vehicle collided with a telephone pole. the other vehicle spun out onto magnolia avenue. initially, we reported that an atf agent was taken out of the suv. it is not clear whether that was the case now. but we do know that one atf agent was taken to shock trauma, with nonlife- threatening judiciaries. several other people -- injuries. several other people who were taken on into custody were also transported to the local area hospital. their condition appeared to be good at this time. patapsco, closed about a block either side. and now we're seeing even several more people taken into custody. it is not clear exactly what all of these people were arrested for. at least two dozen federal agents and tactical officers from the office of the tactical firearms. remains un -- ongoing. and we'll keep you update the. >> thank you. we'll bring you more information razz it becomes available.

our other top story tonight, calls for increased security after a couple is murdered outside the arundel mills mall. their suspected killer is later shot to death by police. wjz is live at arundel mills. mike hellgren speaks to worried people who live and work in the area. mike? >> reporter: mary, this was especially frightening because there were so many people at the time. it happened in the parking lot. and police say the young shooter had recently gotten out of prison. one big question tonight. how did he abtoin -- obtain an ak47? >> reporter: the brazen violence at arundel mills over the weekend, has shaken shoppers. police say 22-year-old james coleman, a man with a violent history, shot two people to death outside the packed dave and busters restaurant. >> i do live in the community. and it was very -- it was very disturbing. >> it's shocking. >> well, yeah, i definitely have concerns about security. i probably wouldn't go there after dark for a while anyway. >> reporter: within hours, police tracked coleman to a house, where he came out with

an ak-47 and another weapon and shot an officer in the face. that officer is expected to make a full recovery. >> he started round after round on the ak. >> those remains accused of killing reuncleared. >> now that we know it wasn't random, i am not too scared. but i don't want to come here alone. >> reporter: violence comes just before the start of the holiday shopping season. and as concerns over building security, where the new casino is expected to open. it's expected to draw thousands of new customers to the area. >> it's very frightening. especially with the upcoming holidays. you just have to be very careful and be aware of your surroundings. >> reporter: police tell wjz that tips from witnesses led them to coleman. the victims were 25 and 30 years old, both from prince george's county. reporting live at arundel hills, mike hellgren, wjz

eyewitness news. >> in a statement, arundel representatives said that they are working with police and their thoughts and prayers go out to the families of the victims. a man tries to abduct a teenager this morning on her walk to school. police say the suspect reached out of his vehicle and tried to pull the 15-year-old inside. the victim broke free and ran to severna park high. the suspect was driving a dark green two-door pickup, with tinted windows. anyone with information should call police. the leader of the children's charity linked to the penn state sex scandal is resigning. >> reporter: the president of the second mile charity steps down. this comes a week after second mile founder and former penn state assistant football coach, jerry sandusky was charged with abusing children he met through that charity. tonight, we are also learning the judge who allowed sandusky to go free on bail, volunteered

for sandunky's charity, but never disclosed that information. many are upset that he is out on bail because he lives right next to an elementary school. >> reporter: the scandal led to the firing of football coach joe paterno and several other top penn state officials. police say they it didn't do enough to stop the suspected abuse when it was reported to them in 2002. >> reporter: in the alleged cover-up at penn state could lead to tougher laws here in maryland. right now, failing to report child abuse is punishable by a fine. wjz talks about the potential changes. adam? >> reporter: well, kai, you might think that a bill like this would be too controversial. one state lawmaker is accusing the teachers union of putting pedophiles before pupils. >> reporter: penn state officials knew about child sex allegations but failed to tell authorities. now, representative nancy jacobs wants to make failing to

report this a crime. >> i think it's a matter of protecting their own. and you know, i'm just astounded that the teachers union would protect the pedophile. >> do you find it offensive? >> absolutely. it's outrageous. >> reporter: the state education association accuses senator jacobs of politicizing a tragedy. but they admit, they're not sure if they support the criminal penalties. >> i think it's difficult to legislate by headlines. i don't know what that legislation would look like. >> current maryland law requires health practitioners, police officers, educators and social workers workers to notify law enforcement agencies. >> reporter: under that current law, teachers who don't report abuse cannot face this. but they cannot face criminal charges. >> reporter: what happened at penn state is a very public example of what is happening on a very regular basis here in maryland, as well as every other state across the country. where people witness abuse and they don't report it. >> reporter: details of this

