years old. as you may know, he is a graduate from the united states naval academy in annapolis. a trial date has been set for the two accused of murdering a researcher. >> the baltimore couple accused of killing the grad student will stand trial on murder and robbery charges. 37-year-old john wagner and lavelle a merit robbed pitcairn. pitcairn was on the cell phone with his mother at the time. he was stabbed, robbed and left for dead on the street. neighbors heard pitcairn's cries for help and called police. back to you. >> wagner has a lengthy criminal record. he was sentenced to 15 years for robbery in the early '90s. baltimore county police are working to identify a man found dead in cockeysville.

it was on stonesgate court. it's unclear if he lived in the area. an autopsy is underway. the city police department is mourning one of their own. 61-year-old james fowler was killed in an accident in pennsylvania. he was on his way to penn state to take part in a training course. investigators believe wet roads contributed to the single vehicle crash. a hole in downtown's commercial district is being filled. mike schuh has more on the major leasing deal for the building. >> reporter: the 35-story skyscraper is now transamerica tower. transamerica life insurance will lease the top nine floors. the insurer will relocated employees on charles street. the ceo will move from iowa to

baltimore next year to officially make the downtown officers the north american base of operation. the downtown partnership called this leasing deal the largest this year, critical to stabilizing the city's office market. the state is in discussions to purchase the charles street building vacated in the move and lease it to the university of baltimore. >> each year 55,000 people died from rabies. today is world rabies prevention day and the baltimore health department is hoping to rid the city of the disease. andrea fujii has more on how your pet can get a free vaccination. >> reporter: every 10 minutes one person around the world dies from rabies. spread by saliva it's completely preventible. the first step is getting pets vaccinated. starting wednesday through friday the city is offering 400 vouchers for free rabies

hello. i'm vic carter. >> i'm denise koch. >> car crashes are the number one killers of american teenagers. in 2007 nearly 3200 young teenagers died in accidents. victims' families are pushing con to pass a law that would give young drivers restricted licenses. >> reporter: jamie port hall died on the way home from a high school football game. her best friend was behind the wheel. >> hit a ditch, embankment on the side of the road causing the vehicle they were riding in to flip five times. >> reporter: her father jim is in washington today helping. they want to pass new legislation that would remember all states to toughen up the licensing rules for young drivers. under the standup act drivers would have to be 16 for a

permit and 18 for a full license. teens would have to be supervised driving at night until 18. cell phone use would be strictly prohibited while behind the wheel. teen drivers would be allowed only one friend in the car under 21. drivers 16 to 21 are more likely to have car accidents. they said granting restricted licenses would save thousands of lives. jim portal believes if this law had been in place 18 years ago his daughter would still be alive. >> i think the driver in that car that show was with was distracted. there were so many kids in the car. their cell phones were all over the ground. >> reporter: if the law passes, states would have three years to comply with the new rules or face losing highway construction money. in los angeles reporting. >> the bill has been introduced in both the house and senate

but it's stuck in committees waiting for a vote. a scary situation at the university of texas in austin today after a student opened fire in a school library. >> reporter: it all started early threg when the freshman student wearing dark clothes and a ski mask opened fire with an assault rifle at the library. the student then shot himself but no one else was hurt. the 50,000 student campus was locked down until this afternoon while police searched for a possible second suspect but police are saying the student acted alone. >> all right. thank you. the university of texas was the site of one of the worst mass shootings in u.s. history. 1966 an ex-marine killed 116 people from -- 16 people from a clock tower. the driver who slammed his rig into cars was likely

rescue crews in colombia are looking for people buried in a mudslide. they were changing from one bus to another. they were changing buses because a previous mudslide had blocked the road. the mayor of a small town in western mexico has been killed. his body and that of an aide were found stoned to death. there was no immediate indication whether the killings were related to drug violence. in southern afghanistan u.s. troops began an evident to kick the taliban out. >> reporter: operation dragon strike, the most important
