reaction from drivers. mike? >> mary, it is nasty out here but people are leaving for their holiday destinations earlier and there are more of you leaving. this is a live look down at interstate 95. traffic is moving slowly as people get ready to head off for thanksgiving. >> reporter: the roads are wet, messy and already packed as more and more people begin their thanksgiving travel early. that means today, and triple a. says 3.5% more of you are leaving town this year compared to last, almost 1 million marylanders. >> i prefer to leave today. the rain doesn't bother me too much. it's a little upsetting i guess for some people. >> i'm going down to ocean city. i'm actually going to go through delaware to try to avoid all the traffic. >> reporter: the maryland transportation authority has suspended construction projects through the weekend, a majority of those traveling are doing so by car. >> tuesdays are very heavy. it seems to be a trend that a lot of travelers are hitting

the road on tuesday instead of wednesday. >> reporter: tomorrow, we'll see more people going through the toll facility. it still costs 50 cents more a gallon than last year. >> just staying at home. >> do you miss the drive? >> no. no, not at all. gas prices, no. don't miss the drive at all. >> and you're looking live again at interstate 95 and that is without an increase in the gas taxes we may have at this time next year. just a little bit north of me, it's the busiest toll applausey in maryland. that's at fort mchenry tunnel and if you travel by air, that is up, too, although not as much as travel by car.

>> complete coverage continues with traffic control and a closer look at the heavy congestion out there. well, it is very heavy so far. let's take a live look. as you can see i have a camera here showing you what it looks like at liberty road. that is on the inner loop. that's in the middle of it, the delay up to 90 minutes. we'll take another live look. i have a camera here, as well. that's liberty road, the outer loop delay up to 80 minutes, crawling along from bel air road over to baltimore national pike and we'll take a look at our graph. we do have some spots that you should watch out for as you're making your travels tomorrow and on thanksgiving day. up in delaware, traffic very heavy there as you make your approach to that toll. as far as the jersey turn pike goes, heavy volume in both directions, especially around jersey city, we had an earlier accident there involving the tractor-trailer and the george washington bridge, seeing delays very heavy in that direction for both the upper and the lower levels.

we'll keep you up to date as the night progresses. >> bob is tracking first warning doppler radar, has more on the wet conditions affecting drivers and how long the rain will last. >> a horrible day on the roads. visibility's poor, it's raining pretty hard. the good news is a little bit later this evening, probably after about 7:30 or 8:00, we're going to probably just go to drizzle and fog. the bulk of the rain now moving off to the northeast towards jersey, new york. you see scattered pockets of moderate rain in the area. southwest of us, look at that, it's finally ended just south of martinsburg in virginia and west virginia is pretty dry now. south of us, some scattered showers. a few heavier echoes. it looks like the bulk of this rain is moving out of the area, at least temporarily. this evening, it will probably come back tomorrow morning. in fact, early in the morning we may see some thundershower activity. here's a look at the forecast for the next three days. if you're traveling, tomorrow's going to be a warm day, up to

egregious corruption cases in maryland history. >> i want to say to all of the citizens of the county that i'm very sorry. >> reporter: he faces 14 years in prison after he pled guilty to accepting hundreds of thousands of dollars in bribes. his wife faces 18 months for trying to cover it up. moments before an fbi raid, she's heard on wire tap flushing a $100 check down the toilet. >> what do you want me to do with the money? >> put it in your panties and walk out of the cash. >> i mean, all this cash. >> oh, my god. okay. >> stuff it in your panties. >> prosecutors want this case to send a message. >> it's important to us number one to provide an appropriate penalty to the defendant and number two to create an

effective deterrent that will persuade other people not to go down this road. >> reporter: wjz eyewitness news. >> the couple also faces hundreds of thousands of dollars in fines. 50 teenagers rob a maryland convenience store and it is all caught on tape. we have the latest on a growing crime trend. >> it's called a flash mob robbery and it's becoming a bigger problem. police are asking for help identifying the suspects. they barged into a 7-eleven and stole food and drinks. police say the suspects may have been attending a birthday party in the area. this is the latest in a string of similar robberies in montgomery county. they are considering new laws to curb the problem. >> thank you. the possible solutions include a teen curfew and tougher loitering restrictions. tonight, congress is trying to figure out how to avoid major spending cuts. danielle nottingham reports for wjz on what happens now.

