>> a stunning arrest. the prince george's county executive taken from his home. wjz is live in prince george's county. alex demetrick has more on the evidence uncovered in jack johnson's home. >> executive jack johnson and his wife leslie are due to be released from custody later this evening, after both entered not guilty pleas to violating federal law. each are charged with witness tampering and destruction of evidence in a federal investigation. they were arrested about 10:00 this morning, at their home, when the fbi feared they were in the process of destroying evidence. now, along with the charges, the court also unsealed a 10- page affidavit, detailing the johnsons' alleged actions. and joining me is my colleague, kelly mcpherson who has more. >> reporter: they have been watching it since january. but all of the crimes they're charged with happened just this morning. it started when the fbi interrupted a meeting between a developer and the county

executive. and right after, his wife, leslie johnson, made a phone call saying that the fbi was at their house. we have a phone call the fbi documented. between the two of them, he says to her to tear up the check. then leslie is saying, they're saying fbi, jack. do you want me to put it down the toilet? and he said yes. flush that. now, the fbi believed that they were referring to a $100,000 check that a developer had written to the county executive. at this point, in the conversation, he tells her to put the cash into her underwear. and she says, quote, i have it in my bra. now, the fbi, once they got into the home, found and seized more than $79,000 in cash from inside mrs. johnson's bra. and now, they are still in court behind me. they are being processed. and alex, they will be released tonight on their own recognizance. but the county executive will be wearing a home monitoring

device to be monitored. >> thank you very much, kelly. and the charges are very serious. they carry a maximum penalty of up to 20 years in prison. jack johnson is finishing up an eight-year term here in prince george's county. his wife was just elected to the county council. denise, back to you. >> thank you very much. alex and kelly. a short time ago, governor o'malley released this statement, and i quote, this is a sad day for prince george's county and councilman johnson and his family. he says the county must go forward, even in difficult times. be sure to stay with wjz.com for information on the arrest and charges against jack johnson. another scare. this time, police are looking for two men who videotaped a station. he tried to secretly videotape the men. he is already on alert. after a virginia man was accused of plotting an attack on the subway system. taking action against a

danger drink. maryland's attorney is ready to take four loko off store shelves. after they reported the dangers of the alcoholic drink. wjz talked with the friends and family of a young maryland woman, who they blame her death on the drink. >> reporter: they started a campaign to ban the drink. at least three states have done so already. and maryland's attorney general tells us he, too, wants the drink gone. >> reporter: this vibrant, promising young woman died in a terrifying crash on maryland's eastern shore. those with courtney spury that night say she was out of control and sped off in a truck, hitting two utility poles. the impact threw her body 90 feet as her mother watched. heartbroken friends and family blame it on a cheap and potent mix of alcohol and caffeine called four loko. it is equivalent of caffeine in

four sodas and four to five cans of beer. they say courtney drank two of them. >> she changed that night. she was not the same person. she could not remember people's names. >> we're going to interrupt that package now. we're going to go live to a news conference, as rod rosenstein, the u.s. attorney general. this is the jack johnson case he's talking about. >> special agent in charge of the irs. 11:00 this morning, fbi and irs agents arrested jack johnson and his wife, leslie johnson. the charges against mr. and mrs. johnson are detailed in an affidavit that was filed by an fbi agent, federal court hearing in greenbelt here this afternoon. federal agents also executed search warrants at 13 locations in prince george's county. i want to make two points about corruption investigations before i discuss the details in this case. number 1, most government employees are honest and law- abiding. it's easy to be cynical when

you hear about corruption allegations. but i want people to be reassured that federal agents and prosecutors are pursuing leads as we find them. and that we will seek out any corruption here in prince george's county, or throughout maryland. number 2. i have a firm rule about corruption investigations. we don't do fishing expeditions. we follow leads that are credible, allegations of wrongdoing. in those investigations, they're conducted by career federal prosecutors and agents, who are continually supervised by experienced supervisorrory agents-- supervisory agents and prosecutors. we just follow the evidence wherever it leads. now, the defendants in this case are presumed innocent. they will remain not guilty unless and until they are proven guilty in court. the defendants were charged today, as i mentioned, in a criminal complaint, filed here in groon belt.

