first avenue. the fire department says there is a burning plastic smell in the area but they are not sure where it's coming from. two people are feeling sick from the smell but they are not going to the hospital. we'll bring you more information as it becomes available. all eyes are on the atlantic tonight where tropical storm danny is picking up power and setting on a course that could affect us here in maryland. meteorologist tim williams is tracking the system. >> good evening, everyone. we're looking at this storm. danny is really just a disorganized system, but it is trying to get its act together. what you are seeing are storms all over the place. the storms the convection, all of the activity around the storm is really not quite getting its act together just yet. it is moving at roughly 10 miles per hour. we'll give you an idea, really, danny's whole movement has really slowed down just since our last check a few hours ago. moving now to the northwest at 10 miles per hour, this storm is expected to move up the coastline, and it's going do that friday into saturday.

as does it we're going to be seeing big waves, rip currents, and a lot of effect on the beach. beach erosion definitely a factor. we'll talk about this path and kind of move it along for you coming up in just a few moments. >> thank you very much, tim. tonight police are searching for a man they say exposed himself to two women. police say the man knocked on the woman's window an was wearing only his shirt. in the second incident on sunshine place the man broke into a woman's bedroom and was mostly nude. he ran away after she screamed. anyone with information should call police. hundreds of workers laid off, others forced to furlough and millions in state funding is cut, all part is -- all part of the governor's plan to make up for a big deficit. new at 11:00, kelly mcpherson explains why hundreds of other jobs are now in jeopardy. >> reporter: vic, what's happening in annapolis this week will certainly trickle down to municipalities like

baltimore and leader in these cities are already reacting. >> all opposed? motion carries unanimously. >> reporter: that's $454 million approved to be cut out of the maryland state budget, most coming from state agencies, 29% coming from aid to local governments, and 11% coming from state employees through 200 layoffs and furloughs. >> we've got a job today, none tomorrow. it just makes you uneasy. >> we're facing the same challenge that every family and every business in maryland is phages. >> local governments will now have to figure out how to make up for millions cut from their state funding. baltimore city will lose about 35 million. >> it's a huge hit. this is with the motor vehicle revenue, which we use for our roads and streets and operation and transportation this is the third cut this year. >> reporter: on top of the state budget cuts the city has its own shortfall.

so mayor dixon makes it clear that city workers will be laid off or take furlough days. >> it will be very soon, but we want to make sure that all of our stakeholders are engaged in these conversations. the city council president, the comptroller, the unions, all of them play a role in this process. >> reporter: this is now the 6th time the o'malley administration has been forced to slash spending, and the look- ahead isn't positive. >> i think that we're going to be back here a 7th, 8th, 9th time. it's a very bleak picture. >> reporter: state revenue will be reassessed in december, and if, as predicted that revenue goes down that means more cuts could happen then. reporting live from city hall, kelly mcpherson wjz eyewitness news. >> very sad news. thank you very much. the mayor's office did not know when its layoffs and furloughs will be announced. new at 11, the baltimore county law maker who staged an

elaborate wedding proposal using state resources has made adds 300 reimbursement. john karr din set up a mock police raid to surprise his girlfriend in the city's inner harbor. the stunt even included a police helicopter. delegate cardin has repaid the city police department for its expenses. delegate cardin is senator ben cardin's nephew. developers are unveiling their vision for an elaborate casino in downtown baltimore. derek valcourt shows us. >> reporter: skyeye chopper 13 over the bug dozed vacant lot on russell street between the self-storage facility and a hotel. >> under the proposal, the casino would literally go right here in the fenced in area. >> correct. >> reporter: a presentation for the proposed slots parlor, what is to be called celebration casino. it is a proposal that includes

a major parking garage built on the land that now houses the second chance salvage store. >> the site plan calls for closing down warner street between bay yard and warchest tore make it an easy access. >> reporter: the proposed site was once home to the maryland chemical company. though the building is gone, there are concerns pollutants may still be in the ground. the committee says it will await the results of an environmental study. >> it is not unusual for many plainsz baltimore city that there is some form of an environmental remediation that would be required, and we'll have to see. that's certainly part of the consideration that we'd have to look into. >> reporter: for now, slots lovers will have to wait. if everything is approved, it could be into 2011 before those slot wheels will be ready to spin. if this location is approved, developers say they're he hoping for 3700 slot machines in a two-story tall casino with

it is 73 degrees and partly cloudy in central maryland. the complete first warning forecast is coming up. the white smoky haze from a raging wildfire is lingering over a large section of southern california. the 750-acre blaze is burning in the angeles national forest. high temperatures and dry weather are helping to stoke the flames. the fire is just 10% contained. no injuries have been reported. no homes are in immediate danger. after a long battle with cancer, popular author dominic dunn has passed away at the age of 83. dunn is best known for his stories about crime among the rich and famous. he just completed work on a novel which is due to come out in december. a car believed to be owned by murdered model jasmine fiore has been found.

