flags. but police now know he purchase a gun after returning from a trip to pakistan in february. >> it appears is that march is when he decided to put this plan in motion. >> reporter: shahzad has already confessed he rigged up the bomb and told investigators he got training in pakistan. so far, u.s. officials have not verified that claim. >> reporter: while faisal shahzad waits for his appearance in court, attorneys are starting to look. >> we're starting to see more and more, the unguided missiles. they're given some training in terrorism. then they're told to go do something. >> the fbi started watching shahzad late sunday. police are now facing questions because alleges briefly lost track of them. >> i don't know why they lost this. but this is not that unusual in surveillance matters. >> reporter: authorities put shahzad on a no-nigh list

monday morning. but he was not arrested until he was on a plane to dubai monday night. arab emirates said it was working on an outdated list. in new york, randall pinkston, wjz eyewitness news. >> police believe the man shedding his shirt in the publicized video near times square bomb is not related to the attack. and police are not looking for him. three baltimore city police officers turned themselveses ines in today after being indicted on alleged misconduct. officers tyrone francis, gregory hillen and smith are accused of driving. the teen says they pushed him out and left him with no shoes and no cell phone. a rockville judge orders three teens charged in the murder of a d.c. school principal, held without bail.

denise is live with reaction from the 18-year-old suspect. >> reporter: court documents show all three suspects were caught on surveillance video, using principal brian bets' credit card in the hours after he was murdered. police say betts was shot to death. shareese lancaster and gray all have juvenile records. the parents of two suspects are shocked at the charges. >> i know it's not true. >> what kind of young man is he? >> we don't want any comments. >> unfortunately, this is a sad case for either the victim and ourselves. so right now, we just want to try to go and find some type of restitution in our heart for all of this whole matter. >> now, montgomery county state's attorney john mccarthy says all face life in prison without the possibility of parole.

>> police will not confirm that they are looking for a fourth suspect. nor would they confirm that they have the shooter in custody. stunning confession in the brutal murder of a cockeysville woman. whit johnson reports from charlotteville. >> reporter: tuesday night, on the grounds of the university of virginia, as students placed candles to mourn the murder of 22-year-old lacrosse player, yeardley love. when questioned about the crime early monday morning, hughly told officers he and love had analdicationment he kicked in the door to her bedroom. he shook her and her head repeatedly hit the wall. his parent his nothing to say but a story from defense attorneys shows a different side of the story. >> we are confident that ms. love's death was not intended

but an accident. >> reporter: the affidavit goes on to say she was found with her face down in a pool of blood. her eye was swollen shut. hughly and love, once romantically involved and lacrosse players were weeks away from graduating. now, sadness and confusion have overwhelmed many on camp us. >> it's just so shocking, you know, to have a death at a school, let alone a murder. >> reporter: whit johnson, wjz eyewitness news. >> uva's athletic drectsdor has announced that both were there. a new wave of dead, volcanic ash is snarling air traffic today. in scotland, stranding tens of thousands of people. more than 30,000 passengers were strand at dublin today. the renewed threat is testing

new safety rules after the unprecedented six-day closure of most of northern european air space in april. this time, authorities are grounding flights only when the ash reaches sufficient density whrefls. well, the death toll in tennessee from weekend flooding rises to 18 with the discovery of a man's body in a field. nashville mayor, carl dean says his city is coping with the aftermath of flooding as well as can be expected. the flooding in downtown nashville is slowly receding, adding to the problem was a power failure that left most do you want businesses, even those not affected, without electricity. closer to home, the skies are clear. and the sun is shining brighter. wjz has weather and traffic together. we'll talk to sharon in just a second. but we'll start with meteorologist bernadette woods. >> well, it is fantastic,

