sky eye chopper 13 is over the scene of a bad accident in perry hall. it happened on bel air road as snow moved through the area leaving one person trapped in the car. right now, a wint weather advisory remains in effect. as we take a look at route 40. it is really snowy. you can see trucks now, trying to treat the roads as best they can. meteorologist bern bernadette williams and bob turk are tracking the weather. >> as you can see, it's a lot different south of the city. in fact, there's a heavy burst of snow that is going to move through some of those areas that we saw particularly across the western regions of the area. right now, light rain and snow mixture in the city. south of us, it's been mainly rain. but out here, it's been almost all snow. we've got a report of almost two inches in portions of northern frederick county. and now to the west of us, it's cutting out, pretty much ending just west of hancock. cumberland now, just cloudy skies. we probably have about three or

four more hours to deal with this precip. and most of this will be in the form of snow. and perhaps even moderate snow at times. still quite mild. generally light rain will continue until this evening. temperatures, still above freezing. almost all places, except north and west. and that's where we're seeing the issues, even up in elkton. now down to 33. very close to the freezing mark. and later, that's where we're going to see real black ice issues. even though you can't see it. some of the areas that will be treated will be frozen. be careful, walking and driving late tonight. bernadette has a look at the advisories that are still in effect. since earlier today, baltimore has been up. we have an advisory. you can see, straight back into western maryland. and this is what we're expecting with this storm. as we said in this city, the roads have just been so warm. most of this is just changing to rain when it does hit the

blacktop. but the thing is, we could see a slushy coating to an inch north and west. farther north and west of that, bob was just discussing, we could see 1 to 3 inches of snow accumulation. and we want to stress how most of that is going to be on the grassy surfaces, on the cars, on the trees. because the ground is losing some of that accumulation since it's been so warm lately. but as the sun sets and the temperatures drop, things could change a little bit here. and we'll keep you updated. back inside. >> first warning weather continues, live in westminster. weijia jiang has more on the concerns on the roads there. wow. what a difference, lots of snow out there, weijia? >> let me tell you, the snow has really started to pound down in the last half hour or so. let me show you how it is sticking to the ground. we have seen everything today, from rain to sleet to snow. and of course that all translates to the potential for a disast or the roadways. a messy wintry mix is

blasting through maryland. >> snow can be a headache. >> a headache that is here, after luck ran out. carroll county got the brunt of the first round. snow whipped around sky eye chopper 13 in hampstead. and in westminster, locals treated sidewalks and braved the weather. >> sometimes the stores get crazy when it's going to be a blizzard or any kind of bad weather. >> reporter: with up to 3 inches possible in some areas, salt trucks headed out early. in baltimore city, they were unnecessary stops for dozens. welcome news for drivers bracing for bangups and congestion. >> people have the tendency of riding the brakes. >> they're in a hurry to get to where they want to go. and they're just not very cautious. . >> state highway planners anticipated problems, too, and sent out crews tuesday to pretreat interstates and main roads with salt brine. >> don't be fooled by mother nature. >> reporter: that's the warning from transportation officials who say the worst of the storm could develop quickly. >> you might get stuck. and if you get stuck, there's

yeardley love, wiped away tears as they talked in great detail about the day her daughter died. jurors heard. she found yeardley, facedown on a pillow. and she saw blood and an ugly eye injury to the star lacrosse player's eye. >> ready for opening? >> reporter: prosecutors say love died of blueprint force trauma, and love's ex- boyfriend, george huguely, seen here for the first time, planned the beating in advance. key evidence in e-mail, sent days earlier. huguely wrote, quote, a few days ago, you said you would get back together with me iffy -- if i stopped drinking so much. i should have killed you. >> reporter: huguely's attorneys says there was premeditation, but not about what they think. he said, he is not that complex. he is a lacrosse player.

huguely threw away love's computer. but they disagree if it was part of a cover-up. they also say love drank so much prior to her death that she passed out and suffocated. but prosecutors argue it is no excuse for first-degree murder. >> love's family was talking about the moment they found out yeardley died on her way to the witness stand, the older sister, lexy made eye contact with george huguely. there was just a moment that was very uncomfortable as the two sat there and stared at each other for just a moment. on the stand was one of yeardley love's best friends. she testified that she believes yeardley love thought she was in danger in the days leading up to her death. we're live in charlottesville, virginia, adam may, wjz eyewitness news.

