hi, everyone. i'm mary bubala. kai is off today. we'll begin with breaking news. sky eye chopper 13 is over the area. captain mike. >> it happened about 20 minutes ago, mary. we are over the south river near the lee annapolis airport. this is just west of route two. this airplane has crashed into the water. it is believed to be a small, single-engine style airplane. we do know that the pilot that remained with the aircraft when it went into the water has been rescued. and is at a nearby marina. we are told that the pilot's

injuries are minor at this time. he may even refuse medical treatment, we are told. so not very fortunate. but we have a significant presence of natural resources police, the coast guard, and anne arundel county police and fire both along the route 2 bridge here in annapolis. and at the marina, which is adjacent to it. at this point, they are content just to mark the location of the airplane which is now sunk. you can see the natural resources boat. they're actually just looking to hook a buoy to it. but at this point, no other injuries we know of. and we have heard they have notified the faa of the plane crash. very good news here, the pilot, not severely injured. >> he is so lucky. thanks. captain mike. we'll update you on this and the story as we get information. the fbi get getting threats of violence against lawmakers.

nearly a dozen say disturb phone calls and vandalism has them concerned for their own safety. joel brown reports for wjz from washington. a proud president obama took the stage before a friendly crowd in iowa. >> health insurance reform is the law of the land. all across america. >> he hit the road thursday, hoping to sell the new healthcare reform law to skeptical americans. >> what this reform does is build on the system of private health insurance that we already had. >> but they say it is simply not true. republicans vow they will start fighting the changes, even after they're passed. >> the tax hikes, medicare cuts. the gimmicks, the back-room deals. we're going to fight to repeal them at every single term. >> reporter: republican senators did manage to find problems in the so-called fix- it bill. they sent it back to the house. but it's shaping up to be just

a temporary setback. top democrats say they'll have it passed by the end of the week. but the debate unfolding on capitol hill is raising debate between staffers. after the bill passed, vandals struck the homes of several lawmakers. and some like democrat bart stupack calling for calm. >> some will only enflame these situations to dangerous levels. enough is enough. it has to stop. >> capitol police and fbi agencies are -- agents are now reporting the damage. joel brown, wjz eyewitness news. >> in respect for the late senator ted kennedy who spent his career championing all healthcare for all americans, the senator observed a moment of silence before voting on the healthcare fix-it bill. al qaeda leader osama bin laden issues a chilling warning to the u.s.

jessica kartalija has more. >> reporter: in the new message, bin laden threatens to kill any captured americans if the u.s. captures the mastermind of 9/11. khalid sheikh mohammed is the most senior al qaeda being in u.s. custody. mohammed faces the death penalty for murder and war crimes relating to 9/11. obama is trying to decide whether to hold his trial in an american court. >> bin laden is believed to be hiding somewhere in the rugged, lawless border between afghanistan and pakistan. the mayor calls it a doomsday scenario. but it is all too real. helpeds of city police officers and firefighters could lose their job because of a massive budget shortfall. wjz stays on this important

story. mike hellgren breaks down the tough numbers. >> reporter: a lot of people are angry about these budget proposals. that i say it's a scare tactic by the mayor's office. but the reality is, the final budget will not look nearly as bad, as the mayor is proposing a number of new fees and taxes. >> the police chopper, marine and mounted units will go away under the proposed budget, which cuts more than 300 positions. three fire companies will be closed. >> no one has been spared, no agency. and the budget reflects that. >> the city is going through the difficult choices that have to be made because of the revenue shortfalls that have affected the entire country, every state because of the contraction of the global economy. >> i don't want to create panic. but it certainly does minimize our ability to simply be there when we're needed. >> it provides more money for

the health department. >> last year, we had to cut 35% of our budget for materials. in the past six months alone, we had a 20% increase in the visitors. and the year before that, we had a 32% increase in visitors. >> reporter: the mayor hopes to scale back some of these cuts by increasing fees, by running a tax on hospital beds. >> we'll only be able to restore the top priorities, the mayor indicated, public safety, recreation, and infrastructure are at the top. >> the budget closes 29 of 55 rec centers and seven pools, leaving kids with little to do. >> we don't have movie theaters. we have bars on every corner. >> sometimes you gotta pull from somewhere when there's budget cuts to be made. >> also cuts to the funding for the preakness parade and 4th of july. >> the mayor says she will not