everybody. good afternoon. i hope you're having a wonderful afternoon. what we have is nothing going on. high pressure is in control. we'll open this up to a very fast-moving weather pattern now. it gets offshore already tonight. and this front is going to move our way. but you notice, like the front from yesterday, most of the action is off to the north. we have the chance for a shower or thunderstorm as it passes by. but it's just a chance. otherwise, the warm weather is going to continue with the forecast here. and we'll have that coming up shortly. kai? >> thanks -- thanks, bernadette. let's check on the roads with sharon gibala. not that bad of an afternoon commute either. just a bunch of minor problems. nothing too major at this point. one accident reported at timonium road. only three in the city. and pressman at north monroe. traffic lights are out in the city, at the intersection of west northern parkway and

many say speeding is definitely wrong. but they didn't want those cameras in their small, historic town. baltimore, you can start your engines. indy car racing. thank you. coming to charm city. gigi barnett has more on the deal with local investors working to launch the baltimore grand prix. >> the city says baltimore is a sports town. it has the preakness, the orioles and the ravens. and now, indy-style racing. which would bring more fans and money to maryland. >> reporter: grand prix racing through the streets of baltimore is a done deal. today, the city approved a five- year agreement with the baltimore racing development to bring the indy-style racing to charm city in august 2011. the nearly 2 1/2-mile track waves through russell, pratt and light street. >> the first turn is going to be through the inner harbor. it's going to be so sexy on tv. then we come back on the other side. >> reporter: over the next five years, the deal will attract more than 100,000 visitors.

inject $1 million into the city's tax coffers. and create nearly 2,000 jobs. just what baltimore needs in a down economy. >> we know what a huge impact this is going to have for our community. it ral is probably going to be the most powerful tourism of the summer. >> reporter: baltimore's roads aren't quite ready for high-end racing. the city will plug potholes and fix things to the tune of $7.5 million over the next year. >> all of the hard work and the heavy lifting has been done. the negotiations that happen. we have everything in place. >> reporter: while baltimore would pay for most of the improvements in the city, the federal government will pay for about $5 million of it. and everyone has their engines revving. the race begins on august 5th and ends on august 7, 2011. back to you on tv hill. >> gigi, thank you. baltimore will join other cities like long beach,

a truck exploded as it was loaded with fuel at a san antonio refinery today, setting off a chain reaction of smaller blasts.

one person was critically burned while the driver of the truck remains missing. the refinery is also trying to account for all 100 employees at the facility. police are going through nearby apartment complexes, evacuating residences. no word yet on the cause of the explosion. in today's wjz healthwatch, investors found six tons of dust at the johnson & johnson plant. more than 40 products were recalled last friday. an fda inspection found unsanitary conditions, contaminated. the fda recalled over-the- over- the-counter medications. as ben seminole reports, the team's family is now questioning security's use of

the stun gun. >> the exact moment that stevenson salby was tasered is clear. he hits the ground. the 17-year-old ran onto the field during last right night's phillies-cardinals field and became the first field jumper ever to be tasered during a field game. something his parent says -- say was unnecessary. fine him, whatever, but tazing him was definite he -- definitely uncalled for. >> he called me ahead of time and said, dad, should i run on the field? and i said, son, i don't think you should. and he said, it's a one of a lifetime experience. >> both parent says the high school senior has never been in serious trouble before. it was a philadelphia police officer working for the phillies who fired the taser. he hit him with one of two wires. >> i'm not liking that too much.

more than 125,000 hummers in the united states. a part of the hood may become loose and detach while driving. gm is in the midst of shutting down its hummer brand after failing to sell it to a chinese buyer earlier this year. new reports show promising signs in the job market. an outplacement firm says layoffs dropped to the lowest level in nearly four years in april. a separate report shows private sector at 32,000 jobs in april. analyst says it is a positive trend. and employers are becoming more confidence. -- confident. we'll hear about job creation in april, as well as the unemployment rate. nike expects soaring sales in the next five years. high demand for nike clothing could push revenue up 40% to $27 billion by 2015. analysts say it's an indication that consumer spending is on the rise. the company adds that there's

