chaos, the state is sending out salt trucks to coat the roads and hopefully clear things up. meteorologist bernadette woods is updating the chilly conditions and tracking those flurries. but first up is sky eye chopper 13. and captain mike perry, with more on the problems on the road. >> reporter: we're still in the sparks area. you can see, traffic pretty much at a standstill. this is pretty much the story all the way around the metro area. we were just over on the east side of baltimore county. and pretty much the roads gridlocked there. if the house that you live on, or the road that you were traveling has a hill on it, there's likely a problem with slick roadways. so expect county roads and state roads to be out here salting. but as you can see, they're having difficulty salting the roadway because of all the heavy traffic. so until these cars get off the road. it's going to be difficult for them to get onto the road's surface. but slight conditions are going

to be encountered throughout the evening. back to you on tv hill. >> thank you, captain mike perry, in sky eye chopper 13. let's go to bern sweet -- bernadette woods. >> reporter: well, the scattered showers continue to come down from the northwest. and temperatures are below freezing. this is what we're seeing. a lot of it starting to die down with that sun setting. you can see a few snow showers coming down from the northwest. and then it releases and moves on. we'll see a few more of these in the next few hours before things start to settle. here, the gusty northwest bringing in the cold air right now. and they're also bringing in the snow showers right now. really scattered about, some people seeing nothing at all. some seeing it there. it's down 25 degrees. across the state, we are below freezing. that's why anything falling is laying. when you factor in the winds, it feels like 15 in baltimore. minus 4 in oakland. look at the recent -- look at

the recent swing in our temperatures. we were way above average. and people got kind of used to that. 60 degrees on saturday. the average now is 43 degrees. we were way above it today, only coming in at 32 degrees for our high. so quite a swing from where we have been. we'll have your full forecast coming up. and joining us now on the phone is dave buck with the state highway administration. hello, dave. >> hi, denise. >> statewide, how bad are things? we just had our chopper over northern baltimore county, where it looked like traffic had stopped? >> that's exactly where it came in. over the last 24 hours, we had them come in. and as bernadette just said, some people are getting absolutely nothing. and some are seeing it come down pretty moderately. we've got them out in hereford zone. over on york road and harford road and bel air road. so we're out there, as alluded to, it's going to be tough for us right now because the wind

hit. this wasn't a storm we could go out and put a lot of salt down. we'll keep attacking this, this evening. >> we're talking about refreezing. are you going to have to salt through the night? i mean, here we are in winter, i guess, right? >> yeah. it's awfully cold. so we will be concerned with not necessarily refreeze. the pavement has been cold since yesterday. we don't have a lot of snow coverage in terms of snow coverage. it's just the amount of traffic as to when it hits will be the issue. it's supposed to be out of here. but don't be surprised if three hours from now, another squall comes through. we're going to keep our trucks out tonight to make sure we don't have any overnight issues and also into tomorrow morning. >> all right. thank you very much, dave buck with the state highway administration. thank you. first warning weather coverage continues now. with wjz traffic control. and kristy breslin. we saw from captain mike perry a few moments ago. is it going to get any better?

>> we're hoping so, vic. but so far, not quite. major delays in the northbound direction as well. you're looking at 45 minutes in that region, from timonium road to belfast. as you can see, traffic is just packed solid in the southbound direction, from belfast to the beltway in that region. and also, if you're traveling on northbound 95, we have a graphic that could show you that. we have a lot of traffic there from whitemarsh boulevard, past the beltway on the northeast corner. here's a look at the outer loop of the beltway. we're looking at, at least 50 minutes there from harford to the beltway. inner loop of the beltway, also major delays. over to the jones falls expressway. so we'll keep you up to date on how the delays are progressing. but right now, definitely take your time and expect to be in traffic for quite a while. back over to you. >> okay, kristy breslin. wjz is also on. for updates on the forecast and live doppler radar any time, log onto wjz.com.

