bullied at school. >> is enough being done to keep city students safe? >> hi, even. -- everybody. i'm kai jackson. and i'm mary bubala. here's what people are talking about. >> harassed and beaten at school. an 8-year-old admits the bullying had her contemplating suicide. >> reporter: so far, three students this week have been suspended here at gilmore. but some parents say the school administration is not taking bullying seriously. 8-year-old shania's shania's mother days bullying pushed her child to the extreme. >> my daughter said she wanted to jump out the window. >> shania, who has cerebral palsy, says she has been bullied since she was 6. >> you can't just put a band aid on it and think it's going to go away.

you can't keep pacifying it. and that's what make mease angry. -- makes me angry. >> reporter: so far, 17 students at gillmor have been suspended. three this week for shania's abuse. school investigators are launching an investigation into the problem. >> any time have you even one student that is distracting themselves and other students from work is cause for concern and it's something we want to address. >> reporter: mayor stephanie rawlings-blake calls bullying problems serious. and encourages parents, students and teachers to use the bullying tipline. >> my hope is that people will use the resources that are available and we can avoid some of these problems in the future. >> reporter: school officials say some of the principals here at gillmor will spend time speaking to the students about bullying. >> reporter: if you want to report bullying, the number is 410-396-safe.

killed in the line of duty, the family of a state trooper who lost his life in maryland's deadliest medivac crash, just filed a multimillion-dollar lawsuit. vic has more on who the family of trooper mickey lipy is blaming. >> reporter: flight paramedic mickey lipy left behind a wife, young daughter in the crash. but today, his family announces that they are suing for $15 million. the chopper went down on a rainy night in september, 2008. the national transportation safety board concluded the thash was caused by outdated weather information and pilot error. an 18-year-old also died in the accident. >> the sole survivor of the crash, jordan wells, has undergone more than 20 surgeries since that accident. much more on the lawsuit, all new at 5:00. the faa is investigating a plane crash in kentucky.

it killed two people, traveling from maryland. the small plane vanished from radar last night, in eastern kentucky in a mountainous area. it took off in frederick, in route to olive branch. a woman living nearby describes what she saw. >> got to the region. went all over. and you can see where the tree just spread it outward. >> reporter: the faa says the hawker beach craft is registered to island trading limited of woodvine. police are not releasing the victims' identities at this time. she disargs peered without -- disappeared without a trace. now, police are saying nina turkaskia was murdered. alex demetrick has more on this case. >> reporter: it took the medical examiner four years to identify remains found in 2006. and now police say the death is a homicide. 46-year-old nina tarkovskaya

was reported missing by her husband in 2006. the next day, police found her van burning. a few hours later, sky eye chopper 13 was over the scene where two boys found the burned remains of a woman in a wooded area. police say the woman was last seen making a purchase at a restaurant at 1:00 in the morning on may 21st, 2006. >> anyone with information is asked to call baltimore county police. anne arundel county police arrest two dozen people in a drug and gang state. police are still looking for one suspect, 20-year-old deondre davis. police officers seized marijuana. 34 grams of cocaine and prescription medication. all of the suspects are facing drug charges. the coast guard decides to take aggressive measures to control the massive oil spill in the gulf. they planned to set fire to large areas of the oil spill before it can reach environmentally sensitive areas

offshore. the league is estimated at 24,000 gallons a day. 11 workers are missing and presumed dead after that oil rig sank and exploded last week. the family of one worker was filing a lawsuit against bp. for the third day in a row, republicans blocked debate on the economic reform bill. joel brown reports from capitol hill to explain what happens now. >> the motion is not agreed to. >> for the third day in a row, republicans blocked debate on the financial overhaul, saying the bill still needs work. they want that work done before debate begins on the senate floor. >> once this bill does get to the floor, we all recognize that it's going to be very, very difficult to change it. >> the place to nitpick a piece of legislation isn't in sequence. it's on the senate floor. >> some analysts have argued that the goldman sachs' showdown tuesday and public sentiment against big banks