>> reporter: lawmakers left town for the holiday. when they return, congress will try to do what its supercommittee can not, reach a budget deal to avoid more than a trillion dollars in automatic spending cuts. >> the american people are going to force congress to do this and i think this will be the centerpiece going forward in this next election. >> reporter: the automatic cuts start in 2013 and would slash nearly a half trillion dollars from the defense budget alone. but reaching a compromise will be difficult. republicans and democrats remain split over an old stumbling block: taxes. >> our democrats were not willing to cut a dollar without raising taxes. >> the supercommittee's failure to reach an agreement has created an immediate problem for congress: tax breaks and unemployment benefits for millions of americans expire in january. >> reporter: if the payroll tax cut ends, the average family could use about $1,000 next year. president obama says he is

sending congress legislation next week that will extend the cuts. >> if congress refuses to act, then middle class families are going to get hit with a tax crest at the worst possible time. >> reporter: however, the president's bill could create another stand-off. democrats may ask the wealthiest americans to pay more in taxes and many republicans have vowed never to raise taxes on anyone. in washington, danielle nottingham, wjz eyewitness news. >> if congress doesn't reach a deal, there will also be a 2% cut in medicare spending starting in 2013. it appears maryland's job market is improving. a new labor report shows unemployment dropped to 7.2% last month and employers added 3,100 jobs. most of the country saw an improvement in october but the nationwide unemployment rate still remains high at 9%. the stage is set for an historic football feast when john harbaugh's baltimore ravens take on jim harbaugh's

san francisco 49ers thanksgiving night. sports director mark viviano joins us with words from both sides in the battle of the brothers. hi, mark. >> yeah, the nfl went out of its way to set up this family match-up on a family holiday, but john and jim harbaugh give little nod to the warm and fuzzy because to both, it boils down to down and dirty, and doing almost anything to win. >> reporter: at times, john harbaugh may seem easy going, but at game time, we know him to be a fierce competitor. same for his brother, jim, a rookie head coach whose intense leadership has the 49ers off to a stunning 9-1 start. thursday marks the first-ever meeting between head coaching brothers in league history. >> i think it's really cool. i'm very proud of jim and what he's accomplished, always have been throughout the years even junior high and high school and when we were playing together.

i've always been really proud of him. >> i'm proud of him, i love him. i'm his biggest supporter. >> it's a fun story line, but really what it's going to be about is a bunch of football warriors going out there and getting after it, two teams that play a very similar style of football and two teams that are going to want to win that football game on thursday night. >> reporter: forget family, it is football, and it's competition between two of the most intense coaches in the league who just happen to be brothers. >> it was very considerate of the nfl to reunite the brothers on thanksgiving. i think that's going to be very difficult for our team. there's no question that we drew the short end of the straw in this one. >> i think that they're 4-0 on the east coast. they made this trip four times and they've won four times. i would say advantage 49ers. >> still very competitive. by the way, mom and dad harbaugh will be at the game pregame, but then they're going to leave to watch on tv and adding to this family week for

a shouting match outside the home of baltimore's circuit court clerk could result in charges being filed against the 78-year-old politician. mike shuh reports the matter is now with the state's attorney. >> reporter: adam meister is the blogger who revealed that a city councilwoman got tax credits for a home in the county she claimed as her

primary resident. conoway sued meister for $21 million but dropped the suit. belinda's father lives along meister's jogging route. >> i saw frank conoway walking on a pathway, a flat pathway to his front gate and i yelled out at him and mentioned the lawsuit. >> reporter: and though it was belinda's lawsuit, as the two walked, the exchange got heated. >> you're being sued for $21 million, you have a lot of words for people who do that to you. >> cursing? >> i was using swear words. >> reporter: meister writes that conoway tried to take a swing at him. >> and he did this like lunge at me with his fist. >> reporter: by now, they were both on the sidewalk in the front of a neighbor's house. >> they were being watched. undercover police officers were in this neighborhood on a different case on surveillance.

