i'm kai jackson. . >> i'm mary but bal a. here's what -- bubala. here's what people are talking about. >> right thru, there is -- now, there is a severe thunderstorm watch in most of maryland. bob is here with the updated numbers from first warning weather. >> it got up to about 90 an hour ago. we have a front approaching us to the northwest. and yes, we have thunderstorms that are popping up. severe thunderstorm warning in effect for york county. and around the rockville area. that's going to move pretty much due east into northern p.g. county and southern howard county shortly. another north of libertytown. and probably moving into northern carroll county, very shortly. a big batch across northern p.a. most of it north of the baltimore metro area. and you folks looked like you would probably be in for some of those storms in the next hour or two. there is a watch over the

entire region, with the exception of far, far western maryland. we have a severe thunderstorm warning as i mentioned. it just expired for loudoun county and fairfax, virginia. could be a couple of warm days headed our way. >> all right, bob. thank you. the other big story wjz is following today. eggs tainted with salmonella. the owner of an iowa egg farm is in the hot seat on capitol hill. lawmakers also heard from people who got sick during the outbreak during this summer. >> reporter: this 77-year-old colorado grandmother went into septic shock and nearly died, after eating a salmonella- tainted appetizer in july. >> fever, vomiting, diarrhea. >> reporter: carol lobato is one of the over 1600 victims of the nation's largest salmonella outbreak. it sparked a recall of a half billion eggs.

now, congress wants to know what went wrong? >> americans should be able to have their eggs over easy, without having to worry that the eggs will make them queasy. >> reporter: the owner of one of the farms at the center of the outbreak has a history of safety violations that goes back 20 years. >> reporter: when fda inspectors visited hillendale, they found live rodebts and -- rodents and mice at both farms. they found manure so deep it was leaking through the foundation. and at both locations, they found maggots. the owner offered his apology to the victims of his eggs. >> i have prayed several times each day for all of these people, for improved health. >> reporter: but carol lobato wants more than apologies. >> clean up his eggs. clean up his chicken farm. he knows better than that. >> reporter: lobato and other

victims urged congress to push through even tougher regulations for food safety. in washington, joel brown, wjz eyewitness news. >> the owner of a second iowa farm involved in the recall cited the fifth amendment today, declining to testify. kevin costner and the gulf oil spill. it's not a plot for a new film. denise is in the newsroom with more on costner's plan to help clean up the spill and prevent future disasters. >> costner testified about his $8 niche gulf -- $895 gulf oil spill disaster plan. he started putting a plan together. since the gulf disaster, costner has come from behind the scenes to talk about his state of the art machines with gulf state governors, as well as chevron and bp executives. costner says this prevents bill responders from doing this or

using chemical dispersants to clean up the crude. hit out -- out of the hospital and into a jail cell. 35-year-old damon white is accused of stabbing 34-year-old thelma white to death. police say white was burned in the september fire and has been hospitalized since. a family pet beaten to death by its owner. animal activists are furious over the punishment. he's been designed to help care for other abused animals. >> reporter: dog lovers say this man deserves jail time. instead, they're all mad that he failed to volunteer -- he is just having to volunteer at an animal shelter. >> neighbors were horrified when they saw this miniature pincher beaten.

>> the dog's injuries were a broken right front leg, teeth were missing, jaw was broken. >> reporter: in august, when police responded to a 911 call, they found the dog tied up in a garbage bag in the back of a truck. the dog died less than an hour later. chambers was charged with animal cruelty. but a judge agreed to drop the charges if he volunteered 50 hours of community service at the spca. this is a violent service. and we don't want somebody like that near our animals. >> reporter: adrian gabby says she will deny the volunteer service, outraged that the judge would allow an animal abuser to work at their facility. >> i think if the judicial system wants to do therapy, but putting someone who is violent with animals -- you certainly wouldn't do that if you had

someone who was violent with children, and have them work with children. >> reporter: prosecutors say because of a court order in place, chambers may now have to ask the judge for a new sentence if he's not able to fulfill his current sentence of volunteering at an animal shelter. derek valcourt, wjz eyewitness news. >> an attorney tells the baltimore sun, his client only beat the less-than-10-pound dog after it bit him and his wife. hess gas station. today, one of six defendants, matthew brown, pled guilty in a deal with prosecutors. brown and others were arrested. the jury found seamus coyle guilty in his role in the death. he faces life in prison. deeply divided. a new book says president obama and his top aides did not agree on troop plans for the war in afghanistan. manuel gallegus reports for wjz

