as we move in tonight. the storm is expected to intensify with temperatures lowering. wjz is live with first warning weather coverage. bob turk and meteorologist tim williams are tracking the system. let's start with bob, with a look at radar. bob? >> reporter: until about an hour ago, things are kind of melting. wasn't that bad. temperatures have dropped. of course, the sun is going down. as you can see, it's beginning to accumulate on the roads. take a look at radar. this is a huge complex of moisture. these are heavy echoes. some of these will bring us two to 3 inches of snow in one hour in some locations. that's why we have such high snow totals for this particular storm, in addition, as the storm developing off the coast, the winds will pick up later tonight. we have blizzard warnings in effect for some areas. visibility will be greatly released -- reduced. honestly, please stay off the roads. tim has a look now at the warnings that are going into effect tonight. >> they're already in effect, as you mentioned, bob. we're looking at winter storm warnings in effect for the

entire state, basically. and the updates are that blizzard warnings are now being added to some parts of the area. the dark blue is the winter storm warnings in effect until 10:00 tonight. pink are now bliss afterward -- blizzard warnings in effect. and of course the delaware beaches, they were in effect first. blizzard warnings go into effect. when the winds are sustained or gusting higher than 35 miles per hour. and the visibility will be less than one quarter mile. as far as the snow accumulations, we're talking still basically 18 to 24 inches. what we've added to this, 24- inches plus. especially down toward washington, where we can see potentially, 30 inches of snow, down toward d. c. and the d.c. suburbs. it starts to tail off as you get to the lower eastern shore. still expecting to see snow. but their issue will be wind. winds will be a real factor. 50-mile-per-hour, winds could be seen down at the beaches.

and that's why the blizzard warning is in effect. 45-mile-per-hour winds. and the city, as well as all areas from harford county on out. basically, toward allegheny county, could see 30 to 40 40- mile-per-hour wind gusts thriewtsz this storm system, -- gusts through this storm system moving through. we'll continue to tweak this out. >> thank you, tim and bob. wjz of course has complete coverage of this storm. the snow could have the biggest impact on the roads. and we're live in anne arund kel county. -- anne arundel county. >> reporter: denise, we're at the state command center. the governor is about to give another briefing here. and it really is starting to stick. you heard bob say, the difference between the 4:00 and 5:00 hours is it's sticking now. you can see it's sticking to me now, sticking to the pavement behind me. they're out here, shoveling, making sure everyone can get in and out of here. as this is the command center. and the big message from state

leaders, stay off the roads. >> reporter: the snow is falling. clouds are ready. and state leaders are closely monitoring deteriorating conditions during this monster storm. >> it's going to be one heck of a storm. >> a new moments ago, i -- few moments ago, i issued the state of emergency for the state of maryland. what does that allow us to do? a few things. it allows us to activate the maryland national guard and to support local first responders. >> reporter: more than 2,000 employees and more than 2,000 pieces of equipment are on duty. the state has 266,000 tons of salt. the roads have been pretreated with a salt water brine. but don't expect smooth travel at the height of this monster. >> we are encouraging everyone to try to get home, as quickly as possible this afternoon. the storm will then intensify over the course of the night. and the most intense snowfall will be coming down between 7:00 p.m. and 7:00 a.m. when we are expecting one to

two inches per hour, some forecasters saying even more than 2 inches per hour, during some of those hours over the course of the night. so there's a potential of whiteout conditions. it will be treacherous conditions. >> reporter: it's expected to cost the state more than $20 million to handle the snow. >> i think we are prepared right now. it's just getting worse. and i do not want to be out in this mess. >> reporter: the state has already blown through their budget. well, they have about $10 million left. but they will blow through their budget as i was saying there, with this costing so much more. that last storm back in december cost $27 million. they're also worried about possible building collapses if we get feet and feet of snow, on top of old buildings. and you can see behind me here, is a hum vee. the national guard has dozens of those ready to take people to and from hospitals or wherever they needed to go, if they find themselves in dire circumstances. reporting live from a snowy hanover, mike hellgren, wjz eyewitness news. >> wjz complete coverage,

