the gulf coast. we're talking about continuous snow. and hours and hours, perhaps of heavy snow. some of these snow bands could bring us 1, 2, 3 inches of snow in one hour in some areas. that means we'll see high snow amounts. perhaps record-breaking snows for our region. we'll talk about that. humidity up to 38%. tim williams is in the outback with a look at warnings and blizzards not too far away at all. >> the national weather service issued a winter storm warning in effect. now, what we're seeing with the watches and warnings and advisories, now, all of the pink. we've gone from the blue of winter storm warnings, to the pink of blizzard warnings. for all of those shores of the bay, d.c., of course into delaware and maryland. the blizzard warnings go into effect, not because of the intense itof the snow coming down. -- intensity of the snow coming down. but because of the winds. visibility, less than a quarter mile.

and the winds gusting or sustained at 35 miles per hour or greater. now, as far as the snow amounts are concerned, we're still talking 18 to 24 irv be -- inches wide. some areas down toward d.c., especially now with the blowing snow. possibly between 24 and maybe 30 inches of snow. the snow is going to be again impacted by the winds. the wind the as we look at-- winds as we look at them, we're expecting peak gusts with the storm. we're talking from harford county and the northern tier of cecil county, all the way out into western maryland. and 40 to 50-mile-an-hour gusts. and 50 pile per -- 50-mile-per- hour plus gusts on the eastern shore. and that is why those blizzard warnings were in effect. we'll continue to tweak our amounts and the impact of the storm as it impacts maryland. and for now, back inside. >> thank you very much, tim and

bob. first warning weather coverage continues now with mike hellgren in anne arundel county, with more on how the governor and state leaders are preparing for this main part of the storm. mike? >> reporter: it has gotten significantly colder and windier here outside the state command center. the governor just wrapped up another briefing. and he did mention a serious accident. an unfortunate accident, he called it in harford county. it was at 95 and 462, where a van with two adults and three children ran into the back of a snow plow. he didn't elaborate on the conditions of those who were injured. but he says he hopes and prays for their recovery. and he says this is an example of just how treacherous it is in some parts of maryland right now. we also have fresh video from here in anne arundel county. this is fresh video from anne arundel county. the snow has gotten significantly worse in the past two hours. wet, heavy and sticking to the

ground. the governor declared a state of emergency and gave wjz an update within the past hour. >> we will probably wake up tomorrow. and those of us who are fortunate enough to be able to of tower -- power and turn on the news, will probably learn that upwards of 100,000 or more people in our state do not have power. so there will be all of those issues associated with this. and we will check on senior citizens in their neighborhood and reach out to grandparents, moms and dads, make sure they're okay. >> reporter: roads have been pretreated with a salt and water mix, just as they were during the big storm back in december. but getting anywhere will be treacherous during the height of the snow. >> obviously, with the intensity that we're predicting, it is going to be very difficult for us to be keeping up with keeping all lanes cleared. so we are anticipating that roads will not have all lanes open during the course of the storm. >> people have been preparing across the state. making a run on stores to get essentials. >> we knew they were coming in. we had cued up the people to

say, if you want a shovel, show up early. >> that was full of salt this morning. the floor in front of this, was full of salt this morning. and now, all. salt we have left is by the front door. >> reporter: national guard has dozens of humvees that can make emergency runs to patients in hospitals, anyone in dire need. >> they can definitely get through a lot more stove than civilians out there in these agencies. >> reporter: the state is expected to blow through the remaining $10 million in its snow budget. but leaders say keeping people safe during this winter storm means they won't be cutting costs. >> reporter: the governor said he was encouraged that most of the people had left work around noon or over to 2:00. and that people were, for the most part, staying off the roads, and again, that was the big message. do not go out unless you have to. and maybe in parts of maryland where you are, it doesn't look that bad out, but it's going to get much worse. and in certain areas, it's really blowing like it is here in anne arundel county. and we've just got a very long

night ahead. and they're going to keep monitoring the situation here. and we will, too. reporting live in hanover, mike hellgren, wjz eyewitness news. >> all right, thank you very much, mike. and our first warning weather coverage continues with weijia jiang, who has more on preparations in baltimore county and in other surrounding counties. weijia? >> reporter: denise, it is wild out here. the snow is falling so rapidly. it is sticking to sidewalks but covering them. as well as the roads, posing quite a challenge to local governments. perhaps especially to baltimore city, whose new mayor is leading all of their efforts in her second day of office. >> reporter: there's not a moment's rest for planners around the state. >> we are expecting to get gusts up to 40 miles an hour. which makes it near blizzard conditions. >> and i'm looking for an opportunity to show what we can do. >> reporter: just 23 hours into her term as baltimore's new mayor, stephanie rawlings-blake held her first scheduled press conference to go over storm plans.

