drive away. that means to us that life means nothing. >> reporter: tonight the emotional plea from his family to track down the driver. >> i'm dick carter, here's what people are talking about. a teenager was left on the side of the road to die after a driver drove him over. tonight police are looking for the car that put him in the hospital, kelly. >> reporter: vic, the family tells me that the teen is not doing well here at the icu and think want whoever is responsible for this to come forward. 18-year-old terrell chambers has been unconscious since tuesday night. >> he has blood and some type of pus on his brain, he's not responding. we don't know if he's going to make it. >> reporter: he was walking his girlfriend home in wood lawn when he was hit by a car. >> how can you hit something

like that and drive away. that means to us our life means nothing. >> reporter: his girlfriend tells me she saw the car with tinted window leave the lounge and driving south on the road and that's when terrell chambers was hit and sent into the air. police are looking for my pictures in the area from security cameras. the family believes the passenger side mirror is injured. >> i really want them to come forward. i really do. if anyone knows anything about this accident, if you have seen a black car with a mirror that's messed up. >> reporter: the family is asking to visit terrell. >> we hope someone that's fixing that car will say, how did your mirror get broken. because people know but they just keep quiet and this is a life. >> reporter: the girlfriend who was there says that she was not

injured and she is now trying to help police come up with a better description but right now they believe it was a dark car, possibly a honda. okay, kelly, thank you. anyone with information about this driver or the car can call baltimore county police. new at 11, pieces of mayor budget plan are emerging and there are talks of things that could stir up some controversy. to close the gap, reports the mayor is proposing to permanently shut down 3 fire companies. the police department would also lose its helicopter and mounted patrol. said the police cuts will be devastating. you can read more in tomorrow's sun. for the second time in three days a suspicious package showed up at the courthouse. explains what police found

inside that package. >> reporter: hazmat teams raced to the second floor after an employee called 911. the large envelope was found in one of the judge's chambers. a spokesperson said the envelope was not addressed to any particular judge. employees did not evacuate the building while police secured the courthouse entrances. >> we were told not the leave. >> reporter: hazmat teams quickly tested the substance, found nothing dangerous and reopened the can courthouse. >> it is similar to five other packages city police are investigating from monday. >> reporter: that's when 4 judges received threatening notes. and a substance ruled to be harmless. employees were evacuated for 40 minutes monday. back to the courthouse,
