hi, everybody. i'm kai jackson. mary is off today. here's what people are talking about. more snow. we're tracking the potential for another blast of winter in maryland. this comes just as many schools are getting back to normal and the roads are clearing up from thursday's snowfall. outside right now, it doesn't feel as cold as it has been. but temperatures remain stuck in the 30s. wjz is live with first warning weather coverage. meteorologist tim williams is closely watching the system that could bring us weekend snow. hi, tim. >> hello, kai. there have been a lot of questions about this system. because frankly, there was nothing even on the radar for them. we were relying on computer models to give us an idea of how this would come and where it would go.

it would be forming in the gulf. expect it to hug the coastline and move up toward the mid- atlantic. but the problem was how close it would come and what it would mean for us. in our satellite composite, you see that we are starting to get breaks of sun. we're a little warmer today than we have been. and the cold air is going to be in place. but the problem was that system was just not certain where it was going to go. now it looks like it will be moving farther out. we'll talk about just what it means in this weekend ahead in your updated first warning forecast. you're getting a first look at the man charged with sneaking into a baltimore county middle school and trying to sexually assault a woman. -- a student. he is being held. >> his name is sean shlay. and he is 21 years old. and his record of residence is

in havre de grace. >> sawn schleigh sneaked into a bathroom and assaulted a male suspect. the suspect admits to police, he wanted to have sex with a child. it had been months. and he picked the victim because he was blond and small. when parents heard of the interloper in the system, they were stunned. >> i think they need to make it safer for the kids. because my son is there. >> reporter: court documents reveal that schleigh grabbed the boy in the bathroom ask tried to shove a blue sock into his mouth to keep him from screaming. he tried to drag him into the bathroom stall but the child did scream. >> the staff nearby and a school resource officer was able to respond and confront the intruder. the student was able to get away, unharmed, and we were able to make an arrest. >> reporter: but wjz learns a staff member and the school police officer did confront the

intruder in the school and asked him to go to the office. after he gave what sounded like a legitimate excuse for his presence there. >> one of the things i've noticed, their office is all the way down to the end here. so have you to go through these doors and go all the way down the hall to get to the office, which is also a concern. >> reporter: a criminal check shows four arrests with sean schleigh with the same date of birth. each time, he had a different address. >> court records show schleigh has lived at a number of locations over the last few years. died december 14th. they were trapped by flames inside their east baltimore row home. the empowerment temple a.m.e. church is holding services for the family on wednesday, december 22nd. for details on how you can

help, log onto wjz.com. taxes will not go up next year for millions of americans. any minute now, awaiting for president barack obama to sign a bill that renews bush-era tax cuts and extends long-time unemployment benefits. joel brown reports for wjz in washington. >> tax cut compromise is headed to the white house. the president will sign it into law friday, presenting a new year's day tax hike for americans. they presented it after a marathon of debate and closed- door deal hearings. >> the president has to understand that if he reaches out without a finger of bipartisanship, he's going to lose a pound of flesh in what he's going to have to give up. >> the motion is adopted. >> reporter: and in the end, the deal went through without changes. everyone will get the bush-era tax rates for another two

years. unemployment benefits are extended 13 months. and most workers will get a one- year cut in social security taxes. >> reporter: with complaints from democrats that the deal favored the rich, the deal was counting on republican votes more than ever. it's likely to be a sign of things to come as the gop flexes its new strength. >> reporter: the speaker of the house praised the bipartisanship but warned that republicans won't be happy with just a two-year temporary extension of the tax cuts. >> reporter: both sides are sharpening their knives over the next fight over the tax cut, two years from now, at the height of the next presidential campaign. joel brown, wjz eyewitness news, the white house. this means that someone making $150,000 a year, will have an extra $1,000 by this time next year. yet some democrats worry it will make things even worse for the retirement plan. still no improvement in the

job market. the state's unemployment rate remains steady. although maryland added more than 2,000 jobs last month. it wasn't enough to keep up with the number of people joining the job search. but we're still better off than the national rate. rising gas prices won't keep people at home. marylanders should still brace for heavy travel this week or next week. triple a is expecting a big increase in holiday drivers, compared to last year. denise is in the newsroom with details on the christmas rush. hi, denise. >> hi, kai. triple a predicts nearly 2 million people will travel. the big rush starts thursday, the 23rd. one of the big problems is still construction zones, such as the newark plaza. that's where backups reached 25 miles, the day before thanksgiving. but no matter where you're going, the stretch of i-95, between washington, d.c. and new york, has been labeled, the worst in the country when it comes to traffic delays.

