ing. it's here, a major storm arrives in maryland. first warning weather has everything you need to know. hi, everybody. i'm kai jackson. here's what people are talking about. the snow. maryland is expecting a few inches of snow today. but that's just beginning s. earlier, the salt trucks were on the roads, in anticipation of the heavy snowfall. as you can see, there are flakes in this video. they're thick and fluffy and just starting to accumulate. here's a live look outside right now. the thin blanket of note is covering parts of the area already. the first warning weather team is tracking this system as it moves into maryland. meteorologist tim williams and live right now. but we begin with bob turk in the weather center. bob?

>> just beginning to get going. beginning to accumulate on the lawns for sure. temperatures are beginning to fall. but we have a long way to go. this is just the tip of the iceberg, literally. there are very heavy bands in the precip to the south. most of this will translate into heavy snow. we could see snowfall rates later this evening, after 8:00, 9:00, up to two inches an hour. i'm not kidding. this storm is going to be a really monumental storm. could be record-breaking in some locations. tim has an updated look at the watches and warnings, including blizzard warnings. >> as you mentioned, bob, the watches and warnings have been in effect. now we are looking at watches and winter effects in the blue shaded area. blizzard warnings are now affecting the western shores of the bay, right along the water's edge. we have already seen them in effect for the delaware beaches, up toward new jersey and the beaches toward that direction. but this is going to be in effect through, again, tomorrow evening.

they go into effect, blizzard warnings go into effect when the winds are expected to exceed 35 miles an hour, either gusts or sustained. and frequently. that's what we expect to see. the winds are really going to pick up here. and the visibility will be less than about a quarter mile. that's really going to be a problem. as for the totals, area wide. we're still looking at totals. we're still keeping pretty fast to 18 to 24 inches across much of the state. we've kind of flattened out the line for the area that's going to be affected from west to the eastern shore. 12 to 18 inches as we head down toward the eastern shore. we'll see a bilt of a mix. mostly the rain events. but the rain is going to be a real factor, as we head into tomorrow and the evening. and driving conditions are really going to deteriorate quickly. we'll keep you posted and have more on your complete first warning updated forecast. >> our first warning coverage continues now live from anne arundel county. mike hellgren has more on how the state and government are preparing for this monstrous

storm. >> reporter: i just saw the governor come back here to the governor center. he has a press briefing. he has another one scheduled for 5:00. the snow has been coming down here since about noon. it's a little bit heavier and wetter than the snow that we saw on saturday. of course, this is a much, much, much bigger storm. and state leaders are taking it very seriously. >> reporter: the snow from this massive winter storm is here. and state crews have been closely watching as conditions get worse across maryland. more than 2,000 people, and pieces of equipment are ready. the governor told wjz he issued a declaration of emergency ahead of the storm. >> we want to encourage all citizens, if you don't have to go out in this, do not go out in this. this is a great time to stay at home. get quality time with your spouse and your kids. curl up with a book. and stay off the roads so that our crews out there can do the job that we need for them to do. >> reporter: roads have been pretreated with a salt and

water mix, just as they were during the big storm back in december. but getting anywhere will be treacherous during the height of the snow. >> obviously, with the intensity that we're predicting, it is going to be very difficult for us to be keeping up with keeping all lanes clear. so we are anticipating that normally, the roadways will not have all lanes open during the course of the storm. >> people have been preparing across the state. making a run on stores to get essentials. >> we knew they were coming in. we had cued up the people today. to say if you want to shovel, shovel early. >> the snow in front of us was full of salt this morning. and now all of the salt we have left is by the door. >> the national guard has humvees that can make emergency runs. >> they can definitely get through a lot more discovery than civilian agencies. >> reporter: the state is expected to blow through the remaining $10 million in its snow budget. but leaders say keeping people say during this winter storm