-- greenbelt. the complaint charges two federal crimes. the first is tampering with witness and evidence. the second is obstruction of records and investigation. each of these crimes carries a maximum sentence of 20 years in federal prison. the details of the allegations are spelled out in the federal criminal complaint. the fbi has been conducting a long-term investigation of corruption allegations here in prince george's county with the support of the irs and other agencies. these investigations involve allegations in real estate developers have been regularly paying off government officials in return for official actions. in connection with the real estate development investigation, and another investigation, fbi agents have obtained court-ordered wire taps that have been in place since september of 2009. the specific allegation in this complaint concerns a federal program, overseen by the u.s. department of housing and urban

development. the program is known as the home investment partnership. under that program, federal funds are granted to states and localities for use in providing affordable housing. in prince george's county, these grant are overseen by the department of community and housing development and the department of prince george's that reports to the county government. those grants must be approved by the county council before they are officially issued. the complaintallies that -- complaint alleges that a real estate developer gave jack johnson checks, including $100,000, in returns for home funds and other assistance. >> you've been listening now to a live news conference with attorney general rod rosenstein about the charges against jack johnson. we'll have a full wrap-up of this report later in this newscast and tonight at 11:00. behind bars. baltimore county police say they have caught a killer. kai is in the newsroom with a

break in this case. kai? >> vic, adulu oto moto spent the last minutes of his life desperately trying to get help. police say cunningham shot atimolow friday. after he was shot, atimolo rang a neighbor's house several times but he could not be saved. >> cunningham is now being held in jail without bail. well, they say crime knows no boundaries. and tonight, mayor stephanie rawlings-blake can testify to that fact. and tonight, a break-in on her husband's car. >> reporter: a break-in at the couple's north baltimore home. >> reporter: police say a satellite radio system was stolen from ken blake's car. he and mayor stephanie rawlings- blake were in their home in north baltimore. the theft was not noticed until blake got into his car thursday

morning and realized the equipment was missing. today, the mayor reacted. >> it was unfortunate. and my husband shared the frustrations that anyone would feel when something is stolen. >> reporter: the mayor's security team was outside her cold spring home at the time of the break-in. >> no threat to the mayor or to her family. the vehicle was out of sight from the executive protective officers that secure the house. >> reporter: police say car break-ins are down this year, by 9% in the city. but up 6% in the northern district, where the mayor lives. >> we have been really trying to raise awareness on not leaving items in vehicles and things like that. they're easy targets. >> reporter: they are investigating the break-in at the mayor's home. but so far, no arrests have been made. >> we will keep following this case. we'll let you know when they catch the suspects. payday problems. today was payday for about 10,000 baltimore school employees. but they did not get their

checks. the school district says there was a problem with the file they gave m&t bank earlier this week. and the problem couldn't be fixed yesterday since it was a bank holiday. some workers may not get wade -- paid until monday. clear and dry. can't ask for much better weather in the middle of november. wjz has your first warning weather coverage. tim williams and bob turk show you what to expect if you're heading out tonight. bob? >> it has been a spectacular week. nice afternoons, temperatures. chilly mornings. very dry air. nothing around here at all. we're down to 51 degrees. from our high in the mid-60s this afternoon very quickly. because the air is so dry. out to the west, not so dry. we have some precip. rain. even snow around minneapolis. and northern sections of wisconsin. we won't see that, but we'll probably see some of that rain but not until maybe tuesday or wednesday.

in the meantime, tim williams has a look at saturday and the weekend in general. >> reporter: we have these nice conditions right on into the weekend. the high pressure is solidly under control. we're under a dome of high pressure in fact. it's allowing for milder-than- normal temperatures. we have been in the 60s. ask we'll continue to be in the 60s through saturday and sunday. that low gets here by monday into tuesday. and that's our first chance of rain. bob will outline those. a disappointing defeat for the ravens. it went down to the wire. but baltimore blew another late lead in atlanta. sports director mark viviano is live at wjz.com. mark, i can only imagine how the fans are taking this loss. >> it's been a tough day. and friday is supposed to be a rough day, right? full range of emotion in the span of a minute on the game clock. there was the thrill of what we thought was a victory and then the agony of defeat. the thrill is lost when the result is a loss.

