the jewish council and wjz. watch the debate on wjz it all starts at 7:00. sky chopper 13 continues to follow the breaking news for us. captain mike perry above us with more, captain mike. >> this occurred about 15 or 20 minutes ago, a two vehicle accident. this is on the westbound lane of i70 near bethany lane. this is just west of route 29. maryland state police were on the scene. just a few moments ago the road was reopened, both lanes of 70 westbound have been reopened but the back up extended well back over 695. so you can expect delays maybe of perhaps 20 minutes to a half an hour as traffic flow is still at a crawl as you can see. back to you on tv hill. >> at least it's moving a bit though. captain mike, thank you. a weekend of bloodshed,

tonight those crimes have police taking another look at their strategy. wjz is live at police headquarters. derrick valcourt has more on the murders and what police are doing about it. >> reporter: police prefer to look at it in the long term, and in the long term it appears their crime fighting efforts are working but this weekend was a set back. among the weekend murders, 78- year-old sterling palmer stabbed to death in his own home, a possible robbery. his wife discovered the body. >> all i could say is please don't do this to me. when i looked down, i saw a lot of blood. >> reporter: also shot to death was hood. >> i have no idea why somebody would do this to my son. >> reporter: police now believe another man was shot at that same location but that victim

was drove miles away and left at oakenshaune. the violent weekend led police commissioner to meet with his senior command staff monday to evaluate what happened. >> kind of like setting course on a sail. every so often you're going to run into a squall and you're going to have to realign the ship and that's what we're doing today. >> reporter: over all murders are down slightly. 171 this year compared to 176 last year. weekend violence is down 16% compared to 2009. >> reporter: the past six weekends have been relatively quiet. i'm not waving a flag, i'm not declaring victory but we want to put this into perspective. >> reporter: but the perspective feels a little different to the murdered victims like daryll hood. >> you see on television and they say the crime rate is going down, i don't see how. >> reporter: so far no arrests in the weekend crime but they are chasing down a number of

leads. live at police headquarters, derek valcourt. >> police are asking for the public's help. anyone with information is asked to call police or metro crime stoppers. the number 1-866-7-lockup. and police were called, a man was shot in the head. he has not been identified. a family is desperate for answers. they say it's taken days to get basic information from police. the wreck involved an off duty officer. mike hellgren is there and takes you inside the tragedy and the investigation. good evening mike. >> good evening kai. it was here where andrew mccoy was thrown from the suv his friend was driving when it

somehow collided with a cadillac driven by an off duty police. his family simply wants a fair and full investigation. >> reporter: andrew mccoy's father and stepmother met wjz at the skate park. a home away from home for their southern. they want to know what happened the night he died a week ago. >> we received a call, very earl late sunday night, early monday morning that he had been involved in a serious accident. and-- >> they told us to get to shock trauma asap. >> reporter: for days they got few answers from police. the mta took the case initially. the family did not know an off duty police officer was involved until four days after the crash when they read it online the morning of their son's funeral. >> that was the first time we had heard anything about the accident at all. >> we were mad because they

didn't tell us. >> there was anger and frustration just because we didn't know anything. >> reporter: baltimore city police have not taken the lead. >> one of the most important pieces in this is going to be the blood and alcohol testing that was done at the hospital. >> reporter: the police spokesperson says that has to be subpoenaed and they have to get that information from the lab. >> we have to be very careful on how we handle this case because someone lost their life. >> we don't have any evidence and we're not making any accusations against the police department that anything fishy wonder. but it just makes you wonder. >> i am glad he knew he was loved. >> reporter: as they look for closure and justice for andrew. >> reporter: back live at the memorial. we want to make clear that no

one has been found to be responsible for this accident. but that process continues, and police say it'll be important to figure out who ran the traffic light in this case. mike hellgren. >> andrew's mom says her son's young friend who was driving the suv does not remember anything about the crash. you can see the mayor on the right side of the screen there. the president met with select mayors across the count industry today to discuss the nation's roads, railways and highways. and mark viviano has highlights from the win and the wjz fan cam. >> reporter: the ravens do have the top perch in the division and at 4-1 they are tied for the best record in the nfl.