would help push the vote forward. but that doesn't seem the case, at least so far. republicans want to scale back, saying they hurt small businesses. and they want the bill to restrict financial assistance. >> why are we reigning in main street and ignoring the two great housing agencies that were at the root cause of this great recession we're in? >> reporter: while lawmakers hashed it out, president obama took his reform on the road. >> reporter: visiting small towns in missouri and illinois. the president told voters if congress doesn't put the brakes on wall street, the public remains at risk for another economic crisis. [ applause ] >> reporter: on capitol hill, lawmakers still insist there are signs of progress taking place behind closed doors. both sides predict the reform bill will come up for debate sometime soon. washington, joel brown, wjz eyewitness news. >> and there's an update to this story just minutes ago.

september republicans concede and say they will stop stalling on the new banking regulations and will attempt to change the bill on the senate floor. >> president obama gives the green light to the nation's first offshore wind farm. the decision clears the way for 130 turbine wind farms in the nantucket sound. called kate wind, it has been a topic of discussion in the minnesota government for nine years. they are vowing to stop the project. maryland is part of a program, promoting offshore wind power, with delaware and virginia. well, we saw some of the coldest temperatures last night that we've seen in weeks. but it has warmed up a bit outside right now. though the sun is in and out, mostly in. wjz has weather and traffic together. meteorologist bernadette woods is here with the updated numbers from first warning weather. hi, bernadette. >> hello, kai and everybody out there. the air is unstable. that's building up to clouds this afternoon.

temperature-wise, we're at 58 degrees. so still on the cold side. it was a chilly morning. and as the clouds break up tonight and the winds start to die down, it's going to be another cold one. i want to show you more frost advisories in effect through the overnight. we've got those for tonight and into tomorrow morning. and again, a freeze warning out west. in addition to the winds up, a red flag advisory on the eastern shore. a little going on. but big changes coming in our future. we'll have that shortly. let's check in on the roads now with kristy breslin at wjz traffic control. >> hi, mary. so far, the problems out there continue to be pretty light, a couple of accidents and minor delays. we have a carfire that is attracting plenty of attention there, eastern heavy at tonka street. outer loop, slowing from delaney valley road to york road, about five minutes to get through. inner loops, some suggestions also as you approach delaney valley. west side outer loop, delays from security boulevard, not too much trouble. only a couple of minutes to get through. 70 eastbound as you make your

from the model year. they say they need to upgrade the electronic stablizing system. without the upgrade, the vehicle may slow down unintentionally. since october, toyota has recalled more than 8 million vehicles due to brake and acceleration issues. a decline, the company says it will be adding its instant messaging services, icq to a russian service. they have been trying to reinvent itself since splitting with time warner last year. 41 metro areas shows an annual drop in unemployment in march. the cities with the lowest rates of unemployment, include new orleans, oklahoma city, and washington, d.c. for more news, go to cbs money watch.com. in new york, i'm farnoosh

morning. >> it was. and tomorrow morning is going to be cold also. we have a frost advisory warning in effect. here's the number. 34 officially at bwi marshall. record was close. the record tomorrow is 33 degrees. we don't think we'll break it. but we'll be back down into the 30s. this afternoon, we've recovered back into the 50s. pretty far below our averages. all of this is going to change in the next few days. the winds are up out of the northwest. and the gusty north winds have prompted a flag advisory in effect for the eastern shore. that will die down as those winds do also. but here saturday frost advise oary -- advisory in effect also. but as of tomorrow, we have this very nice warmup coming our way. sunshine earlier today gave way to building clouds. and that's what we're seeing right now. clouds are going to die down overnight, as we finally get rid of that storm. there was a problem for a couple of days here. and behind it, you can see pretty clear skies.