they saw everything that went on. >> reporter: those officers saw conoway brandish a gun and go to question him. that's when they see him wearing a handgun in a holster. turns out his permit expired in march. >> when i spoke with frank conoway, he told me that on advice of his attorney, he could not be interviewed but before our conversation was over, he told me this: i did not brandish a gun and i did notswing at him. >> reporter: meister says he never saw the gun that police saw. conoway's office is at courthouse east. now, across the street, the state's attorney is deciding whether to file charges. >> he should resign immediately. >> a source tells me the possible charges being looked at range from assault to handgun violations, all are misdemeanors. back to you. >> thank you. state police tell wjz that conoway held a valid concealed carry permit from may of 2009 through march of this year.

school on saturday? baltimore city introduces a new program and it could mean weekend classes for some students. wjz is live in east baltimore. >> that 10-week program runs from december through march and it's designed for the student that needs a little extra instruction. >> reporter: some students in baltimore city will soon be hitting the books on saturday. it's all part of the take 10 program, helping 4th through 8th graders catch up on their math skills. >> it is a focus on two hours of math instruction around skills that are really necessary for our students to be successful. >> reporter: the 10-week program will be offered in more than 60 elementary and middle schools and at four centralized locations starting this december. the city school's director of mathematics says the program comes at the right time of the year. >> we're starting to get into december and in december, it comes and there's the holiday break and then, all of a sudden, we have snow days so i think we got away from insuring

that we give all the skills we need. >> reporter: the program designed for the scrutiny who needs the extra push. >> students will be picked up at their school at 7:30 in the morning. the program ends at 1:30 in the afternoon. parents must register their students by next monday. wjz eyewitness news. >> thank you. the program will also include an enrichment activity such as basketball or an arts class. that may persuade the child. basketball and arts class and a little math. >> take a look at temperatures around the region. it hasn't movement anywhere but this is what 100% humid feels like. come back and take a look at slight improvements this evening but more rain in the forecast right after this. ,,,,,,,,,,,,,,,,,,,,

travel holiday. it usually starts on wednesday but i'm telling you this year it looks like it's starting on tuesday. >> in the rain, visibility's down, make sure your wipers are working correctly, make sure in the daytime you have your lights on. let's take a look at radar. the good news is this evening, the bulk of this rain is moving northeast of our region and look what's coming in southwest of us. nothing. it will be a lot quieter this evening. we'll be left with some drizzle and fog but the bulk of the rain will be moving away, at least through tonight. there's another batch that's still developing northwest of us but we'll look at that in a minute. south of us, cleared out sky, there's some breaks in the cloud cover which means we'll see some fog and drizzle overnight. south of d.c., there's some hope tonight the bulk of the rain is moving away, up towards philadelphia and new york, new jersey, and it will continue to head up to the north. take a look at temperatures

right now. there you go. 55 degrees there. the dew point at 55 means the humidity is at 100%. warmer down to the south and some of that warm air is going to move in tonight. by morning, we may be at around 60. there may also be some some more scattered showers, even some thundershower activity tomorrow. 54 up in bel air, 53 in westminster. east winds primarily but they're beginning to turn more to the south. to our south, temperatures in the 60s, much warmer air down there. 73 now, that warm air is coming in our direction. 80 degrees in new orleans. now to the west, behind that front, 39, 42, cooler air will move in but it will not move into our region until tomorrow night. so in the meantime, we'll be dealing with this mild air, shower activity, maybe when that front comes through, some showers. and then it clears out tomorrow night, drier air coming in with sunshine, cooler temperatures

on thursday. friday moving off, a warming trend. believe it or not, we'll be back in the mid-60s with sunny conditions this weekend. it's been an amazing month so far. tonight, most of the rain moving off to the north- northeast. there will be fog, and then breezy conditions. 54 up to about 64 tomorrow. yeah, maybe a shower or thunderstorm, believe it or not, before that all clears out. probably seeing some clearing by late in the afternoon or tomorrow evening as the cooler air begins to move in. thursday looks great for thanksgiving. >> still ahead at 5:00, several american college students arrested in egypt. what they're accused of doing during violent protests in cairo. the christmas season also means time for toy safety. coming up, we're going to have the toys you need to look out for. and finally meet the newest addition to the wjz family. we will introduce you to

