is brutality murdered at the hands of a 13-year-old. a critical report places all the blame at the juvenile detention center where it happened. a failure on all levels. a scathing report points the finger of blame on a teenager. >> reporter: the report points out severe faults at the facility that the state agency says puts a murdered woman and her coworkers in a dangerous work environment. the february rape and murder of a 65-year-old teacher at the shelton facility for juvenile boys rocked the shelter. scarcity of security equipment, staff shortages and fatigued over worked staff.

wheeling was found dead half dressed outside the building where she had been left alone with a 13-year-old inmate. he's now charged with her murder. according to the report,ras must escort the boys. the facility needs more security cameras, personal distretsz alarms for staff, radios for staff members and better supervision of books. anyone who says they did not know isn't being truthful. but we all broke the rule, it was the only way to get our jobs done. there wasn't enough staff to do anything else. the department of juvenile services is responding to this report saying that first of all staffing shortages had nothing to do with wheeling's death. secondly, security cameras have been installed here, and last his the department disagrees with the report saying that all boys should be supervised at all times. >> very tragically, the

newsroom showing what officers confiscated from the home in hollings fair road. they found cocaine, a .357 magnum. officers got a search warrant in the home after arresting a man for possession of cocaine. several people are behind bars. >> countless bags of marijuana stacked into trash bags, stacked into bins. the largest drug bust to the tune of $3.5 million of marijuana. police arrested joseph gudegnoli and a 17-year-old who they say were renting and living in the space. investigators found 478

two governors, two different approaches. even in good times bob ehrlich didn't make education a priority. he increased college tuition by 40%, cut school construction by $200 million, and ehrlich voted to eliminate the department of education while serving in congress. but in the toughest of times, martin o'malley has made record investments in public schools, new school construction, and o'malley froze college tuition four years in a row. with martin o'malley, our children always come first.

florida, all the way out to the rocky, this is the same area of low pressure that caused four tornadoes in arizona very unusual. they had four big big storms there. that system is still rotating around, but it's begining to move away from that region. higher pressure will build in. heat for the southwest for our part of the country. that goal is finally left, it's beautiful dry, high pressure building in. i mean beautiful weather for the next five to four days. mild, pleasant nights and then warmer and moving in particularly for saturday and sunday. sunday maybe be a few degrees cooler than on saturday. then by monday, the warm air comes back, we're talking mid- to upper 70s, maybe 80 degrees here by early next week. a quick look at the tropics, otto, no concern to anyone, thank goodness. it's still a tropical storm but moving out into the open atlantic. no land masses at all. west winds in the bay, five to 10 knots.

i'm frank kratovil and i approve this message. the real andy harris. his past attacks have been called deceptive, his new attack, false. harris voted for deregulation increasing our electric bills by 72% it's not surprising, harris always sides with the big guys. he opposes cracking down on wall street and supports tax breaks for companies that ship jobs overseas. harris even opposed making big insurance cover cancer screenings. andy harris' extreme ideas will cost us.