in the city, crews are using 15,000 tons of salt to battle the snow, despite the drained snow budget. >> making sure that we provide public safety and essential services, particularly in a snowstorm is important. that's the thing that i'll find money for. >> reporter: a slim snow fund is an obstacle all around. but still, anne arundel county has 8,000 tons of salt on hand, with nearly 200 vehicles to clear the roads. preparations are also in place to open an emergency shelter at annapolis high school. in harford county, more than 100 trucks are out to work on more than 1,000 miles of road. private contractors are on hand. carroll county crews are using more than 2200. workers there only break to eat until the roads are back to normal. it's a similar situation in howard county, where 13,000 tons of salt was hauled in. the challenge there was keeping up with the rate of snowfall. >> all counties will focus on clearing primary roads first. and then crews will tackle

residential and side streets. but they asked drivers to move cars out of the way if possible. because they are a major road block, for work trucks. >> if they can get to the streets, because there are not a lot of cars in the way, we can get the jobs done the way we want to get it done. and get you back safely, to what you want to do. >> reporter: and just about five minutes ago, baltimore city entered its phase 2, which means the snow plows have started. and cars are not allowed in the snow emergency routes. if they are, they will be towed. so instead, you can park in one of many designated school parking lots. we're live in medfield, weijia jiang, wjz eyewitness news. >> you guys be safe as well out there. the storm is already having a major impact on travel, hundreds of flights are canceled at bwi. first warning weather coverage continues now with jessica kartalija, at penn station, where train service is affecting a lot of folks out there. >> reporter: we've seen several delays, fortunately no

cancellations here yet. we have seen plenty of travelers, coming from bwi thurgood marshall, just trying to get home any way they can. >> all aboard, please. >> reporter: at penn station, train travelers try and beat the snow. >> i'm just going to go to new jersey with my aunt. because i know it's going to snow there, too. but not as much as here. >> reporter: amtrak canceled most trains, heading south from d.c. in baltimore, the train schedule is right on track. >> i'm actually going home for the winter break to see my family. my father is going to drive up in this weather-- doesn't like me driving in this weather. i'm going to take the train home so he doesn't have to make the trip up here. >> reporter: absolutely every train headed northbound is sold out. >> the trains are filling up. almost all of them were packed. so i had to find a seat at the back of the train to make sure i got on. >> reporter: at bwi thurgood marshall, southwest airlines has already canceled more than 100 flights. >> my flight was for this

afternoon. and i changed this yesterday on the assumption it would be canceled. and it was this morning. so i was glad i switched it. >> reporter: the airport personnel will be working with contractors as well to clear the runways and taxi ways, as well as the public roadways and parking lots here at bwi. >> reporter: several airlines are issuing weather waivers, allowing customers to change tickets without paying extra. travelers desperate to get home, trade wings for wheels. >> i'm actually taking a train up to new york. because the snow and travel kind of blew my flight situation back to san diego. and i'm in a hurry to get back. to sunshine. so looks like i'm going to have to change plans. >> reporter: and wjz has learned that all flights, all southwest airlines flights in and out of bwi, are canceled. now, as for penn station, we'll continue to monitor and see whether there are any train cancellations. but again, good news. none as of yet. airlines also want to remind passengers, if you did have to cancel your flight or your

flight was canceled or changed, they're asking that you rebook that flight as soon as possible. we're live at penn station here in baltimore, i'm jessica kartalija, wjz eyewitness news. >> all right, thank you, jessica. are motorists heeding the advice and staying off the road? first warning weather coverage continues with sharon gibala at wjz traffic control. >> reporter: well, things are actually picking up outside. we do have plenty of snow on the roads now. we also have plenty of accidents. one blocking all lanes of eastbound at magacy bridge road. on 70, westbound, past woord vine road. there's a wreck there. another on westbound 40, at 29. in towson, watch for a wreck on ruckston road at jack frost lane. and in the city, two accidents there. elsnor. meantime, in ashdean, we still have that dump truck that lost its load, blocking all lanes of paradise road at i-95.

