another chance in november. president obama will do campaigning of his own, he'll talk up his economic policy and raising cash tomorrow in new mexico. we're over the scene right now with sky eye chopper. >> we're at druid hill in north baltimore. this is south of north baltimore. and the call from the firefighters was a vacant building that collapsed and a woman was seen walking in front of the building firefighters with assuming she's burr rid under the debris. they've used a scanner and they can't see heat coming from underneath. we're looking at the firefighters digging by hand to see if they can see if there's a woman buried alive underneath the building.

the building in its entirety collapsed. it's a corner vacant and it came to the sidewalk and it's covering part of lauren street and also part of druid hill. now, the firefighters requested the department of public works to respond and they're bringing heavy equipment and dump trucks and right now, the concern is there may be someone burr rid underneath the debris and the firefighters are trying to get to them. we'll keep you updated. >> and cap tap mike perry, reporting live. let's report on the roads with kristy breslin. >> hi, everyone. still, busy on the roadways. 50 eastbound is heavy from the bay bridge. that's due to the earlier crash. as far as the beltway, plenty of delays on the westside. the delays from 95 to reisterstown road. it will take you 15 minutes to get through the delay and northside, heavy from charles street and york road.

all right, it got bumpy at noontime. you and the crew went for quite a while. well, that's it, things calmed down and the picture's dry for now and we're dealing with this storm through tomorrow and we're in the weather pattern through most of the week. there's no rain coming down in the city at this point and there's still some on first warning radar.

the heavier rain pushed off through frederick county towards hagerstown and this batch has heavy rain and thunderstorms with it. it's moving off to the in order and on the eastern shore, we have more rain and you can see all the way from the northern parts of eastern shore down to chestertown. it's eased up now and the start south, you can see over the border, there's more rain and more rain in this. it's going to continue. we have flash flood warns until 4:30 and until we saw the heavier rain -- that's in the darker green and because of this pattern continuing. there's a chance for more to occur. here's the situation. the rain moved in yesterday and it seemed heavier at times and the waves will come up from the south and they'll come up from a few passes. and the winds came from the south east and they're out of

the west. and that's because the band has pretty much set up over the appalachians heres. and we have coastal flood warns in effect. and temperaturewise, the temperatures have gone up and we got up to 77 and we're at 75 now. and here's the cooler air at 63 and in the 50s in the mountains. we're not going to change much through the first half of tomorrow. this brings around rain and thunderstorms an it continues to push off to the north east. it will leave us later on tomorrow and the pattern continues. the lows are back in here. it looks dump by dumpy here. we want to show you how much rain and thunderstorms are out here. after this low passes us, it passes to the east and we'll clear out. we may see sunshine and another is coming up in our direction.

most of the day wednesday, the showers will be on the eastern shore and that will spread westward and rounds of heavy rain are possible. we'll have gayle warnings tonight and rounds of heavy rain and thunderstorms and that continues into the day tomorrow. we'll go up to 80 degrees tomorrow and we may see the sunshine breaking through and we'll then start to shift the pattern a little bit. if anything comes out, we'll let you know about that. tune in to tonight's lineup. at 10:00, it's a new episode of hawaii five-o and we have a preview of the news tonight. a water taxi makes an historic landing and there's a house collapsed. we'll tell you if anyone was trapped.

4:00, a residence collapsed near druid hill and lawrence street. and most of the residents collapsed out on to the street. there and firefighters initially received a call from, well, a witness stating that a woman was seen before the collapse walking next to the building. when the firefighters arrived, the adumb was made that the woman could be buried underneath the debris and they called in three or four additional pieces of equipment. >> they cut away the debris. there's new confirmation that anyone is trapped. and the firefighters are working quickly.

a man was killed april last year hours after pitching for the angels. prosecutors say that the man that killed him had a blood alcohol limit three times the limit. >> he's facing life in prison. some encouraging news to make the highways safer. fewer than 15,000 people died on the highway in the first half of the year. that's a record low. last year, the fatalities fell 10% over 2008. part of the drop is credited to more motorists buckling up and better safety technology in new cars. there's new tension in the middle east. talks are on the verge of collapsing. >> reporter: israeli settlers cheered as they broke ground on

new homes and the construction could derail peace talks. the work began after a 10 month ban on construction expired over the weekend. and the palestinians have threatened to pull out of the negotiations unless israel extending the ban. and the palestinian president said he wouldn't make hasty decisions and would take a week to make his options. the palestinians oppose the building of the settlements because they believe that the land should be part of a future palestinian state. the president urged the government to extend the ban for months israeli officials are worried it would damage the president's creditability at home. and a spokesperson says that israel is committed to the talks. >> ultimately, through on going intensive and direct negotiations can we hope to

build a better future for the israelis and the palestinians. >> they're the first direct talks in two years americans are shuttling between both sides to keep these latest rounds alive. groups are planning on constructing more homes next week. a panel started the investigation into the gulf oil spill. the panel was appointed after the explosion in the deep water horizon. they'll look at the chemical dispersants and how well the white house reacted to the spill. they'll also examine who was in charge of making critical decisions. and well, another reason to sit down and have dinner with the family. it could help your children to stay drug free. jessica has more. >> a study looked at teens who

have dinners five times a week. the purpose presented the substance abuse use. those who have family dinners are less likely to use substances. they're less likely to get their hands on drugs and alcohol. 72% of teens in the u.s. think that a regular family dinner is important. the number of teens with the family dinners is at about 86 -- 68%. there are flood watches in effect until tomorrow morning. with we have weather and traffic together. >> well, we have heavy downpour and we have light rain. taking a look at the radar, it's very, very quiet and we have storms to the west and heavy showers to the east of us. we'll look around, around

we've got rain here and we have had that, a tornado warning which didn't produce tornadoes to the west of us. it's quiet around central maryland and we have a shower in the bay. and the bulk of the rain around the rest of us and across the appalachians. that will continue throughout the next few hours and it looks dry and out to the west of it, most of the activity as you see it, it's moving south to north

and the lower end will swing by tonight. you can still pick up heavy showers and thunder as well. many of the showers can be heavys. and that's why we have the flood watches in effect. take a look at the temperatures around the state. the temperatures warmed up and that's humid air as well dew points are way up. and cooler to the west. and ocean city at 74 degrees. and for all of central maryland, this is a flash flood watch. that means that the conditions are possible. if you get a heavy downpour, you can see the flash flooding and the streaming in the roadways and the western side of the bay, we have a coastal flood advisory. that's perhaps giving you one foot above normal tides. and right now, we have a south west wind around the region and the gusts are stronger and low

pressure over northern georgia. this is what's causing the rain. we've had three or four dry weeks and up the east coast comes the rain. from the gulf of mexico up to new england. you can see it crossing the region today. plenty of rain and a bit of a break now. look at the rain to the south. there's still a good batch of rain and another inch or two is possible. weave the good news is, it's not coming in at once. we're getting a break wand i'll see more of it. by late tomorrow afternoon, it's gone and we'll get into dryer air and we'll see some sunshine. and now, wednesday night, another system coming up the coast and bringing rain and from baltimore south and east along the coast. that could bring moderate rain developing along the east coast from the carolinas towards new england by thursday. and south eastern is the bay and gusting up to 25 knots and the bay temperature up to 74.
