and it's hitting people in this tough economy, in their wallet. derek valcourt has more. >> reporter: folks aren't too happy when they pull up to these tolls and others across the state, and come face to face with what amounts to the largest increase in toll package in maryland history. >> reporter: starting today, higher tolls are the new reality. and some aren't happy. >> the extra money that i have to put out for it, it's crazy. >> reporter: here's the breakdown. tolls for the tunnel go up from $2 to $3. with the commuter rate increasing from 40 cents to 60 cents. the ez pass rate stays the same until july 13th. and on i-95, hateem bridge, the toll goes up from $5 to $6. and raze pas -- easy pass rates jump. >> the hike on the toll

actually drove me down here to get an easy pass. >> reporter: state officials insist they need these toll increases to pay so they can maintain upkeep on their aging bridges, tums and -- tunnels and toll facilities. >> reporter: it will also help cover the cost for the i-95 express lane. and help pay for debts on the $2.5 billion interconnector highway on 290. that's the reason some drivers don't mind forking out more. >> if you want good roads, have you to pay for it. >> exactly. >> but daily harbor tunnel users like maurice say the toll hike adds more to his commute every month. >> they take this right from the toll pikes, which is outrageous. >> reporter: the new tolls, expected to generate some $90 million in revenue for the state in the first year alone. we're live at the fort mchenry

toll plaza, derek valcourt, wjz eyewitness news. >> phase 2 of the toll increases will begin in 2013. a lockdown at towson university turns out to be a false alarm. students and employees received text messages and were alerted to stay inside this afternoon. police said they were looking for a man with a gun on campus. but the man turned out to be carrying a prop gun for an acting class. the situation lasted about 20 minutes. police are investigating reports of violence at the "occupy baltimore "protests. vic is in the newsroom with details. >> female "occupy baltimore" protestors reported being assaulted and robbed. someone stole money from the woman as she slept inside a tent. police are denying reports that the victim was sexually assaulted. but officers did offer her a precautionary rape exam. detectives are asking anyone with information to come forward. >> reporter: police are working with "occupy baltimore" leaders as they continue their

investigation. right now, a search is under way for four men wanted in connection with a gang rape of a 14-year-old 14-year-old girl. police catch one suspect because he's wearing an ankle bracelet, monitored by the state. tonight, tough questions about whether or not he should have been in custody. wjz is live at city police headquarters. mike helgren investigates for us. mike? >> reporter: mary, this is certainly a horrific crime. a man with a violent record. the department of public safety tells us that the system worked as it should have. gps said they are not crime fighters. >> 22-year-old lucky crosby, a parolee, charged with raping a girl, was considered one of maryland's most violent offenders. put underex trascrutiny.

>> there is a lot of outrage in terms of trying to contain people who are violent. >> records show crosby was freed september 7th, after serving handgun charges. >> eventually, you'll do your time. and with good credit, you will be released. >> reporter: the state said crosby had no violations before this, had a job, no violations and checked in where he was supposed to. >> putting crosby at the scene. without that, it may not have happened. but it is not done in realtime. >> obviously they thought there was a problem with this guy. that's where they did the gps monitoring. >> reporter: gps has come under

fire. prosecutors said it failed to keep lamont davis in check. the difference, though, he was supposed to be monitored 24/7 and he was not. >> one would think if he was that high of a risk, they could have considered some sort of home detention. but that's sort of after the fact. coming up, much more, including their role and gps. >> mike, thank you. proz bee faces charges. a man is killed. police say 52-year-old freddie jones was robbed and shot outside of the carryout last night. detectives believe it was a robbery attempt. they're searching for three men who ran away from the scene. this is the third time in three years someone has been shot at that same carryout. hundreds of students are evacuated and some are

hospitalized, following a chemical spill at a city school. mary bubala explains what happened. two students taken away after firefighters and police responded in the 1600 block of lombard. >> just nervous to see what is going on here. >> first hearing there was a bomb threat. then that chemical spill forced all students. >> everybody was evacuated. and they were trying to get out fast. >> then i saw kids getting in an ambulance. so it was just a lot of confusion. >> reporter: firefighters tell us several students went into a storage closet and found a jar filled with an unknown chemical. >> they were start beal by the cal. >> two of those students were sent to the hospital as a precaution. students say it was

formaldehyde. but the firefighters aren't taking chances. >> our hazmat continues to run tests on this subject. >> i'm blad everybody is safe and okay. >> reporter: and students were allowed to return to class after the spill was cleaned up by hazmat crews. school leaders tell us that chemicals are kept in a closet. businesses wondering how they'll survive without their landmark attraction. adam may has more on the area's future. >> kai, the tavern was responsible for this. and one businessman described the area as a gulf coasttown. >> reporter: over the years, thousands of people have dined in this restaurant now in ruins the mount washington went up in flames. >> big hole in the neighborhood.