violent protests in cairo. teeny krause reports for wjz. >> reporter: police in cairo arrested three american college students, accusing them of throwing fire bombs at security forces during mass protests. egyptian television showed video of the men they say authoritiesdetained. they are part of a study abroad program at the american university in cairo. their arrests came as violent street clashes broke out between police and protesters for a fourth day. the military head of state addressed the nation, aiming to calm growing outrage. the military council has to go, they shout. a huge crowd carried the body of a dead demonstrator through cairo's tarir square. egyptians are demanding the generals running the country hand over power to a civilian government. >> we need to have a clear-cut time table. we need to have a president by april. we need to have a proper democracy in place, and a

proper system so that we know where we stand. >> reporter: politicians stay the ruling military has now agreed to transfer control to civilian leaders next july, an announcement many protesters quickly rejected. they want the military to leave much sooner. egypt's military took power last february after a revolt ousted president hosni mubarak. now, many protesters are pushing for a second revolution to force the army out and tens of thousands are answering the call. tina krause, wjz eyewitness news. >> and family members are identifying the arrested american students, 21-year-old luke gates is a student at indiana university, gregory porter is from drexel university, and derek valcourt is at georgetown university. a registered sex offender is arrested after he allegedly tries to lure a young boy into his truck. 62-year-old james oliver is being held without bail. police say oliver approached a

14-year-old boy at a bus stop ask offered him a ride to school. the boy ran and quickly reported the incident to his teachers. baltimore's fire chief says an intense investigation proves fire academy cadets did not cheat on their practical exams. there will be a final investigative report on the matter. wjz is live right now. derek valcourt has that story and has more on what's inside it. >> the report details the many mistakes made at that ems training academy but in the end, it holds no one accountable for the problems there. >> reporter: this report details the investigation into how 20 cadets at the ems training academy received confidential copies of scenarios they could be tested on prior to their exam in june. the report found those allegations of cheating by the cadets were completely unfounded. >> they were doing what they were instructed to do. they were trying to pass the course and none of them did anything wrong. >> reporter: the fire chief

says the breakdown and other problems discovered during the investigation were all the result of changes he made in the leadership at the academy, inexperienced training officers who were not properly supervised, even though investigators determined five instructors should face misconduct charges. in the end, all those charges were dismissed. >> i think on the contrary, the people were trying to do things right. they just didn't know what was right. the blame if you want to place blame is on me and the officers under me that didn't do what we needed to do to make it successful. >> this report, the end of the investigation in terms of the city fire department. however the state agency that certifies ems workers is still investigating this matter and they could in the end take some action against the training officers who were involved. derek valcourt, wjz eyewitness

news. >> thank you. all of the cadets involved have been retested and have passed their exams. cheating to get into college. more students are caught up in a wide s.a.t. scam in new york. we have the latest on the investigation. >> 13 current or former students surrendered to police today. four of the new defendants are accused of taking money to stand in for students on the s.a.t. the other nine are facing charges for paying those alleged impostors to take the test for them. the scandal first broke in september when a 19-year-old was arrested in long island. he is facing charges for accepting as much as $2,500 to take the exam. >> thank you. the scandal has prompted a state summit investigation. a total of 20 students are now involved. student protesters are defying the rules at the university of california davis. they're fighting back after police used pepper spray on

peaceful demonstrators. we have the report from california. >> reporter: the occupy camp is back at the university of california davis. ph.d. student kim swanburg and about a hundred other students spent the night in 83 tents, the same spot where police pepper- sprayed seated demonstrators last week. swanberg wants the school's chancellor to step down. >> i came here just to show the administration that we're not backing down and that we're a community that needs to be taken seriously. >> i want us to take back this university! >> reporter: on monday, over a thousand students and faculty members rallied, venting their frustration over how campus police handled last friday's peaceful protests. officers pepper-sprayed over a dozen students sitting on the ground, protesting tuition hikes. >> now, the camp has more than doubled its original size. there's a food station, recycling in the back, and there's even a medical tent.