and bob woodward's book, "the obama wars." >> president obama keeps pushing for a way out of afghanistan in the pages of a new book. it chronicles the behind-the- scenes battle between the administration and the military leaders over the war. military journalist bob woodward has had unprecedented access to presidents for decades and interviewed president obama for "obama's wars." he says, i'm not doing 10 years. i'm note doing long-term nation building. i am not spending a trillion dollars. when president obama finally agrees to add 30,000 troops in a short-term escaalation, -- escalation, the pentagon asks for another 100,000. that prompts the president to say enough. historians see president obama falling into the same struggle as his predecessors during

speeds, though, in the area, still looking pretty good. we have another accident in middle river. watch for that one on eastern boulevard. another accident at cane street. and one more in the city at west belvedere at sunset road. watch for a car fire. delays are reported there in the area. and on the jfx, there are two trash bags in the left northbound lanes, just approaching chase street. at this point, they're not causing any major delays. on 70, you will find a delay, though, running from the patapsco river bridge to the west side in the eastbound lanes. and there is a look at your drive times and your speeds on the beltway. very slow now on the north side, between 83 -- 95 and 83. 28 miles per hour with a 21- minute drive time. there is a live look outside at the northwest side at green spring avenue. and a look at the west side at baltimore national pike, looking slightly better. and that's that jam that i mentioned at 70, running again in the eastbound lanes from the

economy. though the feds did say they are ready to step in if needed. home prices fell to a six- year low last month. prices dropped from june to july, as foreclosures flooded the market. that boosting a supply of available homes and reducing prices, even as mortgage rates tumble to record lows. banks seized a record 95,000 homes from delinquent borrowers. according to a bloomberg survey, more than three quarters view the president as anti-pessimistic. half said a republican- controlled congress would improve the economy. 36% say it wouldn't make much difference. microsoft is raising its quarterly dividend. for the first time in two years, shareholders will get 16 cents a share. the increase is a sign microsoft is feeling more confident that the economy won't fold back into a

washington area, moving across southern montgomery county. going to probably be moving to the buoy, crofton area. may get to you folks in anne arundel county. another small cell here just east of columbia southwest in the baltimore metro. and another batch across frederick county. all moving off to the east/northeast. the strongest activity, however, continues north of the mason-dixon line. particularly york and lancaster county. may pass to northern carroll county. you can see that one cell at extreme northern sections of baltimore and harford county. still, we'll keep watching this for you. the entire state. with the exception of extreme southern maryland. and extremelier-- extreme lower eastern shore. 89 degrees. compared to 75, 76 yesterday. dew points up to 64. winds southwest at 5. barometer 29.98, falling a tad. the entire region, as i mentioned, with extreme southern maryland, under that watch until late tonight. 89 here. 91 in hagerstown.

80 in ocean city. 93 in washington. that's going to drop with the rain headed our way. cool spot, oakland, at 79 degrees. wind has been out of the south and southwest, which brought this unusually warm air in across the eastern united states. yes, the entire east. to our north, a frontal boundary we told you about. getting very close. the front is going to stall out just across the mason-dixon line. so we will not get into the really cool air until the latter part of the weekend. see these showers popping up? north of that area, it's much cooler and dryer. right now, looks like the front is going to make it this war. and head back to the north and northeast as a warm front. which means thursday may be a few degrees cooler than today. and friday could be into the upper or low 90s again. going to get to 92 degrees on friday. and then the front comes through friday and cools us off for saturday and sunday. northwest winds on the bay. small craft advisory on the bay

it is 4:29. 89 degrees with scattered clouds. hello. thanks for staying with eyewitness news. i'm denise koch. it is being called ruption on steroids. the california city officials who sparked outrage with their innovated salaries are all facing charges. they're accused of stealing millions from the people of bell. after months of outrage -- outrage, the city zens finally had something to cheer about. eight city officials in all, arrested on charges ever misappropriating more than $5 1/2 million dollars. >> this was calculated greed and theft, accomplished by greed and secrecy. >> reporter: bell, median household earnings, about $39,000 a year. yet four of five city

councilmembers took home more than 100,000 a year for part- time work. >> do you have anything to say to the people of bell? >> reporter: but the salary that raised most eyebrows. robert rizzo's. almost $778,000 a year. almost double president obama's salary. and they claimed he bilked bell. and anger reached a fevered pitch. >> shame on you. all of you. >> you're all a piece of [ bleep ]. >> to use the tax dollars collected from the citizens of bell as their own piggy bank. >> reporter: now, residents are jubilant. but the fact is, the disgraced city councilmembers run bell. until they are called or convicted. now, a bail hearing is