it's going to dominate the forecast for the next few days for us, before our next storm comes this way. it works out like this. see high pressure passing off to our south. keeps us pretty quiet. thursday and friday. but then as we head toward the weekend, this storm to our west will move in our direction. there is a chance for some thunderstorms later saturday. but a better chance on sunday. all the while, those temperatures are going way up. tomorrow, we jump into the 70s. by friday, we are in the 80s. and we are going to remain there all weekend long. so on the waters, with those winds, we have a small craft advisory in effect. then again, tomorrow, the winds will pick up once again. but tomorrow, they start to turn around more to the south and southwest. that's going to warm us up. tonight, winds start to dimibbish. 38 degrees. -- diminish. and tomorrow, up to 72 degrees for our high. and as we were saying, we are going into the 80son friday. we're going to stay in the 80s all weekend long. but we're watching for the sunny storms come back on sunday. >> 80 sounds good.

deputy is 4 -- it is 4:28, 58 degrees and cloudy. i'm denise koch. >> and here's what people are talking about. >> another scare in the air. a man claims to have explosives on board a flight. the suspect is an american citizen and served three tours in the united states army. >> reporter: delta airlines flight 273, and airbus 230 was headed from paris to atlanta on tuesday. about 4 1/2 hours into the flight, some seven miles into the atlantic. on board air marshals respond to a disturbance. >> it was a very surreal

situation. the crew did a great job, kept everybody under control. >> while details are still unclear, officials say stansbury made some kind of comment about having explosives with him. so they separated him from his bags and the pilots divert the flight to bangor, maine. >> we were just really scared. because nobody said anything to us. somebody in the back said something about handcuffs. and the marshals were back there. >> reporter: a check of his background revealed he was not on any watch or no-fly list. and his unblemished military record helped to calm 97s. >> he served two tours in the military. one in iraq and one in affect. -- afghanistan. and he wouldn't do anything this crazy. >> whatever it was, it's the second since april 17th.

almadaddy was arrested after joking about setting his shoes on fire, during a washington flight. >> an affidavit paper filed that stansbury specifically claimed three had dynamite in his boots in his carry-on bag. a threatening message written on a bathroom mirror forces another diversion this morning. the continental airlines flight was inn route when-- en route when the threat was discovered. as a precaution, the pilots were directed to land at nearby greensboro airport instead. the tsa is not saying if anyone was under arrest. a report on the crash over the hudson river. >> reporter: the ntsb says the air traffic controller was listening to three conversations at once, including a personal phone call, while he was supposed to

be monitoring the skies. according to the report, the controller overlooked an error by the pilot on the plane. shortly before the plane collided with a tour helicopter. nine people died in that august accident, including three teenage boys. >> the controller was working at teterboro. the faa suspended him and one of his supervisors after the crash. nearly 100,000 people are hurt each year. and children are the most frequent victims. susan copin reports for wjz, on the devastating consequences for people who ignore the warning. >> reporter: ryan cleary was just 5 when he got his backyard trampoline. it was one of the many outdoor activities he enjoyed with his dad kevin. now, all kevin cleary can do is

watch his son play ball. all because of a wrong move on the family's trampoline. >> do you feel like it was your fault? >> yeah. >> because you asked him to do the back flip. >> he asked me but i said yes. >> he did the back flip once. went well. and you tried to do a back flip again. >> and didn't work. landed basically on my forehead. >> reporter: kevin suffered a severe spinal cord injury and is now paralyzed from the shoulders down. >> did you know instantly that something was wrong? >> i can to this day hear the crack. >> reporter: last year alone, an estimated 90,000 people were treated in emergency rooms for trampoline-related injuries. 82% of them were children under the age of 15. >> they were quad machines. they will make you into a quadriplegic in four seconds. >> reporter: mark rav gnaw is a safety expert. the trampoline industry says

sales of backyard trampolines have soared, with more than 1 million this year. >> they're just a fun activity for kids in the backyard, when used properly. >> reporter: mark runs jump sport, the leading manufacturer of trampolines. he says safety nets around champ leans reduce injury risks by 50%. but jumpsport still sells trampolines without them. >> safety expert says there is a right way and a wrong way to jump on a trampoline. you should always jump in the middle, and only one at a time. >> lawmakers are raising questions. >> four members of the senate say they have been receiving complaints about facebook's social plug-ins. it allows users to share their interest in products and clothing. but many people don't realize that they need to go through

