hello, i'm vic carter. here's what people are talking about tonight. just moments ago a tropical storm watch was issued for the north carolina coast in advance of danny. while it's still hundreds of miles away from making landfall it is expected to pick up speed and could impact us here in maryland. eyewitness news is live with first warning weather coverage. tim williams. we're definitely watching the store. there are some very strong thunderstorms moving through our region. we'll talk about that in a

moment. what we're going to show you is first warning live doppler to give you an idea what's going on. there are some very strong storms moving through. some are capable of producing hail. these are some storms we're going to keep a very close eye on because they're affecting a good part of baltimore county and carroll county and these storms are definitely starting to trigger lightning, hail, and some strong thunderstorms areawide from baltimore county, the western edge, all the way back toward frederick. as we talked about with danny, danny is a strong -- we'll say a strong tropical storm without a real organization. danny is having trouble getting its acts organized. the circulation is to the west that is good fours, because the circulation is going to be closest to our shore thrierngs storms are farther away. what that means for us in the scheme of things danny is going to be meandering up the east coast by saturday at 8:00 a.m.

into saturday at 8:00 p.m. this storm is going to move past the maryland coastline but the thinking is it will never intensify past a tropical storm. it's moving at just around 8 miles per hour, expected to get stronger. what it will mean for us, strong storms, some waves, basically some problems with rip current. we will continue to keep you posted on this storm as it impact our coastline. now vic back to you. >> wjz 13 is always on. check in with eyewitness news for complete coverage of danny throughout the weekend. for updates on the storm track and our special tropical weather section log on to wjz.com. tonight police are searching for the killer in a brazen shooting. a female corrections officer was found shot to death in her suv this afternoon. kelly mcpherson has the latest on the case. >> reporter: vic, tonight we've learned this corrections officer is always mother of two, but it's still unclear why she was killed and found in her

own car. for nearly five years, this is where 37-year-old erica carr worked as a corrections officer on the woman's side of the baltimore county detentions center. now police are investigating her murder. >> at this point we have no information on suspects or motives. >> reporter: early thursday morning she was found shot to death on kent hill avenue in east baltimore. she was sitting inside her own ford explorer suv. police say she was shot at least three times. someone called 911 when they heard gunshots. >> for law enforcement it's a sad day any time you lose somebody in your field. >> reporter: erica carr lived here in middle river. neighbors tell us she adson and daughter, both in their teens. >> my heart goes out to the family. the kids left without a mother. i mean, 37 years old, it's really scary. somebody in your own neighborhood. >> reporter: carr works the day shift at the detention center.

police say she was not in uniform at the time of the murder. >> this is a nice neighborhood. i mean, especially this street of the neighborhood, and a correctional officer, i wouldn't imagine what happened, but it's crazy. it's sad. >> reporter: police tell me they still have no suspects in the case, and at this point in the investigation they are still gathering witnesses. vic, back to you. >> okay, kelly, thank you. tonight hundreds of people lined up in boston to pay final respects to senator edward kennedy. the senator's widow is speaking publicly for the first time about her loss. >> reporter: people lined the streets from hyannis port through boston and the jfk library to say good-bye to senator ted kennedy. the senator's wife spoke to the press for the first time since

his death. >> teddy loved the people of this state, he loved this city, and it was just extraordinarily moving. >> reporter: his casket has been taken to the presidential library he helped bimd honor of his brother john. >> i can't remember a time since i was a little child that i didn't have a kennedy in office to look up to. >> the end of an era, end of a legend, but i think nowadays we'll all carry his work on, carry it forward. >> reporter: hours earlier, family and close friends attended a mass at the senator's home in hyannis port. a military honor guard placed the flag-draped casket interest a hearse for the 70-mile journey to boston. several members of the family stood in grief-stricken silence. police on motorcycles led the slow procession through the streets of hyannis port. tens of thousands lined the route, some holding american flags. the motorcade passed many of the landmarks in the city that shaped his rich political and

