expressway. this is just south of the beltway when around 2:55 this afternoon a three-vehicle collision caused critical injuries and now we're hearing a fatal injury to a five-year- old boy. we're going to roll some tape from earlier. these are the pictures of the cars taken at the scene. a three-vehicle collision, one of the vehicles we are told both children were riding in, it was the middle vehicle, it was struck from the rear and then pushed into the vehicle in front of it. we did have two maryland state police helicopters on the scene initially. the first one in trooper two from down around the washington area responded, picked up the five-year-old child who later died, began to transport him to johns hopkins hospital when they had to return to the scene. apparently one of the troopers on board the aircraft, the medic became ill causing them to return to the scene and cause yet another helicopter to

be called here to transport that child to johns hopkins. the 9-year-old girl was taken also to johns hopkins hospital. she remains in critical condition. there's no word on condition of any of the drivers. as you can see, the police have cleared the scene and traffic is now once again flowing. state tuned for later updates later on this evening. back to you. >> reporting live in sky chopper 13. more breaking news on the roads, the bad rush hour continues with another deadly accident, this one in montgomery county. at least one person has died and several others are injured in a crash on rockville pike. a metro bus and at least five vehicles were involved. they're treating patients from the walk wag wounded to trauma cases. heartbreak for the family of an honor student who vanished here in baltimore. one year later her family is pushing for answers.

we're live in west baltimore and we have more on the vigil that's set to begin an hour from now. mike? >> reporter: many of felicia barns' family members will be here. it's been a difficult year for them even as police say they're making progress in the case. >> we just want the person brought to justice. >> reporter: he's desperate to find his daughter's killer. one year ago today, the teenager and honor student from north carolina disappeared while visiting her sister in northwest baltimore. investigators found her body naked in the river in harford county but have made no arrests. >> a lot of people were not coming out and telling the truth. my family has been there since december 28th stomping up and down looking for felicia. >> reporter: almost the entire homicide unit was working this case. brian williams whose mom lives in the building where she was

last seen alive remembers the exhaustive searches. >> there was a lot of attention every day, all day, and all night. >> reporter: police say they found no evidence of foul play where she disappeared. state police have since taken over the case and tell wjz they're making progress reinterviewing family and friends, conducting forensic examinations, and reviewing evidence. >> it's not a cold case. it's an active case and we do not want it to go cold. >> reporter: on this anniversary at her high school, classmates dedicated a garden in her honor. >> i know god's going to take care of everything. he already knows who this person is. we just want the truth. >> reporter: and felicia's mom said the memorial made her heart sing. she hopes her daughter's case puts more attention on missing children's cases nationwide.

searching for three men who used pepper spray on a man waiting at a bus stop. >> not only was the victim pepper sprayed, but police say the suspects stripped him down and took all his clothes. >> reporter: it's a story many neighbors can't believe. >> that's kind of crazy. >> reporter: it happened along a bus stop shortly before midnight. that's where a 25-year-old man says he was approached by three large men in ski masks. >> one of the suspects asked if he had drugs. he was pepper sprayed. >> reporter: police say the suspects pulled off the victim's shirt, shoes, and pants which had his money and cell phone in his pockets. the suspects then took off running. police say after the attack, the scantily clad victim still suffering from the pepper spray in his eyes came in this

neighborhood knocking on doors asking for help, though none of the neighbors we talked to encountered him. police were unable to locate the suspects but they're taking the victim's stories seriously. >> it sounds like a bunch of bull to me, sure does. >> reporter: at this point, police are unsure whether the victim was specifically targeted or just chosen at random. >> thank you anybody with information on this case is urged to call the police. uncertainty, hundreds of workers are facing furloughs today. r.j . fields furloughed more than 700 workers until march. workers tell our media partner, the baltimore sun, the company started informing them last week not to come to work this week. they can file claims online or through a dedicated phone line.

a sigh of relief. scientists say the huge sediment plume that formed in the bay after hurricane irene and tropical storm lee did not cause wide-spread damage. grass beds remain in tact. oysters did not fair as well. we've been hearing about that for at least a month. nearly 80% of the deaths on oyster bars are blamed on the plume of debris. chicken manure is ruining the chesapeake bay. >> reporter: a new report shows every year the state produces enough chicken manure to create a pile twice as high as the stadium. environmentalists say that ends up in our local waterways. it's maryland's most money- making form of agriculture, but chicken farming produces nearly 650 pounds of mature every

year. most of it's used as fertilizer, but there's not enough land to handle it all. >> what we end up doing is put it down on our fields anyway because we don't have anywhere to put it right now and that's a big problem. >> reporter: now the group, environment maryland, is pushing lawmakers to push stronger rules to control the litter which contains high levels of phosphorous. >> we need better business models and better management. so we need a partnership with our agricultural producers. >> reporter: phosphorous levels have increased from 2000-2008. environmentalists say the run off could not only destroy the waterways but the maryland industries that rely on them to survive. >> we're talking about the crabbing industry, oysters, the

tourist industry. >> reporter: that's because storm run off carries the excess into streams which lead to dead zones. stricter guidelines for the poetry industry and better buffer zones could be the solution. and the national chicken council said the industry is already doing a lot to prevent the amount of nutrients from running into the bay. there are plenty of other things that cause pollution. >> thank you. right now the maryland department of agriculture is considering newer and stronger rules to clean up pollution from farms. looks like the wind is dying down a bit out there. yesterday's rainy weather cleared out leaving behind beautiful blue skies, but that brisk wind we found street lights swaying a bit in the wind and people could definitely feel the wind out there today as well. meteorologist tim williams is here with the latest numbers.