>> a ad -- adam, thank you. stay with wjz for complete coverage of the george huguely trial. we'll continue to bring you the latest on air and online. police make a disturbing discovery. a fetus, wrapped in plastic and dumped in the trash. mike hellgren has more on the investigation unfolding near downtown bel air. >> the medical examiner's office spent the afternoon, conducting an autopsy. it's unclear how far along the fetus was. the mom reported it all to authorities last night. >> reporter: police say the fetution was wrapped in -- fetus was wrapped in plastic and found in this dumpster. the mom, they say, brought here, inside of an apartment complex off bel air road, where neighbors were shaken. virginia was a few feet away. >> call the police department, the fire department, an ambulance. don't do that. >> reporter: the mother revealed she gave birth at a relative's house. she said the baby was stillborn. >> reporter: authorities took

the mom to upper chesapeake medical center, where doctors efltsed her -- evaluated her and police interviewed her yet again. >> i have a little niece,2 years old. and that kind of hurt and shocked me. any time they do something like that, they're sick. >> reporter: similar cases in maryland have drawn attention. in 2007, a judge sentenced riley to prison time. riley gave birth and stuffed the baby in a drainage ditch. that same year, police found four fetuses on christy's property in ocean city but dropped after they could not prove any were born alive. >> the community has been extremely supportive. and i just wanted to say thanks for everybody giving me a fair shot. >> reporter: in the bel air case, the medical examiner is conducting an autopsy on the fetus to determine the cause of death. >> sad. sad. what's the world coming to? >> you heard a lot of strong opinions. but police have made no mention of any charges or any wrongdoing in this case.

reporting live, mike hellgren, wjz eyewitness news. mary? >> all right, mike. thank you. it is unclear whether the mother actually lives in harford county. we're told she initially called police in baltimore count to report -- county to report what happened. a severely injured dog is found wandering in a neighborhood. denise is in the newsroom with details of this case. >> animal control believes the pit bull was used as a bait dog to train others to fight. just a warning, some may find this video disturbing. the dog was discovered in the 600 block of andover road in linthicum. his condition has stabilized. he will remain in the care of veterinarians for a few more weeks. police are looking for the people responsible. animal shelter workers have nicknamed the dog rocky road. workers hope he will eventually be ready for adoption. >> anyone who wants to help with rocky road's medical care should call animal control, at

410-222. we'll have much more coming up at 6:00. annapolis is mourning the loss of former mayor dennis callahan. he died of a heart attack. he was 70 years old. he served as annapolis mayor from 1985 to 1989. he later served as the chief administrative county officer in county government. he ask survived by his wife, children and several grandchildren. julius henson, campaign consultant, trial on the robocalls. why henson will have to wait to try to convince a jury of his innocence. derek? >> reporter: well, one of the prosecution's key witnesses is ill. doctors' orders, he will not be available for days. it is a temporary setback to a case that has been brewing for 15 months. >> reporter: while republican bob ehrlich campaigned for governor, his campaign team, led by paul schurick, agreed to

hire julius henson to help them win. >> we made the call. >> reporter: henson now admits that he made at this time call. before polls were even closed, the call hinted it came from democrats, who were winning. there was no need to go vote. >> we're okay. relax. >> reporter: the robocall never mentioned that it was really coming from ehrlich's campaign. >> it's not just political dirty tricks, it's against the law. and we will enforce it. >> reporter: state prosecutor, emit daffit calls that illegal voter suppression. and in paul schurick's case, jurors already agreed. he finds out later this month if he's going to go to jail for the same robocall that now has julius henson in court, arguing this violates his freedom of speech. attorneys say it's hard to keep politics out of the courtroom. >> i think it's impossible. >> reporter: henson's attorneys want to try to convince the jury that this entire case is a

messy conditions on area roadways, as a winter storm moves through. you're looking live in carroll county. wjz will continue to bring you updates in firstwarning weather. but first, catholic leaders are outraged tonight. the obama administration says religious organizations must include birth control coverage in their health plans. but the leader of baltimore's catholic says that will never happen. >> reporter: the catholic church says the mandate violates its first amendment right to religious freedom. under the affordable care act, companies must cover contraceptives. and that includes faith-based organizations. cardinal designate edwin o'brien says we cannot, we will

not comply with this law. >> this is not something we can compromise on. because it's fundamental to our teachers -- teachings. talking about not just contraceptives. >> despite strong wording in his letter saying, we catholics will be compelled to either violate our consciences or drop health coverage for our employees. the archdiocese has some obligation to provide at least some health insurance. >> reporter: the archdiocese has 3500 employees who would be affected by this, including schoolteachers and those who work at nonprofits. >> reporter: for now, area church goers are reacting to the controversy. >> people should be given the freedom to choose as to what they want to do. >> i'm not agreeing with it at all. >> the birth control mandate is not yet in effect. it starts in august. but both sides believe there will be a compromise from the obama administration in the coming months. >> reporter: for the fourth