and the cold weather may be causing another problem in another part of baltimore county. sky eye chopper 13 was over research avenue, near hammonds ferry road in the lands down area, where the 36-inch main ruptured there. several nearby schools, including violetville elementary and middle schools, lansdowne high and arbutus middle schools were closed because they didn't have water. st. agnes hospital is experiencing very low water pressure. killed in the line of duty. ranger margaret anderson was well known and well-respected. earning her stripes in maryland before being transferred to washington state, where she was well respected. wjz spoke with her. mike hellgren has the grief and the investigation. >> reporter: margaret anderson loved her job. and she was stationed here in maryland for four years before her sudden death. >> reporter: she died on the job at mount rainier national park in washington state. police say a troubled iraq war vet on the run from the law,

shot her in her patrol car. the stunning news traveled quickly to anderson's former coworkers at the cno canal in maryland, where rangers are wearing black bands around their badges in mourning. >> i think of her as one of the consummate rangers i've known in my 32-plus year career. >> reporter: anderson left behind a husband and son. the two got engaged here in maryland. >> it's a void that will never be replaced. i mean, it's the reality of our job. and you face that every day. but you still come to work and get the best you can. >> reporter: s.w.a.t. teams searched for days for her accused killer. benjamin colton barnes. they found him dead in the ice and snow. police say he struggled from post traumatic stress disorder. >> it will take a while for the rangers to get over with. and i'm sure that the husband and the family will never get over it. >> reporter: anderson had a passion for her career and

commanded respect. those who knew her are still struggling to cope with the loss. >> reporter: you wish everyone a happy new year. and i know that we've all been wind of coking -- kind of choking as we say that. >> for those who didn't know margaret, they missed out on an incredible individual. >> her post was the first with the park service. in washington county, mike hellgren, wjz eyewitness news. >> and margaret anderson's daughters were just 1 and 3 years old. it was a wild chemical fight inside a busy store that made headlines around the nation. mare selive in the-- mary is live in the newsroom. >> reporter: ebony odenton was just indicted for her role in that fight. police say odems and 33-year- old teresa jefferson threw bleach and pine soland other chemicals at each other. the fumes caused 19 people to

be taken to the hospital. odems is charged with first- degree assault, reckless endanger. police say the fight started over a man both were involved with. >> no trial date has been set. a suspicious fire destroys a florida abortion clinic. tonight, wjz learns that the center has ties to a doctor, accused of performing illegal abortions here in maryland. adam may has more on the connection. >> reporter: just about an hour ago, i got off the phone with fire investigation. they say the fire is very suspicious. and it happens to come just days after that maryland abortion case made national headlines. >> reporter: federal agents searching for the cause of this fire at arn abortion clinic in pensacola, florida, uncover dr. steven brigham, an abortion provider just indicted on friday. >> the officer responded to the clinic here. it does appear to be suspicious in nature. >> reporter: the destroyed

clinic shares an address with a company associated with dr. brigham. in cecil county, they ousted him. after a praisht was taken. when they searched the records, they made an alarming discovery in the freezer. >> they contained the fecus tuses, approximately 35. some of them appeared to be close to full-term. >> reporter: the fetuses were up to 24 weeks to 36 years old, considered viable, prompting -- prompting the cecil county to seek the death penalty. dr. brigham has faced legal troubles before. his license was revoked before over other botched abortions. other legitimate abortion doctors are outraged. they say he has been aloud to prey on women who are simply

seeking access to safe and legal medical care. >> reporter: and tonight, dr. brigham is safe in new jersey, awaiting extradition. meanwhile, firefighters there have not named any suspects in the fire down there. but they have not ruled out any sort of pro-life extremist groups. reporting live, adam may, wjz eyewitness news. >> thank you, adam. another abortion doctor, nicolla riley, also faces charges in this case. violation of trust. a man accused of impersonating a police officer, and preying on women, is in custody tonight. police say this man, 38-year- old tamango johnson [update: charges against johnson dismissed; his record has been expunged. see story], sexually assaulted a woman in lijt and tried to do a few things a few days later. police say johnson pretended to be a police officer, using his cover to prey on women. he faces a number of charges. it is the day that the republican presidential candidates have been working towards for months. in just over an hour, our voters will cast the first ballots of the 2012 election.

