big changes. we're down to the final day. >> it will soon be illegal to talk on a mobile hand held phone while behind the wheel in maryland. i'm mary bubala. >> i'm kai jackson. here's what people are talking about. >> we have two days left. starting friday it will be illegal to talk on a hand held phone while driving in maryland. weijia jiang has more on how top leaders want to make sure you understand the new hands off law. >> reporter: police say they are ready to give out tickets. they say every year hundredings of marylands lose their life because of that and they hope the new law will bring the numbers down. if you're guilty of this, be prepared to pay for it. starting october 1st, maryland law will make it illegal. >> we have top send a message that it's only a split second

years old. as you may know, he is a graduate from the united states naval academy in annapolis. a trial date has been set for the two accused of murdering a researcher. >> the baltimore couple accused of killing the grad student will stand trial on murder and robbery charges. 37-year-old john wagner and lavelle a merit robbed pitcairn. pitcairn was on the cell phone with his mother at the time. he was stabbed, robbed and left for dead on the street. neighbors heard pitcairn's cries for help and called police. back to you. >> wagner has a lengthy criminal record. he was sentenced to 15 years for robbery in the early '90s. baltimore county police are working to identify a man found dead in cockeysville.

it was on stonesgate court. it's unclear if he lived in the area. an autopsy is underway. the city police department is mourning one of their own. 61-year-old james fowler was killed in an accident in pennsylvania. he was on his way to penn state to take part in a training course. investigators believe wet roads contributed to the single vehicle crash. a hole in downtown's commercial district is being filled. mike schuh has more on the major leasing deal for the building. >> reporter: the 35-story skyscraper is now transamerica tower. transamerica life insurance will lease the top nine floors. the insurer will relocated employees on charles street. the ceo will move from iowa to

baltimore next year to officially make the downtown officers the north american base of operation. the downtown partnership called this leasing deal the largest this year, critical to stabilizing the city's office market. the state is in discussions to purchase the charles street building vacated in the move and lease it to the university of baltimore. >> each year 55,000 people died from rabies. today is world rabies prevention day and the baltimore health department is hoping to rid the city of the disease. andrea fujii has more on how your pet can get a free vaccination. >> reporter: every 10 minutes one person around the world dies from rabies. spread by saliva it's completely preventible. the first step is getting pets vaccinated. starting wednesday through friday the city is offering 400 vouchers for free rabies

not making this up. a bank outside of houston, texas, is invieting customers to bring their guns as they take care of business. chapel hill is the oldest bank in the united states. the owner said he came up with the policy as a message to would-be robbers. the bank has only been robbed five times in its history of 100 plus years. if you drive along the highway in fort worth, texas, you might be a familiar face. this billboard with the former president george bush with the message miss me yet went up. what's missing is who paid for it. a family in indiana is in the middle of a battle fighting to keep their adopted son. we have the story for wjz. >> reporter: almost three years ago jason and christi thought a dream was realized when they

became the happy adopted parents of a little boy named grayson. an ohio woman had given birth to him but christi was the first to hold him. >> it was amazing. >> reporter: weeks after the vaughns brought their baby home, they were stunned by this news. grayson's's stranged beige father petitioned the court for custody. >> i never thought we would come to this. i never in my mind ever imagined we would be here. >> reporter: the vaughns were ordered by a judge to return the baby to the beige father but it has become a fierce three-year legal battle. >> the cleave problem here and in a lot of adoption cases is the courts take too long to get to a final resolution. a child is not a christmas present that can be regifted. it's been three years since the child bonded with this family. to take him away would be devastating for everyone

hello. i'm vic carter. >> i'm denise koch. >> car crashes are the number one killers of american teenagers. in 2007 nearly 3200 young teenagers died in accidents. victims' families are pushing con to pass a law that would give young drivers restricted licenses. >> reporter: jamie port hall died on the way home from a high school football game. her best friend was behind the wheel. >> hit a ditch, embankment on the side of the road causing the vehicle they were riding in to flip five times. >> reporter: her father jim is in washington today helping. they want to pass new legislation that would remember all states to toughen up the licensing rules for young drivers. under the standup act drivers would have to be 16 for a