63 on the ocean there. want to show you, the dew point is down to 48 degrees. we've lost all of that high humidity. we had sunday into monday. winds are out of the south. that's keeping the warm air in place. and out to our west, we have another front to talk about. there's another quick-moving storm front here. and there's a few coming through. notice most of the action is off to the north with this. but as it moves eastward tomorrow, it will be close enough that we could have an isolated shower or thunderstorm. otherwise, mix of clouds and sunshine. warm weather is going to continue. then this front gets out of here. behind it, high pressure for most of friday. but friday night into saturday, here's yet another storm coming our way. this will be a stronger storm. but the thing is, with each model run that's coming in, it's looking dryer and dryer. there's a few chances for showers and thunderstorms with it. more so into saturday.

overnight hours friday into saturday. but most of this moisture, once again, looks like it passes off to the north. what will happen, though, with it, what we're more sure of is that it will stay out ahead of it. but behind this storm, cooler air is going to follow as we head into the weekend and early next week. so those 80s we're getting right now, will turn into 70s. and eventually 60s, sunday into monday. out on the waters, with all of this going on. small craft advisory is in effect. gusts about 20 knots. and the bay temp now jumping up to 62 degrees. forecast for tonight, looks like this. pretty quiet one out there. 58 degrees for our low. we'll see some clouds move in later tonight as that front approaches. tomorrow, mixed clouds and sunshine. slightest chance for a shower or thunderstorm. most of the day is going to be dry. 83 degrees for our high. and after that, we hang onto the warm air on friday. but after the front comes through on saturday, we are going to start to cool it down. sunday, that storm gets out of here. but we're back into the 60s for

it is 4:29. 81 degrees and mostly sunny. hello. and thanks for staying with eyewitness news. i'm denise koch. and i'm vic carter. here's what people are talking about. >> the massive oil leak in the gulf of mexico is one step closer to making land. manuel gallegus reports for wjz, with the latest on contaminant efforts from venice, louisiana. containment. >> reporter: this 75-ton, concrete and steel dome is what british petroleum hopes will finally put an end to the massive oil leak, now gushing about 200,000 gallons a day.

>> it will seal over the leak. and then will engineer pipeing that goes up to a barge. and we'll be able to funnel that oil that is escaping now. >> reporter: 50 miles off the coast, remote-controlled machines are looking for replacement of the structure. bp expects to start containing the oil flow inside the dome thursday. saturday, it will begin pumping the oil to the surface. >> and we are hoping that it works. if it can stem 85% of its flow. >> reporter: as bp tries to control the leak, state and federal officials and local fishermen are racing to keep the oil from contaminating these vile marsh lands and breeding grounds. local leader bobby jindal says boats like this one will serve as staging platforms in the gulf coast. >> you're looking at a stake in the ground, across an opening in the marsh. and it will actually -- the

wave action, will help the oil collect this. >> ribbons of rust-colored crude oil could collect friday. and the damage to wildlife is already evident. this portuguese man-of-war struggled, barely alive. manuel gallegus, wjz eyewitness news. >> homeland security secretary janet napolitano, along with other high-ranking officials in the obama administration will tour the region tomorrow and friday. fears of witness intimidation are prompting investigation. kai is live in the newsroom to explain what is sparking the concerns. >> reporter: federal investigators say miners and victims' families might not feel comfortable about passing on conditions of the mine. 21 workers died on april 5th in an explosion. it's the worst u.s. mining disaster in 40 years. massey energy owns the upper

big branch mine. a spokesperson says the company will fully cooperate with all investigations. safety officials also announced today that the mine's closest gases would allow investigators to reenter that mine. vic? >> thank you, kai. federal regulators are allowing them to subpoena witnesses. the washington, d.c. council passed a measure to make it legal. alex trevino explains. >> reporter: this is one step closer to a reality than ever before. >> we tried to create a responsible, evidence-based, closed system for sick victims to have access to medical marijuana that tries tries to blunt the frolicking in other places.