and there will be a lot of them. wjz will be back on the air tomorrow morning, starting at 5:00 a.m. don and marty will bring you the updated information you need. police are responding to a call about a man with a gun. and they got into a gun battle. in the end, one suspect is dead. another wounded. and one detective is shot. but now, a witness tells mike schuh, police may have shot a man who may have already given up. >> reporter: on tuesday, in this block, police say a murder or disputed drug territory. >> what we have been on the alert for is any retaliatory violence. >> last night, police get a call about a man with a gun. >> detectives made their approach to the suspects on foot. and as they came around the corner, to the house, the suspect at least one suspect, immediately opened fire. >> reporter: a detective is hit. he returns fire. >> and his partner engaged at least one suspect in a gun battle. >> one gunman dies. the other is at sinai, near death.

the wounded detective is a three-year vet, shot twice. he is brought to shock trauma. hours into her new job, the mayor arrives. today, the detective was released. the bullets missed, nerves, bones and arteries in his left arm. >> he was alerlts -- alert, up, able to talk. >> police say they were on the porch. >> here, the story takes a turn. the man with his back to the camera, lives across the street. he says he saw police shoot a man who had already given up. >> i had seen the guy, laying on the porch. he was just laying there. and the police, like i said, it's been over top of them, executing them. and just kept shooting him. i don't think he had nothing or nothing. he was laying down. police wasn't in no threat. he wasn't in no position whereas he could harm one of them or anything like that. but they just stood over top of him and started shooting him. >> reporter: based on that interview, police say they will try to find this man and investigate his claim.

in northwest baltimore, mike schuh, wjz eyewitness news. >> police have yet to name the suspects. and citing a new police policy, the name of the detective won't be released until 48 hours after the incident. president obama is once again talking about small businesses, and once again, bringing his message to maryland. kai is in the newsroom with more. kai? >> the president is planning to ask congress to temporarily expand small businesses. he spoke with small business owners in lanham. the president is also proposing to give small businesses a $5,000 tax credit for every new job created. with his poll numbers falling, the president continues to step up his focus on the economy and job creation. denise? >> thank you, kai. in december, the national unemployment rate dropped from 10% to 9.7%. still to come. super bowl countdown. for some people, the commercials are as fun as the games. shot in the arm. why shock trauma is undergoing

but first, an unexpected danger in this snowstorm. thieves are taking advantage of maryland's maryland's preparedness, stealing snow removal equipment. some people's plans to plow are put on hold. >> this is an 847 pump. this is a pump that was stolen. and this was stolen. up and down. turned right and left. >> reporter: a thief came in the night and stole a critical part of a snow plow. the plow the city would have used to keep the homeless shelter open tonight. the plow it would have used to help clear public roads. >> just don't make sense. it's really ludicrous when someone comes in and takes the pumps. these trucks are parked here all night long. and we get up in the morning to go out to plow and find something like this. it's unbelievable. >> reporter: the bolts were left behind and the wires were cut. last week, the same $2600 part on another truck was also stolen before last week's snowstorm. >> last week, they tried to take the whole plow, but

apparently the plow was too heavy for them to take. >> reporter: the plow parts were not stolen from a truck parked by the road, where people might see them going by. instead, it was here in the middle of the lot. but little did the thief know that there is a security camera trained right on this area. and the tape is being checked. >> reporter: police are investigating. >> we'll be looking around at some of the snow plowers we know. we'll be looking around, talking to them, and see if anyone has a new part that they didn't have before. >> reporter: a thief also stole this man's caterpillar part. he planned to use it to plow tonight. >> it's tough to you know, move equipment when it's snowing, naturally. so we put it over there, the day before, couple of days before. and we went over there this morning. gone. police are also investigating that $45,000 theft. suzanne collins, wjz eyewitness news. >> and police are advising people today to even keep an eye on your own home snow blowers and shovelers, which on

this day are in big demand. bob turk has a new snow blower that is working well for him. >> yes, it's named snow jo. my son will be out there later in the dark. let's take a look at temps and conditions now. we're down to 31. we are below freezing. really beginning to accumulate. dew point, 31. humidity, 100%. east to northeast winds at 10. they will be picking up. barometer has been dropping. and it will continue to fall as the storm continues to evolve and develop along the east coast. look at the forecast after this. ,,,,,,,,,,

okay. >> as you can see. the beginnings to accumulate. probably about an inch, inch and a half around the baltimore area. it's going to get a lot heavier. we've got reports already of 6 to 7 inches down in virginia. that's moving in our direction. they have been seeing one inch an hour in some spots. take a look. moderate snow. it's been light. until a little while ago. we saw it with heavier bands. very heavy stuff going across west virginia now. some folks may see 2 to 3 inches of snow an hour. this thing really begins to evolve along the coast and become a major coastal storm. right now, with 31.