>> reporter: wide open. >> reporter: the falcons rolled over the ravens in the first half. this missed tackle on atlanta's first touchdown, a sign of the tough times. joe flacco was frustrated most of the first half. the ravens fell behind, 13-0. before a second half rally that included three ravens touchdowns. flacco found todd heap in the end zone to give the ravens their first lead. 21-20, with about a minute to play. but the 40 seconds that followed felt like an eternity to the ravens. as atlanta qb manched with a td to roddy white. goes 33 yards for the winner. a heartbreaker for the ravens, 26-21. >> that hurts when you're playing a good team like this. you gotta play 60 minutes of football. and we really came alive there at the end. but it wasn't enough. >> they made the plays at the end. but we didn't. it was a very difficult loss. but yeah, you know. with our defense, 50 seconds left, you figure you're going to stop them. and our guys fought hard and we

mix of alcohol and caffeine called four loko. one can is the equivalent of four catchinated sodas and four to five entires. they say courtney drank two of them. >> she was not the same person. she could not remember names. she blacked out within 30 minutes of having the alcoholic beverage. >> reporter: 17 states are now looking to ban four loko, with maryland leading the way. attorney general doug gansler says he has already gotten competitors to take it off the shelves. >> it's harrowing for children upon. it's a price point that is easily accessible to children. what would happen, all of a sudden, you have a kid stone drunk behind the wheel of a car. >> now woo have incident after- - we have incident after incident after incident. >> quite simply, these drinks are real trouble for our youth. >> reporter: and the fda is also investigating whether to

stop the sale of it and other alcohol-pop drinks. >> only in one place do you see that there is 12% alcohol in this can. >> reporter: also known as blackout in a can and liquid cocaine, maryland college students say four loko is very popular and easily available. >> i got tipsy just after a couple of sips. >> reporter: the manager says while we don't agree with mixing caffeine and alcohol is unsafe, we do agree with keeping adults of legal age, who choose to drink, as informed and safe as possible. >> the problem is people like courtney die. and it's horrible. she died. other people will continue to die, if they stay on the market. >> reporter: and police are still waiting for toxicology tests to come back on courtney. you can read four loko's entire statement at wjz.com. denise? >> thank you very much, mike.

in pennsylvania today, st. joseph university confirmed several of its university students were rushed to the hospital after drinking four loko. the on again, off again talks are back on. but this time, it could be in a new location. what does this mean for the first mariner arena? gigi barnetz has more. >> reporter: the -- barnett has more. >> reporter: they say this will bring a bigger act to charm 73. but after five decades, the city says, where would it build a new one? ♪ [ music ] >> bruce springsteen has played here. the rolling stones have, too. and next summer, r&b songstress, sade comes to town. but they'll have to deal with a building that is almost 50 years old. >> imagine what we could do with a new building. >> reporter: that's why the city has renewed efforts to build a new venue. the question now is where to

build. frank wimmish runs the arena. and he says a new building will continue to attract bigger names. and help charm city compete with larger cities. but only if it's near the downtown area. >> the nice nuances that makes it more conducive for events. easier to get in and out of. more parking. the rigging is easier for the event. >> it's time to put out a bigger net. and look again at what are possible sites. the pluses and minuses. >> reporter: jay brodie says one idea to tear it down and build a new one in the existing spot won't work. because that could put baltimore's entertainment on hold for several years. >> reporter: if the market is strong enough, people will come back. but you're taking a risk. and if it's a risk we don't have to take, we'd rather not take it. >> reporter: and now, this is all still in the very early stages. developers say one thing a new arena must have. ask that is restaurants around,

here's a live look outside. and boy, what a beautiful day it was today. bob, felt good out there. >> perfect. >> very nice into this fall weekend. weekend looks great, too. really, this weather has been spectacular. take a look at temps and conditions around the state now. with the sun down, it is dropping. because the dew point is so low. it's dry out there. 46 in oakland. now, 51 here. 47, ocean city. and the warm spot, d.c. coming in at 58. 55 over in easton. and once again, the dew point was down as low as 10 to 12 degrees. very dry air. and because you have dry air, clear skies, light wind. temperatures drop like a rock. 66 this afternoon. very chilly 28 frosty morning. most places north and west of