the ravens preparation. >> the ravens have clenched their play off spot, the bengals have not. there's plenty at stake for both teams and the ravens expect a fight in cincinnati on sunday. the ravens hit the practice field with that play off ticket in hand. what they want and feel they really need is to lock up a home play off game. they need a win on the road against a cincinnati team that's fighting for its play off life. >> we're already in and we have to go finish what we started. we know we're playing for home field advantage. >> is there a feeling that the play offs are now under way? >> without a doubt. without a doubt. i mean, this is our whole season right here. where we want to be, we want to have a home play off game. it starts with this week. we know these guys are not going to lay down for us. >> i think we got just the man

massive traffic problems today, an accident involving a oh police car and a tractor trailer shut down the beltway loop for hours. we explain how the drivers are doing. >> reporter: the good news is that none of the injuries from this accident were life threatening. there's a big investigation to find out exactly why it

happened. a baltimore county police officer flies across the beltway and smashes into a jersey wall after a three- vehicle crash involving a tractor trailer and a je jeep. the detective says all the drivers are lucky survivors. >> the officer was extra erraticated out of the vehicle. >> reporter: the accident led to traffic nightmares on the interloop to at least miles west from noon to mid- afternoon. >> i was there for about 45 minutes. >> the traffic is a mess. they're lined up miles and miles down the beltway. >> reporter: the accident forced police to close some entrances to the beltway and cause traffic back ups on some side streets. this man just moved here from michigan and got lost in the detours. >> i had to go all the way back west and come back east. >> reporter: the accidents originated when the police car was merging on to the beltway.

that's when the cruiser and the tractor trailer collided. >> it takes a long time and a lot of witnesses to interview in a crash like this. the cause is still under investigation. >> reporter: and two women in that jeep were take ton the hospital with minor injuries and the two people in the semitruck were not hurt. >> thank you. car accidents are the number one cause of deaths for police officers on duty. >> an imminent hazard to public safety. shut down a bus company that provided low-cost trips between baltimore and new york city. the federal motor carrier association says double happiness travels has numerous violations including unsafe driving and vehicle maintenance. a free cab ride will be a call away early on new year's morning for those who need to get home safely. it's expected nearly 200 people will take advantage of the

offer. >> reporter: last year, four maryland motorists due to alcohol related crashes on new year's day. also, 193 motorists in maryland spent the first day of 2011 in jail charged with dui. when the new year starts with too much alcohol in the system, the idea with tipsy taxi is to get people home safely. >> we'll be providing free cab rides for anyone drinking in a baltimore city bar or restaurant. obviously it's a program we've created to decrease impaired driving on the roadways. >> reporter: if you look at federal figures, over a 10-year period, 142 motorists will die on new year's day. here's the surprise. the most dangerous day of the year for pedestrians is new year's day where it's projected that 410 pedestrians will die.

less than favorable conditions. right now we're coming down from a daytime high of 47 degrees. it has felt much like 30s for most of the day. 47 is above our normal high of 42. nowhere near our record of 74, or 10 degrees for our low. we can sustain this for a while. we'll have these temperatures heading into the beginning of 2012. our temperatures around the region, 25 degrees in oakland. 32 in cumberlan. 40 on ocean city's board walk. around the immediate metro area, we range from 34 to the mid-30s and then annapolis and kent island coming in at 40 degrees. the gusts now around 21 miles

an hour. these gusts around the mid- atlantic and northeast could hamper some of your travel if you're traveling by air. call ahead if you plan on leaving heading any place up and down the east coast. we will have those chilly winds in place heading into tomorrow as uh you move past new york up into new england. we'll see more and more of that wind remaining. we'll have another low pressure system moving into the region. one moves through tomorrow, the other one catches up with it and catches up with it just in time for friday. we'll see our two very weak systems moving in across the great lakes, both of them staying primarily to our north. the second one catches up and it will keep us in the mild range of temperatures with temperatures going back up into the 50s. it will intensify the winds again. temperatures will stay mild, but the winds will go back up against because of those two systems in play up to our north

it is 6:30, 36 degrees, and partly cloudy in baltimore tonight. we're continuing to follow the breaking news in montgomery county. at least one person is dead after an accident involving a metro bus.

matt from our sister station in washington has the latest from the scene in rockville. >> reporter: the accident happened right around 4:15 this afternoon, just north of nih where you can see the road is closed in both directions and will be for several hours to come. several vehicles were involved, including a metro bus with passengers on board. about 10 people have been taken to the hospital with various injuries. one person is confirmed dead and emergency crews just got the driver of that mangled metro bus out of the bus after a lengthy extraction process. emergency crews are still very much on the scene. rockville pike is closed in both directions and we are told will be closed for some time to come. as soon as we get anymore information, we'll be sure to pass it along. for now, let's go back to the

tomorrow. west minister police need your help solving a christmas eve assault. the victim was knocked to the ground by five young men. he was held down and cut with a box cutter before the suspects got away. authorities say this was not a random attack. if you have any information, call the west minister police department. fourteen agers are charged with setting a series of fires. they stole flares wal-mart and then set fires in garages. the fires caused $130,000 in damage. all of the suspects are 16 years of age. the case will be handled in juvenile court. a small plane causes a big stir. two f-16 fighters intercepted the plane this afternoon when it lost radio contact. the airplane was able to safely

reach its destination. beginning january 1st, california will limit what medications teenagers can buy at the pharmacy. the new law is the first of its kind. >> hi. >> reporter: the doctor's office isn't the first place jennifer turns to when she has a cold. the 16-year-old almost always relies on over the counter cough syrup. but january 1st she'll no longer be able to buy a bottle on her own. they're banning the sale to anyone under 18 because teens are getting high on one of the ingredients. dxm can cause hallucinations, even death. >> it's the number one drug of abuse, more common than marijuana. >> reporter: teens will be able to buy the cough syrup if they have a prescription.