means they won't be cutting costs. >> reporter: and you can see back here live in hanover, the snow continues to come down and has been for several hours now. it's not really aaccumulating on the street or the pavement here that i have seen where i am. state leaders also talked to us about the concern that they have for collapsed roofs in older buildings. with two feet or perhaps more in some areas of snow. if we get that much, that could be a real danger for older buildings. reporting live in hanover, mike hellgren, wjz eyewitness news. >> mike, thank you. complete first warning weather coverage continues. now live from north baltimore, where weijia jiang has more on how area counties are preparing. weijia? >> reporter: local governments are certainly not shy in admitting dealing with this storm is a tremendous task ahead. perhaps, especially for baltimore city, whose new mayor is leading the efforts just two days into her term. >> reporter: just 23 hours into her first term as the new mayor

of baltimore, stephanie rawlings-blake holds her first scheduled news conference, leading the city in a major battle against a looming winter storm. >> when we have these tests and these challenges, there are two ways to look at it. we have no control over the weather. no control over what mother nature is going to do. what we do have control is over how we respond to it. and i know that we have a very integrated, cooperated system. >> baltimore joins the state in the grueling prep work. hundreds of pieces of equipment. and 15,000 tons of salt. what it does not have it a snow budget to match the load, going into the storm, the city has $400,000 of $3.5 million left. >> i'm very mindful. because we're dealing with a budget deficit. but again, i keep repeating the same thing. we have to protect our priorities. and making sure that we provide public safety and essential services, particularly, in a snowstorm, is important. you know, that's the thing that i'll find money for.

>> reporter: it's a message the state and the counties echo, that even though the snow budget is drained, the work must be done. anne arundel, carroll, and harford counties are all operating in emergency mode, with long hours ahead for workers. as for baltimore county, the work has been in effect for weeks. >> getting people ready for work. yes, we want to do that. but the most important thing is, we want safety in our communities. >> reporter: and here in baltimore city, all cars parked in a snow emergency route must be moved by 6:00. they can move to one of many school parking lots. the city says it will begin to tow if they do not. reporting live from medfield, weijia jiang, wjz eyewitness news. >> and that's an important point to bring up. some people may be on snow emergency routs and you need to look on the signs. live from mount royal. jessica kartalija is there and has details on the impact the

storm is having to rail and travelers. and it's a big impact, jessica. >> reporter: good evening, kai. good evening to everyone at home. there are a few delays that have just been reported here at penn station within the last few minutes. penn station also very busy today, with people who had flights that were canceled and are just trying to make it home. >> washington, d.c., all aboard, please. >> reporter: at penn station, train travelers try to beat the snow. >> i'm just going to go to new jersey. because i know it's going to snow there, too. but not as much as here. >> reporter: amtrak canceled most trains, heading south of d.c. but in baltimore, the train schedule is right on track. >> i'm actually going home for the winter break to see my family. and my father is going to drive in this weather. i'm going to take the train home. so you don't have to make the trip up here. >> reporter: transportation officials here at penn station say absolutely every train headed northbound is sold out. >> the trains are filling up. almost all of them are packed. so i had to find a seat all the

way back in the train to make sure i got on. >> reporter: at bwi thurgood marshall, southwest airlines has already canceled more than 100 flights. >> my flight was for this afternoon, and i changed it yesterday on the assumption it would be canceled. and it was this morning. so i was glad i switched it. >> the airport personnel will be working with contractors as well, to clear the runways and taxi ways, as well as the roadways and parking lots here at bwi. >> several airlines are issuing weather waivers, allowing customers to change tickets without paying extra. travelers desperate to get home, trade wings for wheels. >> i'm actually taking a train up to new york because the snow and travel kind of blew my flight situation back to san diego. and i'm in a hurry to get back to sunshine. so looks like i'm going to have to change plans. >> reporter: and wjz has also learned that southwest has canceled every single flight in and out of bwi thurgood

marshall airport. as well, kai, all of the airlines want to remind everyone who had their flights canceled or had to change their flights because of this weather that they need to rebook those flights as soon as possible. preferably sometime this weekend or next week. we're live at penn station, in baltimore city, i'm jessica kartalija, back to you on tv hill. first warning weather coverage continues now, live from wjz traffic control. with sharon gibala, has the latest on the traffic. the traffic that is flowing and the snow that's falling. hi, sharon. >> hi, kai. actually, traffic is flowing pretty good on mesa roadway. we don't have delays. we have an accident, blocking all lanes of paradise road. a dump truck lost its load there at i-95. alternate is going to be church road. meantime, an accident. conowingo road. one in essex, old eastern avenue. and seven accidents in the city, fairfax road at luena. north ferry at north. east monument and northeast.