report. >> the mayor will talk about the fees on april 12th. baltimore brothers charged in the death of a dog have are the things to consider. they will face animal cruelty and mutilation charges in the death of a pit bull. charges were filed when guns and drug were found inside the johnson home during the investigation. the assistant state's attorney said they had insufficient evidence to take that case to court. a former pharmacologist at the university of maryland pleads guilty to growing marijuana in their baltimore home. gigi other barnett. >> reporter: he faces deportation to his native canada. police arrested the 33-year-old in september when detectives found pots pot in his home. they were investigating the death of his fiance, carrie john.

carrie john died to an allergic reaction to a bogus drug she ordered online from the philippines. mccracken said he wants to go home soon to virginia, because he wants to donate one of his kidneys to his father who has late-stage renal cancer. >> he had been a promising scientific career. former naacp president kweisi mfume has a new job. the group represents more than 30,000 african american doctors and their patients. mfume says he hopes to increase the number of minority healthcare workers and end racial disparities in diagnosing treatments. the day started sunny and warm and will likely end with rain. outside now, the clouds are beginning to move a little bit on this mild afternoon. wjz has weather and traffic together. but we'll start over with

meteorologist tim williams in the updated first warning weather. our normal high for this time of year, around 37 degrees. temperature now, 71. at bwi marshall. firstwarning doppler radar shows we have some rain moving into our direction. with 72 degrees, things are still mild to welcome that in. the front driving this rain and the low pressure with it now down around st. louis. and the front is meandering across the ohio river valley and up to the northeast. it's going to get here after sundown or so and linger until dawn. before we start to see the temperatures really drop behind this. the back edge of this is responsible for snow in the eastern great lakes. we'll see colder air filter in here. and while the weekend does start to dry out, it does definitely cool down. we'll talk about that in your updated first warning forecast. let's check in on the roads with sharon gibala. >> hi. despite the nice weather out there, we have plenty of problems to talk about, unfortunately, this afternoon. one of those problems on the

83, in the northbound lanes. past mount caramel. it is causing a big delay, back possibly to the beltway. meanwhile, in edgewater, we're following a problem with the plane. solomon's island road. the right lane blocked there. watch for an accident. another in middle river. wilson point at cypress drive. another in randallstown. that one on liberty at old court. two in the city at fayette. and there's a crash on sterling lane. and debris, 29 northbound. that's just past broken lamb. a 96-minute setback. there's a live look at the beltway. drive times and speeds, 33 miles an hour. your slowest spots on the west side, inner and outer loop, averaging 19-minute drive times. on the top side, 38 miles an hour. there's a look at that delay, on the harrisburg expressway. again, that is because of that

fire investigators are sifting through the rubble of a massive fire in north carolina. half a dozen homes burned to the ground when a grass fire was whipped into an inferno. more than 1 dozen people are homeless. no one, though, is hurt. police in nebraska seize a semi truck, full of drug money packed in cheese.

degrees. we really can't complain too much about this. we have a change moving into the region. we'll show you live doppler radar. giving you a bit of a spin. you'll see that that is kind of moving in that direction. it's driving that low, the long line. precipitation to the northeast. and that is going to be coming in our direction. this low here, as a matter of fact. i'll just click it on for you just to give you an idea of where it is. we're looking at the potential for severe weather down toward the gulf state. down around the florida panhandle. up into alabama. toward atlanta. that is going to miss up completely. what we're dealing with are temperatures very comfortable this time of year. keep in mind, this is middle march. and we're looking at temperatures averaging in the mid- to upper 50s. we're at 72. these are the same types of temperatures that spoil us about a week and a half ago. getting another little dose of them. 27% relative humidity. southwest wind. 29.72 and rising is the barometer reading.