so most places at or below the freezing mark. at least some spots are. 33, ocean city. rain mixed in down there. 34, d.c. and 27 in oakland. around the baltimore metro, upper 20s, in some locations. otherwise, we're around the freezing mark. how much snow do we expect around this? we keep updating it. for the most part, most of maryland will see 18 to 24 inches. in other words, two feet. some spots may see 2-feet plus. some areas may see very heavy snow for a couple of hours. then it slows down a little bit. you may even hear thunder. maybe thunder snow with this. and that can bring a 4 to 5- inch snowfall. 12 to 18. 6 to 12. ocean city, probably 2 to 4. maybe as much as 6. even at the beaches. take a look at this. the rest of the region wins. that will be another major factor. and that's why we have another warning for portions of a.a.

opportunitiy -- county, down to p.g. county. winds could could gust as high as 50 miles an hour. to our west. even along the shore, 50-plus. we're talking gale-forced winds. all right. we're dealing with winds. we're dealing with low visibility. and that's why we have these blizzard warnings. anything less than a quarter mile, and winds over 35 for three hours means a blizzard. from baltimore south, they've included d.c. delaware, and southern jersey, under warning beginning at 10:00 tonight. everybody else, under a winter storm warning. it's possible we'll see this blizzard warning extended. really won't take that much. in fact, blizzards. you can have a blizzard with one inch of snow. it's not the amount of snow. it's the visibility. and the wind. low pressure is going to move off the coast. really get cranked up. that's why the wind and the snow will get heavier. and sunshine returns sunday. super bowl sunday. we'll see much better weather we the -- by the second half of the weekend. gale warning on the bay. winds can gust to 40 knots or

it is just before 6:30. 31 degrees with moderate snow falling right now. thanks for staying with wjz. here is the big story people are talking about at this hour. winter storm warning is in effect for the entire region. this is what it looks like in cockeysville, just a short time ago. the snow will continue to pick up in intensity throughout the night. wjz has extensive first warning weather coverage. meteorologist tim williams and bob turk are busy tracking the system right now. bob? >> as you've seen, we've seen a few pockets of moderate snow. take a look at radar. heavier snow to the north of us. right now, light to moderate across the region. there's a heavier band south of washington. that's going to get us in about an hour or so. and some of those bands can produce a quick inch, inch and a half of snow in an hour or less. and even more to the south. we could each see some areas later tonight. we could see 2 to 3 inches of snow in one hour.

that's why we have such snowfall toilets for this particular -- totals for this particular storm. tim has a look at blizzard warnings just to our south. >> we have really seen some imprisev, basic -- impressive, basically estimates we've seen here by way of snow and way of winds. winds really drive these snows. the dark blue is the winter storm warning that went into effect yesterday. basically saying this storm was eminnocent. the winter -- eminent. the winter storm warnings are making way down through southern maryland. because the winds are expected to pick up. and of course, you see the delmarva, already under those blizzard warnings. but those blizzard warnings around our area go into effect until 10:00 tonight. blizzard warnings go into effect when the visibility is expected to be a quarter of a mile and less, and winds are sustained or gusting. frequently at 35 miles an hour or greater. and we have actually upped these in some cases. 18 to 24 inches, area wide,

across most of the state, with higher amounts down from d.c. could see areas up near 30 inches, before this is all said and done. there will be a bit of a mix. as you head down toward the eastern shore. but their problem is going to be the wind. as this nor'easter starts to crank up and move up the eastern sea board. 50-mile-per-hour in fact. up toward the jersey shore. 40 to 50-mile-per-hour, from cecil county down to salisbury. and 30 to 40, across most of the states, from harford county, on out from western maryland. that is going to make very dangerous conditions. stay off the roads if you can. these will deteriorate we move on through the night. bob will have the updated first warning forecast. and we'll have your five-day forecast coming up. first warning weather coverage continues now with mike hellgren, with more on the conditions on the road. mike? >> reporter: it's certainly nasty out here, vic. we're at the state command center, where they're monitoring all of the roadways across the state. there haven't been a whole lot of major incidents. but there was one in harford

county that the governor will tell you about in just a moment. let's go to video we shot here earlier, as they were trying to clean up from some of this snow that started sticking between the 4:00 and 5:00 hours here. the big message is to stay off the roads unless you have to be here. the governor wrapped up a briefing where he talked about the national guard. helping out in various party parts -- parts of maryland. and he talked about that serious wreck up in harford county. >> we have had one very unfortunate accident in harford county. on 462 and 95, where a van, with two adults and three children appears, from preliminary reports to have run into the back of one of our private trucks out there. so we hope and pray everybody will be okay out of that. but it was a serious accident. which is why we emphasize again how treacherous it is out there. and how many pieces of equipment there are.