scheduled for later today. they were supposed to be arraigned. but that has been postponed for a month. kai is live in the newsroom with more. teresa louis was arrested. louis reportedly wanted to collect on a quarter million- dollar life insurance payout. they asked for clemency, claiming that one of the gunmen manipulated louis. the supreme court voted to uphold the sentence but did not elaborate on the sentence. >> thanks, kai. the last execution of a woman in the u.s. was in 2005 in texas. a prominent pastor of a mega church near atlanta is facing a lawsuit that alleges he coerced two young men into a sexual relationship. tony mcnary has more on the allegations and reaction from a stunned congregation.

>> some of these sexual relations are not only in this trip. they are in that church. >> reporter: that she made public the civil lawsuit she filed against bishop eddie long. long is a pastor. it's a mega church with some 33,000 members. bursting claims long used his powers to force young boys in his church to have sexual relations with him. she says it happened on trips and each at the church. >> this is at the church, which reenforces how absolutely negligent and wrong and abusive and sick for a pastor to abuse these kids in this way. >> reporter: 21-year-old anthony flagg is one of the alleged victims named in the complaint. 21-year-old maurice robinson is another victim named. this is his mug shot when police arrested him for breaking in and stealing stuff from long's office in june. >> young men who are abused by people in authority sometimes

around the washington area. may get to you folks around p.g. county and central anne arundel county in the next 45 minutes. another batch. very weak. from thurmont down to libertytown. those two cells moving to the east/northeast. the bulk of that activity, moving across the northern portions of carroll county, moving across southern york county. and will probably affect you folks. and as they move off to the east, at around 20 miles per hour. they can have pretty gusty winds over 40, maybe 50 miles an hour. for the entire region, with the exception of a lower eastern shore, and extreme southern portions of calvert and st. mary's county, the entire region under thunderstorm watch. 10:00, west of the bay. 11:00, east of the bay. and some folks may see strong storms tonight. let's check on the roads with sharon gibala. we don't need any rain to add to this rush. we already have problems.

here's a look from sky eye chopper 13. you can't tell it right there, but there are some thunderstorms in the area. just a few minutes ago, they issued a severe thunderstorm warning for extreme northern baltimore county. with the extreme western sections of harford county. you can see the activity moving off pretty much from west to east. around the d.c. area, lighter showers, heading toward p.g. county. to the north and west of the city. one or two cells in carroll county. but the storm went up there, just across the maryland line. that's moving to the east. but that little box there. that's the area that has the severe thunderstorm warning until 5:30 this afternoon.

some of these wind gusts could get up to 40, maybe even 50 miles an hour with some of these cells. eastern shore, pretty quiet. although probably not going to see much. most of the area is under severe thunderstorm watch until later tonight. take a look at temperatures now. 89. humidity is up to 43%. southwest winds at 5. but of course very gusty. and the isolated storms. we have a severe thunderstorm watch in effect for the entire region. except the lower eastern shore. until 10:00, west of the bay. and 11:00, east of the bay. 89 here. 91, hagerstown. 79 in oakland. and 90 in easton. d.c. now, they'll be cooling down with the showers close by at 93 degrees. these temperatures running 15 degrees above normal in some locations. winds out of the west/southwest and south all day long. but the really warm air. and we talked about it yesterday. tennessee valley had temperatures in the upper 90s. we won't get that hot. but this frontal system to the north may provide a little bit of a relief tomorrow afternoon.

couple of degrees cooler. maybe one or two today. north of the front, much cooler and much dry air. it's going to stay there temporarily. until the front goes through the region saturday. we get into the really warm air again thursday and friday. once again, temperatures up near 90. saturday, the front getting closer. a few clouds. but it will start dropping. temperatures probably back in the low to mid-80s. and on sunday and monday, we actually have a chance of low pressure developing. might even see some decent rain with temperatures holding in the 70s. on the bay tomorrow, a shift in the wind. north 5 to 15. bay temp, 74. still a risk of thunderstorms tonight. and a warm night, upper 60s. probably low 70s in the city. tomorrow, again, a very warm afternoon. upper 80s yet again. close to the 90-degree mark. but don't expect any showers tomorrow. tonight is the activity. >> okay. thank you, bob. still to come on eyewitness news tonight. >> wait until you hear the punishment for a man accused of beating his own dog to death.
