turf nuclear power in the state. wjz and mike help bren is live at constellation headquarters. good afternoon. >> reporter: good afternoon. this is a deal that affects every body in maryland. this deal started when the french company edf decided to make a bid after a deal with warren buffet fell through. the public service commission is trying to determine whether the french company is the right fit for constellation. the constellation made a big threat if it doesn't go through. bge parent company constellation energy is talking tough saying it will not build a third nuclear reactor at calvert cliffs unless the public service commission allows them to enterer in a $4.5 billion with edfa. company owned by the french government a deal for almost half of constellation's nuclear operations. >> edf made clear that if they are not welcome here in the state of maryland, they are not going to invest.

we certainly would question whether we could make ion vestment like that without a part -- an investment like that without a market and -- >> reporter: conhe stie lation says a nuclear reaction would lower electricity rates for bge customers by increasing the supply of power and the company says it would create hundreds of jobs and provide a more reliable power supply. but critics claim rates would rise and want the commission to vote down the deal. in nuclear reactors are incredibly expensive. constellation's estimates is the plan will cost 10 billion dollars and they will have to recoup the costs. you're not only the cost to the investors but then the interests on the investment and any profits to shareholders. ultimately all of that will be born by rate players. >> reporter: constellation blase believes they don't have the power to hold hearings because the deal doesn't affect bge. but they are going along with them anyway which may be the