>> the governor predicted that there could be as many as 100,000 power outages because of the seriousness of this storm. he says it is probably the worst storm maryland has experienced since 2003. and the winds have been picking up out here. you can see the flags over my shoulder here. they're blowing quite a bit, as is the snow right here in my face. really, miserable evening out here. we'll send it back to television hill in baltimore. >> well, i'd help myself in all afternoon. but mike, i hope you have a hat. >> i do have one. >> please put it on. >> i have to get rid of the glamour and get down to the grit here. >> this is no weather for glamour. although you are glamorous. gigi barnett has more on the impact the storms had on schools area wide today. >> she has a hat and a hood. >> reporter: one school district is completely out of days so far. >> reporter: at the first sight of snow, parents arrived at

rider wood elementary in buxer county. the school day ended two hours early. not a full snow day. >> we probably won't see you until wednesday. >> reporter: but for some students, an early dismissal was good enough. >> they were excited they got out two hours early. going in, knowing that. and they had pajama day. they wanted to go in to school today. they didn't want to miss that. >> reporter: peggy is looking forward to the weekend snow. >> i'm excited. we have the flags. they have their snowboards and their ski helmets. and we'll be on our hill. >> reporter: but the weekend could bring hard work for some students and not just homework. >> i'm going to play. >> and tomorrow, i'm going to shovel snow. >> reporter: most school districts in the area closed two hours early. and the early dismissal doesn't count as a snow day. still, some school systems are almost out of snow days. baltimore city has two out of five snow days left. howard county has the same. two out of five. while harford county is halfway

through its snow days at 2 out of 4. and anne arundel county students are out of snow days completely. all of those leaders there say they plan to ask the state for more. but it's baltimore county that has the most. five snow days remaining out of 7. >> all night long, we have been watching the storm very very closely. >> reporter: but it could force the county to use another snow day. >> we have been very fortunate to keep the snow time in the instructional time we can get in. and that's what we want to do. we're very fortunate. and we hope we'll be ready to go monday morning. we'll have to see how the weekend works out. >> reporter: they are watching this weekend. and watching the school calendar, of course. now, schools that are close to losing the rest of their school days, they say shouldn't get to a point where they out. and they will begin taking some snow days from spring bake -- break. back to you on tv hill. >> are most people taking the advice of staying off the roads.

complete coverage continues now with sharon gibala. sharon? >> reporter: well, vic, we actually have some cars out there. and there are all plenty of accidents out there. serious accidents in fact, on 100. eastbound and westbound lanes are blocked between magacy. that's due to a car. the pole is down and wires. meantime, an accident on 70 westbound, past woodvine road. you're also looking at one on westbound 40 at 29. one in towson, ruxton road, at jack frost lane. and a few in the city, one involving a pedestrian. we also have accidents. in aberdeen area, we still have that accident, blocking all lanes with the dump truck that lost its load on paradise road, on i-95. take churchville road instead. and an accident in ellicott city. and rogers avenue. one more on 50 eastbound at cape st. claire road. meantime, let's take a look at our drive times and our speeds at this hour.

a much appreciated shot in the arm. $2.4 million in federal funding for an expansion of the trauma unit. pat warren reports, the additional space is needed to keep up with the ever- increasing number of patients. >> reporter: it's the number 1 destination point for the critically injured. and it stays busy. the university of maryland medical center, shock trauma, built to accommodate 3500 patients, now cares for more than 7,000. >> i don't live that far from here. and i see the helicopters coming in. at night and in the day time. and everyone time i see one of those helicopters come in, i know that somebody's chance of surviving and thriving are so much greater. >> reporter: personal experience brings a lot to bear on commitment to shock trauma. congressman elijah cummings lives near it. congressman dutch ruppersberger is alive because of it. >> my situation was, it's just