>> reporter: very concerned about how more than a dozen other restaurants and retail shops will survive without the area's biggest draw. >> we send each other clients. people come here and then they'll stay and see friends. it's hard because the foot traffic for businesses on either side is going to be cut off. >> on top of that, 70 people lost jobs at the tavern. and employees at other businesses like this salon, are now concerned. >> it was a great place to go meet friends, have a drink and hand out cards. so i'm concerned. >> it could cut into your paychecks? >> absolutely. despite the tragedy, there is some optimism. the owner says to expect better, new locle cavern. >> there could be a silver lining to this dark cloud?

we are following breaking news right now. >> bad day for crashes, kai. this is eastbound event woodlawn. multiple vehicle crash. several sport utility vehicles in a car. it appears most of the injured have been removed to two local area hospitals. it does not appear to be life- threatening. but had it has caused

significant damage to several vehicles. they just opened one lane of eastbound 70. and backup extends. expect delays if you're coming from marriottsville-howard county area. >> thank you, captain mike perry, reporting live. an emergency landing caught on tape. a plane traveling. forced to touch down without any landing gear. manuel gallegus has the intense moments for wjz. >> this passenger was just one of the 220 who had the ride of their lives. the boeing 767, carrying 220 passengers, skidded on its belly down a runway in war saw. >> passengers were told during the flight that something was wrong. but they didn't know exactly what until they were safe on the ground. >> they landed. >> the pilot circled in the sky above the runway for an hour,

dumping fuel, trying to fix the landing gear. the airline says the plane's simple hydraulic system failed. the pilot's knew shortly after taking off from newark, they had a problem. but an aviation expert said they likely continued to their destination, to lighten their fuel load on the way. >> reporter: on the runway, firefighters laid down a massive coat of flame-retardant foam. flames shot beneath the cabin as the boeing 767 skidded to a halt. crews doused it. according to an airport spokesman, passengers were taken to a terminal, where psychologists were awaiting to talk to them. it's unclear how many americans were on board. in new york, manuel tbaleg us, wjz-- gallegus, wjz eyewitness news. >> although no one was injured, some passengers were panicking, crying, saying their final goodbyes to each other before the landing. if you're waiting for

someone to get home from work, here's a look at the roads. >> captain mike definitely had it right. it is a big day for accidents. let's talk about 70 eastbound. one lane is open. but that delay does extend past the county line. we also had a lot of congestion. over on northbound 95, we have an accident, 895, the left lane is blocked. that's been there for quite sometime. and traffic is backed up to route 216. about 30 minutes to get through. 15 minutes away on the west side of the inner loop, that's from frederick road to security boulevard. and on the top side inner loop, we're looking at delays to dulaney valley road. about 21 miles per hour average, as you can see by our speed sensors there. other accidents include warren road at york road, in the cockeysville area. collins ferry road. and also wilson at mcculloch. let's take a live look. you can see, that's a picture of the congestion, 70 westbound

nonfatal shootings cut in half since 2000. and juvenile homicides at their lowest rate in 30 years. but the commissioner says more needs to be done. >> other cities have successfully brought down crimes, more than baltimore. >> yeah. >> what is your goal? >> well, i'm -- you know, the goal is beyond the numbers. here's what we know. is that while the numbers have come down over the last four years, it hasn't changed people's perception. >> some of it is the patrol. so they see officers in their block, making sure that officers are courteous, and they're delivering great service. >> reporter: appointed in 2007, he brought stability to a force that had a revolving door for commissioners. he is peppered with technologies, including this one. >> they want you to catch shark, barracuda. they want you to catch all of the dangerous fish. >> it's meant to help cops understand why casting a wide net to catch fish doesn't work. >> what the neighborhood wants

it's 5:28, 59 degrees and clear. good evening. thank you for staying with wjz eyewitness news. here are some of the stories people are talking about tonight tonight, pleading for his life. a jury hears from the man convicted of killing a gas station owner. the jury is deciding if hitman, walter bishop should receive the death penalty. >> kai, the jury has been deliberating for close to three hours even prosecutors say deciding whether she should live or die is a daunting task. >> it took them 24 hours to decide if walter bishop should live or die.

but now,. >> reporter: members have not reached a verdict on how bishop should pay for the crime. >> i just came toward him, closed my eyes and pulled the trigger. >> reporter: some say he should be eligible for the death penalty because of this, a chilling videotaped confession. it points to a troubled childhood and mental reasons including his father, walter bishop, sr. >> this is my boy. and he ain't like that. and if i had been a father back then, and i blame half or more of it on me. if i had been a father to him, none of this would have happened. >> reporter: pleading for his life. defense attorneys also argue that he had no priors on his criminal record. but the victim's wife stands accused of orchestrating the murder murder-for-hire plot.