it's being called a major snow event. and it's now in our area. a live look outside now shows us it's starting to snow a little harder. wjz first warning weather coverage will continue. but first, here are some of the are the stories we're following tonight. troubled actor charlie sheen is back in the news today, after his car plunges off the cliff. police say sheen reported his mercedes stole know around 4:00 this morning. around the same time his on- star device signaled a problem. investigators don't believe sheen or anyone else was inside the vehicle. right now, they are treating it as a case of auto theft. charge negligence the death of pop king michael jackson won't be filed now until next week. that announcement comes just

moments ago. ahead of dr. conrad murray's planned appearance in court. doctor murray said he would surrender to authorities, even though he hadn't been charged with a crime. thomas roberts has the latest for wjz on this legal confusion. >> reporter: dozens of camera crews waited friday for michael michael jackson's doctor to show up. they were not ready to charge him for voluntary -- involuntary manslaughter. but they talked about safety and the plan was scrapped. prosecutors now say they'll file a case on monday. for the past week, murray's lawyers attempted to negotiate with the district attorney's office about their client's surrender. prosecutors and law enforcement are haggling over whether the physician should be arrested or allowed to turn himself in. a spokeswoman for murray's legal team says it seems ridiculous to us that it's been dragging on this long. jackson's death was ruled a

homicide after the coroner determined murray gave the singer the powerful anesthetic propofol and two powerful anesthetics to help him sleep. >> they said they planned to file a criminal complaint against dr. murray. that means a judge would review the preliminary evidence in the hearing. >> that would give a glimpse into the government's case and help decide if he should consider a plea deal. his attorneys deny any wrongdoing. the doctor gave a statement on you tube. >> i told the truth, and the truth will prevail. >> jackson hired murray two weeks after a grueling series of comeback concerts in london. if murray is found guilty, he could face up to four years in prison. >> the prosecution did not mention murray by name. his attorneys expect that he'll be charged with involuntary manslaughter, when charges are

released on monday. stocks slipped below the 10,000 mark. but a late day rally brought the markets back up. the dow was up 10 points. s&p up 3. nasdaq up 16. let's go to new york root now, where alexis christoforous has tonight's cbs money watch update. >> the unemployment rate has dropped. surprising wall street. the rate is now 9.7%, down from 10%. even so, the economy still lost 20,000 jobs last month. president obama said that numbers show the country is climbing out of a huge hole. but not everyone is optimistic about the future. the government estimates 8.4 million jobs vanished during the recession. and economists think only 1 1/2 million will return this year. toyota is apologizing to its customers for the massive global recall. at a press conference in japan, toyota's president promised to improve quality control.

welcome back. let's take a look at a snowy -- let's see, where are we looking here now? that's penn station. we certainly are. and of course, we can expect travel delays around the country. especially up and down the eastern sea board. from the mid-atlantic to the northeast. and the gulf states also are the reason we're seeing this coming in. we're seeing this streaming in from the gulf. it's a lot of moisture coming in. and as you see, some of the brighter colors, stronger portions of the storm, still yet to come. national weather service has issued a winter storm warning in effect for all of the areas shaded in blue. the update, though, as we've added now to the blizzard warnings in effect until 10:00 p.m. tomorrow. we've now added anne arundel, st. mary's, and calvert. for the blizzard warnings effect on the bay. the winter storm warning in