danielle nottingham reports with the final push to win over undecided voters. >> reporter: front runner mitt romney kept his fire trained on president obama at his last rally before the caucuses. >> this has been a failed presidency. >> reporter: he focused on taking back the white house for the gop. >> i'm hoping that the undecided the s will take a look at who they think can beat barack obama. who they think will be the most effective in bringing our case to the american people. >> reporter: at an event, ron paul fired up his supporters. >> ron paul has been the same. he's the same. preaching the same thing. and that's really important. he has an ideal america that he sees. >> reporter: polls show paul and rick santorum are romney's biggest threat in iowa. >> you need to focus in on who is that candidate who has the vision for america. >> reporter: tonight, republicans across the state are meeting in schools, churches and community centers. most will hear one last speech on each candidate before they cast their vote.

president obama and the first family, wife michelle and daughters malia and sasha, returned from their winter vacation in hawaii. the president says he's rested and ready to get back to work. baltimore is brimming with purple pride tonight. ravens have put themselves in position to make a super bowl run. and the team is making sure fans stay fired up. wjz is live. jessica kartalija has more on the team, painting the town purple. >> absolutely. we're also excited out here today, denise. we should say that the ravens put out 2,000 tickets. all of those tickets sold out in 14 minutes. we'll release those at 10:00. by 10:15, totally sold out. but that's not going to stop ravens fans from getting fired up. >> painting the town purple. outside city hall, the ravens make their mark. >> we really wanted to encourage our fans to get into

a string of break-ins have one baltimore neighborhood on edge. now, police are stepping up patrols in patterson park. >> police say whoever is responsible is taking everything from electronics to jewelry to cash. but they're leaving very little behind about who they are. >> he pulled down the window and came in through there. >> 73-year-old jane is scared to go to bed, after she says someone broke into her house on north lucerne street in the middle of the night. >> they break in and go upstairs where i'm sleeping. >> reporter: grim said by the time she came downstairs, the burglar had escaped with a video game console, two cameras and $200 in cash. >> i've been here 50 years and it's the first time it's

happened. >> reporter: but there have been a rash of robberies in the neighborhood. 16 have been reported in the past 28 days. police believe it is a group of kids behind the burglaries. in the past month, they've given out 90 citations. >> just this morning, i spoke with three of nigh maybe -- my neighbors to work. they've heard about what is being done and what we can do. >> reporter: paul says he's seen crime go down since he moved to patterson park eight years ago, until now. with five of his neighbors among the victims, valdez wonders if he'll be next. >> we're kind of at wits end. >> police aren't releasing any details about those attacking. police -- people who live here aren't ruling anything out. >> i have a big dog. >> at this point, police do not have any suspects at all. perhaps only the bit of relief in all of this. investigators do not believe

the suspects are using weapons when they go into these homes. reporting live in patterson park, weijia jiang, wjz eyewitness news. >> all right, thank you. weijia. if you have information, police urge you to let them know quickly. >> a tough day for a baltimore county community. people there came together to say goodbye to a beloved 13- year-old boy who died of cancer. >> reporter: it is a tragic loss. but what everyone will tell you about riley davis is that smiled until the very end. >> riley davis lived only 13 years, but he never went a day without a smile. even with a four-year battle with leukemia, a teacher named him sunny d. >> he was unbelievable. i had my classmate make him a book. and we named him super riley. because that's how he attacked the disease. he just was a fighter, a fighter, a fighter. >> reporter: riley was a fourth grader here at jacksonville elementary school, when he was

first diagnosed with leukemia, and the school immediately rallied around him. >> reporter: riley's school immediately organized fundraisers with sales going to the family. >> i think we did one huge banner and just wanted to send it in to the hospital. we knew sometimes hospitals can be a dreary place. >> reporter: and riley's classmates did something else to support their friend. >> they all decided to shave their head in support of riley. >> it was another way to say, you know what? we feel your pain and the we're walking this with you. >> teachers, friends and family all gathered to say goodbye. tough story, vic? >> yes, it is, very touching. riley is survived by his parents and an older brother. a happy reunion to tell you about tonight. after being missing for four years, a dog reunited with his family. take a look at dodger and the wily family, who used to live in owings mills. four years ago, dodger escaped from the family home. nobody was able to find him.