police towed the white mercedes from a west hollywood parking lot. media reports from canada indicate that the suspected murder, ryan jenkins, got help from his sister. she reportedly drove him to a canadian motel where he killed himself. robin star is the head of the spca in virginia. last week her husband put their doing their car but forgot to tell her. star discovered the dog four hours later but it was already too late. she calls at tragic mistake and only hopes others will learn from it. >> it might make others a little more alert and a little more concerned. we just hope that it will keep other families from suffering the same kind of grief that we're experiencing right now. >> star often took her dog louie to work with her. meanwhile, spca officials are standing by their ceo. they say this incident will not

affect star's position with the organization. it's the end of the line for a man police say has been robbing nearly a store a day and sometimes two this month. the victims tell suzanne collins they feel a big relief over the arrest. >> reporter: the arrest of mark lomax seen in this surveillance photo ends a string of what police say were at least 17 robberies in august, from fells point to hampden. it was frightening but we didn't allow it to escalate to anything significant, and we were definitely praying. >> reporter: man held what appeared to be a gin a plastic bag and demanded their $50, but the victims didn't comply with all requests. >> he did ask to us go up stay, and we said, no. >> reporter: the fells point subway was held up twice in the last two weeks. the owner said what's believed to be a gun was held to his employee's head. >> thank god nobody got hurt. >> reporter: the repeating

pattern led police to an arrest last night. >> we did surveillance at some of these businesses yesterday. we set up detectives because he's been a repeat offender, and we were able to locate him at one of the spots. we took him into custody. >> reporter: the fells point boutique killer trash was hit three times this month but by the last time they were ready, and instead of getting just a few bucks, the suspect got a beating. the employee had her boyfriend on hand. >> he tried to make for the dorks and i was blocking the way, so he went for my neck. meanwhile, my boyfriend grabbed a baseball bat we hide behind the counter and hit him a few times. >> his head was cracked open, his arm was broken. we had blood that we had to clean up. >> you seem happy about that. >> i am thrilled that we stood up for ourselves. >> suzanne collins, wjz eyewitness news. >> a police guard is stationed outside lomax's hospital room while he recovers from surgery for a broken arm. drivers in northern virginia saw up-close how one woman dealt with her husband's

day go. 88 was our forecast high. we actually forecast for a little bit warmer than that. we were talking about 91. we got to 88. so just a little above the average this time of year. 67 is where we'll bottom out. 62 is pretty typical for this time of year. nowhere near the records of 101 and 52. currently at bwi marshall 72 the temperature, 73 the dew point. across the state we're ranging from 65 in oakland, 84 on the shore, the warm spot, courtesy of a wind that's coming in across the land. has not shifted around to a sea breeze, so no cooling down from the ocean's impact. we're looking at a southwesterly wind bringing in some warm, moist humid air across the region. tomorrow's temperatures are not going to reflect today's. however, we are still going to get pretty warm. but we're looking ahead now to

the weekend, and this is what we're dealing with. we've been talking about tropical storm danny. danny intensified very quickly, went from a wave to a tropical storm but can't seem to get its act together. the center of circulation is way out here and all of these are just the surrounding thunderstorms that have not quite gotten their act together. danny is going to be moving to the north-northwest as just around 10 miles per hour. that has slowed down since the last update from the national hurricane center at 5:00. it is expected to move into our direction but staying far offshore, but as a category 1 symptoms, potentially after it gets past the bay. we could be dealing with a little bit of a storm surges but after the storm moves on by, danny in its rotation knocking a it lot of that back out of the bay slot be a very short-lived storm surge if any. that is a tropical storm potentially, but a very weak one at this stage, and it's going to be moving in our direction friday into saturday. meantimee this front that's bringing with it some thunderstorms to our north is going to sag down over the mid-

atlantic. it is going to interact with danny. danny is going to kick a lot of moisture back, and this front along with danny is going to bring us a lot of rain friday into saturday. we'll see potential for thunderstorms. friday and saturday, both days kind of law. it is also going to kind of lift danny up and accelerate it off to the north-northeast. so that is a good thing. we'll be dealing with some winds as far in as the city. along the shore rip currents and high surf. sunrise tomorrow is although 6:31, small craft advisory in effect. we'll be in high tide in a few moments and your next high tide after is at 12:24 tomorrow at noon. partly cloudy conditions, 67 degrees with patchy fog, 85 tomorrow with a chance of thunderstorms, then for the next five days 78 on friday and saturday, 80 with rain on both days, # 2 on sunday, sun returns on monday, lows in the mid-60s. vic. >> okay, tim, thanks a lot. check in with don scott and marty bass tomorrow morning

three little guys make their first public appearance at a utah zoo. these cubs are the only ones to be born and raised in the u.s. they will spend the next two years with mom, then go on to other zoos to help their endangered breed. tens of thousands participated in the annual tomantino festival. the tradition goes back to 19 45. the giant food fight begins a week-long festival in the town, and we'll be right back.