>> reporter: he wanted to honor the relationships outside the boundaries of the district and medicine immediate and virginia. >> if they wrote prescriptions outside of the law, we could not discipline them. because they're not within a reach. >> reporter: medical use marijuana is considered a breakthrough in the district. but for some residents, it's with too many restrictions. >> what they really did is pick out the true essence. which is to pick out a patient to have protection to be able to cultivate for themselves. and to not have to worry about jeopardizing their employment, their housing, or the custody of their children because of the medicine they used. they are disappointed councilman grand's proposal. >> the mayor is expected to sign the bill.

councilmembers say if approved, medical marijuana would be given out to five to eight distribution centers. >> the department of public works is recommending a 9% increase for water and sewer rates. officials say one reason the hikes are necessary to replace and maintain the structure. there have been nearly 6,000 breaks in the past five years. and over 95% of water mains. they will hold a hearing to discuss the proposed hikes.

>> they're trying to make miniature submarines that actually swim like fish. >> they have a unique tank designed to help. >> in figure particular, we're looking at a combination of studying biological locations. and how we can repalate kate that behavior. >> lots are moving like a school of fish without a surface. so the project has been recording fish in a lab. breaking down movements based on sight and water pressure. and trying to dew point it on a computer board. >> underneath the submarine, you see an auto pilot module. it uses basically two digital cameras. and it steers itself accordingly. >> instead of you controlling it, you can control the little board to control the submarine. >> how has it been working out? >> on and off.

>> the breakthrough would be subs that run themselves, doing things like charting currents and water quality. in the testing pool, remote control is possible. but in the ocean, radio waves aren't efficient. so right now, robotic subs are tethered to the surface. but if they can be programmed to run on their own with greater mobility. >> you can see the importance of underwater vehicles, even now in the gulf. trying to stop this oil spill. >> reporter: small, independent vehicles aren't limited to just working in water. >> one of our other projects in the national science foundation is to use unmanned aerial vehicles to improve parking forecasts. the idea is, can we use unmanned systems. >> provided the idea swims here first. alex demetrick, wjz eyewitness news. >> now, the goal is to get a school of 25 submarines to twim on -- swim on their own. allowing multiple sensors to gather vastly different information. it is warm enough to swim

today. but not many pools are open. outside now, it feels a bit more like summer and spring. bob is here with the updated numbers numbers from first warning weather. that sun is the same sun we had at the end of july. you think it's only 80 degrees. it's not 90, 95. but do use the sun screen please. let's take a look at radar. clear, beautiful. low humidity, blue skies all day long. off to the north and west. probably about 500 to 600 miles there. a line of showers and thundershowers. and and this is all moving just through detroit now. it's going to pass just through the northwest of cleveland this evening. most of the activity again, will be along that front to our north. tomorrow morning, maybe there's a widely scattered shower or thundershower in our region. most of the region, again, tomorrow into friday will be dry and lots of sunshine. the forecast coming up. denise? >> thank you, bob. let's check on the roads now with sharon gibala at wjz traffic control. hi, denise.

still not so bad out there. just a few issues of one accident that we're just hearing about in baltimore county at the carroll county line. apparently an accident involving a motorcycle at the carroll county line. and we're looking at three accidents still in the city west northern parkway. south broadway at fleet. two more on baltimore county, one in owings mills. painters mill at red run. another in sykesville at circle drive. and one more in glen burnie. watch for that one on crane avenue. traffic lights still out in the city. west northern parkway. use caution at that intersection. and the delays, 95 northbound, approaching the beltway, have gotten much better. the average speed now, 47 miles an hour. we were down in the 20s. so watch for a two-minute setback there. there is a look at a delay on 70 eastbound. and delays on the beltway, evident in the 30s and 40s. 32 miles an hour, your slowest spot between 795 and 83. there's a look at the northwest side at green spring avenue.