>> reporter: 19-year-old prelaw student shannon carter runs the first aid station. she fears the hike in tuition could leave her with $20,000 in debt. >> if i'm in debt coming out of a four-year university, then i won't be able to pay for law school. >> reporter: kim swanberg is leaving her tent for french class but says she'll be back. >> a lot of people in the administration are just as stubborn as we are. so hopefully, we'll be able to hold out. >> reporter: the university has apologized for how police responded and says it's trying to balance security with a student's right to protest. in davis, california, wjz eyewitness news. >> now, two police officers were placed on administrative leave after friday's incident. the university says it's monitoring the new occupy site on campus. an investigation is underway after an american woman dies aboard a cruise ship in brazil. police say the woman likely died of natural causes but

health officials admit that dozens of people came down with a mysterious illness on the trip. the captain reportedly ordered passengers to wash their hands every two hours until the boat docked. more celebrities are ripping into the british press' hearings. they said rupert murdock's media empire will leave a toxic legacy. there are some other stars who are expected to testify later this week. thousands of retail workers are hoping to buy themselves a little extra family time this thanksgiving. more than 190,000 target employees have signed a petition asking the store to drop its plans to open at midnight on black friday. a spokesperson for target says the company is opening its doors extra early to compete with other retailers. as the holiday shopping season starts, new information before you buy toys for children. we have more on which toys

could be too dangerous for kids. >> double, double. >> reporter: turkey time for these parents at charm city kids club signals one thing, the holiday shopping and all the toy trouble that can come with it. >> it's a huge concern of mine. i always want to check to make sure there haven't been any recalls on toys before i purchase them. >> reporter: melanie holing tries to keep her kids safe but he and other moms know toxic toys can still end unin the wrong place. >> she's nine months old. >> reporter: that's why maryland perg is putting out their trouble in toyland list. >> the top violations we found were lead violation. >> reporter: they also look for unsafe plastic additives, things that can choke a child and even noise violations. >> parents should be prepared to go in and examine the toys, look at recalls, look at safety standards. >> this wheel toy and little hands love book are over the legal lead limit but are still

traditional holiday feast into a ravens thanksgiving tailgate party. for well, wjz has been inundated with calls and e- mails asking about meteorologist bernadette woods and her beautiful twin boys. jessica kartalija spent the afternoon with the happy family who has plenty to be thankful for. >> reporter: in august, hurricane irene blew through maryland. >> a little bit of a relief for the second part of the week. >> reporter: pregnant with twins, meteorologist bernadette woods usually at the center of our storm coverage was visibly absent after being on bed rest. she went into preterm labor and was rushed to john hopkins hospital. >> they wanted to be little meteorologists, too, and from there, we had 11 weeks in the hospital and finally, finally we got them home last week. >> reporter: as the center of the storm passed over

baltimore, the twins were delivered, 11 weeks premature. >> this is danny, he's baby "b," and this is thomas over here, baby "a." thomas was 2 pounds 14 ounces, and daniel was 3 pounds 3 ounces. >> reporter: now at just over 8 pounds each, they're keeping their parents very busy. >> sleep a little bit, change, then we feed, sleep for a little bit, change them, then we feed. >> reporter: and both are still on monitors, regulating their little heartbeats. >> they have to learn how to breathe. >> reporter: with two strong and beautiful boys, mom and dad couldn't be more proud. >> amazing to finally have you guys home, isn't it? >> and, of course, bernadette has so much to be thankful for this year and for everyone wondering when she's going to be back on air, it will be

witnesses say the rescuers risked their own lives. >> i think it's very heroic. i think it's risky. i've seen these fires before in the cars, and an explosion can happen at any time. and they still stayed with it, which is incredible. >> the driver was hospitalized but is expected to recover. police say he will be booked on suspicion of driving under the influence. maryland senator ben carden is part of a congressional move to save you some money the next time you fly. carden is cosponsor of a bill prohibiting any airline from charging a fee for checking one bag. it would also require airlines to tell passengers about all bag restrictions before they arrive at the airport. >> police are trying to find a mystery customer who left $1 million at a restaurant in australia. sydney police discovered the suitcase filled with cash that was left behind at an upscale cafe. witnesses saw the man carrying

a florida hospital is being sued after allegedly giving a patient a drug used in executions. the family of richard smith says a doctor told them the 79- year-old was given the medication and went into respiratory arrest. richard smith died nearly a month later. the family says the hospital has not done enough and that includes not disciplining the nurse who gave the drug. >> i'm mad because it seems as if you can take a life and you don't have to answer for it. >> the hospital says it conducted an internal review and has implemented new procedures in order to ensure a
