2news.com/facebook. tonight a mother says she has no idea what to do next after her son was the victim of bullying at his school. >> she said the boy who is 11 was punched in a classroom. we are in the newsroom. >> reporter: the issue is that the mother said there were signs her son was being bullied before he was hit. she said school officials didn't pay attention. she has five children, her 11 -year-old is a 6th grader. about a month ago she got a progress report telling her his grades had started to fall. >> he wasn't paying attention and. >> reporter: he was braces to help him walk. it took a while but she said he finally told her. >> he said there were a couple kids in his class teasing him and messing with him. he was upset. >> reporter: she called and e- mailed his teacher and the principal but this week it got worse. monday another boy punched her

son. he didn't want to be taped but you can see the mark inside the white of his eye. >> i was upset. you guys knew, you know, that something was going to happen. i felt like they just ignored it. >> reporter: while the school can't comment on the specific case they say they take reports of bullying search seriously. the polyspelling out the procedures for investigating reports and offering support. janelle says those procedures didn't protect her son. she said he won't be going to school in the morning. >> i don't feel safe. i don't feel safe sending him back. i'm not okay with that. >> reporter: she has filed a police report regarding the incident. she still says she is still waiting for a response as to what happened from the school system, the principal or the boys teacher. abc 2news. >> we have team coverage on

the battle against bullying. in about ten minutes preston will have the creative approach one girl is taking. she calls it stop the bull. that's in about ten minutes. >> baltimore city police are looking for the man they say shot at a car. it happened tonight in southwest baltimore. police say a man in his late teens or early 20s wearing a gray hoodie and riding a bike fired shots in to a parked car. the driver drove a shopping center and called police. if you have information you are asked to call the police. if you aren't happy with the way lawmakers spend your money create your own plan. that's what people do tonight at a city budget meeting. residents were asked to come up with their own balanced bunt. they sat down without the budget proposal and did their own math adding and subtracting. >> parks and recs half a million in public safety and the rest spread out.

ignore. the very same reason this animal became the poster cat in an effort to pass several animal anti cruelty bills in annapolis earlier this year. >> i think her case really helped sway some of our state lawmakers to get going and pass the bill and it became a record session for passing of anti animal cruelty. >> reporter: which is why she will be crowned cat of the year by the american society of the prevention of cruelty to animals. the change her story helped bring and the successful successful prosecution of one of the teens responsible is now an accomplishment of note. >> she suffered a horrible injury but i think it shows some of the work of the commission. >> reporter: work that will also be honored by the aspca. carolyn griffin is the chair of the anti animal abuse commission. she will share the stage with the cat later this month to get

her own award for quitting a private law practice to lead the anti animal abuse prosecution and education effort. a unique commission, first of it's kind in any american city. >> i think it's endorsing baltimore's efforts, we have really been on the cutting edge in trying to stop this crime and it seems to be working >> reporter: they are starting to see increases in animal abuse convictions and have just launched a new campaign with known local sports figures and their pets, huge strides to combat a troubling problem here. success the aspca will honor this month by highlighting a tragedy and just what can come of it. in baltimore. abc 2news. >> they will be honored in new york november 17th at the aspca humane awards lunch. >> now, maryland's most

city. 41 in york. you can see the visibility changes, less than a mile from easton to dover. we are down to five in baltimore. that fog trying to creep in out of the east but that front pushing in out of the west which should help clear that out. humidity high though when you hit that 100% mark you can bet there will be that potential for fog especially with no wind to speak of. tomorrow neighborhood by neighborhood, federal hill and fell's point, mid50s around midday and then temperatures will rapidly cool off. our satellite radar view showing some of the showers pushing in out of the west and to the east there is a weather maker as well. more on that but you see that cold air, that's the main thing lue notice. a few showers but breezier and colder air punching in. it'll hang around for veteran's day. off shore, here we go, we have tropical storm shaun which could make hurricane strength tomorrow. the outer bands of showers should stay safely off shore of
