water logged, rainfalls across the region causing streams to over flow. hello everyone i'm vic carter, here is what people are talking about tonight. an unbelievable amount of rain is still falling across maryland causing some tremendous flooding. the chesapeake bay is soon to be hit especially hard. chopper13 caught these images. up in hartford county, the bay is also unwater. the bay spilling over their limits. the situation is bad the county has already announced that hartford county schools will be opening two hours late tomorrow. in annapolis it's an absolute mess. store owners and volunteers have to put out more sandbags to help keep the water out of their business in the dock area. the governor has issued a state of emergency. wjz has extensive coverage.

let's begin with bob turk he's following the storm. >> reporter: i've been tracking this all day long. take a look at radar, we still have a steady band of rain going down to eastern virginia even into the carolinas, to the west and southwest of us it does begin to cut off just a bit. we'll talk about that in a minute. but i want to take you back to the local radar. we still have moderate to heavy rain. not much in the eastern shore and not much of the far western regions. but take a look at these total that is we have across the region. this is the rain that's been falling across the region. we have some 12s and 10 inches down there. west of us a lot less. 2-inches there and 2.5, much less in the eastern shore and

pushes the western mountains from two to 6-inches. take a look at the advisory still in effect. there's still advisories all night long. that will continue at least for the next few hours. that probably won't take a place really until 3:00, 4:00 or 5:00 in the morning. >> we'll take a closer look at the system and the complete warning forecast. wjz is out in the worse of it tonight. kai jackson spent the night in hard hit areas of baltimore county. >> tonight residents -- tomorrow residents in baltimore county can begin assessing the damage from all the water we've gotten. tonight they are simply trying to stay dry. on woodberry island, the lawns

were so -- the area was so flooded people canoed through the streets. though some vehicles paid the price, no lives were lost. as the rain picked up thursday night, authorities closed off roads. in some places the water was simply too deep creating a hazard for drivers. baltimore county opened shelters for residents forced out of their homes or unable to get to them because of standing water. schools were closed early. >> i think they should have told the schools this morning. >> reporter: at other times the driving rain, powerful winds and pounding surf showed that if you're unprepared, nature can also be unforgiving. >> anything valuable down there in the basement? >> usually we prepare for this

and we stack it all up on the tables. >> once again authorities are warning driving not to travel through standing water. you're taking your life into your hands. and kelly mcpherson is on a closed road. >> reporter: we started covering the story this afternoon, and we knew it was going to be bad. but i didn't expect to see this much water. this looks like a lake here. i'm going to show you, as cars are going by here which they shouldn't be. look at how high this water is here. it's going either further than what police expected.

recurring bands of rain and wind mocked up baltimore streets with wattser and traffic. >> we don't know exactly when we're going to be completely out of harms way. >> reporter: police didn't allow anyone down the road near the water. >> we're trying to get to an event that's going on over there. i ended up parking eight blocks that way. >> we've only done this twice since 2002 where we've had our vehicles relocate. >> reporter: many vehicles gave the severity of storms like this to the flooding of hurricane isabel in 2003. they will tow cars left behind, some say it seems the city is being more proactive for this storm. >> it seems they are preparing more because i guess they remember what happened. there's a lot more activity, a lot more roads. >> i just want to go to whole foods. >> reporter: near by western run creek historically floods

during rains. chopper13 shows how the murky water spreads. the roads were blocked in parts including by the aquarium. >> we've had flooding down here before but nothing like this. >> we had 6 feet in our basement during isabel so we've seen it before. >> we worry that the same thing will happen again tonight. >> reporter: we're right next to a & b bakery and their trucks are getting through okay. in parts here it's at least a foot deep. this guy here is actually a valet. it's very dangerous to be out here not only because of the depths of water but also because it's hiding objects like the cones that have been knocked over. if you see this kind of standing water, do not try to go through it, it can be very dangerous. kelly mcpherson.

>> reporter: this storm has had a wide effect. the storm is being blamed for four deaths. police say that two adults and two children died when their car hydroplaned off the highway in the eastern part of the state. remember 13 is always on, for updates and live radar. log on to our website at wjz.com. a call for action tonight after a charter bus runs off a highway ramp and tumbles down an enbankment. a driver died and a number of adults and children were injured. the crash still is under investigation. the family of a 14-year-old girl who was electrocuted has settled a lawsuit with a private company. but they are not satisfied with the response from the city. >> reporter: diana green was

killed while stretching during a softball game. her foot was resting against a fence that was touching an underground cable. when she reached for a second fence she was electrocuted. her mom was in the ambulance with her that day. >> we got to the hospital, to sanai where she was born. and they did all they cold do. >> reporter: green's family just reached a settlement. but they are now upset a judge gave baltimore city immunity. >> don't think this is just going away because we're not going away. you need to stand up and understand that this was your facility. this was your responsibility. >> and no one goes to a softball game thinking that they're not coming home with their daughter or their mother or their brother. that is the most, it's the further thing from anyone's mind. the city is responsible. >> reporter: green's death

prompted the city to remove and repair under ground lines in various city parks. but the family wants the city to take more responsibility so they are reviving their lawsuit that a judge had previously dismissed. >> she died because she simply touched the fence. and was electrocuted. and the city should step up to the plate and give this family compensation. >> i don't want anyone else to have to go through this. i don't want the city to sit with the idea that there's no responsibility attached. >> reporter: mary bubala, eyewitness news. >> after diana's at the time the city of baltimore did replace cables in one park. cables were also inspected after three other lighted fields. in less than an hour it will be illegal to talk on a hand held cell phone while

been coming in all day. >> there's dangerous on the roadway, please do not cross those roadways. heavy rain across much of the central maryland. i guess the good news is about the time you get to laray and charlottesville it cuts off. we have three to four hours of rain in the region. moderate to heavy at some times and getting lighter at 2:00 or 3:00 in the morning. by morning, 8:00 or 9:00 we might see some brightening of the sky. let's take a look at warnings still in the region. still have that flash flood warning for much of the region again. and also those coastal fog warnings. we've had lots of flooding along the coast. later tonight, with the winds picking up we can still see high winds up to 30, maybe 40- miles-an-hour. later tonight into the morning hours. there will start to shift to

the northwest. that will help to push the tide, the water back out of the bay some what. so we do expect to see the major flooding continuing tomorrow. but later tonight, we're still going to see some of that activity. look at some of those rain totals, pataxent9.75. annapolis 8.25. the real bullet area was right along the bay. hartford county down to pg county, eastern sections. and particularly in portions of the st. mary's county down into virginia. now the tides coming up, 3.57

in morning. already past chesapeake beach. so these places here still expecting to see high water during the overnight hours. and what was nicole actually spinning right over south eastern sections of the north carolina and eastern virginia. that's coming to a region that will move through the area and we'll get clearing blind behind it on the clearing tomorrow. on the bay tomorrow, gusts up to 25. small craft advisory on the bay tomorrow. so tonight still rain for the next couple of hours and more flooding as well. gusty winds 64, sunshine by the afternoon, maybe even the mid- morning, 72 by the time the day is over and on saturday, sunday, cooling down 60s. a lot more clouds and maybe a shower. monday and tuesday, 64 and 68. please take it easy out there,