continues in baltimore county. as the snow falls, the roads are getting slick. wjz is live in north baltimore. weijia jiang has more on the plans to keep streets clear. weijia? >> reporter: you can see the snow is falling very quickly. and it is definitely sticking to the sidewalks and to the roads. exactly why local governments say getting through the storm is a tremendous task. perhaps especially for baltimore city, whose new mayor is leading the way just two days into her term. >> reporter: there's not a moment's rest for planners around the state. >> we're expecting to get gusts up to 40 miles an hour. which makes it near blizzard conditions. >> and i'm looking for an opportunity to show what we can do. >> reporter: just 23 hours into her term as baltimore's new mayor, stephanie rawlings-blake held her first scheduled press conference to go over plans. in the city, crews are using 15,000 tons of salt to battle the snow, despite the drained snow budget. >> making sure that we provide public safety and essential

services, particularly in a snowstorm, is important. that's the thing we -- that i'll find money for. >> reporter: a slim snow fund is an obstacle all around. but still, anne arundel county has 8,000 tons of salt on hand, with near three 2 -- nearly 200 vehicles to clear the road. preparations are also under way to open an emergency shelter at annapolis high school. more than 100 trucks are out to plow more than 1,000 miles of road. carroll county is using at least 2200 tons of salt for the storm. during phase 2 of their plan, plowing will begin. workers there only break to eat until the roads are back to normal. it's a similar situation in howard county, where 13,000 tons of salt were hauled in. the challenge there is keeping up with the rate of snowfall. >> reporter: they will clear primary roads first. then crews will tackle residential and side streets. but they ask drivers to move cars out of the way if possible. because they are a major road block. >> if they can get to the

streets, because there are not a lot of cars in the way, we can get the job done the way we want to get it done, and get you back safely to what you want to do. >> reporter: and here in baltimore city, you have to move your car out of the emergency snow routes by 6:00 p.m. that's less than an hour. otherwise, the city will to your car. you can move it to one of many school parking lots. we are live in medfield, weijia jiang, wjz eyewitness news. >> thank you, week a. hundreds of flights -- weijia. hundreds of flights were canceled before the storm hit. jessica kartalija is live at penn station, with more on the headache this storm has created. jessica? >> reporter: the good news, denise, no cancellations as of yet here at penn station. though several trains have been delayed. meanwhile, we've seen several passengers from bwi marshall make their way here, just trying to get home. >> washington, d.c., all

aboard, please. >> reporter: at penn station, train travelers try to beat the snow. >> i'm just going to go to new jersey with my aunt. because i know it's going to snow there, too. but not as much as here. >> reporter: amtrak cancelted -- canceled most trains heading south of d.c. but in baltimore, the train schedule is right on track. >> i'm actually going home for the winter break to see my family. so my father doesn't like to drive up in this weather. so i'm going to take the train home so he doesn't have to make the trip up here. >> reporter: transportation officials here say absolutely every train headed northbound is sold out. >> the trains are filling up. almost all of them are packed. so i had to find a seat all the way in the back of the train to make sure i got on. >> reporter: at bwi thurgood marshall, southwest airlines has already canceled more than 100 flights. >> my flight was for this afternoon. and i changed this yesterday on the assumption it would be canceled. and it was this morning. so i was glad i switched it. >> the airport personnel will be working to clear the runways

and taxi ways, as well as the public roadways and parking lots here at bwi. >> reporter: several airlines are issuing weather waivers, allowing customers to change tickets without paying extra. travelers desperate to get home, trade wings for wheels. >> i'm actually taking a train up to new york. because the snow and travel, kind of blew my flight situation back to san diego. and i'm in a hurry to get back. to sunshine. looks like i'm going to have to change plans. >> reporter: and the airlines are urging all of their customers on who may have had cancellations or just had to go ahead and change their flights to rebook their flights as soon as possible. prefer reasonable this weekend or sometime next week. we're live at penn station, i'm jessica kartalija, wjz eyewitness news. let's head to wjz traffic control. sharon gibala has an update on the impact the snow is having on the evening commute. >> reporter: well, snow is starting to stick to the side streets especially.

we have an accident in aberdeen, involving a dump truck. it's still blocking paradise road. churchville road is your alternate there. an accident involving a bicyclist. reisterstown at seven mile lane. one in nottingham, bel air road, at k -- hlston road. west northern parkway at charles. in howard county, watch for a crash on murray hill road at gorman road and another one in davidsonville at davidsonville road, and riddell road. there's a look at your drive times and the speeds around the area, everything else running pretty smoothly. we do have a few issues, though, as far as delays on the top side, on the outer loop, chavez and delaney valley. traffic not sticking so much on the main roads. but the side streets, we are starting to see it stick. salting operations are under way. we also have fog warnings in effect. you can see visibility not so good. at least in that camera shot.

