crisis and the mayor proposes -- proposed some harsh cuts. eliminating a district's worth of police officers and dozen of firefighters. i have to put forth an honest balanced budget and i can't spend the money we don't have. >> reporter: the budget eliminates 193 positions and the chopper, the mounted and the marine units and it funds all street patrol officers as well as crime cameras. the proposals now really place us in a compromised position. >> the fire department's cuts are steep two. they'll close three firefighter companies and 93 jobs and fully funding ems. >> when you eliminate a fire company, it never comes back. >> reporter: as for park and reck, they'll close 29 of the 59 recreation centers and seven pools for the summer. >> i go to the reck center when

the drivers involved and possible charges in the case. well, hi, jessica. the police say that the 51-year- old was driving the train at the time of the accident, she's at shock trauma today in serious, but stable condition. and a preliminary investigation reveals that a tractor trailer drove into the path of the train and the charges are pending against the driver of the tractor trailer who's identified as a 53-year-old. the trash is under investigation by the mta police as well as baltimore county police. thank you, and the accident caused the tractor trailer to collide with a 2009 honda civic and that driver refused medical treatment. we're learning more about the murder/suicide that shook the area last week. halle smith called 911 during the shooting and the police

breezy spring afternoon. we have changes in our direction and with a look at the radar, we're sending it to marty. >> let's go to the first warning doppler weather radar, i want to show you along the front range of the rockies. look at the left side of the screen, we've had serious winter weather and a foot of snow. you move east and we're talking about rain, that's going to be moving our way and yet, another deep area of low pressure and not just rain, but thunderstorm, approaching, well, kansas city and eventually some of the action will get through chicago and indy and cincinnati and into the mitt atlantic. what's the timing? the low is out over the ohio valley, tomorrow and the clouds will be here tomorrow and late afternoon. and by the time we get into the morning rush on friday, shower activity will be starting in the western viewing area.

it looks like it will be a rainy week's beginning and how about the end. we'll have more in a few minutes. thank you, marty. the president signed the health care reform bill into law and today, the republicans are gearing up to fight it. here's joel brown reporting on part two of the health care debate. >> nobody believes that. >> the republicans took to the senate floor determined to stop the fix it bill. you can put lipstick on a pig, but this is still a pig. >> reporter: the bill makes changes and the republicans are offering amendment after amendment slowing down the process and forcing changes into the bill. if they succeed, the bill will have to go back to the house instead of the president's desk. the democrats are sure they'll have it passed by the end of the week. >> scare tactics are able to derail the reform in the past, scare tactics aren't working

this time. >> reporter: later on today, president obama will hold up his end of the agreement that won some votes for the bill. he'll sign an order that reaffirms restrictions on using federal dollars for abortion procedure. tomorrow, the president is hitting the road, he'll try to sell the public on the health care plan in iowa city, iowa. the latest cbs news poll shows he'll face an uphill battle. overall, slightly, more disaprove of the law. president and his aids argue that once the voters learn more, they'll like what they see. in washington, joel brown, wjz- 13 eyewitness news. and the governor will also create a coordinating council to lend the health care to maryland families efficiently. >> and still to come on wjz-13 eyewitness news at noon.

two men pleaded not guilty to the murder of five teens. the teens murdered without a trace. after a dispute over missing drugs, the men forced the boys at gunpoint into an abandoned building and then set it on fire to kill them. their bail is $5 million each. two men are claiming to be beaten by two plain clothed officers. the students say it started when they accidentally blocked the officers path on a sidewalk and three uniformed police officers arrived on the scene

and they allegedly refused to help. >> we thought, we're safe, the cops are here, everything's over. and they took a look at me. i was covered in blood, i said, please, help me. and said, are you going to do anything to these guys and they said, we're not going to, you need to go home and forget about it. both men incurred thousands of dollars and the lawyers have no comment. and more than a million baby carriers are recalled after being linked to three infant deaths. the baby slings made by infantino are being recalled. stop using them for babies under the age of 4 months.

and what we expect to see, the high will push to the east and cooler air is behind the front and the low will be with us throughout tomorrow and we'll see the clouds increasing tomorrow and we'll start to see the potential for rain and cooler temperatures throughout the weekend and the sun returns saturday and sunday. even though it will be cooler, it will be bright and dry. the sunset at 7:22 and a small craft advisory with a north wind and gusting to 25 and the next high tide at 2:13. overnight lows around 57 degrees -- 37 degrees and the sun gives way to 66 degrees tomorrow for the die thyme dash daytime high. the five-day forecast is coming up still to come, keeping the weight off, why it may take more effort for women than we previously thought. >> don't forget, here's some of the stories we're following at