their privacy settings and change their setting if they don't want to be part of facebook's expansion to websites. lawmakers say facebook needs to make it easier for users to protect themselves from the tools. >> 10 weeks. that's all it's taken for a new recycling program to catch on and take off in baltimore county. alex demetrick reports, it's giving trash a silver lining. >> reporter: for most ever us, -- of us, once it is collected, garbage is out of sight, out of mind. but not for those who have to get rid of it. suddenly baltimore county is handling less trash because the number of people recycling things like bottle and paper is up. >> recycling has increased 33%. and concurrently, our trash has gone down 4%. >> reporter: that's because the old way of sorting and storing has been replaced at recycling dropoffs and at the curb.

>> that has changed with the new single stream recycling program. residents can, again, set their full range of recyclables out in a single container. >> it's a fantastic idea. >> we have a can on the front porch. and we just put the recycling in it. and on thursdays, we set it out and they come pick it up. >> reporter: recycling is also picking up the bottom line. here's how. currently, over 900 tons being recycled are no longer part of the trash stream. >> ifee can continue this-- if we can continue at this pace, we might see a 12,000 ton increase in handling. >> it would equal a savings, approaching $700,000. the increase in recycling not only saves money, it saves space. >> we're going to be saving landfill space. and here, we're down to, we have half the space left. and we need that to go for years and years and years.

and with recycling, that can happen. >> reporter: alex demetrick, wjz eyewitness news. >> and right now, pickups for single stream recycling is limited to individual homes. but baltimore county plans to expand it to 74,000 apartment units. the baltimore, washington region is still home to some of the most polluted air in the country. according to the american lung association, we rank 16th on the list of the 20 cities with the worst smog. believe it or not, that was a slight improvement from last year thanks to emissions from coal-fired plants. well, the skies are full of clouds tonight. but a big warmup is still on track. take a live look outside. weville recovered from a very chilly-- we have recovered from a very chilly morning. cool air will soon be on its way out. bob is here with the updated numbers from first warning weather. bob? >> as you can see, the sun is out there and it's warming things up. we jump back up to 58. and we do have really nothing

as far as precipitation anywhere around here. the bad news is, tonight, once again, chilly temperatures are on tap for the region. the same area that had the frost advisories last night, once again tonight. north and west of town. we will see temperatures dropping back in the 30s. and there will be scattered frost as we saw this morning. airport dropped to 34 degrees this morning. downtown, it was a rather mild 42. tonight, pretty much the same, with temperatures. and then a big warmup coming. we'll talk about that in a few minutes. >> thanks, bob. let's check in on the roads with kristy breslin with wjz traffic control. hi, vic. hi, everyone. we have delays starting to stretch out there, especially on that beltway system. as for the delay, it is now 15 minutes to 95 at security boulevard. as we move over to 70 westbound, as you can see there, bumper to bumper, from 29 to marriottsville road. that's going to take you 15 minutes to get through. as for the north side outer loop, that will change.

revitalization project. >> 4-year-old xavier is one of the 200 volunteers who are helping spruce up the neighborhood. >> i love to come to a great community, where it's nice and clean and safe and they can play and have a good time. >> reporter: they are also part of the 300 people who come through the doors every day. overall, membership is down. and for years, the facility has brought a deficit. >> it's a safe haven. it's a safe place for kid toss come and -- kids to come and do meaningful activities. many businesses and volunteers have provided the y with about $50,000 worth of labor and supplies. >> there's not much we can do to help them out. me personally, i like to go dig into the dirt. >> reporter: this project has much revitalized the entire community. so volunteers are putting these plants on every stoop for up to two blocks away. >> reporter: prngt leaders hope this -- project leaders hope this will show how the

the state media in china is reporting that a knife-wielding elementary school broke in and -- teacher broke in and stabbed 15 children. another was executed for killing eight children last month. so far, police have not made a connection between the two attacks. all of the victims in today's attack are expected to recover. a mother is talking. >> three were hoisted off of the pacific. they were taken on board to take a frantic mayday call. >> we are getting in a life raft here. we're going down. >> it's been three hours in the