kai? >> isn't that nice. denise, thank you. triple a says improved consumer outlook appears to be driving the increase this year. if you're waiting for someone to get home from work, let's check on the roads from wjz traffic control. are the roads getting crowded as people try to do a little shopping before christmas? >> well, they are, kai. but no matter what, it was much better than yesterday at this time. if you're on the north side inner loop, slowing there from greenspring avenue to harford road. we also have an accident on the north side harrisburg expressway. that is involving a fuel spill. that will tie you up an extra few minutes. north side outer loop, bumper to bumper there. and we have delays to watch out for on the west side inner loop, from 95 to liberty road. average speed, about 30 miles an hour. harbor tunnel throughway, in the northbound direction. heavy there from pulaski highway to 95. as far as 95 goes, in the northbound direction, we have an accident on the right-hand shoulder.

a store owner in texas takes matters into his own hand. three people pushed the store owner's wife in the back room. the owner mag managed to shoot. he was taken to the hospital with nonlife-threatening injuries. front end of a school bus got stuck in a sinkhole created by the water main break. two students on board. no one was hurt. it took more than two hours to pull the bus out of that hole. in head's healthwatch, personalized medicine is being used to fight disease. what is it? sandra hughes has tonight's

money watch update. the victims of bernie madoff's $65 billion ponzi scheme are getting some of their money back. the trustee who is recovering money for the burned investors has reached a settlement with the businessman. jeffrey pickauer's estate. he had been the single biggest beneficiary of the madoff fraud. he drowned last year. after suffering a heart attack at his mansion. washington is cracking down on debit fees. they proposed a 12 cent tax. currently, banks charge at least a dollar for each transaction. and lower revenues go by up to $2 billion. the proposal is still being debated. cash is still king, especially this weekend. a consumer reports survey found the majority of people who plan to shop the final week before christmas, plan to play -- pay with cash.

a pretty bright sky. we've seen a breakthrough of the clouds. sun is out. warmed us up to nice 37. we say nicely because we have been down to 27. and without the wind, the 37 is pretty nice. and it's also melted down much of the snow we had yesterday as well. we're now setting our sights on the weekend forecast. down to the bottom of your screen. direct your attention down just to the right of the 13. that is the low-pressure system developing down in the gulf that we have been waiting to see appear on the map. so we could have a better chance to understand where this was going to track for this weekend ahead. this storm system is developing, expected to track pretty much right along the eastern seaboard. the problem was whether or not it was going to track close enough to bring snow across the midflptic, especially in maryland. -- or far enough out. maybe it would just bring slight snow to the eastern sea board up the coast. we finally -- finally have some answers. right now, 35 degrees is our temperature.

just over freezing. the air is still pretty dry with a 15-degree dew point. 47% relative humidity. with wind from the west west/northwest. 29 in oakland. the coldest spot on the map. we're in the mid-30s across the state. 35 down toward pax river. 38 at d.c. everyone from washington county out toward allegheny in the freezing zone, which again is responsible for that is this wind from the north/northwest. just around 12 miles per hour. just a light wind out there. nothing too breezy. nothing too blustery. it has definitely been helping us tap into this air. it's just a steady, continuous flow that has been running down across the east. so this is what we're dealing with. this is expected to track far enough to the east that all we get out of it is just potentially a coating across most of the state. and then maybe trace amounts to about an inch or so, heading

down to the lower eastern shore. they are the closest proximity to where that low is going to be tracking offshore. looks like we're going to miss that. although it will be cold enough. the cold air stays in place. temperatures only be be in the 30s. our computer models now have it just glancing the eastern seaboard. so we should expect nothing more than flurries. and maybe just a trace of snow around the area. tonight, going down to just around 20 degrees. partly cloudy. below the average of 27. tomorrow, just around 35. areaiable. saints, colts game. just expecting, maybe some flurries around. nothing too major by way of snow. >> every year, local governments like to remind us that they're ready for the snow. mike schuh explains, baltimore county is unveiling a new tool to keep residents up to date on