town, 26, 27. but downtown, at the inner harbor, next to the water there, at the science center, it got no lower than 45 degrees. that's a huge spread. 58, 36, the average. and the record, 78 and 18. very light winds. most places dead calm right now, as you can see. now, to the west, we have some rain and a little snow. amarillo, texas, has some thunder snow this afternoon. with this system that is coming up from the south. moisture. you see the snow there, northern texas. had a little snow across portions of wisconsin. also, minneapolis, st. paul getting a little snow. that's going to stay out there for the time being. that front will slowly approach our region. you can see clear skies up and down the east coast. but by -- i'd say, by sunday night, the front is going to be close enough and stall out. as it stalls out, low pressure along the gulf coast will head toward our region. late monday night into tuesday. that is our chance of getting some rain. in the meantime, beautiful, mild temperatures all weekend

it is 6:30. 51 degrees. clear in downtown baltimore. good evening. thanks for staying with wjz. and here are some of the stories people are talking about tonight. breaking news. the prince george's county executive, arrested in his home and hauled into court. it's a stunning development for one of maryland's most powerful politicians. alex demetrick is there live, where prosecutors just laid out their case against jack johnson. alex? >> reporter: the arrest this evening of jack johnson and his wife leslie, is being called the tip of the iceburg in an investigation into corruption. they pled not guilty to witness tampering and destruction of evidence in a federal investigation. a short while ago, the u.s. attorney described how that

went went, as federal agents listened to a call. >> agents entered the home and conducted a search of leslie johnson. according to the affidavit, agents discovered $79,600, concealed on mrs. johnson. now, the affidavit reveals that today's law enforcement investigation is the tip of an iceberg. and what i mean by that is it is part of a broader, ongoing corruption investigation by the fbi and the irs here in prince george's county. >> reporter: well, the charges carry a maximum penalty of 20 years in prison. but the judge did not set bail. instead, he released the johnsons on their own recognizance. jack johnson will go back to work, but he'll have to wear an electronic monitoring device. >> wjz is always on. check in for complete coverage of the arrest of county executive jack johnson.

we'll have a complete wrap-up tonight at 11:00. right now, investigators are trying to figure out what caused a fire that crippled a carnival cruise ship. john blackstone talked about some of the people on their rough ride. it was early monday morning, when the smell of smoke awoke many passengers. chris harland had his camera going, as thick, black smoke rose near the stern. >> where does that thick, black smoke come from? >> reporter: the passengers were told, despite the smoke, there was no fire. >> no fire. >> you know, everybody around is saying, okay, there's just smoke, but no fire, huh? >> they tried to calm everybody down by saying it was a flameless fire. >> did anybody believe that? >> no. not at all. >> a flameless fire? [ laughter ] >> soon there was no denying, the fire or the extent of the damage. the ship lost power, leaving passengers with little to do. >> we were bored. we were hungry. it wasn't very sunny. so we couldn't even lay out and get tan. >> reporter: and there were no

fancy meals. >> started to eat peanut butter, which everyone was excited about. you don't know how much we love peanut butter. >> we didn't even know how much we loved peanut butter. >> yeah. >> ashley and josh vest say they were on their second honeymoon. so what a honeymoon experience. what's the first thing you want to get, in terms of food or hot shower? >> i want a hot shower. >> reporter: the passengers had little idea what a big story their ill-fated cruise had become. >> great to be home. >> reporter: finally, on solid ground, they were greeted by a hoard of cameras and reporters, as well as family and friends. >> officials in panama will conduct the investigation. because that's where the ship is registered. the search for a missing north carolina girl appears to be over tonight. and it ends with heartbreak. 10-year-old zara baker was reported missing last month. police are confident they have

found her body in a rugged, wooded area, miles from her home. >> reporter: please understand that i cannot get into many specifics about the investigation. but the dna evidence, from the bonus found on christy road, matched a simplele -- sample, a dna sample from the house. the sample from the home was taken from personal items believed to be zara. >> reporter: czar -- zara's stepmother admits writing a phony ransom note. and no one outside of the family reports having seen here in the weeks before she was reported missing. a pickup truck, belonging to tina herman was found on the property of nearby canyon college. herman, along with her two young children and a family friend, last seen two days ago.