ocean city, flanked by those temperatures near 60. but we have 72 at bwi marshall. and 74 down in reagan national in d.c., where the winds are coming in. light winds out in western maryland. and double digits around the rest of the state. tapping into colder air that is going to be moving in here. you see detroit, chicago. this is where the front has crossed. and this front has been responsible for some snow in the great lakes region. back toward minneapolis. and back toward iowa. temperatures getting down into the 20s over the next few nights. it's going to get here late. taking a little time to get here. clouds are increasing. but we'll see after the overnight hours start to really settle in after sundown and through the dawn, we'll start to see the rain moving in. some of the rain could really be heavy at times. and after it moves on out of here by mid- to late morning tomorrow. we'll start to see the return of the sun. cooler air, however, settles

in. and while tomorrow will end up dryer than it starts, we'll look for cool temperatures settling on in toward the weekend. and saturday, while nicer will be sunny. temperatures only getting up to about 52 degrees. sunset today. there's a southwest wind on the bay at 15 to 20 knots. gusting to 30. tonights going down to 44 degrees. breezy with rain arriving, again, after about sundown. cooler, with morning rain. and then clouds and sun. look at the temperatures, though, with 50 degrees as your daytime high. most of the day stays in the 40s. so it's going to be a chilly day. >> i'm starting to put the cold weather things away. ncaa tournament is back on wjz tonight. starting at 7:00. featured games are washington and west virginia. and cornell and kentucky. you can also get updates on the two other matchups as well. still to come on wjz's eyewitness news at 4:00. flash mob. a new problem for police,

it is 4:29. 72 degrees. partially sunny. vic is off today. here's what people are talking about. we have an update on a small plane crash. fire officials say a small plane crashed in south river. the crash happened around 3:00 this afternoon. the pilot was the only person aboard and suffered nonlife- threatening injuries. there is a growing outrage tonight, facing pope benedict, over the way the catholic church handles priests accused of sexual abuse.

the vatican strongly denies there were -- there was any cover-up in the case of two bishops in washington. >> reporter: the ever-widening sex abuse scandal was related to pope benedict xvi today. four americans who said they were all abuse victims held demonstrations in st. peter's square, to highlight and confront what they see as a veil of secrecy. >> he assaulted this child here, this child here, this child here and this child here. >> reporter: the perpetrator was father lawrence murphy, who according to documents in a lawsuit abused between 100 to 250 children. the offenses took place over 24 years, many of them during confession. the demonstrators denounced the pope for turning a blind eye when it was brought to his attention in 1996. they say in order to avoid a scandal, his office ousted officials.

they repeatedly said they could discipline the priest. the vatican continues to insist the pope cannot be held responsible for every abuse scandal. but it continues to raise questions. >> law does not prohibit this. an official vatican statement on the milwaukee case today called it tragic. those that brought it to the vatican were detained. alan pizzy, cbs news, vatican city. the demonstrators were held for more than two hours, but no criminal charges were filed against them. the secretary of defense has issued new guidelines for the military, under the don't ask, don't tell policy. mary is in the newsroom to explain. >> reporter: they make it harder for gay soldiers to violate the don't ask, don't tell policy. it puts higher-ranking officers in charge.

president obama has called on congress to lift the ban, saying it unfairly punishes gay military personnel. gay right the groups say the new guidelines are a step in the right direction. >> defense secretary robert gates recommended congress repeal the ban, after an internal review is completed showing how it affects morale and recruitment. they are called flash mobs. gatherings on facebook and twitter. they have become a much bigger problem in philadelphia. >> reporter: philadelphia is cracking down on flash mobs like this one posted on you tube. what began as innocent gatherings, organized by teenagers online, has turned violent. last weekend, at least four people, including a police officer, were assaulted. >> stop the stupidity. cut it out. we're not messing around. >> you're going to jail. >> reporter: after internet postings indicated a possible gathering on wednesday, police mobilized a rapid response

team. and stepped up curfew enforcement. nothing happened. but authorities weren't ready. >> don't think for a minute. we're going to allow others on the street. destroy properties. >> gatherings on the internet to bring large groups together to do something conspicuous. often humorous. but police say what's happened in philadelphia is no laughing matter. >> reporter: this assault victim is glad police are getting tough. >> i'm glad they had a conference. and we'll see what happens. >> reporter: and while police are determined to make philadelphia safe, they are also calling on parents to do their part. >> take control of your kid. it is not government's responsibility to raise your child. >> reporter: officials warn if the violence continues, teen curfews will be expanded and aggressive enforcement will follow. randall pinkston, wjz eyewitness news. >> witnesses say as many as 2,000 teenagers converged on a commercial area last saturday, jumping on cars and roughing up