the snow plowing efforts in their area. >> reporter: it's already arrived ahead of schedule. >> apparently winter does not officially begin until next tuesday. >> reporter: but as we found out, mother nature can't read. so back when the leaves were still on the trees, the county has been planning for just this kind of day and worse. >> whenever it arrives, we are ready. >> today, the talk is of enough money for the new year. >> if you take a look. we used this site yesterday to communicate some of the events that we had with the snow removal. and we're currently updating as we speak. >> reporter: residents cannot only tell the county what areas need attention. the county will tell residents how much snow will be moved from where they live. >> it's combined. >> shoveling out a parking spot on a public road. he says, you don't own that spot. but we all have to work together. >> be courteous, respectful of

serial killer lonnie franklin is charged with killing 10 women. but police fear there may be many more victims. this comes after a stash of sexually explicit pictures are found in his house. for more than two decades, a string of murders went unsolved. most of the victims thought to be prostitutes and drug users. all from a gritty section of south los angeles. police say the killer is this man. local mechanic, lonnie franklin, jr. who may have more victims. >> lonnie franklin's reign of terror in the city of los angeles, was spent well over two decades. and we certainly do not believe that we are so lucky or so good as to know all of his victims. >> reporter: franklin has been dubbed the grim sleeper because they believe he took a 14-year hiatus on his killing sprees. it was finally a bite in a piece of pizza that linked him. when they raided has home, they

discovered hundreds of photos of women. no clue what happened to them or where they are now. >> our main concern is these individuals and their identity. >> reporter: on thursday, lapd posted the pictures on a website. >> there's somebody's identity that we need to establish. there is some family in this city that goes without justice. and you will help us in achieving that for them. >> reporter: franklin could get the death penalty if convicted of the 10 murders he's already charged with. those cases may soon be solved. but now detectives are most concerned about the women seen in these 180 photographs. and finding out whether or not they are still alive. >> these people are not suspects. we don't even know if they're victims. we need the public's help. the public must remember, these photos go back 20 and 30 years. people will have changed their appearance. people will have aged. we're very interested in identifying these individuals and speaking with them if at all possible.

>> now, lapd detectives say they have already received calls since releasing those pictures. a brazen abduction in texas. and now, a growing hunt for kidnappers. eileen started her ordeal near dallas. police say three men faked a staged accident. then forced her way into a woman's car. security showed them forcing her to withdraw money from an atm. now, police have caught one of the three suspects. but they're looking for the other two. the entire eastern half of the united states remains in the grip of an arctic blast. the snow caused chaos on the roads here yesterday. but we got off easy, compared to some other areas. whit johnson has a look at weather woees. woes. from maryland down through much of the southeast, snow, freezing rain and ice made travel treacherous. you know, i'm trying to make it here the best i can and trying to take my time. >> reporter: slick roads caused

hundreds of accidents. in north carolina, at least three people were killed. in virginia yesterday, state police responded to more than 1500 crashes. crews were out in full force. as many as 700 plows controlled the roads in northern virginia alone. in one georgia neighborhood, simply crossing the street was dangerous. >> you could walk up the grass. but everybody had to crawl across the driveways. >> and this morning, the 100- year-old cleveland harbor west lighthouse is feeling the chill, completely encased in ice. >> wow. that was something, wasn't it, bob? live look outside at the weather picture today. we actually got a decent amount of sun. i even saw some melting. but is more snow on the horizon? wjz is live with first warning weather. >> most of this yesterday evaporated. was just gone from the sunshine. and the milder temps. got up to 37 as far as i could see. take a look at radar. we have a few high, thin

officer standing in the hallway. and invited him in. >> come in there. you have a gun? >> reporter: jones tried but failed to lure duke out of the room. so he ran to his car, grabbed his big gun, more ammo, and his bulletproof vests. then he slowly opened the board room door. >> and when he did that, he squared his back to me and both hands in front of him. and i knew he was going to shoot. >> i'm going to kill you. >> fired my first shot. i saw him flinch and i knew it hit him in the back. but he kept shooting. so i came to this position. and i fired another shot. got to about here and fired another shot. finally, he went down. >> reporter: jones hit duke at least three times. >> approximate when he went down, his arm came up and he started shooting at me. >> reporter: so jones crawled for recover behind the back row of chairs. >> i was firing shots on the ground like this. trying to keep him pinned down. and i looked and he wasn't