but the collie mix was found in severna park last month. and thanks to a microchip, those work. animal control was able to contact the wily family. and there's your happy reunion. >> yes. >> i wonder if he even remembers who they are. >> oh. welcome back, everybody. we have snow shower out there. first warning doppler radar. we're going to take you back here and show you all of the scattered snow showers coming down from the northwest. and like summertime showers, these are scattered. they're going to dump quickly and move on off though, very quickly. as that sun sets, we're losing the energy to drive these showers so things will be calming down. we'll take you back to this morning. that gave way to the snow showers throughout the afternoon and evening hours. but then, most of this will be gone. out west, somewhat of a bit of a different story. we will have a winter storm warning in effect, where we have been seeing upwards of a

foot of snow. snow really piling up on the western slopes specifically. now, the winds are bringing in all of those snow showers. they're connecting all the way back to the great lakes, bringing the cold air over those lakes. and such a strong event that it's lasting all the way down to baltimore and the bay area. temperature-wise, though, this is also bringing in the cold air. we're at 25 degrees right now. it's more similar for this time of year. but also notice out to the west, 10 degrees in oakland. and when you factor in the wind, it feels like minus 1 in oakland. 13 now in baltimore. we were way above average for a while. even though it's more typical for this time of year. what we're seeing currently, only got to a high of 32 degrees. that's way below average. so quite a swing from where we have been. cold air going to stick around for a while. here's what's going on upstream. notice a lot of in calming down. as we get rid of that lake connection, with the winds starting to transition. that's going to break the connection here as they turn

it is 6:30. 25 degrees and flurries in the region. here are some of the stories people are talking about tonight. a shower and mess all over the region. snow squalls and icy temperatures. the state is rolling out salt trucks right now. hopefully getting some people home safely. captain mike perry with a bird's eye view of the mess. >> this is york road and warren road. this is one of several area roads affected by these snow squalls. major congestion around northbound york road. northbound beaver dam road. warren road out to the jacksonville area. out to dulaney valley road. still under issue of the state highway administration. getting salt trucks to the scene of these hills of the snow squalls that came through

earlier. you're looking at traffic that is backed up. this is eastbound, headed over to beaver dam. as bart goes up the hill, going up towards the cockeysville, hunt valley area, the same issue still waiting for this major traffic congestion, from traffic moving so slow across these roads that are still just a bit icy. and the temperatures below freezing in the cockeysville area. so even with salt applied, there's still potential for re- freeze. expect these type of conditions throughout the evening. especially in the cockeysville area. back to you on tv hill. >> all right. thank you. captain mike perry in sky eye chopper 13. and first warning weather coverage continues with bernadette woods with more on the system causing this mess. >> the cold front got behind this. yesterday, the cold air has enhanced around the scattered snow showers. they dump very quickly and they continue to move on. very much like our scattered showers during the summertime, where some people get it, and

some people get absolutely nothing at all. since temperatures are below freezing, it is laying on some of the roadways. unfortunately, the timing with the rush hour is not so good. this is what we're seeing. this is about two hours ago. but with the sun setting, we're losing a lot of energy. and a lot of this is dying down. still probably going to see a few more rounds before we're finished with it. but this is the other part of the story. gusty northwest winds bringing in that cold air. and also bringing in the snow showers down from the northwest. and these are the temperatures. 25 degrees in baltimore. everyone across the board is below freezing. it's 26 down in ocean city to 10 degrees in oakland. so it is cold from side to side across the state. everything -- the situation where it will lay on the ground if it does come in. and that's what we're seeing at this point. but again, things will be improving. let's be patient. and we'll have a full forecast coming up. >> thank you. let's check in with kristy breslin. >> hi, vic. hi, everyone.

