the intense fires in greece. workers have already located some animals scattered throughout the greek

countryside. they are being taken to local animal hospitals for treatment. those who can't be treated may have to be put down. homes were badly damaged due to the fires which have raged for days. for the second night in a row, nasa canceled the planed liftoff-- planned liftoff for shuttle discovery. >> reporter: nasa called off the countdown to launch discovery for the second night in a row. >> we have scrubbed for the evening, officially at 5:52 p.m. eastern. >> reporter: this time, wasn't bad weather that scrubbed the launch, but a bad valve. nasa found the problem hour -- during the fueling process, just hours before liftoff. >> we did not get an indication that the involve went closed. >> reporter: now, nasa has to find and fix the problem. but there's not much time. the space aimtion has until

august 30th to get discovery into orbit. >> they really have until the weekend. >> and time is already running out on the shuttle program. the orbiters are going to be retired for good by the end of the year. discovery's mission is to deliver over seven tons of supplies that astronauts need aboard the space lab. but looks as if they will have to wait a little longer. nasa will p. a series of tests over the next eight hours and hope to launch again on friday. >> the astronauts will be on standby for the next planned launch. the delay will also give astronauts near time to intend with their families before the mission gets under way. a freighter called the arctic sea vanished on july 21st and was located last week. eight suspected hijackers now suspected of kidnapping and piracy in moscow. there is information that the ship could have been carrying

taking a look outside right now. clouds are starting to move in just a bit. the feel of the air is not real terrible. >> not horrible, compared to what we had about a week or so ago. where the humidity levels are high for a period of time. today, they kind of went up for a little bit. but because we haven't had days upon days of that building heat and humidity. today feels comfortable. we'll take a look at your current condition. while the dew point is very high, as vic mentioned, we haven't had a prolonged period of this. it is tolerable, albeit pretty warm. winds from the west/southwest. that wind at 14 miles per hour.

and 27.7 and rising. 80 in oakland. 90 in cumberland. 93 in ocean city. and everyone else falling somewhere right between the two around the immediate metro area. temperatures ranging in the mid- to upper 80s. and we see the wind coming in at 14 miles per hour. which is a nice, refreshing breeze. although it's a little warm. this is what we're looking at. a front to our nort. it's expanding and pushing into this region by say, into the weekend or so. it's going to be pulling in cooler air. but also bringing in the chance of rain and showers. what you're seeing down here, just some of the earlier, earlier bands of what is now tropical storm danny. danny is now just around 735 miles to the south/southeast of cape hatteras. the reason we're keeping a close eye on this is because this storm is still forming. danny, the circulation is really on the western edge of this storm. and all of these thunderstorms around it have not quite gotten

their act together. as they do, and they start to wrap around this storm, it's going to intensify. what that means for us is that if this storm is going to move on in from here. the 5:00 update has danny slowing down a little bit. it has sustained winds of 45 miles per hour. 58 is the gust. and i'm going to stop it right here and keep an eye on that right there. winds are right now, moving to the west/northwest. and the winds are just basically in the minimal range of a tropical storm. but this storm, as it starts to make a turn, sweeping along the coast, within this cone of probability here, could be a category 1 storm, as it starts to make its way up into the northeast and then over into the canadian maritime. as a result of that, we're going to keep a close eye on the conditions, along our coast, which means for us, we could be seeing very big waves, rip currents. tropicaltropical storms as it moves on through. potentially, a lower level hurricane. but all the way from new england down into the carolinas. we're going to be looking at those effects as danny starts to move on through. we'll keep an eye on that.