police searched a home she shared with her ex-boyfriend. they say blood was found. and they're treating it as a sign of injuries. a coworker reported her missing wednesday. a sheriff's deputy went and reported the lights were on. however, no one answered the door. denise, back to you. the lockdown is no longer in effect at canyon college. but enhanced security measures will remain through the weekend. for nine years now, the city has been asking csx to make its underground railroad tunnel. >> reporter: the rail tunnel runs from the stadiums under howard street, up to mount vernon. nine years ago, a derailment, starts a fire that burns for five days and starts a huge water main break, east coast rail traffic is snarled. and it is then that our city learns about the dragon, waiting to erupt under its streets. since then, many calls for improvement, and after a minor

derailment in august, a plan from csx. five miles of rails have been replaced. and will continue to be replaced every 10 years. twice as offer as -- often as normal. instead of each quarter, the tunnel will get a computerized inspection each month. csx will make a walking inspection each week and improve drainage. >> by replacing the rail, putting a new pumping system in and the more frequent inspections wey feel confident we can prevent any safety issues in the howard street tunnel. >> reporter: today, mayor was taken on a tour. it was her first time inside. >> i think it was apparent -- important for me to lay my eyes on this important corridor. >> reporter: for years, csx and the city had a chilly and contentious relationship. but on both sides, i'm told, that once the city's lawsuit to force csx to fix its bridges

and tunnels went through, they are back on good terms. >> in addition, the fire department and railroad are collaborating on a new communications system so everyone can talk with each other while underground during an emergency. going green. howard county is adding three new electric buses to its fleet. the buses are so unique, they don't even have to be plugged in to recharge their batteries. howard county will be the first in the county to use the new special buses. well, the third richest county in the nation, right here in maryland. weijia jiang speaks with people who live in ellicott city. we spent the day here in howard county. and people who live here say they certainly feel rich. but that sense of wealth they have has little to do with money. >> reporter: anthony leah can't imagine a better place to raise his 5-year-old and toddler than howard county. >> this place is a plethora of opportunities for such a wide range of backgrounds.

there's -- i mean, government contractors, government agencies. i mean, it's like shooting fish in a barrel. >> reporter: it's not just the number of jobs here that is making national headlines. it's how much they pay. the american survey ranks howard county the third richest county in the country. 30% of its employed population earns six figures. >> i can tell how research goes and how people shop and go out to eat all the time. >> great. that's good for us. happy. just keeps bringing people here. >> reporter: the county executive says this is the fourth year howard has earned the ranking, and he's not surprised. >> we have the highest percentage. people in the top five, of graduate degrees in the country. with the high level of education comes the high payment of jobs. >> reporter: comes a good parks and recreation system, low crime rate, and best school system.

items. sarah palin was not at the sentencing, nor has she commented on this case. palin's party may be getting a new chairman. michael steele has competition for his post from michigan republican saul anuzis. he says steele's comments have been controversial to the party. steele is from maryland and has not said whether he will seek re-election. take a look as these seamen are nearly washed away by the waves. this particular man is one of 20 chinese cheryls who disappeared -- sailors who disappeared with their sinking cargo ship. they found the body of another sailor washed up on a nearby island. investigators still do not know what caused the ship to sink. katie couric has a preview of what's coming up.

in consumer watch tonight, a major recall. more than a million nissans need to be fixed. it affects the frontier and xterra suvs, made between 2002 and 2004. they have a problem with the steering wheel column. nissan is also recalling other vehicles that could have problems starting. >> and a lot of people are calling for recalls over last night's game. >> just the last 40 seconds or so. >> yeah. >> you can have that back. and the ranks wouldn't mind some of the arrest of it. -- rest of it. it was a battle of the birds. atlanta, though. just a little better than baltimore. the ranks fall short in the game. but they still fit well in the play-off race. it's been a day of assessing the good and the bad of last night. anquan boldin showed his displeasure. but joe flacco and gang would get their act together with three touchdowns in the second half. this one to bolden.

then the ravens' josh wilson got knocked down before roddy white caught the game- winning touchdown. a reason to complain? maybe. but the ravens take the high road. yeah, it was tough. it was a lot of calls that could have gone either way. a lot of highly contested, close, controversial calls there. and close catches. so it was just one of those very difficult losses. and in injury news, ravens' receiver derrick mason fears that he may again have broken the pinky finger on his right hand. he had surgery on the finger just two weeks ago. he was able to recover over the bye week. there is no official word on the team, regarding mason's injury. they do have a little more extra time to recover. next game is a week from sunday, when the ravens travel to carolina to face the panthers. it's a game you can see here on wjz. kickoff at 1:00. busy night for college basketball. towson, loyola, morgan state and copin all get their state