personal life. senator kennedy's body will lie in repose for two days here at that time library. a memorial service will be held friday night. a funeral mass will take place saturday morning it at a boston church where kennedy prayed when his daughter kara was battling lung cancer. president obama will deliver the eulogy. all the living presidents will also attend. the lion of the senate will be laid to rest saturday afternoon at arlington national cemetery near his brothers. whit johnson, cbs news, boston. >> foreign dignitaries will also attend including the british and irish prime ministers. a teenager gunned down on the streets of baltimore will be laid to rest tomorrow. his funeral will take place amid tight security, this after the church where the services will be held is riddled with gang-related graffiti. the pastor says he and his congregation will not be intimidated by gangs. >> so then they put their

graffiti on the windows. >> reporter: the reverend shows wjz the graffiti covering his church. tags everywhere, screens cut. >> reporter: so you believe this was intimidation. >> i think it was intimidation by the gangs to not only the community, but to the people of god, to the church. >> reporter: reverend cross says he agreed to hold a funeral tomorrow for a young man gunned down in the neighborhood last week. >> it surprises me that we have reached that stage in culture where people would think of desecrating a church or a synagogue or temple. >> reporter: there will be heightened security because of the incident. >> i don't know what train means or ggk, but there seems to be some connection between ggk and train. >> reporter: while source say those are gang symbols, they

don't fit together and don't appear to be done by these gangs. whoever is responsible, the reverend says he's not scared. >> reporter: do you have faith that something isn't going to happen tomorrow? >> i believe god. i believe in this police report, they said it was a destruction of property. we shall not be afraid. >> reporter: the city has seen high-profile gang activity including a recent shooting at the inner harbor and a shooting at a church during a funeral last year in west baltimore. the pastor here at overcomers tabernacle church says he has not had an incident like this happen in more than a decade. in southwest baltimore, mike hellgren, wjz eyewitness news. >> tonight i twawkd the victim's father. the family is preparing for tomorrow's service and had made no comment on the shooting. making amends, today a delegate from baltimore county issued a public apology for a stunt that made national headlines. weijia jiang has more on

delegate john karr din's apology. >> reporter: the police department confirms cardin wrote a check to pay for the events. for using baltimore resources to stage an elaborate marriage proposal cardin reimbursed the city $300. he issued a statement. august 7th, cardin used police officers and a helicopter to fake a raid while he and his now fiance took a boat triend inner harbor. the police department came one the payback figure based on the hourly rate for the officers involved in the 15-minute episode and the price of fuel for the chopper two. different charter companies tells wjz a private citizen would pay at least $425 to launch a chopper for 15 minutes. >> it would be way more than

$300. a baltimore county police officer's wife, that sucks. >> reporter: cardin also contributed to the city's mounted police unit. although the financial factor has been resolved the police department has it not finished an internal investigation into what happened. >> i don't know, though, that this is much beyond the scope of a couple officers who used poor judgment. and i'm going to reserve much more comment until i know more of the facts. >> reporter: cardin goes on to say, "i certainly hope the blame for this is placed on me and none of it is given to any of the brave officers of the baltimore city police department." cardin also extended a personal apology to the police commissioner and mayor. he writes he hopes his fiance will also forgive him for the way he proposed. weijia jiang, wjz, eyewitness news. >> thank you, weijia. at this point it's unclear whether cardin broke any ethics or criminal laws. today new furloughs were

announced to help get maryland out of the red ink. legislative workers will also be taking furloughs. the plan calls for legislative offices to be shut down at least five days during holiday weekends. the proposal comes just days after a similar plan was announced for the state executive branch. the state still faces a projected $1.5 billion deficit next year. neighborhood revitalization, a topic that's near and dear to mayor sheila dixon. today she cut the ribbon on a new project in the oliver neighborhood. >> 3-2-1! >> the project is called orange thumb. a lot that was once fill weed row houses is being made over into a community garden. more than 100 volunteers turned out to take part. cold case cracked. the california girl snatched from her family 18 years ago suddenly reappears. tonight the disturbing new details behind the kidnapping.