effect until 10. these then pick up and go until 10:00, when the other ones will be lifted hopefully tomorrow night. we're looking at conditions just starting to deteriorate tonight. east/northeasterly wind at 9 miles per hour. the barometer is at 30.11. 96% relative humidity. we expect that to become 100%. everything will be saturated. we'll be looking at 27 degrees in oakland now. 32 in cumberland. 36 in elkton. around the immediate metro area, you're seeing a lot of 32s there. and the temperature and the dew point are critical here. when everything starts to fall below freezing. that's when we'll start to see area wide snow sticking and accumulating on the ground. winds coming in from the northeast are going to start to pick up here. we have a 22-mile-per-hour reading in oakland. but these winds are going to pick up. blizzard warnings are going to be put into effect when the winds are going to frequently reach gusts of up to 35 miles per hour or more. or going to be sustained at 35

miles per hour or more. then the visibility comes at 35 miles per hour. you saw the rain and the mix of sleet in early. now we're seeing snow, area wide. and as the system continues to move on through, we have the bulk of it still to get through here. we're going to see some of the heavier doses of this tonight, into tomorrow morning. and all through the overnight hours. we're going to see times where we could see one to 3 inches of snow accum alternating at a-- accumulating at a time. that's why they are 26 inches with 24-plus, in some isolated spots. cold air stays with us. even after the storm moves through tomorrow. gale warning is in effect. with that said, forecast goes down to 27 degrees. heavy snow, windy and very cold. we're looking at snow, heavy at times early tomorrow. then we'll see the winds start to pick up. snow will start to blow. 39 degrees our daytime high. so there will not even be a lot

it is 4:30. 32 degrees. and it's snowing. hello. thanks for staying with eyewitness news. i'm denise koch. >> and i'm vic carter. here's what people are talking about. >> the snow is starting to come down, a little heavier now. this was the scene just a little while ago in hamden. let's take a look at this visual picture from hamden. there you go. that's hamden, just a little while ago. and a live look outside right now. it is expected, this snow, to continue, to get worse as the evening progresses. there's our live picture. we're live with complete first warning weather coverage. meteorologist tim williams is in the outback. but we're going to begin with bob turk. >> as you mentioned, we had very light snow. in the next couple of hours, temperatures are down to freezing, most places. and the snow is going to really pick up in intensity. in fact, down to the south of us, very heavy echoes showing up. and some of these could bring

us two to as much as three inches of snow in one hour. and that's going to really boost the snow totals to amazing amounts by tomorrow morning. the heaviest of this activity will be later tonight. let's say from about 9:00, to 3:00 or 4:00 in the morning, side evening -- saturday evening into the morning hours. it begins to taper off later in the day tomorrow. tim has a look at the current watches and advisories. even blizzards. >> those blizzard warnings are put in pretty proactive. national weather service is putting in those warnings. the dark blue is for the winter storm warning in place. and that is, of course, what we seeing now. it's playing out. that is holding true. the pink that you see there, along the delaware beaches, new jersey beaches, and now in st. mary's, anne arundel county. that goes into effect at 10:00 tonight. and stays with us through 10:00 p.m. tomorrow. that is because the winds are expected to pick up. gusting and sustained for over 35 miles per hour, for a period of time. and the visibility is going to

be about a quarter of a mile. all of those areas shaded in pink. and as far as the totals are concerned, the wind is going to be blowing around. a hefty amount of snow. we're looking at 16 and 18 inches on the low. 24 inches on the high end, with local spots getting up to potentially 24 to 36 inches. 12 inches plus, up to maybe a foot and a half heading down toward the eastern shore. and a bit of a mix, still see something snow down on the eastern shore. we'll have more on this, bob will have your complete updated forecast. >> back to you inside. our first warning weather coverage continues with mike hellgren. he's been continuing to keep track of the road's efforts. and it could be a daunting task. >> it really could be. right now, the snow is coming down fast and hard. it's a wetter, heavier snow than we've had in the past several snowstorms. i'm standing in front of the command center. and there are a number of employees there now. monitoring conditions across maryland. a short time ago, we shot video