we have breaking news in northern baltimore county. we're going to go live to capt mike perry over sky eye chopper 13 over the motorcycle accident. >> that's right. we're at a single vehicle accident, involving a motorcycle. this is right off of falls road near the carroll county line. motorcycle apparently ran off the roadway. causing the operator to fall off the roadway. at this point, it is not believed to be a critical injury. baltimore police do have falls road closed just below beckliesville road. as they continue their investigation. and that's what we have from the scene. back to you on tv hill. >> thank you. captain mike perry in sky eye chopper 13. three students apparently entered the water on a dare. but they were unable to escape the fast-moving current. two of the people were pulled to safety. the third was given a life jacket and led out of the water. the capture of an armed

carjacking suspect in oregon is caught on tape. the suspect was running from police and canine units, along a river, when he realizes the dog is gaining on him. he plunges into the fast-moving water. the exhausted suspect eventually pulls himself out of the water in the 50-degree water. and officers say he reached for a handgun in his wasteband before the officer uses his taser. a man in minnesota has been arrested after police say he abducted a 14-year-old girl while she was delivering newspapers. jessica kartalija is live in the newsroom with this story. jessica? >> reporter: denise, the girl left on her paper route yesterday morning, and her mother went looking for her when she didn't come home on time. officers located the girl 20 minutes later, sitting in a ditch on the side of the road. 25-year-old matthew fahey was taken into custody, after the girl provided police with a description and a license plate number. fahey is now charged with

place as a condition to receive a bailout condition. a brush fire continues to scorch the island of maui. the fire has burned about 1,000 acres of land. and forced some residents out of their homes. fire crews are monitoring the wind pattern. so far, there are no reports of injuries or property damage. cbs president, les moonbee and his wife julie chen are honored for their work with foster children. the organization has been helping, foster children prepare for adulthood are for 30 years. they say having their own children, or own child, that is, helps them become even more compassionate toward children without a loving home. sesame street is celebrating its 40th anniversary with elmo looking back at his favorite moments. the television show is releasing a best of elmo's director's dvd. cell braiting the show --

barometer, holding steady. 29.91 inches. 75 in beautiful elkton. ocean city. winds off the water there. it's only 68. a little chilly there. and as you can see, 78 in pax river. anywhere near the water, a little cooler, yes. 82, easton. and washington, dew point is still low. down in the upper 40s. when the dew point on a day like today is in the 60s and 70s, then you're going to feel humidity. but 48, very, very dry air. southerly winds, primarily around the region. and we'll start seeing them shift over the next 24 hours. out to the north, still pretty warm air. chicago to kansas city. 87 in dallas. 71 in detroit. they've had showers to the north and west. that front, with somewhat cooler air directly behind it. but each stronger front. look at these temps. 45 and 48. that chilly air mass is going to get to us for the weekend. we will cool down on the weekend. the first front, there you see it. showers and storms from eastern

neb -- nebraska to the great lakes. it weakens quite a bit. you can see not too much with it now. that second system, stronger. that will move through friday night, early saturday morning. these things are moving through very quickly. thursday afternoon. we'll see some clouds with this front. maybe a brief shower early in the day as that front comes through the area. but i'm not too impressed with much activity. as it zips on through, most of the action to the north. for the most part, friday looks beautiful. friday night, late into saturday morning. next front comes through. again a chance of scattered showers. and it will get cooler after that on saturday afternoon. west winds in the bay. gustsgusts to 20 knots. although they'll be shifting. tomorrow, the bay temp jumped up to 62. tonight, then, just a few clouds as the front approaches. 58 by morning. so it will be warmer. and then tomorrow, early morning. maybe an isolated shower. perhaps a rumble of thunder. 83, sun and clouds. and drying out in the afternoon. all in all, most of the day would be dry.