tragedy strikes virginia tech university again as two students were discovered dead. their bodies were discovered at a campground which is a popular spot for students. police say they were both shot. no suspects have been identified. a campus memorial service for the two sophomores is being planned. an incredible story from california where a woman who was kidnapped 18 years ago is rip night with her family. jaycee lee duggard was just 11 years old when she was taken from a bus stop. a convicted sex offender kept her in his backyard. she was good health when she walked into a police station in northern california. >> it's like winning the lotto. we get her back alive and she sounds like she's okay, to a ., i don't know what mentally she's gone through, then to have these people in jail, it's just fabulous. >> he and his wife were both taken into custody on kidnapping and conspiracy charges, along with duggard in

isolation, the man also fathered two children with her. a busy day for michael vick. this morning he was in virginia where his plan to repay creditors $20 million was approved. then tonight the quarterback made his debut for the philadelphia eagles. there were a few protests around the stadium but plenty of cheers inside. stan saunders will have details of his performance next in sports. it starts outlooking like a good way to earn m money. a check arrives in the mail paying you up-front to do some mystery shopping. but in tonight's consumer watch, derek valcourt warns what really happens when the check's in the mail. >> reporter: two checks, same company. can you spot the counterfeit? can you tell which of these checks is a fake? >> i think it's the bottom one maybe. >> reporter: can you tell? >> no. >> reporter: don't feel bad. it's tough for donna blair, too, and it's her signature on the checks. >> the check was stolen, and

apparently scanned somehow and reproduced, and hundreds of them were sent across the united states. >> reporter: her legitimate business, premier lists in timonium, maryland, an unwilling part of what the fbi calls one of the most common scams. a check in the mail for big bucks. it comes with a letter asking to hire you as a mystery shopper, or congratulating you on winning the lottery. just cash this check and wire back some of the money. the rest is yours to key. but the better business bureau washes what happens next. >> check bounces, you're out both the insufficient funds, tall related fees, and you're going to have to deal with your own issues with not just your bank but the people that bounced those checks, and you have no recourse. >> reporter: no recourse because all of these letters are postmarked from a different country, and international laws make tracking down the scammers next to impossible. >> how many people do you think fell for this? >> i would have to estimate

price tag. you've got to have a fat bank account to afford the skinny house. >> i was about to say the same thing. >> i agree. we're talking about staying in your house with thunderstorms rolling through the region. doppler showing what's moving on through. very colorful radar as we start to head into this 11:00 hour. we're starting to see really these storms started popping up here just about an hour and a half ago. some of them are bringing with them some pretty gusty winds. cannot rule out the potential for even some hail with some of these storms up toward finksburg. these storms have some pretty strong rains. the winds have been gusting, and up here these brighter colors definitely an indication that some hail could be a distinct factor in some of these storms moving through. we expect to see them moving by through the evening. as we get into friday, we'll

see the potential for more of these types of storms because we do have several dynamics coming into play, danny being one of them. we got up to 85, a tad above our average for this date of 8 3. humidity was pretty high. dew point upper 60s. overnight lows have been down around 67, pretty much right on target. nowhere near the highs and lows as far as the records for this date, but we're still with 78 degrees even though the sun has been down. 81% relative humidity. mid-60s is when it starts to feel humid. the wind from the east bringing in some moisture off the bay. 8 miles per hour is helping to add to the cloud cover and moisture. 30.07 and rising is the barometer reading. we're seeing 65 in oakland, 83 in ocean city where it's still pretty comfortable. this is definite a calm before a storm but the storm has so many parts to the that we're going to have to kind of factor it all in. we'll break this down. that easterly wind bring inge moisture off the bay and the

ocean so we are going to see the cloud cover. that's going to help keep us cool tomorrow. we are going to be in temperatures only around 80 on the high side because of much of the cloud cover and a front that's going to start to bring in some cooler air. this is danny. it's being called disorganized danny, and for good reason. the center of circulation is actually over here on the left side. it's actually in this quadrant here. what you are seeing here are storms off to the east. what that's going to mean fours is that as this storm starts to progress to the north and northwest, the storms to the east stay away from the coastline. although the circulation is pretty close. this cone of probability is still going to couldn't pretty close passing by we expect about 140 miles off to the east of the east coast, and as, does it we're still going to see the high surf, the heavy waves, and potentially a very light storm surge, but as the storm moves on by it knocks that water back out so we're not talking about any really big problems with storm surge, but we will be talk about higher than average