know that governor o'malley and president obama have been successful. we're okay. relax. everything is fine. the only thing is to watch on tv tonight. >> reporter: nothing in that call was not true. >> reporter: politico consultant julius henson admitted he was behind the ad. but he disputes allegations by the state prosecutor's office, that the ads violated election laws, amounted to voter suppression, and failed to disclose who paid for the calls as required am. >> the state prosecutors and the attorney general of the united states should read the constitution. the speech clause in the constitution says that political speech is free. that they cannot control the content. >> reporter: researcher byron warnkin said henson's free speech defense may not hold up. >> it seems seems to me that

they have pretty strong evidence that these robocalls were for the purpose of dissuading people from their right to vote. i don't think you have a first amendment right to that. >> reporter: if convicted on all charges, henson faces the possibility of up to 11 years in prison. former governor bob ehrlich's campaign manager, bob suric, faces similar charges. he will go to trial later this month. derek valcourt, wjz eyewitness news. >> prosecutors have said there was no indication of wrongdoing on the part of former governor bob ehrlich. it's a blue monday for ravens fans after an upset loss in seattle. tonight, more questions remain about that defeat. wjz is live at the ravens practice facility. sports director mark viviano speaks with the team and the fans. how are you doing, kai? it was a contentious press conference today in owings mills. as john harbaugh was pretty upset to have to answer questions to his team's psyche.

police made five more arrests today in the capture of wilson ramos. he was freed over the weekend after being held hostage for two days. jessica kartalija reports with new details of his dramatic rescue. >> reporter: two seasons in the majors, and the big league contract made nationals catcher wilson ramos a target back home

in venezuela. the 24-year-old was kidnapped in his hometown last wednesday. >> where they were holding me captive was a very remote place, basically a jungle. and see, i was praying to god to bring me home safely to my family. >> reporter: friends at home held vigils, begging for his release. police tracked down the farm where ramos was being held. after a dramatic gun fight, he was rescued. >> i am very happy for the rescue operation to carry out. >> reporter: it isn't uncommon for professional baseball players to return home to their country to play winter ball. ramos says despite what happens, he will play for a team in ven zale -- venezuela. >> he said, we are thrilled to hear reports that he is rescued. we are eager to say how many all over the world have been waiting for this news. ramos says his kidnappers told him they were going to demand a large ransom for his safe return. >> and that was jessica

action group build urges council to pass a bottle tax increase. >> 5 cents for our children. 5 cents for our children! 5 cents for our children! >> reporter: the mayor wants to raise the cap on the bottle tax from 2 cents to 5 sends sends to improve -- cents to improve city schools. >> now is the crime to make the tough decisions to improve our schools. >> taking the beverage tax from 2 to 5, that's kicking us when we're down. >> reporter: the 2-cent tax went into effect in july of 2010. now grocers and the beverage industry feel unfairly singled out. >> our place in the industry is not to fund the schools. we can help find a solution. but we're already doing our fair share. >> reporter: mayor rawlings- blake wants council to act immediately and characterizes opposition to her plan as grandstanding. >> some grandstanders are quick to oppose spending cuts or new revenues. i'm used to it. but rarely, if ever, do they offer solutions to generate funding that our children need.

>> reporter: additional money is proposed to come from the baltimore city slots and leveraging health benefits. >> reporter: and the mayor is asking for a vote from council by thursday. reporting live from city hall, i'm pat warren. back to you on tv hill. >> they say they have lost millions to city dwellers. in anne arundel county, a man is murdered in a restaurant parking lot. police are searching for his killer. 25-year-old andrew johnson was shot late last night outside of mo's seafood in the 7100 block of richie highway. he later dieded at a hospital. detectives believe the victim was targeted. and this was not a random shooting. anybody with information should call police. a howard county teen dies one week after he's shot eight times by police. officers say they were forced to shoot 19-year-old jeffrey nichols sohigh-tech drive, after he refused to drop his

weapon. turns out he was carrying a pellet gun, designed to look like a real weapon. he died at shock trauma today. this was the police department's third run-in with nichols in less than two months. the man responsible for norway's mass murder makes his first public court appearance. vic is in the newsroom to explain, the victim faces relatives of the victims for the first time. breivik admits to a bombing and shooting that killed 77 people, including dozens of children at a summer camp. a mother of one of the victims said breivik looked completely cold at today's hearing, but she felt she needed to see him in person in order to understand her loss. today, the judge ordered breivik to be held for more than a week to stop him from making a speech to the court. >> reporter: the judge also ruled there was no reason to believe that breivik is insane. >> reporter: outrage over this reach a broiling point.