one suspect dies. the other near death. and one of the detectives is shot. now a witness tells mike schuh, police shot a man who had already given up. >> reporter: on tuesday, in this block, police say a murder over disputed drug territory. >> what we have been on the alert for is any retaliatory violence. >> reporter: last night, police get a call about a man with a gun. >> the detectives made their approach to the suspects on foot. and as they came around the corner to the house, the suspect at least one suspect, immediately opened fire. >> reporter: a detective is hit. he returns fire. >> and his partner engaged at least one suspect in a gun battle. >> reporter: one gunman dies. the other is at sinai, near death. the wounded detective is a three-year vet, shot twice. he's brought to shock trauma. hours into her new job, the mayor arrives. today, the detective was released. the bullets missed nerves, bones, and arteries in his left

arm. >> he was alert, up. he was able to talk. >> reporter: police say they recovered two guns. one from inside the house. and the other found on the porch. >> reporter: but here, the story takes a turn. the man with his back to the camera lives across the street. he says he saw police shoot a man who had already given up. >> through the window, i seen the guy, laying on the porch. he was just laying there. and the police, like, as i said, stood over top him and executed him. stood over top. him and was shooting him. he was laying down. police weren't in no threat. he was in no position where he could harm one of them or anything like that. but they just stood over top of him and started shooting him. >> reporter: based on that interview, police say they will try to find this man and investigate his claim. in north baltimore, mike schuh, wjz eyewitness news. >> police have not released the name of the men involved or the police detectives. they do say that both of the suspects are 41 years old. the man in critical condition

tonight. as a major snowstorm moves into maryland. live look outside. the snow is falling. now it is starting to stick. stay with wjz for updates on this storm. we'll check in with bob in a few minutes. a mother is told she has just weeks to live and her last wish is to see her daughter granduate. andrea fujii reports, anne arundel high school granted that wish by presenting her daughter's diploma, six months early. >> she's been waiting 18 years for this day, to watch her daughter graduate. something doctors said wouldn't be possible. >> when the doctor said, no, i won't see her graduate, god said yes, and they made it possible. >> reporter: last may, cassandra owens was diagnosed with stage 4, pancreatic cancer. and doctors say she could only have weeks to live. when arundel high school heard the news, they wanted to give sadiyah owens her diploma early. >> my biggest fear was that she

you can definitely see the road. a lot of the side roads are getting covered. as temps are below freezing. take a look at radar. we have moderates. but it will get heavier. and some areas will see 2 to 3 inches of snow, perhaps falling in one hour. as you can see, some of these heavy echoes down to the south, coming right up 95. and it's all going to be in the form of heavy snow. we're getting light to moderate snow. hasn't been that much until about 5:00. but temperatures have dropped, as you can see. we're down to 31 right now. take a look at the snowfall amounts we expect from this storm. in general, up to 24 inches

possible. most areas, 18 to 24. 12 to 18 just south of our region. along the beaches, maybe 4 to 6 down here. even some areas around the baltimore area, northern delaware, southern jersey, southern p.a. shenandoah valley. could see as much as 25 to 30 inches of snow. by the way, the record for baltimore is 28.2 inches of snow. that's at bwi marshall. will they get to that? only time will tell. but it's certainly going to be a very, maybe in the top five snowstorms ever for our region. we'll talk about that a little later on. take a look at temps around the area. right now, we're at 31. 31 in ocean city. down there, a little rain mixture. 30, easton, with snow. 35, elkton. temperatures vary. where the temperatures are above freezing, it's not sticking that much. we drop to 30. with a dew point around 31. most areas reporting right around the freezing mark now. that will continue to probably drop to about 29 or 30.

huge area of moisture. i mean, the snow from maryland all the way out to the upper plain states as can you see. you can take us sliding, go all the way out to wyoming. to our south, heavy rains. thunderstorms. the energy with this storm is really beginning to explode. what's going to happen is that low is going to get to the carolina coast. and it's going to really become a major nor'easter. bringing gale forced winds to the coast. a lot of beach erosion. high tides, wind advisories. wind warnings already out. with blizzard warnings in some location. delaware, southern jersey. because of winds in excess of 35 miles an hour. visibility down below quarter mile. later tonight. probably after 9:00 or 10:00 tomorrow morning. some areas, you won't be able to see 100 feet in front of you, with the blowing and drifting snow. we're just advising folks to not go out later tonight. it's just not worth it, seriously. low pressure eventually moves off the coast. tomorrow night, things begin to clear out. sunday, super bowl.