they've never lost in baltimore to denver, again this one wasn't even close. if on a weekend of surprises and upsets the ravens stayed on court and delivered a decisive win over the visiting broncos. the ravens roll to a 17-21 victories using four rushing touchdowns. the longest by mcgahee to put the game away. with a convincing win, baltimore takes over first place in the afc north division, tied for beth record in the nfl. and they avoid any let down after the win a week ago at pittsburgh. >> our guys talked all week about following up the big win with a win. and that's really important. if you don't follow it up with a win it negates the big one. because it just counts for one a piece. this was a big game for that reason. >> we have a pretty special team here. we have to continue to work hard to get better every week. we have to continue to progress and do some better things out

soon be free. the rescue equipment seems to be working. they maybe aboveground in just a couple of days. >> reporter: chilean rescue workers say they finished installing the last of 15 giant steel tubes. they're designed to shore up the top of the shaft being used to bring the miners. the next step, building a the platform on top of the shaft. this will start the rescue as early as wednesday. the men have been preparing for the big day with their diets. each of the men will have to endure a twisting 20 minute 2,000-foot drive to the surface in a rescue capsule. after more than two months, workers were finally able to breakthrough to the miners on saturday. >> it was just unbelievable. i mean the feelings and emotions that everybody was

going through was just undescribable. >> reporter: anxious family members say they are just waiting for the moments when they can see their loved ones. she says i know i'm going to hug him but probably when that moment comes i won't do anything. i will just cry and scream. >> reporter: the 33 men will then have to adjust to a whole new world. filled with video cameras, movie offers and book deals. 27 of the families have also filed a suit against the mining company for negligence. but for now everyone is just praying for a safe and joyful return when the men see sunlight for the first time in months. tai chandler, cbs news, new york. it is expected to take 48 hours to pull all 33 miners to the surface. there are a few accidents out on the roads right now. let's check in with christie. >> reporter: the accident that's causing the most trouble right now is the accident on westbound 70. that has the west lane blocked.

the problem is the delay is backed the patasco river bridge. they are saying a good 25 to 30 minutes to get through. the interloop heavy there. slowing from bell air to harper road. average speed now about 35 miles per hour. harrisburg expressway is slow to the belt way about 10 minutes to get through. southbound 95 still struggling in that direction as well. from marsh boulevard to the beltway, a little slow. slow around the beltway as you can see on the north side interloop. 37-miles-an-hour average and 15 minutes to get through. now let's take a live look. you can see the congestion there at 70. traffic is just crawling along. the polls are slow and the

bob ehrlich says he wants to fix maryland. but he increased state spending by record amounts. ehrlich raised $3 billion in taxes and fees... including property taxes... and a 40% increase in college tuition. and now he's made over $1 billion in new promises... with no plans to pay for them...

afternoon shaping up. unfortunately this is one of the last warm days we've had. but we had a glorious weekend just in time for all the activities going on. everyone had plans including the ravens game. then we start to see some transition and the temperatures start to take a hit. we have temperatures fluctuating throughout the state. we go from 81 to 72 over in oakland. everyone else in the low to mid- 80s for the most part. 81 in cumberland. the winds are coming in currently at 5 miles per hour just warm air in the region. we will get back into 80 degrees. today we had a good bit of cloud cover. some of it responsible, the front to the north and a bit of a disturbance to the west. the low system to the west responsible for some of these clouds. even going into this evening we have a lot of sun out there. you can see this disturbance here to the west of us is going

to eventually start to make its way in. and eventually we'll contribute to a coastal storm that will set up shop along the eastern sea bourge around thursday or so. but the front is to our north just draped across northern pennsylvania and up into new york. that is responsible for some energy that's riding along. and you can see some of these brighter thunderstorms breaking up near new york city, just west of new york city. around pittsburgh you also see scattered showers. much of this energy here will not make it over the mountains. but anything that's straight down, coming down from the north lakes could present some problems heading into the evening. we will not see very much rain out of these widely scattered showers. our best chance comes tomorrow. with cool air filtering in we'll get a bit of a clash. only about a 30% of showers tonight. we'll start to see clearing out

it's 5:29, 83 degrees and mainly clear. thank you for staying with eyewitness news. here are some of the stories people are talking about tonight. a maryland woman almost murdered in an alleged plot. the suspect is her husband. adam may has details of the shocking crime. the man was willing to pay $2,000 to have his wife murdered. >> so my family is supportive and it's a shock to everyone, friends and family at this point. elizabeth boyd shaken after learning that the man she planned to divorce allegedly plotted to kill her. >> it's been a rough time for, that's all i can say at this