still, prosecutors paint a record of wanting money. >> he said, every morning i wake up and relive the events of march 1st. it haunts me in my sleep. it haunts me when i'm awake. i want to express "i'm sorry," with every fiber of my being. i'm sorry you lost your son. >> i want to take his hand and lead him out of there, and i know i couldn't. >> reporter: bishop also spoke to the jury. he apologized to everyone who had to make such a life- altering decision. for now, live in bel air, weijia jiang, wjz eyewitness news. >> carla porter's trial is scheduled for next spring. she also faces the death penalty. a bad traffic accident causes big delays in baltimore county. sky eye chopper 13 is over the harrisburg expressway. a car caught fire near the parkton exit. state police shut down the road

while they investigated the accident and cleaned up the scene. police say a deadly accident on the eastern shore was caused by a sneeze attack. it happened on route 50 eastbound near salisbury. it appears the driver suffered a sneeze attack, lost control of his vehicle, and hit a tree. a 30-year-old passenger died. the driver is hospitalized, facing charges of negligent driving. a woman is in a coma, after police say two children drop a shopping cart onto her head. denise is in the newsroom with details of the dangerous prank. denise? >> well, kai, two 12-year-old boys allegedly threw the shopping cart off a parking garage at a target. the shopping cart plunged on top of a woman who was at the store, to buy halloween candy for underprivileged women. the woman went into cardiac arrest and remains in a medical- induced coma. the two boys who threw the shopping cart are facing charges in family court.

kai? >> the victim is a mother of two, who works as a real estate agent and volunteers with her church. >> a teenager was hurt during a haunted house accident in missouri. this is video. police say the teen, who was an actor in the attraction, was rushed to the hospital, after getting her neck tangled in a noose. they say it looked like the girl stood on the side of the bathtub, put the noose on her head, and then slipped. she's in critical condition. a man will spend time in prison for his role. the tug pilot accidentally rammed his barge into a duck boat last year, killing two people and injuring 35 others. prosecutors say he was injured and talking on a cell phone. today, he was sentenced to a one year and one day behind bars. he said he prays for the victim's family every day. a critical decision for the man accused in michael jackson's death. dr. conrad murray will not testify in his own defense. karen brown reports for wjz from los angeles.

>> dr. conrad murray never took the stand in his own defense. >> mr. chernoff, are there any additional witnesses or evidence on behalf of the defense? >> no, judge. >> reporter: testimony ended at the manslaughter trial of michael jackson's personal physician, without dr. murray facing questions about what happened to the pop singer. jackson died from an overdose of propofol. >> please be seated. >> reporter: instead, over 22 days of testimony, the panel heard from 49 witnesses, include police officers, ex- girlfriends, and medical experts. >> the final two witnesses may just be the most critical. two leading propofol experts, one for each side, with completely different theories of how michael jackson died. >> these models all are subject. >> reporter: dr. paul white, the defense witness, said the pop singer likely injected himself, with a lethal dose of the powerful anesthetic to help him get to sleep.

lawyers say he likely suffered from insomnia. but the state's top expert blames dr. murray, saying he gave too much in an iv drip and left him unattended in his bedroom. closing arguments were set for thursday. then the jury begins deliberating. it comes down to one fundamental question. is dr. murray responsible for jackson's death? or did the singer himself administer the lethal overdose? in los angeles, karen brown, wjz eyewitness news. >> court resumes thursday. secretary of state hillary clinton is mourning the loss of her mother, dorothy rodham died early this morning. clinton canceled trips to london and turkey yesterday so she could be by her mother's side. she was with her when she passed away. rodham is survived by her three children and four grandchildren. she was 92 years old. herman cain is still fighting back and answering questions about sexual

harassment allegations. this comes as other republican presidential candidates campaign in iowa. danielle nottingham reports for wjz from the white house. >> reporter: gop white house hopefuls topped off their economic agendas. >> they say there will be no corporate tax for people who make things here in america. >> they're spending a lot of time with the with -- state, with just two months until the caucus. michele bachmann and rick perry each had the lead. they are looking to regain that momentum with their plans to create jobs. >> i want more to create jobs. >> i want to have a flatter, fairer more simple tax. >> reporter: current front runner, herman cain was missing from today's event. he's in washington. but instead of talking about