permit and 18 for a full license. teens would have to be supervised driving at night until 18. cell phone use would be strictly prohibited while behind the wheel. teen drivers would be allowed only one friend in the car under 21. drivers 16 to 21 are more likely to have car accidents. they said granting restricted licenses would save thousands of lives. jim portal believes if this law had been in place 18 years ago his daughter would still be alive. >> i think the driver in that car that show was with was distracted. there were so many kids in the car. their cell phones were all over the ground. >> reporter: if the law passes, states would have three years to comply with the new rules or face losing highway construction money. in los angeles reporting. >> the bill has been introduced in both the house and senate

but it's stuck in committees waiting for a vote. a scary situation at the university of texas in austin today after a student opened fire in a school library. >> reporter: it all started early threg when the freshman student wearing dark clothes and a ski mask opened fire with an assault rifle at the library. the student then shot himself but no one else was hurt. the 50,000 student campus was locked down until this afternoon while police searched for a possible second suspect but police are saying the student acted alone. >> all right. thank you. the university of texas was the site of one of the worst mass shootings in u.s. history. 1966 an ex-marine killed 116 people from -- 16 people from a clock tower. the driver who slammed his rig into cars was likely

suffering from fatigue. this happened last june. the truck driver barreled into a traffic jam. investigators say he had been on the road for more than 10 hours with minimal sleep. former alaska senator ted stevens was laid to rest at arlington national cemetery. he was among five people killed in a plain crash in august. he was a world war ii veteran. four people survived, including 13-year-old will yal phillips. the internal revenue service has decided to stop mailing out tax forms and instruction. we have for on why the irs is make the switch. >> the agency says the change is because more and more people file their taxes electronically. more than 96 million people use the irs online service to file last year compared to 20

rescue crews in colombia are looking for people buried in a mudslide. they were changing from one bus to another. they were changing buses because a previous mudslide had blocked the road. the mayor of a small town in western mexico has been killed. his body and that of an aide were found stoned to death. there was no immediate indication whether the killings were related to drug violence. in southern afghanistan u.s. troops began an evident to kick the taliban out. >> reporter: operation dragon strike, the most important

battle so far. at least 8,000 u.s. troops are involved in the massive new offensive. the aim is to strike right at the heart of taliban territory, kandahar. >> we have enemy in the south. they keep trying to fire. >> reporter: some of the fiercest fighting has been a neighborhood west of kandahar. there have been heavy battles for weeks as u.s. troops prepare. from here insurgents can control a major supply route into the city, something u.s. troops want to stop. >> okay. you got friendly. >> reporter: it's the first major offensive where afghan troops, as many as 10,000 outnumber the americans. >> taliban. >> reporter: it's also the first large-scale combat operation since marines went into last february. they have struggled to clear the town and win over the

68 in cumberland. we're not warm air. temperatures will drop. we'll get into the upper 50s. it will be a dry night, pleasant night but no weather issues at all, so enjoy the evening. winds beginning to turn to the south and southwest. over the next day or so they will go back to the north and northeast. that will push water on the western side slough the bay. so we have coastal advisories, perhaps some flooding, not tonight but perhaps over the next couple of days and definitely a chance on thirst. i'm show you why. the area of low pressure that gave us the rain has moved up to the north. it's trailing down into south florida. that is going to be a conveyor belt for tropical moisture that's beginning to move up just south of cuba, a tropical depression. this low pressure that moved, now way up to the north is out of our hair. you see this trailing off of

the atlantaic. that's staying out there. it's a boundary line. high due point air and drier air to the west. as we take this front and look over the next 24 to 48 hours, it sits over the ocean. then the low pressure that will probably become a tropical storm it could be called nicole before it weakens. one model as it going over virginia and maryland sometime thursday before it gets out of here. at 2:00 winds around 35. it's got to go through cuba. it will never become a big, big storm. it's got a lot of moisture with heavy, heavy rain. the jet stream zipping way down. that's what's going to keep the track along the coast. so heavy rain, particularly on the coast. you could see several inches of rain here on thursday. winds tomorrow becoming northeast. the bay temp about 75. tonight a pleasant night except for patchy fog. nice day except clouds coming in late in the day and rain by tomorrow night later on.
