it's not over yet, just one day after city teachers vote down a controversial new contract, the teachers union pushes for a second chance. what happens next? hello i'm don scott. >> i'm jessica kartalija. city schoolteachers turned out in record numbers to vote on new contracts that would change the way they are paid and they rejected it. wjz is live at police headquarters. the contract would have paid teachers differently in response to student performance. good afternoon gigi barnett. >> reporter: the baltimore teachers union negotiated with leaders for 8 months on the proposed contract. now it's back to negotiating table. after two day vote,

schoolteachers say no to a change this the contract and the way principals will calculate their paychecks. thousands of the districts 6500 teachers voted. >> i'm voting against it because i feel as though i did not receive enough information. about the new contract. >> it's a great way to show respect for teachers. we know they are under appreciated and underpaid. it's a smart way to do it. >> reporter: the contract would do away with the teachers pay raises by tenure and masters degrees and the new would be based on achievement. the better students perform the better the money they receive. >> our teachers should not be thought as missionaries they are professionals we wanted to make sure that they got compensated as professionals which would make us competitive with richer counties. >> reporter: education experts watched out the teachers would

responds because the new contact would have give them more say in how the schools have operated. >> the schools have unique identities and challenges, that we needed to make sure that if a large number of teachers in the school felt they needed to do something in a better way, they could, it's not possible now. >> reporter: most teachers voted against the contract because they didn't have enough time to review it, they only had two weeks. the union will go back out to schools to give the teachers the education and the information they need about this contract. the leaders say they they will work with teachers when they are ready to go back to the negotiating table. >> teachers current contract ends the last day of this month. investigators are looking in to deadly construction accident in arundel county. it happened yesterday afternoon in gambles a roof collapsed at

wall chapel elementary burying a worker he died from injuries. developing story out of south of dallas texas where police say someone robbed a bank and took employees hostage. police are searching for a suspect after several employees inside a texas bank were held hostage during a robbery they were locked inside the vault while the suspects fled. all employees have been found safe. the robber is still at large. in the midst of the nationwide investigation in to foreclosures, judges could be given more power in the procedures. kai jackson has the latest on this. >> good afternoon. maryland judiciary is considering expanding the power after audits found hundreds of bogus affidavits were filed in court. judges would be allowed to hear cases if there is reason to suspect a affidavit is invalid. he could order the person what submitted the foreclosure document to testify under

imagine denying a pregnant woman the choice of health care providers. only one senator voted with big insurance over pregnant women: andy harris. protecting our bay? harris was the only one to vote against cleaning up toxic waste sites. he always sides with the polluters, one of the worst environmental records in the senate. and harris was the only one to vote against extending education for special needs kids. no wonder his republican colleagues think he's too extreme. we can't afford his extreme ideas. i'm frank kratovil and i approve this message bob ehrlich says he wants to fix maryland. but he increased state spending by record amounts. ehrlich raised $3 billion in taxes and fees... including property taxes... and a 40% increase in college tuition. and now he's made over $1 billion in new promises... with no plans to pay for them... except for cutting education. cuts that will lay off teachers and increase class sizes.