captain mike showed you the back roads. it's showing a major toll on the roadways. we have a live shot here. that is a look at the harrisburg expressway. it's jumper-to-bumper. it's still at least 45 minutes. that's from the beltway. and southbound also having trouble in that direction. and we'll take a look at our graphic. we have a 45-minute delay on the inner loop of the beltway. that's from the jones falls expressway. traffic moving at about 30 miles an hour. and 95, really struggling in that northbound direction as well. you can expect another 45 minutes there from dundalk avenue to little gun powder falls. we'll continue to keep you up to date throughout the night. but definitely stay scaif on the roads. >> and if you have photos. send them to wjz weather alert at cbs.com. or click on the link at the top of our home page. it's been more than a decade since the terror attacks of 9/11. and the government is working through a list of targets which need to be better protected.

the state is now upgrading its updates. >> starting now, the bridges are going to get $11 million of surveillance upgrades. >> reporter: you may be scarily aware that you are riding on a bridge but also a terrorist target. >> this will include cameras on the bridges as well as the approach roadways. >> reporter: the idea is a lot cheaper to protect these structures than to rebuild. rebuild at a cost of nearly 2 billion and five years's' ruption. >> reporter: these piers that hold up the bridges, well, they're fairly easy to secure on land. but a 2005 study paid for by the homeland security department showed that the piers that are out in the water, they're vulnerable to attack. >> reporter: below the road deck, a road can motor up to one of these support pier negligence the water. but few people are here, to see

and prevent a terrorist as they try to blow up the bridge. so recently, dnr police installed its own eight-camera, eight-radar unit surveillance system, for boats under and around the bay bridge. this system will tie into the new mdta control room. >> this is a project that is an incident detection process, project. so we will monitor the cameras, as well as respond to them as the alerts respond. >> the support piers as well. >> the work on this is expected to begin shortly. it should take 18 months to complete. at the key bridge, mike schuh, wjz eyewitness news. back to you on tv hill. >> the $11 million it will take to complete the surveillance project, should be funded entirely by highway tolls at mdta crossings. anne arundel county police looking at robberies tonight. take a look at surveillance cameras of the man who held up

a rugged warehouse in laurel. anyone with information is asked to call police, 410-222- 3432, or metro crimestoppers. well, you've heard, of course, of life imitating art. but this takes it even further. baltimore city police arrested a man named omar little, jr., on a handgun charge. he has the exact same name as a popular character on hbo's hit series, "the wire." the show's creator tells our baltimore sun, the incident is a coincidence. the trash is piling up in baltimore county, and some residents won't have their recycling picked up for three weeks. andrea fujii explains, thousands are left with a smelly mess. >> reporter: there's a line to recycle at the dropoff center on warren road. >> it's a whole lot easier just to put it in a paper bag and bring it up here. >> reporter: baltimore county residents, with monday recycling pickup were out of

luck. >> we had to put everything out by the curb. and we realized, guess what, they're not picking up today. >> so folks disposed on their own. not waiting until next monday. the county started single- stream recycling in 2010 and say this is the first time the holiday schedules have stopped pickup. >> when there's a holiday, that means that there is one fewer day during the week to pick up the trash and recycling. and the trash has to have the priority for sanitary reasons. >> reporter: johanna couldn't wait. >> it has been piling up. it's the cans. i mean, and if you have a ravens' party, it's going to be bottled. >> reporter: but the county says the majority of residents will hold onto the recycling until pickup or take it to a recycling center like this. >> many say it's a small price to pay to stay green during the holidays. >> if i didn't do the recycling, i'd probably sa have two cans.

a murder mystery at a royal estate in great britain. the police investigation has cast over the start of the new year for the royal family. >> reporter: police are combing the property for evidence, after a dog walker found a woman's body on new year's day. >> i think the circumstances indicate that she is probably the victim of murder.

>> reporter: the remains were just three miles from queen elizabeth's retreat, where the royals spent the holidays and held a i new year's celebration. authorities have not released details about the victim or how she died. >> we really need to go to a place where it's completed. >> the dog walker spotted the remains in the woods was village on the eastern edge of the property. police said the body had been there for sometime. they're reopening cold cases to see if they can dig up a lead. >> you will be continuing on. to establish a who she is, and b, how she came to be here. and who is responsible for her being here. >> reporter: the discovery came just as the royal family was marking prince phillips' recovery from a heart procedure over the holidays. police waited a day to inform the royals about the murder