bigad shaban says they have been warning protestors to avoid. >> ian lister was one of the original occupy portland protestors. money tents and piles of trash are all that remains of the makeshift camp after police cleared it out. lister says the intent was good but the ma'am got lost as crowds grew. >> unfortunately, as you allow everyone's voice to be involved, you allow everyone's voice to be involved. which means, you allow people to be activities. -- activists. >> reporter: in oakland, california, police in riot gear took officers away in handcuffs, after they ignored warnings to clear outlet camp. >> the encampment became a place of repeated violence and this week, a murder. >> reporter: the mayor says unsanitary conditions and a lack of cooperation from

protestors, will lead to a greater police presence at the protest sight just -- protest site at city hall. >> reporter: here in portland, the city estimates it could take several weeks and as much as $19,000 to get the downtown parks back to normal. >> i think it's really wrong. they shouldn't be held accountable for their actions. >> people are here to be a nuisance, rather than to stay involved with what the process was and what they were trying to convey. >> reporter: protestors like ian lister hope the end. "occupy" camps isn't the end of the movement. in portland, bigad shaban, wjz eyewitness news. and a small group remains in baltimore's mceldin square. federal agents were involved in a car crash. jessica kartalija is there. >> here's what we can tell you. patapsco avenue, from hanover

to annapolis road, completely shut down. we understand there are some 40- something at if, alcohol, tobacco and firearm. what we know at this point is one white suv crashed into at least two poles, trying to get away from police. our understanding is they were fleeing from a private area back there, where there was a storage locker, we're unsure of what exactly they were doing there. we spoke with the manager and the owner of the blue crab express. we're told that he saw the suspects trying to evade police. they came through his parking lot, hit two poles and then tried to flee. he came out of his restaurant when he heard several shots fired. now, we do have reports that three people were taken to shock trauma, with injuries. one of those, an atf officer. at this point, it's still unclear who the other people were. we will continue to monitor the situation. physical you -- if you are going to be getting in your car and heading to this area, avoid this area if at all possible.

as i mentioned ubs complete -- mentioned, completely shut down. at this point, we did try to speak with atf officials. they are waiting for somebody to come out here and give us more information. at this point, it is very unclear as to what exactly happened here. our understanding, according to that owner of that restaurant, is that several shots were fired. two poles knocked over. and again, three transported to the hospital. we'll monitor the situation. i'll send it back to you on tv hill. >> we will bring you the latest tonight on eyewitness news at 6:00. an airline is ordered to pay up for delays. in the first penalty of its kind, the transportation department fined american eagle, $900,000. the fine comes months after lengthy tarmac delays occurred as thunderstorms swept through chicago o'hare's international airport. the fines go into effect when travelers are stuck on tarmacs over three hours.

of the law. it requires nearly all americans to buy health insurance or face financial penalties. some states have fought back, calling it unconstitutional. baltimore's police force has been using tasers for more than 10 years. but police commissioner fred bealefeld isn't exactly a fan of them. last night, he appeared to cbs's 60 minutes to talk about the devices. monique griego has more on his opinion. and it may surprise you. >> reporter: they're designed to control suspects without killing them. still, the debate over law enforcement use of tasers rages on, even here in baltimore. >> on a personal level, no. i'm absolutely not a fan. >> reporter: that's what police commissioner frederick bealefeld said on cbs's 60 minutes. >> well, not a personal fan, he has seen some benefits during their 10 years of use in baltimore. >> it makes the public safer in a lot of situations. it has helped contribute in some measure to reductions of deadly force. >> reporter: his concern is that officers will choose

tasers over proper police training. >> it could lead you down a path of overdependence on that device. >> reporter: while baltimore's police force has 2800 members, only 500 have tasers. and n20 -- in 2010, officers fired them 146 times. in february, a 16-year-old boy who was running from police, fell off his roof, after being tasered. the incident was investigated for excessive force. despite some criticism, many on the department, like sergeant james mccartin, believe tasers save lives, just by sitting on their hips. >> carrying it, having it with you is a deterrent. they see you. they don't want to play with it. >> reporter: those who oppose tasers say since 2006, more than 180 people have died after being tazed. time now for a quick look at some of the stories you'll find in the baltimore sun. more on the economic and tourism impact expected from the new four seasons hotel in downtown baltimore.
