now, abc 2 news at 11:00. >> an exclusive on abc 2 news at 11:00, one state lawmaker taking action to strengthen child sex laws in maryland. christian schaefer with what you will see only on 2. she was like i don't know what to do. >> tonight we hear from a mother of victim number 1 in the jerry sandusky sex abuse scandal. i did not want to beat those boys up. i am so geeky i wanted to take them to court. >> she is wanted to take them to court. how bad he some children like abby are being treated. [ inaudible ] we begin right now with fallout from the scandal at penn state now having an impacts right here in our

state. >> in maryland, if an educator knows about child sex abuse it's illegal not to report it. christian schaefer has new information on a push to put teeth into that law. >> reporter: information coming to us, within the past few hours, if a local state senator is successful, it would not environmental be a crime if an educator failed too report child sex abuse, the person who didn't report it could go to jail. who wouldn't call the police if they knew a child had been sexually abused? investigators in pennsylvania say penn state legend joe paterno didn't. state senator nancy jacobs says there have been case necessary maryland involving adults who were supposed to be responsible for protecting children. >> interview: i'd like to think that the majority of the people would report it, but there are cases where they don't. >> reporter: right now in our state, if an educator has a belief a child has been abused

they must notify the police but if they don't there's only a civil fine. she says that's not enough. >> interview: we're looking at criminal penalties, especially in the instance of an educator. >> reporter: the law is even weaker in pennsylvania. authorities there say paterno didn't do anything illegal when he failed to report to police what a graduate assistant told him. the assistant, mike mcqueary, says he saw defensive coordinator jerry sandusky sod mice a 10-year-old boy in a shower. jacobs says she hopes the scandal and the strengthening of maryland's law will bring more attention to the fact that in an educator knows something they have more than just a moral obligation to report it. >> interview: i think, if you're gonna have a law, you need to have a penalty if you break the law. >> reporter: once again, the senator says she has just begun developing that legislation tonight so she is not ready to say just how much of a penalty she is hoping to have included in it. by the way, people who do report sex abuse in maryland are not libel to be prosecuted criminally if they happen to be

mexicos and a heavy heart that this occurred that i'm going through this. >> reporter: now tonight, one local newspaper is reporting that this new head coach has been asked by the trustees to keep coach mike mcqueary off the field during saturday's game for his own safety. mcqueary is the one who says he witnessed jerry sandusky sexually abusing a 10-year-old in the shower and reported that to joe paterno. also penn state's trip to the alamo bowl in 1999 is attracting the interest of texas police over these allegations. we want to help you over tonight's abc 2 news. there are several signs you can look out for when it comes to sexual abuse of children. they say they may begin to have some sudden mood swings involving rage, fear, anger, or withdrawal. other things to look out for, fear of being left alone with a specific person or a noted difference in the way they act around a specific person. victims may also revert to

earlier childhood behavior such as bed-wetting or sucking their thumb. if you suspect child sexual abuse call 911 right away. you can also call your county's protective services office. tonight, if you have a problem with wine or beer in baltimore city you pay a 2% tax. the mayor's office is reportedly thinking about bunching that up to 5 cents, that would bring in about $23 million a year, the money would reportedly be put towards school construction. the mayor's office is expected to make a formal announcement sometime this week. you know, the rouse company had this idea to make ocean mitts just like colombia, houses a rink and a mall. in the 80s you could not find a spot at owings mills, they had sacks, benny talk, most of the mall is now empty. listen to this. growth properties is teaming up with kymco, they are going to demolish the mall, macy's, pennies and the movies will stay. we are told it is going to look more like the hunt town when it

is all done in a few years at a cost of $65 million. a top general took responsibility for how some people's remains were handled. there was an outrage about tissue and other dna material cremated and shipped to a landfill in virginia. earlier this week they admitted the body parts of some soldiers killed in iraq and afghanistan have gone missing. a colonel and two civilians were disciplined and general norton told lawmakers his expectations have been made clear. >> interview: our obligation is to treat our fallen with reference and dignity and respect. the people who did not fulfil our expectations were disciplined and there is no doubt what our expectations are today. >> reporter: the air force is investigating and defense

secretary leon panetta has also ordered an independent review. army lieutenant david cabrera died recently in afghanistan. he was 31. today the governor ordered flags flown at half-staff in honor of his service. tomorrow is veteran's day and for a lot of people that means a day off work, maybe a good sale at the mall, but veteran's day is supposed to be a time to honor people like lieutenant colonel cabrera and all the men and women who have served our country. abc 2 news wants to recognize our veterans like joseph madden, that's him on the right. the abington resident served in korea back in 1953, his daughter sent this picture in. you can do the same. accepted your pictures into picks. pix. at wmar.com, or put them on our facebook fan page, tell us when and where your vet served. put some of them on the air tomorrow so be watching.