5:29. 30 degrees with moderate snowoth. good evening. thank you for staying with eyewitness news. here are some of the stories people are talking about tonight. the snow is here. a winter storm warning is in effect. and this powerful system has forced several airlines to cancel hundreds of flights at bwi dulles internationality airports. -- international airports. a live look outside right now. we will be moving into the more intense part of the storm overnight, as temperatures drop. bob turk and meteorologist tim williams are here, tracking the system. let's begin with bob in the weather center. >> really, later tonight. after 8:00, 9:00, 10:00, until tomorrow morning. that's when we'll expect to see the brunt of this storm. and the snow rates could get up to 1, 2, 3 inches an hour. take a look at radar. that's moving right toward our region. so i think maybe by 10 or

11:00, we may be seeing 4 to 6 to 7 or 8 inches on the ground already. just a ton of moisture all across the south. all moving toward our region. into the cold enough air. and that's why we have snow falling. we just dropped down to 30 degrees. tim in the outback, with a look at the current warnings in the region. and how much we expect before it's all said and done. >> reporter: we definitely expect a lot. winter storm warning in effect for the entire area, until 10:00 tonight. i'm sorry, until 10:00 tomorrow night. at 10:00 tonight, however, things get tricky for areas down on the western shore of the bay. what we're looking at is the warning for the winter storm. lifting and a blizzard warning going into effect. winds will pick up that the visibility will be less than a quarter mile. winds will be higher than 35 miles an hour. along the western shores of the day. and -- bay. and the delmarva that we expect to see blizzard conditions in place.

we are holding fast with areas down toward d.c., potentially seeing up to roughly about 30 inches of snow out of this. the numbers start to taper off as you go down toward the lower eastern shore. they will still see snow. but they'll see more wind and definitely less snow than we'll see across much of central maryland. as far as the winds, well, we're looking at the winds. winds are really driving those blizzard warnings. 30 to 40-mile-per-hour winds across the state. down from cecil county. and salisbury toward ocean city, we could see 50-mile-per- hour plus winds before this storm system is out of here. we'll continue to keep you updated. >> thank you, tim and bob. wjz is following the impact of the system on the roads. mike hellgren has an update on the systems to keep the roads cleared. the governor just wrapped up a briefing here at the state command center in hanover. and he talked about an accident, involving a plow in harford county. he also predicted that tens of thousands of people could be without power by the time they

wake up tomorrow. and the storm is presumably still going on. let's take a look at a live traffic camera. he also commented on how the state is really working to clear roads as fast as possible. but people should be patient. let's take a listen at what the governor had to say just moments ago. >> the nature of the snow is much more of a powdery type of snow. and we fought out there. and actually, i think most people were very impressed at how quickly we were able to get arteries open. this will be a much more stubborn snow. and from tonight, probably 10:00 p.m., through until tomorrow, at 10:00 a.m. or noon, you're going to see a lot of major arteries that are reduced to just a couple of lanes at best, as we fight to keep things open for emergency vehicles and absolute necessary travel. >> reporter: now, the governor also talked about the dangers of building collapse, especially in old buildings. he reiterated a lot of the

comments he made during the noontime press conference. however, the big message was stay off the roads unless you have to be out there. reporting live in hanover, mike hellgren, wjz eyewitness news. >> wjz complete coverage continues. it didn't take long for schools throughout maryland to realize the severity of the storm. but school systems are quickly running out of snow days. gigi barnett is live with a complete breakdown of the remaining snow days throughout the area. gigi? >> reporter: well, those snow days are going fast. and losing them all compleetle completely is what some school systems want to avoid. that's why they say they are grateful that this snow comes on a weekday. -- weekend. >> reporter: at the first sight of snow, parents arrived at rider wood elementary. the school day ended two hours early. not a full snow day. >> we probably won't see you until wednesday. >> reporter: but for some students, an early dismissal was good enough. >> they were excited because we got out two hours early. going in, knowing that.

