matters related to possible discipline. we're number 1 for the fourth year in a row. maryland is tops in education. school leaders received the highest marks amongst youngest students. >> reporter: jennifer kirby's class is the first step for the youngest learners. >> what kind of l's do you see at the beginning? >> elevated classes is one week why education magazine just ranked maryland the number 1 in the nation for the fourth consecutive year. >> we're getting our children ready for the future. and that starts early with 4- year-olds and 5-year-olds. >> reporter: maryland's report card looks good. the prestigious magazine gave the overall b-plus grade. once again, maryland beat out places like massachusetts, new york and virginia.

much all day long. late tonight, when the front comes through. they will shift more to the west. that will allow that cold air i showed you. cincinnati down in the 20s already. just east of the area, it's still in the 40s. so there's cold air, sitting right back here. most of this is going to travel up to the northwest initially. then cold air will come back for the weekend. right now, it's snowing from michigan down to wisconsin. chicago is going to get their biggest snow of the year. they've had nothing so far. they may see gusty winds. 3, 4, 5, 6 inches of snow. you'll read about that tomorrow. snow reaching down with the cold air. down into kentucky and tennessee. actually, that cold air is going to kind of wrap around. so it's not going to be as cold by the time it gets to us. it will moderate somewhat until the weekend. that's when the really chilly air comes in. first front comes through. there will be some snow to the north. another front comes through saturday night. and that will give us even colder temps sunday. west winds on the bay. west winds, 35 knots at times. and the gale warning on the bay tomorrow.

tonight. there's international outrage after a video goes viral on the internet. showing u.s. marines desecrating the bodies of taliban fighters in afghanistan. tara mergener reports from washington. and there's a warning. some of the video may be disturbing. >> reporter: the 42nd video, posted on you tube, appears to show four marines urinating on dead bodies. presumably taliban fighters. >> have a good day, buddy. >> reporter: the men seem to know they're being recorded. the video has the u.s. doing damage control. >> anyone -- anyone found to have participated or known about it, having engaged in such conduct, must be held fully accountable. >> reporter: defense secretary leon pineta released a statement saying, i have seen the footage, and i found the behavior depicted in it utterly deplorable. pineta has ordered a full

investigation. and he called afghan president hamid karzai to convey his disgust. karzai says the video is completely inhumane. and the group called on the united nations to stop what it calls "the barbaric acts of american soldiers that go against all human norms." the u.s. military is trying to avoid another scandal like abu ghraib. american soldiers were captured in photos, demeaning iraqi soldiers. >> reporter: the video comes at a tough time in afghan relations. already strained with american forces now in afghanistan for 10 years. >> reporter: commanders believe they've identified those involved and say the marines are no longer serving in afghanistan. two of the four were based in north carolina. all face court-martials for violating military rules that forbid photograph being human casualties. at the white house, tara mergener, wjz eyewitness news. >> it is still not clear who shot the video or posted

online. two of the marines involved have been identified. a shocking number of collisions and near collisions involving the washington, d.c. metro system. gigi barnett is in the newsroom with the dramatic pictures. >> reporter: that's right. a public records request reveals hundreds ever troubling incidents. some show people being struck by buses. others show buses slamming right into the back of vehicles, stopped at red lights. in all, there are more than 130 collisions in just a two-month period. and not all of the accidents are the fault of the bus drivers. they're recorded on a device called drive cam, which are activated by sudden stops. meanwhile, a metro bus official says their training is excellent in that their drivers have exceptional safety records. denise, back to you. >> all right. thank you, gigi. the metro system carries more than 500,000 passengers each day. >> right now, hundreds of sparrows point steel workers remain out of work as they have idled most of their operations. tonight, for the first time,

we're hearing from those laid off. andrea fujii explains, they now have help moving forward. >> reporter: after more than 100 years as a leader in steel manufacturing, the industry's future in sparrows point is uncertain. since december 23rd, rg steel has laid off close to 800 workers of its nearly 2200 employees, including 43-year steel veteran, james irving. >> it doesn't feel right, the fact of putting in all of these years and you're put on the streets with no notice. >> reporter: the county and local union organized this information faire on what benefits they're now eligible for. >> we've always main maintained and done why and survived well and came out of it. and here's another clip they have. >> reporter: union workers say they were told the slow economy put operations on standby. and they may head back to work in march. >> they're not saying anything, that i know of. they don't give us any

information. that's credible. >> reporter: at the first of the month, the plant called back about 300 or so workers but then soon after, laid off another 150. >> reporter: but they're staying optimistic at the local 9477, in hopes this manufacturing legacy is as strong as steel. >> reporter: i don't know exactly when, but i'm sure we'll all be going back there. >> now, this is not the first obstacle for the plant. in 2010, about 1100 workers were laid off during a seven- month shutdown. rg steel did not return my call for comment. vic? >> about 100 laid-off steel workers showed up at today's event. an arrest in a sexual assault on a cruise ship from baltimore. it happened on enchantment of the city. -- sea. police say a 25-year-old caribbean employee had sex with a 14-year-old girl in the locker room. the employee said he believed the girl was 16 years old.

maryland. tory smith's first season as a pro has been a fast track to the play-offs. >> i'm excited about it, obviously. but as far as football goes, and the same low preparation. everything is a little more heightened. but i'm approaching. obviously this is the biggest one. >> with hopes of a bigger one ahead. perhaps the super bowl. >> anquan boldin is one of just three current ravens who played in the super bowl. and boldin spoke to the younger players about the special opportunity that is the layoff play-off -- play-off journey. >> take the opportunity while you have the chance. or else you'll regret it for the rest of -- of your life. >> people sport it going to play-offs. but in actuality, it doesn't happen often. so i'm just excited about it, taking it all in. >> reporter: well, there's a lot at stake for the veterans and rookies alike. ravens and texans kick off sunday at 1:00. and when the game ends, stay with us, i'll be reporting live with statements and highlights