on interstate 95, of plows trying to keep the roads clean. they know that in the future, as this snow keeps coming down, at such a pace that they will not totally be able to keep up with this. however, they have pretreated these roads with a salt water brine. and they have 266,000 tons of salt. they also have more than 2,000 employees. and more than 2,000 pieces of equipment out here to try to keep these streets clear. reporting live in hanover, mike hellgren, wjz eyewitness news. >> thank you very much, mike. and first warning weather coverage, continues now, with gigi barnett. gigi, some school districts are quickly running out of snow days, even before this system hits, right? >> reporter: that's right, denise. these days, school days are going -- snow days are going very quickly. and that's why some school leadersers and school districts across the area, are relieved that this snow comes on a weekend. >> reporter: at the first sight of snow. parents arrived in ruxton,

baltimore county. the school day ended two hours early. not a full snow day. >> we probably won't see you until wednesday. >> reporter: but for some students, an early dismissal was good enough. >> they were setting up two hours early. going in, knowing that. and they have pajama day. they wanted to go to school today. >> reporter: peggy sofano had three children at rider wood elementary. she said she's looking forward to the snow. >> i'm excited. we're going to be on our hill. >> but the weekend could bring hard work for some students and not just homework. >> i'm going to play. and tomorrow, i'm going to shovel. no. >> most school districts in the area close schools two hours early. and the early dismissals doesn't count as a snow day. >> we have been very fortunate to get the instructional time that we have been able to get in. and that's what we want to do. we want to try to maximize that instructional time. we're very fortunate. and we hope we'll be able to go

monday morning. we'll have to see how the weekend works out. >> reporter: they're watching very closely, what happens this weekend. now, school districts, if they run out of school days, they take their school days from the spring break, or just push back the last day of school. and that is what many school leaders want to avoid. so they are hoping that this snow -- or that we don't get more snow that will take away from their snow days. now coming up at 5:00 and 6:00, we will given you a complete break down of what school systems are very close to losing all of their school days. and i'll tell you this, there is one school system that is already out of snow days. >> okay, gigi. thanks for the warning. and our first warning weather coverage continues now with sharon gibala. we have plenty of accidents. even though the roads aren't covered at this point. one accident, involving a bicyclist. that one on reisterstown road at seven mile lane. meanwhile, an accident,

involving an overturned dump truck, still there, blocking all lanes of paradise road at 95. you're going to take churchville road instead. watch for an accident in essex. two at nottingham. bel air at colson. and then you're looking at a bunch of them in the city. some of the others include south koppel ton. and pennsylvania at west/northwest avenue. there's a look the the slowest spots on the road. everything running pretty smoothly. in fact, on the major roadways. there's a live look at 50. at sandy point. you can see the snow really coming down. on 50. we have salting operations in effect at the bay bridge. we also have salt in effect there as well. meantime, in effect on the beltway. just a slow spot, a little bit at liberty road. and then on the top side, everything running pretty good on the outer loop. might have to tap your brakes between harford and providence. this traffic report is brought to you by subway.

kai jackson is here to explain what happened. >> reporter: recreation and parks says part of this snow removal equipment was stolen. a maintenance worker told police that the meck mechanism that lifts and moves the blade on the plow like this was stolen. the department has nine trucks to plow recreational facilities and clear roads in other areas. workers were able to get a replacement in time for this weekend's snowstorm. denise? thank you, kai. police are not sure why anyone would steal the plow part. shock trauma in baltimore is expanding. the state announced federal funding for state of the art operating rooms. it would also include a training center for military and civilian healthcare professionals. right now, they care for twice as many patients as it was designed for. the new building is expected to open in the year 2013. she was told she has just weeks to live. and her last wish was to watch

