more than seven years ago. that's when the church protested feet away. albert schneider says his son wasn't gay but that matthew was targeted during the protest. with signs that said thank god for dead soldiers. >> it's hard enough to bury a child, but to have this go on too, it's like somebody kicking you in the face. >> reporter: schneider sued the wanesboro church for causing him stress. he thought the church would go bankrupt and stop protesting at hundreds of military funerals. but an appeals court overturned the case siting freedom of speech. >> my son and hundreds of others have died to protect freedom of speech. and to have a group of 80 people degrade it and mock it is disgusting.

>> reporter: the case is shaping up to be an important test of first amendment rights and whether hateful speech is protected speech. >> most speech will offend somebody, we just need to be able to are protect that. we can't have ruling that make speech illegal or the subject to incredible penalties just because it offends people. >> reporter: 14 groups including u.s. senators in 48 states are backing sniders cause. oral arguments begin tomorrow morning. mary will be inside the supreme court tomorrow as the battle between al schneider and the westboro baptist church is debated. she will lead our live coverage from washington, d.c. you can see the top of the truck was stripped away when the driver tried to make it under the bridge. sky high chopper 13 was at the scene. the truck took some time to remove. tonight the lights are out at a popular downtown

restaurant, fire has closed down pazo. the fire actually started in the building behind the trendy mediterranean restaurant. it damaged pazo's kitchen but not the dining room. they plan to reopen after clean im. your electricity and gas bill may soon begin to rise. that's because bge says it's making an increase. >> reporter: bge says they haven't asked for a rate increase since 1993, but the customers we spoke to tonight say they don't want to hear it. bge is asking state regulators to approve increasing the rates to customers. >> they need to manage their money better because i have to manage mine to make ends. toward the end of the month and that's what they need to do. they need to learn to do with

less. >> reporter: bge is requesting an extra $22 for electricity service and $32 for natural gas over the year. bge says the extra money will go to maintaining the infrastructure to bring the electricity and gas to the streets. bge says it's increasing. >> if you look at the cost of cable and electric wire, they've increased over 100% since the last time we had a rate increase request. other costs, tree trimming costs have increased by about 80%. maryland public service protection have asked to hear from residents. >> i am a senior citizen on a fixed income. i think it's outrageous, everybody is making less and less money. they can't keep on raising it. >> reporter: bge response is to use less energy. >> that's why we have so many

programs for our customers, where they can conserve, they can get credits. >> reporter: one thing that could offset this increase is if the comodties markets continues to lessen. we might not notice that increase if it's approved. kelly mcpherson, wjz eyewitness news. >> okay, kelly. thank you. next week the commission will hold hearings in townsend, baltimore city and annapolis. more than 100 lawsuits were filed today against st. joseph medical center and a prominent cardiologist all alleges unnecessary cardiology procedures. mike hellgren has the allegations and responses from the doctor and the hospital. >> reporter: lawyer jay miller stands next to the massive tile. 101 lawsuits he filed on behalf

of patients patients. miller believes his clients all had unnecessary stints implanted. >> these patients here are willing to be very reasonable. this is not, simply a battle over money. i can't get them to even consider paying what's reasonable. >> reporter: he says he filed after settlement negotiations shut down. >> they are not willing to take care of the patients they said they would take care of. >> reporter: the hospital denies that saying the medical center wants patients who believe they have a claim to know that the door remains open to productive, reasonable and serious discussion with their attorneys. doctor maday's attorney says his client has done nothing wrong and believe it is hospital has tarnished its

reputation. he says dr. maday's side of the story will eventually come out. dr.maday lost his partnership to the hospital. reporting, mike hellgren. and a stint procedure usually costs about $10,000. city police put out a search for 89-year-old edward ricenger jr. after he was last seen cashing a check on friday. tonight police say ricenger was found in the community healthy and safe. hundreds of thousands of tickets issue ed and millions of dollars collected. speed cameras are out in full force. >> reporter: the state highway administration means getting automated ticket to some is

aggravating but they also say it's been life saving. you may not have seen the speed cameras around maryland but if you've been speeding, chances are they've seen you. >> it's actually helping a lot of people slow down. i've actually got caught by a couple of them but you have to do what you have to do. >> reporter: they started snapping pictures in 2009 in school and construction zones. since that time, more than 116,000 citations have been issued in baltimore county. at a cost of $40 for each infraction. and a total of $4.6 million where the fines have been issued. despite criticism, some people support them. >> i think there should be more of them if they're effective. obviously people are getting ticket, they're paying attention. i think driving slow and driving defensively is the right thing to do. >> reporter: it's making work zones safer and saving lives in

general. rick moser a construction worker was hit and killed by a speeding car. >> as he was working on the left hand side along a ramp he was struck by a negligent driver and killed upon impact. >> reporter: the baltimore county officials have disagreed with the charge that the speeding cameras are revenue generated saying the formula is quite simple. drivers don't speed, they won't get a ticket. in order for the ticket to be issued, drivers must travel 12 miles above the posted speed limit. once called a toss up, the gap is widening in the campaign for the governor of maryland. the latest rasmusen poll shows.

it is 53 degrees and partly cloudy. controversy over why a home was allowed to burn down. they say it was because they did not pay a $75 fee for rural coverage. firefighters put out the blaze only when the fire threatened the home of a family who did pay the fee. >> there's some relief but my family is still gone, it doesn't bring them back. the same jury will return

on october 18th to decide if haynes should be sentenced to death. changes are made to the crash test rating. the new system will evaluate five pole crash testing along with crash prevention technology. the grading will make it more difficult to obtain the five star seal. jessica cartalia reports on a serious safety threat and a maryland's woman crusade to stop it. >> reporter: he loved soccer, he was great on the field. alias was playing goalie when something went terribly wrong. >> we could see haden lying

i'm frank kratovil and i approve this message. the real andy harris. buried in his website - a promise to replace the tax code with a 23% sales tax and eliminate the mortgage interest deduction. a bush tax panel said families would pay $6,000 more a year. a reagan tax advisor calls it a very dumb idea. but that's not his only bad idea. harris was the only senator to vote against expanding the child care tax credit and against the state's cancer treatment program. andy harris' extreme ideas will cost us.