in weather watch, things clearing out, we had some showers over maryland's most powerful earlier tonight, now a little bit of rain down towards the beaches, some light wintery type showers over garrett county into west virginia and those are fizzling out and glad to see that. much cooler air spilling in out of the north and west. places like altoona, in the mid- 40s here, as those breess pick up things will key clear out overnight. as we look at the veteran's day forecast, a blustery day in the 40s for the most part as we go through the afternoon for all the veteran's day activities things should stay dry. we've got much more on the weekend in just minutes. today's bad weather actually forced road crews to put the con a wing go bridge repairs on hold. the stretch that rinse over the con a conawingo dam was

tonight. several amazing piece of video. the moment the shaking started in the city of van. you see a mass of people running into the streets followed quickly by a huge cloud of debris as the buildings on either side of the road collapsed. >> at the same time we had a traffic camera on the outskirts of the city. it caught the start of the shaking. look at this. you can see cars swerving as the street lights went out. see that. back in the city's center you can see pops of light and then explosions possibly from fallen poles or wires. now in the city center, crews are working around the clock with pick actions and earth moves trying to find survivors. at least 28 people have been pulled from the rubble. a tv crew caught rescue workers performing cpr on one person who had been trapped under the weight of a collapsed building. 5.7 magnitude quake hit last night in the eastern part of turkey. >> it came on the heels of a larger 7.2 earthquake that hit that same area at the end of observation. that one killed 600 people and significantly bake end many buildings and workers say that the rescue, like the one we

>> reporter: most of us are planning to shop online this holiday season and the biggest day for online shopping is cyber monday, the monday after thanksgiving, which is also the monday after black friday. but more and more we're learning that cyber monday may not be the day for the best deals. many people know they flip open the laptops and start shopping the monday after thanksgiving. but smart money magazine says you may find better deals online on black friday it believe it or not when most people are at the mall. and based on a survey of thousands of transases smart money lists some of the best days to do your shopping online. if you're buying books this holiday season smart money says prices are often lowest on saturdays because web traffic is lowest. for electronics, mondays, that's when manufacturers launch their weekly discounts, for clothing, however, it says shop on thursday, the day weekend clothing sales start,

baltimore-based survey to show the impact of bullying on autistic kids. camping inside suits abby mahoney and her younger brother aidan. the tent is a place for them to play and, look at this, in about 10 minutes abby created animation on post-it notes. >> interview: it's a ballet. >> reporter: her talent seems endless but çunfortunately it ç hasn't been celebrated among many of her pierce. abby was diagnosed with asperger syndrome when she wassle. she is on the high end of the autism spectrum, above her great level in academics but slower to develop social skills. in fourth grade she says bullying became the norm in her baltimore county school. >> interview: i would raise my hand every 5 minutes to talk to a teacher about it. >> reporter: so her mom took the tent to the classroom. it's where abby could go when she felt frustrated but, soon, signs were posted on the sign saying "for sale." >> interview: i didn't actually want to beat those boys up. i'm so geeky i wanted to take them to court. >> reporter: abby gets upset when here hears her mom talk about those times so she

chatted with us from kennedy kreiger. that's where a study is underway to look at how bullying impacts autistic children. patricia ma hone you knew her children was different around age 3. >> interview: preschool, a letter of the week, she wanted to bring a rabbit when the letter of the week was l because rabbits belong to the scientific tax on me order called lagamorph. >> reporter: she said classmates taunted that point until it made the school situation intolerable. >> interview: i tried to ignore it. it was trying to lure and then tease you. >> reporter: her mom home schooled her for the next few years. the experience led mahoney to participate in the bullying survey. >> interview: that will provide some hardest for parents going into a principal's office and trying to say "this is not just this little thing that happened here with my kid, this is something that is a pattern

that is happening everywhere, these children are especially vulnerable." >> reporter: the survey can be filled out on line. researchers want to know the answer to such questions as how bullying affects children with autism spectrum disorders and it asks about siblings like abby's 6-year-old brother who is not on the spectrum. abby is in a new school, now, she doesn't believe there are any limits to her future. her creativity comes out through her music and her ability to draw. skills that are no longer shut down by bullies. >> interview: if someone is making you feel hurt, uncomfortable or insulted or in any other way bullying you, there is no bad at theling. telling is good. >> reporter: way to say it be a be. well to join the interactive autism network you can take part in the bullying survey there. we have a link on our web site, abc2news.com. participants will have a chance to access the answers from other parents allowing them to compare their experiences, you can see you can log in right up

biggest myths about bullies. visible numbers unaround 10, so that's good, conditions clearly out. we like that. but on the whole the rain picture has been drying up. in fact, i'm gonna take us back to maryland's most powerful radar and you can see right now, basically, very little left. we've got a couple of showers down through the ocean city area, but even those are headed out to sea now, so clearing out even in the can dream eastern edge of the state. that's good, should mean a dry nature as we head into veteran's day. through the rest of the night, 44, and winds picking up in the west northwest, going to mean quite the chill in the air, especially as we go into the day tomorrow. as we take a look at the skies above as we finished up the day in baltimore we did see basically thick clouds begin to break up just a little bit but still there were showers to deal with right through sunset this evening before things finally dried out. a little bit of a slick commute out there. take a look at some of the numbers. we're still in the mid-40, baltimore eastward back through the beaches, but to the west

already below freezing out in oakland and out toward deep creek lake. north winds will continue to come in and in fact intensify through the day tomorrow. these winds will dick up 10, 15, 20, could gust 25 or higher at times, so it will be a brisk blustery kind of a veteran's day friday around here. but then winds will begin to relent into the weekend. for tonight they'll stay up and be quite the wind chill to deal with overnight tonight and into the morning commute. already feeling like the 4030s out there, quite did change from the last several days and the bulk of the week we just had. out to the west we had one little line of wintery weather that pretty much diminished as it headed no to western maryland. behind that line, not much out there, a big area of high pressure meaning clear conditions into the weekend. we've got that one windy day as this thing begins to edge its way in. tomorrow a mix of clouds and sun, by saturday it looks like just about all sunshine. and how about a look offshore. what's left of tropical storm shawn, you can make it out here