his 9-9-9 plan, he's still addressing sexual harassment allegations. >> he led the national restaurant association in the 1990s. he's had to back pedal, after initially denying he knew anything about it. >> any discrepancy is just merely because trying to remember what the parameters were from 12 years ago, is just a little difficult. >> reporter: so far, cain's explanation is not hurting his fundraising. his chief of staff said the campaign raised a quarter million dollars online in one day. >> reporter: danielle nottingham, wjz eyewitness news. >> mitt romney, who trails cain by a point in the latest des moines register poll was also a no-show at the iowa event. it is official. bank of america is dropping its plans to charge a monthly debit card fee. the bank caused an uproar when it announced it would charge customers $5 per month to use their own money. today, the bank announced it is

scraping those plans after listening to customers and recognizing their concerns. a civil rights champion speaks out in support of same- sex marriage in maryland. political reporter pat warren explains how the former chairman of the naacp is impacting the marriage equality debate. >> reporter: julian bond is nationally recognized as a champion of civil rights. >> i know a little something about fighting for what's right and just. >> reporter: and in his view, that's fighting same-sex couples. >> he knows it is a huge thing. >> my stock in him has gone completely down because the bible is right. same-sex marriage is wrong. >> reporter: a gonzalez poll shows while a majority of white marylanders favor changing the law, 59% of african americans are opposed. some african american leaders in maryland who support gay marriage are making it a civil rights issue. and they're drawing fire. >> now, remember, the real civil rights movement started

in the church. >> reporter: marylanders for marriage equality is apparently not taking on that argument. >> it's not a civil rights issue, in your view? >> i think it's an issue of couples going down to city hall to get a marriage license. and i think all loving couples should be able to do that. >> reporter: supporters of traditional marriage say the message is implied. >> i think one of the things we're up against is the fact that there are so many persons outside of the church, who had very strong opinions about the idea of gender. and unfortunately, some of them influencing some of the church members. can you fight that? >> i think you can. >> reporter: both sides of this issue intend to exert strong influence over the general assembly next year. i'm pat warren. reporting. now back to you. >> thank you, pat. governor martin o'malley is sponsoring the bill to legalize

and harbor east. free of charge. >> the charm city circulator is a great way for commuters to connect to other forms of mass transit, in the city such as light rail, marc train and the subway. >> reporter: east baltimore resident, angela lapray doesn't have a car. and getting downtown was tough, until now. >> because they have an excellent schedule set up. it's going to provide easy transportation. that's the main thing. >> reporter: the new route will help johns hopkins employees, too. as the stop is right outside. >> it's also going to bring other people to this location, to the life sciences concentrations. >> reporter: from sunday to thursday, the bus runs every 10 minutes from 6:30 in the morning, until 8:30 at night. >> reporter: the green route will cost $1.3 million a year to operate and join two are the routes in the city, totaling 26 buses. money angela lapray thinks is well spent. >> it's free. >> reporter: andrea fujii, wjz

eyewitness news. >> and the green route has 26 stops. to see a log, click on news. we're following breaking news out of east baltimore. sky eye chopper 13 is over a fiery accident. let's go to captain mike perry with more. mike? >> reporter: this is just crazy out here, kai. this is tavoly and carltoon. you see two vehicles. one has driven off the sidewalk into a yard. the second, you can see here burning pretty hard. police officials on the scene. it's not clear whether this was involved with police activity or not. there were a lot of police activity here when we first got on the scene. and they are still waiting for the fire department. it's not clear whether everyone has been evacuated from these vehicles or not. we'll continue to monitor the situation. this is just south of 33rd street and a little west of harford road. so as we continue to monitor the situation and see how this goes, we'll keep you updated. back to you. i do see a lot of plain clothed officers on foot, on

one of these two vehicles before one of the vehicles collided with another -- looks like a vehicle. they have several other people. the other on fire. they are rendering assistance. paramedics are just arriving on the scene. again, not clear what the person was wanted for that city police were after that particular vehicle. but as you can see, it's come to a stop here at tively and carlton. back to you. >> captain mike, thank you. a man is dead after his morning workout becomes violent at a new york gym. police say a 32-year-old man attacked another member, damaged equipment, and threw things at officers when they arrived. police say they had to taze the man several times and he went into cardiac arrest. he died at a local hospital. investigators are trying to determine what caused the raim and if police used appropriate

force. several animals, dead after a new jersey zoo burns down. the fire started at animal kingdom zoo in springfield township. the owner says he lost several dogs, cats cats and giraffes. the owner's wife died at a fire in the zoo earlier this year. an old freezer started that fire. he believes a furnace for the giraffes started this one. the fbi is investigating an explosion inside chicago's o'hare international airport. a united airlines worker was moving a piece of luggage when a battery inside opened. the suitcase exploded, causing burns to the man's arms. they believe it was an accident and don't suspect criminal activity. in this economy, homeowners are pulling out all the stops to sell. now, helping american troupe -- troops win wars, being used to help market real estate. photographer daniel garrett has put together his very own droin.