time. >> reporter: her husband gave the suspects crash, prescription drugs and a plan of their home. but the suspect backed out and called police. >> there's potential outcomes of the divorce that apparently mr. boyd wanted to avoid. >> reporter: this case in rockville mirrors two others in baltimore county this year. carla porter faces charges for hiring a group of people to murder her husband at their gas station. friends say he was also seeking divorce. >> we all said it, that she did it. >> reporter: neighbors are stunned. >> she is a lovely lady. she is. yes. and the children are wonderful. the older boy which is his son and her stepson was -- nicest kid you would want to meet.

>> reporter: boyd feared violence before all of this. court records reveal he was granted a protective order in april. >> reporter: right now mr. boyd is being held at the baltimore county detention center without bond. back to you. >> adam thank you. boyd is scheduled to appear in court tomorrow. an armed robbery suspect returns to the hartford county jail he robbed last month. tonight police are working to make sure he doesn't come back again. state police say on september 30th this man robbed the madison square federal savings bank. on saturday he returned to the bank armed with a gun. but this time employees recognized him and did not let him inside. he fled the area on foot. anyone with information about his where abouts is asked to call crime stoppers. a new push to find missing 8-year-old kayron hormon. many volunteers are renewed with the hopes of finding the

little boy. >> reporter: investigators say they are still following up on leads from the day he disappeared. those leads brought thousands of people to harvey islands. the last person to report seeing hormon was his stepmother. most of the searchers worked on foot but horses, canine units and atvs were also used. mary, back to you. >> kyaron's father has filed for divorce from terry hormon. the bomb squad is called, c4 explosives were found in a black garbage bags but they were not armed. the east village remained closed through the afternoon.

see individuals coming across into the united states with machine guns. >> reporter: now mexican police have named two brothers believed to be members of that cartel. suspects in david heartily's murder. authorities did not reveal pictures. but the two are wanted for many other crimes. including kidnapping and arson. >> i'm a little hopeful. i hope that it's going to bring david home. hopefully they can tell us where he is. >> reporter: there had been doubts about tiffany heartily's account of what happened. that her husband had been shot and killed when the couple was jet skiing on the lake and taking pictures of this sunken church. where was david's body, where was his jet ski. but there's other evidence supporting her story. it shows the couple being pulled over shortly before getting to the lake, jet skis

we're looking at a gorgeous sunset today. and good for the sun out there today but we will see less and less of it tomorrow. thunderstorms could be with us through tomorrow afternoon. take a look at your forecast for your tuesday. going up to about 58 degrees tomorrow morning. daytime highs around 78 degrees. then we start a bit of a transition, by tomorrow evening, showers will be with us primarily coming in from the north. 68 on wednesday. showers will taper off on friday. >> the cold weather right around the corner and a great way to save energy and stay warm this winter is to use winter stripping. you can use it around movable joints such as windows and

students knew. until the party took a frightening term. they say after only one or two drinks. >> all of a sudden all the girls were puking everywhere. >> they were falling down, they were puking everywhere. the girls were on their back, people were so drunk they didn't know what to do. >> reporter: one of those girls ended up at this near by grocery store, unconscious. someone called 911 then told police about the party. when police got to the home, they had to force themselves in the home. outside they found the students, drunk and most of the women incoherent. police say they were drugged by someone who may have spiked their drunks but they don't think the host of the party was involved. one student was found having sex with a nearly unconscious woman who turned out to be his girlfriend. >> we know that the majority of

the victims were female. so the assumption is that many these individuals were targeted for various reasons >> reporter: many of the women were drinking from these red cups. a date rape drug could be lethal when mixed with alcohol. >> girls were laying on the floor, grabbing up. >> they were almost like they were zombies, they were passed out. they couldn't really function. >> police have sent drug samples to the state's crime lab to find out which drug was in the student's system. and michael appeared outside his london home and told a group of reporters that he wants to start over again. he served half of his eight week sentence. michael was arrested after crashing into a store front in july. he also paid a fine and can't drive for five years. check in with eyewitness at