bystanders. a medical helicopter crashed in western tennessee this morning, killing all three crewmembers on board. the aircraft was returning to its base, after flying a patient, when it crashed into a field during a rain storm. the medivac chopper was only a few miles from its destination at the time. weather experts say there were thunderstorms in the area that could have played a role in that crash. we have an update now on a trainer at sea world orlando, who was killed by a whale. as kelly cobiella reports for wjz, the video showing her death is now at the center of a court case. >> reporter: dawn brancheau's family sat quietly wednesday, as circuit court judge deliberated whether the security videotapes and photos of brancho's death should be released. sea world, brancheau's lawyer, supports the request for privacy. >> the risk is simply too high to allow these to be released to the public. the internet has changed things. and there are people who will

do disturbing things to these videos. >> reporter: brancheau was killed when tillicum grabbed the 40-year-old by her ponytail and dragged her into the water. tillicum is responsible for two other deaths. one was another trainer. and another was a homeless man. sea world admits it knew the whale's violent history. last week, a judge issued a restraining order on the videos, preventing their release. >> the issue before this court is what happens to those records when they are through with their job. >> kelly cobiella, cbs news, miami. >> the 40-year-old trainer was sea world's most experienced trainer at the time of her death. a voluntary recall for thousands of evenflo baby gates that can break or become

detached. evenflo is recalling 1,000 gates. they can detach, causing injuries to at least 11 children. well, a mild, dry weather. sticking around for at least one more day. outside right now, it's partly cloudy. very comfortable. actually warm. wjz has weather and traffic together. and bob is here with the numbers. >> a little shaky out there. actually, very warm this afternoon. 62 degrees right now. we have clouds. we've had sun and clouds on and off. for the clouds to be thickening up tonight. and here's why. out to the west, low pressure that is really wrapping up with low moisture. and even thundershower activity. we'll see clouds increasing tonight after 8:00, 9:00. look for some rain in the region. it will be with us probably until noon tomorrow. and it might even end as some wet snow flakes for a while. denise?

[ inaudible ] >> we're having difficulty with sharon's microphone, as you saw, we'll get back to her as soon as we can remedy the problem. we appreciate your patience. in maryland, a little disposable income can buy in appetizer. but you may not know, buying a plate of oysters is also an investment in the bay. >> oyster shells may seem common enough until you need them. in the fight to restore mative oyster stocks, a lot of shells are needed to build old oyster bars. but old sources are drying up. >> there's definitely a shortage of shells in the chesapeake bay. historically, we've gone out and dredged old historic areas.

and there's a lot of concern about environmental impacts. >> but one place shells are common is on maryland place. so the oyster recovery partnership is turning to restaurants and caterers for their leftover shels. >> when our oyster bar is shelling them, he is putting them off into the trash can. >> in other words, recycling oyster shells. >> we've collected 3,000 bushels. those are going to turn into 15 million oysters that are going to be replanted into the bay. >> reporter: when cleaned and aged, the shells returned, carrying tiny oysters. baby spat are being placed before new bars on the bay. volunteers do the work. it's being funded by a maryland developer. with an interest in saving the bay. >> it was given to us by god. we have an obligation to take care of it. >> reporter: down the road, this program offers the unique

recently installed a surveillance system in the home. at 8:42, two burglars broke into the home. the cameras caught the entire episode on tape. the video shows the two men going through mcmullen's purse. stealing electronics, including a plasma television right off the wall. the burglars are seen driving away with a laundry basket, posing for goods. mcmullen realized one of them had friended her about six months ago. she says he grew up across the street from her and she hasn't seen him in more than 20 yours. >> the victims say they installed the camera because they are selling their home and they wanted to see who was coming and going. actor dennis hopper is not only fighting cancer. he is fighting his wife in divorce court. the star is dying of prostate cancer, according to his lawyer. the lawyer say hopper barely weighs 100 pounds and cannot