and they have pajama day. they wanted to go to school today. >> peggy has three children at rider wood elementary. she says she's looking forward to the weekend snow. >> i'm excited. we have the flags. they have the snowboards and the ski helmets and we're going to be on our hill. >> reporter: but the weekend could bring some hard work for some students and not just homework. >> i'm in a play. >> tomorrow, i'm going to shovel snow. >> school districts in the area close two hours earlier. and the early dismissal doesn't count as a snow day. still, some school systems are almost out of snow days. baltimore city has two out of five days left, howard county has the same. two out of five. while harford county is halfway through its snow days at two out of four, and anne arundel county students are out of snow days completely. all of the schools there plan to ask the state for more. but it's baltimore county that has the most. five out of seven remaining.

>> reporter: but charles henderson says a -- herndon says the slow weekend cleanup could cause the county to use another snow day. >> we have been very fortunate to get in the instructional time that we have been able to get in. and that's what we want to do, maximize that instructional time. we're very fortunate. and we hope we'll be ready to go monday morning. but we'll have to see how the weekend works out. >> reporter: they're watching this weekend very closely. they're also watching the calendar school year very closely. for some school districts that are close to losing their school days, they say they will be taking their spring break if they run out. >> i think we'll someday see a spring. let's go to traffic control. sharon gibala has an update on the impact of the snow so far. sharon? >> reporter: well, on some areas. and we're also seeing our first accident on a major roadway. 95 southbound at 175. an accident reported there, with delays there as well. an accident still working in

aberdeen. that one involving an overturned dump truck that lost its load there. that's i-95. churchville is your alternate t. only one accident left in the city on west northern parkway at north charles. but looking at two now in howard county. maury hill road and gorman road. and town and hill at rogers avenue. there is also one on davidson road at riddell road. we can take a look at drive times and speeds. our three slowest spots right now are going to be on 95 and the beltway. 30s and 40s now. things definitely starting to slow on the major roadways at this point. we can take a live look outside at 95, at 895. and you can see traffic running pretty well at this point. not very much volume out there. and on route 50, we have fog warnings in effect, in addition to all of that snow. so do watch at the chesapeake bay bridge. for fog warnings there. meantime, 95 at mountain road. also running pretty good. but again, you will want to be careful. snow is starting to cover the

john the evangelist catholic church. monsignor bevan denied the allegations. the 73-year-old was released on $25,000 bail. the plan for michael jackson's doctor to surrender this afternoon was scuttled by prosecutors. conrad murray was said to appear in court. the case will not be filed until monday. murray's attorneys expect the cardiologist to be charged with involuntary manslaughter. he has been at the center of an investigation, since telling police he gave jackson a powerful anesthetic, which has been blamed for jackson's death. toyota's president is apologizing for the safety problems that sparked global recalls. the automaker's president promises to beef up quality control by heading up a special committee. that comes with another round of recalls, this time on anti- lock brake systems, with the hybrid model prius. as troubles for toyota mount, ford now says its hybrid

braking problems of its own. there is a software update on its regenre tive -- rejennerrate -- regenre tive brake system. customers may receive a brief loss of breaks as the -- brakes as the vehicle switches from one system to another. the new system if bakery on chestnut avenue closed its doors for good. owners johning and debbie cucky say sales have been down. the new system bakery had a staff of 10. some are working a new beat this season. the purpose is to gain a better understanding of u.s. law enforcement, even as iraq struggles to establish its own. >> a major religious pilgrimage is in iraq.

>> a nightmare scenario for any police force. but it's the assignment iraq's police and security forces have been handed. >> we see tremendous efforts on the part of the iraqi police to go out into the communities, get away from the fixed checkpoints and talk to the people. >> reporter: the kind of routine police work that takes officers down back alleys and main streets every day in baltimore. and for the past few days, four senior iraqi policemen have been riding along. they have also been getting a quick briefing on techniques and technologies, used in baltimore. >> it allows them to run warrants, verify picture id, verify your name. >> reporter: unfortunately, blackberries and smart phones are only on paper for police in iraq, where working medal detectors are a high-tech luxury. only a few years old, u.s. trainers have had to start with basics with the force.