moving. and i thought, okay, he's dead, the gunfight is over. and about that time, he pulled his gun to the head. >> reporter: duke was dead. but miraculously, superintendent, bill husfeld was alive. >> when he came up, i went to my knees and started crying and said, oh, my god, he's alive. >> reporter: alive because of mike jones. mark strausman, cbs news, panama city, georgia. >> duke's wife said duke likely missed all of the board members on purpose. but police contend his intent was to injure or kill. metro and tsa officers checked randomly selected bags for hazardous materials. the transit system says they generally won't have to be open for inspection. unless they suggest the need for a closer look. the searches will start within a few days. they fought to save a life.

and now they say they will fight the fine. it all revolves around the rescue of a deer, trapped in icy water last night. alex demetrick reports, that good deed was rewarded with tickets. >> strangers banded together to pull a deer out of the freezing water of the patapsco river last night. >> we seen the deer going under. it couldn't maintain -- it started to freeze and it was getting bad. >> we had ores --or -- oars and shovels. >> but in the aftermath of the rescue. >> come on, girl. >> a natural resources police officer on the scene wrote both men a ticket. >> and he didn't say anything. we went in and out of water numerous times. he didn't say anything at all. >> he ticketed them for not using life vests. >> we didn't have life vests on, but we're not 16 years old. there were personal floating

devices on the boat. >> natural resources would not go on camera but said both of them were warned. >> they could have said no, take it or you'll get a ticket. >> they'll fight it in court as they fought for the deer. >> i am not going to let an animal die. >> you can't replace the feeling that you saved an animal and a life. >> the two men ticketed say they will fight the citations at a court hearing in annapolis, set for february 18th. well, this story is generating a lot of comments on wjz.com. and kai is in the web center. i'm not going to comment. but he's following what other people are saying. kai? >> i'm not commenting either, denise. but i will give you their comment. most of the comments were overwhelmingly against the officer who posted this. kim moore writes, this is

police in philadelphia fear a israel strangler may have killed his third victim. autopsy results are in on a woman found dead in a vacant lot in kensington wednesday. police say casey mahoney was strangled and there were signs of sexual assault. based on similarities, police think the kensington strangler may have struck again. kai is in the newsroom with more. 48-year-old gary amaya was killed by a customer, as he tried to rob a store last weekend. hours before the attempted robbery, police say amaya tried to kidnap a prostitute. the -- the woman says he tried to force her into the truck saturday. police found a woman's purse, along with handcuffs, and rope inside amaya's truck, after he was shot and killed. ballistics tests showed amayay's -- amaya's gun.

oakland is still cold. they have not been above freezing in i don't know how long. three weeks. winds have generally been out of the west/northwest. dead calm in easton and patuxent, at around 8:00, 9:00, 10:00 out to the west. so there it still a bit of a breeze, which make its feel cooler than it is. finally warmed up. miami, after having the entire month, averaging over 10 degrees below normal for miami. that's significant. they're up to 75 this afternoon. and tomorrow, they'll be again in the 70s. with 20 up in chicago. there's still plenty of cold air, generally from this area north. south and west is not too bad. phoenix at 61. and new orleans at 54. which is a little cool for them. the weekend we have been talking about a system coming across the country. well, here's some snow already.

around new mexico, west texas. it's heading to the southeast. it's going to hook up with the low pressure. however, at this point, based on all of the models we have, it's going to miss us, head out to sea. the only area of impact we think will be like eastern virginia. acammack county. maybe salisbury, ocean city. west of the bay. if we get a few snow flakes on sunday, that's about all we're expecting at this point. looks like it will be too far out to sea and get this act together. too late. now, for new england, that is a different story. boston up to maine could see 4 to 8 inches of snow, second into monday. it will be colder. the weekend. and sunday for the ravens game. temperatures in the low 30s with plenty of clouds. southeast winds on the bay. light. bay temp, 39. tonight, generally clear. it's partly cloudy. low around 20. average low is still in the mid- 20s. then tomorrow, 35. cloudy skies. average high at 45. so another cold day. and late tomorrow night, the
