the hotly contested rate for city attorney comes down to a few votes. >> who is ahead and what will determine the winner. hello, everybody, here's what people are talking about tonight. it was arguably the most contention us race of the election and tonight it is too close to call. greg burn steen is barely ahead with 49% of the vote. incumbent has 47%. it could all come down to the absentee ballots. >> issued a statement saying he's pleased with the way the numbers are trending right now. he's ahead by 5 # 5 votes. the board closed after counting more than 2600 votes that they failed to tally election night.

both candidates avoided the media waiting until the final ruts. >> she's still huddling with her advisor and again to look at the totals very carefully as mrs. jess me does in all of her work considers everything very methodically before count. >> reporter: they will start counting them at 10:00 in the morning. how long could that process take? >> well, you know, most of the time it's taken in opening them. it could be maybe 3 or 4 hours. >> reporter: one of the most vocal supporters believe his man will have the edge and is already talking about the changes burn steen will make in the office. >> it's going to be more professionally run. it's going to have an impact on violent crime in the city and

ambulance. a local college student is hospitalized after contracting bacteria meningitis. >> denise, university authorities do not want students to be alarmed by this but they want them to be aware of all the possible risks. >> reporter: a student is hospitalized with a suspected case of bacterial men i meningitis. >> unfortunately because of where the infection is it can cause serious brain damage and in some cases can be fatal. >> reporter: it is often contagious through close contact and dorm living puts college students at a greater risk. >> i was just worried about whether or not i had come into contact with her but we're not

allowed to know the name. >> reporter: those most at risk are those at a soccer team house party with the patient over the weekend. >> i was at a soccer house party so it could have been there. >> reporter: in a statement a university spokesman said other students who may have already been exposed have already been contacted. health leaders have also educated the campus on symptoms. stressing additional ways to stay healthy. >> wash your hands, come to the wellness center if you feel any symptoms. keep your room tidy. >> reporter: and doctors say meningitis is usually easily treated. they say the student is recovering in satisfactory condition. in maryland all college students are required to get a

meningitis vaccine, it's unclear if the patient is immunized. tonight one suspect is on the run. it happened around 3:00 this afternoon. about 100 people were in the shopping center. a security officer caught two armed men trying to rob a liquor store. one suspect is in custody tonight. 15 correctional officers are under investigation over accusations of excessive force at the baltimore detention center. an investigation is underway as to whether or not excessive force was used against a detainee last month. that detainee is recovering from nonthreatening injuries. a new statement tonight from the fire and -- they are using a billboard to voice

opposition. new tonight kei jackson explains why the new sign went up. >> firefighters and police officers are frustrated to changes to their pension and this new billboard shows citizens just how frustrated that is. >> you can't miss it, a 2 story billboard across from baltimore police headquarters, accusing them of not honoring the pension deal. >> what they have done to us is violate the city code that outlines our pension benefits. >> reporter: this summer the mayor raised the pension retirement age and cut cost of living raises. >> it's unfair, wrong, illegal and what's happening now is you have a bunch of thieves at city hall, period. >> reporter: has insisted that the changes are fair saying the pension system insures retirees have a secure plan and one that

the city can afford. >> this is the second billboard put up by police officers and firefighters. union leaders are banking on this in your face display of frustration. >> reporter: the first one showed just as much frustration as the second. first responders say it's a message to city hall and the citizens. >> despite what city hall has done to us. we're going to continue to keep our promise to protect the citizens of the city. >> reporter: the firefighters and police unions have filed a lawsuit against the city at this point but there seems to be some willingness to talk. it's unclear whether that's going to happen. and wjz will keep you posted on the outcome of the lawsuit. thousands of local jobs are on the line tonight as workers wait for the outcome of the steel mill.