her daughter graduate. so today, arundel high school presented her daughter's diploma, six months early. arn -- andrea fujii has the story. >> reporter: she's been waiting 18 years for this day, to watch her daughter graduate, something doctors said wouldn't be possible. >> when the doctor said no, i won't see her graduate, god said yes, and they made it possible. >> reporter: last may, cassandra owens was diagnosed with stage 4 pancreatic cancer. and doctors say she could only have weeks to live. when arundel high school heard the news, they wanted to give sedia owens her diploma early. [ applause ] >> our biggest fear was that she wouldn't be able to see me graduate. and for you guys to put this on for us, you'll never know how much it means to me and my whole family. >> reporter: and then there was a surprise in store for the family. >> you've been accepted to west virginia university. >> reporter: a worry for any

it's being called a major snow event. starting to snow a little harder. wjz will continue in a moment. >> the couple charged with kidnapping jacey dugard want permission to visit each other in jail. phillip and nancy garrido pled not guilty to kidnapping the 11- year-old, raping her, and keeping the daughter she gave birth to inside a hidden compound. the garridos' attorney filed visitation request and also wants prosecutors to tell them where dugard is living so they can speak to her while they prepare for their defense. elizabeth walker.

if you wanted to be -- on see a look of panic, should have gone to the grocery store today. >> it was pretty wild today. >> as you can see by the picture there snow is coming down harder. flakes are pretty intense. we've seen light snow until now. temperatures are at the freezing mark. we're getting heavier snows accumulating on the grass. right now, moderate snow beginning to pop up. particularly north and west of town. and it will go from moderate to

light to heavy. from time to time. and a little later on, really heavy stuff down to our south. this will move through later tonight. just expect the snow to get heavier. and intensity. we could see as much as 1, 2, or 3 inches an hour later on tonight. and during the morning on saturday. so we're talking reduced visibility down to like a quarter mile. near blizzard conditions for a lot of the region. that's why they've also issued late tonight, blizzard warnings, from aa county southward, and along the eastern shore as well. take a look at temperatures, currently at freezing at bwi marshall. and dew point is 30. it will drop down a couple more degrees. they'll be picking up a lot more later. 92% humidity. how much snow do we expect before it's all said and done. we have been trying to update this for you. generally from baltimore to the pennsylvania border, anywhere from 18 to two feet. some spots, 24 may be as high as 30 inches of snow. in some areas. it depends if you get some

thunder snow. you could get four or five inches of snow in one hour. so it's possible. anywhere from northern virginia all the way through delaware, southern portions of jersey as well. south of us, a little less maybe. 12 to 18. still terrible storm for most everybody really. 6 to 12. along the beaches. you may see 3 to 4 inches mixed with sleet and rain down there. take a look at temperatures once again. around the area. 32 there. temperatures around the freezing mark, around most places. 27, 33, 32, 34. around the baltimore area. it's those critical areas. 32, 33. some of the roads are just beginning to get a little slush on them. but later this evening, as temperatures drop in the next hour or two, we'll start to see all of this stuff freeze up. this is a monstrous storm coming up coming out of the gulf of mexico. piles and piles of moisture coming up in our direction. we have cold air in place. and that means, see that snow area, down into southwest virginia, already 4 to 6 inches down. they are ready. and that's just moving toward us. it's continuing like an army of

snow. headed through our region. what's going to really happen is off the coast, that will develop into a major nor'easter. high surf, wind warnings there. you can see wind gusts at 50 to 55 miles an hour. now, by sunday, it will all be gone. but late tonight, into tomorrow, that's when we expect to see 2 to 3 inches of snow per hour. near zero visibility. northeast winds, as high as 50 along the coast later tonight and tomorrow. gale warning on the bay, through tomorrow afternoon. bay temp, around 35 degrees. so tonight, yes, snow becoming heavy. 27. won't get as cold as it was last weekend. but tomorrow, only up to 30. snow heavy, particularly in the morning. windy, blowing and drifting snow. i think by about 4:00, 5:00 in the afternoon, it will kind of wind down. by tomorrow night, we'll start seeing some clearing. so they'll get all of the roads cleared out. hopefully for super bowl sunday. stay off the roads. that's the key. really. let the crews do their jobs so we can get everybody safe. okay? >> safety.
