hundreds of jobs on the chopping block. tonight the impact those cuts could have on the city and what could less en the pain. hello, everybody, i'm denise cokeun, the mayor said the cuts would be painful. if these cuts go through many police will be history along with several fire companies. tonight breaks down the troubles and solutions. firefighters and police officers got hit hard in the mayor's new budget with some of the most devastating cuts in decades. >> i think what it reflects is an unsustainable business model that we're trying to fix. >> reporter: the chopper mounted and marine units while funding outline police officers. >> there isn't a thing left for me to cut here. >> i wouldn't be surprised if

this is a way to present to the public. >> reporter: the mayor is closing three fire companies permanently while fully funding ems. >> at some point people are going to look around and say, what happened to my fire department. >> reporter: including the trash pickup, the preakness parade. >> they can't cut any more. >> reporter: but there are some bright spots. the fully fund schools and give more money to the fire department. >> we had a 20% increase in visitors and the year before that we had a 30% increase. >> reporter: and the mayor hopes to raise $50 million in new fees. >> we'll only be able to -- public safety, recreation, infrastructure are at the top. >> i will not propose to

increase a property tax. >> many of the reductions were necessary after the state government cut millions in aid. >> these are difficult times. you just have to make the best decisions you can. >> reporter: the mayor will release those proposals for new revenue next month. now the cuts total $121 million which is the city's budget deficit. new at 11:00 some tense moments for people on a plane heading from arkansas to baltimore. the crew had to turn around. the southwest flight took off from little rock this afternoon but quickly turned around and landed at little rock because of a burning smell. after a delay they arrived at bmw tonight. >> i bonded with the two ladies and thought this could be a little worse than what they

were saying. >> i was a little bit nervous. >> i was fine. the people beside me were a little bit scared. i said, you know what, i trust the pilots of southwest. >> reporter: 122 passengers were on board, no one was hurt. we spoke with southwest and they said they are working to figure out what caused that smell. a comcast repairman gunned down. tonight hundreds remember his life while his killer remains on the loose. mike shoe explains explains carlos williams had a real impact in his community. >> reporter: detectives and hundreds of his family and friends gathered to talk about carlos williams but more than talk they demanded that the killer be brought to them. >> reporter: boone street is blocked. community leader carlos williams died right here. at dawn on sunday he was shot

governor and we asked him if he was preparing for a rematch. >> is it likely that within the next several weeks we will hear you announce for governor. >> during the next several weeks, plural, we'll make a call. there aren't enough people out there who are willing to come out and say, hey, we want you to be governor again. >> reporter: in recent weeks ehrlich also expressed interest in running against barbara mccull ski for the u.s. senate. you have probably seen the bumper stickers, hang up and drive. live, new at 11:00 explains lawmakers are on the verge of banning talking on cell phones while driving. >> denise, this cell phone ban bill is further along in the process than any other attempts. only passed by a slim margin,

24-23, showing that legislators and drivers are pretty divided on this issue. cell phones have become increasingly attached, including behind the wheel. >> they are freaked out. they are driving and they are seeing people like this and saying, both your hands are supposed to be on the wheel. driving is supposed to be a privilege. >> reporter: the senate bill makes talking on the phone illegal if you have already been pulled over. >> there are always going to be distractions. out just another distraction and you can't really outlaw being stupid. >> reporter: do you think they should outlaw it. >> yes. >> if anyone talks from the phone it should be with an ear device, not holding it, not taking your hand off the wheel at all. >> reporter: if this bill becomes law you would get a 40- dollar ticket for doing anything on your cell phone except for hitting the power

button. >> i think with texting and driving, i don't see them enforcing that law all the time. which is so pref lent that it would be hard to do. >> reporter: found that cell phone bans had no impact on the number of crashes in several states. crash rates before and after the ban stayed the same. >> those laws on the books today can deal with this without making it so intrusive that the government is telling you you can't turn on your digital player, you can't use a gps, e-mail, all these things. we know what common sense is. we don't need the government leglating it. >> reporter: this would allow people to use a hands free device. the house will vote on this legislation next. reporting live. all right, thank you, kelly. 7 states and washington dc ban

hand held cell phones while driving. a vote on health reform is proving to be dangerous. in virginia someone cut a propane line at the home of democratic congressman rick -- brother. threats are being sent by phone and by fax to lawmakers who voted for the legislation. >> when people start talking about putting people on firing lines, that they will have physical harm done to them, that other rhetoric of that type, or they put a target on their faces with cross hairs, that activity ought to be unacceptable in our democracy. >> reporter: cindy howier says they are briefing democratic lawmakers on how to handle the security threat.

a day after making a slip of the tongue, vice president joe biden came to baltimore tonight. he spoke at a fundraising celebration at developer david cordish's home. biden whispered an expletive and the television microphones picked it up. biden said he joked with the president about it this morning. police converge on a mall packed with fans hoping to see their favorite rock star. why the manager is now facing charges. a man opens fire on interstate while his 2-year-old sits in the backseat. what set off the violence. and the mess from yesterday's light rail crash is gone, but the investigation goes on. that story as eyewitness news continues. some showers headed back to the region, forecast coming up

academic achievements. he was apparently healthy. investigators are looking for answers on a collision between a light rail and -- the debris is gone but the repairs still continue and as reports, one area due for a closer look is safety barriers. yesterday's crash didn't happen at an intersection, it happened where light rail tracks run parallel to the entrance. >> investigators have determined that the truck pulled out in front of this light rail. there was active signals that should have prevented him from driving on to those rails. >> no turn signals were lit. about the only safety measures missing were the guard gates found at street intersections, something not all driveways

the only way around repairs, completion date, unknown. police say charges are pending against the driver of the truck. well the manager for team singing sensation justin babier pleaded not guilty. after he failed to appear and sign autographs. say his manager was told to tweet and let the crowd know about the cancellation. they say he refused to do so and helped cause the incident. he faces up to a year in jail if convicted. a popular infant carrier is being recalled made by in the in san to. the commission is asking people to stop using them because they pose a risk of suffocation to the child. there was a ten or among