up in westminster, you can see there is no on the ground there. some areas, maybe three quarters of an inch. roads, luckily are pretty warm. and they have been salted heavily. but later tonight, as temps drop, any untreated walkways or roadways are going to get slick. many will probably be down to 25 by tomorrow morning. that will freeze up everything. let's take a look at radar. south and east of the region, probably all in the form of rain. but from the city north and west, it's all in the form of snow. and there's moderate snow now. just to about columbia. east of that region, it's mainly just a little rain and snow mixture. as we head out, it's beginning

to wind down. just west of frederick. it is over. and i think from the baltimore, washington area, we'll be done with this by about 8:30 this evening. as it continues to walk quickly to the east and northeast. maybe more snow, between now and let's say 6:30 or so. it's happening just as folks are heading home from the roadways. this little band here is the heaviest ban we've seen all day long. but west of it, much lighter. it's pretty much done. fredericksburg south, it's been all rain. d.c., rain and east. it's all rain. temperature-wise, take a look at what we have. 36. 39, easton. much milder down here. just north. city. 32, hagerstown. about an inch in that region now. some of the mountain areas in the catoctin, blue ridge. 34 there. locally, just to the north of the city. just chilly enough for some of

this to start accumulating on the grass. but some are down to 33, 34. the average now, 43 and 26. just came up and the record, 70 and minus 1. no wind here. but it's been a northeast wind. pressure there. it will be ending here this evening. and it's going to be replaced by sunshine and milder conditions for the next few days. then a cold front coming through late friday and saturday. maybe a few shower of snow showers. much colder for the weekend. bay temp, around 42. snow activity ending this evening. watch out for that black ice. as any of that black slush will freeze. clouds and sunshine. turns out to be a nice day. you'll forget all about this evening. but watch out. this evening could get quite slick later on. >> all right, bob. thank you.

it's 5:30. 36 degrees with rain and snow. good evening. thank you for staying with wjz eyewitness news. here are some of the stories people are talking about. we're closely tracking a blast of winter weather, moving through the area. today, crews worked to salt the sidewalks and roads as snow began falling in carroll county. outside right now, still being hit with a messy mix. you're looking at weijia jiang. we'll get whack to her -- back to her in a moment. she's in westminster county. right now, let's check in with meteorologist tim williams. he's tracking live doppler radar in the first warning weather center. hi, tim. >> well, you know, it is definitely is starting to move across the area. this is starting to dwusm moisture around -- dump moisture around in different forms. we started to see the clouds leading in to the system, right

around the early part of the afternoon. and now, what you're seeing there is ral temperature dictating what we had, from the city, bottom of the beltway to the south and east. we have rain and wintry mix snow, with snow and sleet around parts of the area. around the 95 corridor. really from elkton to hagerstown. and a lot of snow, primarily across the mason-dixon line. the winter weather advisory we had was in effect until 8:00 p.m. from the top tier of the state. and we have now eliminated, of course, baltimore city. because the temperatures are just going to be so warm around the metro area that it's not going to be a problem on the roads. we could see some refreezing overnight, with black ice possibly in the morning. could be a little dielsy in the morning hours when it starts to freeze. we'll have the complete forecast coming up in a few moments. >> love the hat. first warning weather coverage continues. weijia jiang has an update there. weijia, you took off your hood.

>> i did. but it is still snowing very hard out here. and it has been sticking to the grass for quite sometime. and that is a big concern for transportation crews because they are worried it could start sticking to the roads. these crews have been out since yesterday, pretreating and now salting the roads. we've seen a lot of salt trucks across the state. that's because we've also seen a lot of different forms of precipitation. today, we have been in the rain, in the sleet. we are now in the snow. all of that translates into one big mess. state highway administrators are, of course, worried that that could freeze over and turn into black ice. their message now is not to brush this storm off. because they say it could develop even more. they want to warn you that these roads are very slick. they could be dangerous. and for drivers to brace themselves. if you choose to come out. reporting live right now in westminster, carroll county, weijia jiang, wjz eyewitness news. >> weijia, thank you. this winter weather is impacting the roads as weijia mentioned. complete coverage continues

with kristy breslin, live at wjz traffic control. and it didn't look bad where she was. but as she mentioned, the roads can be slick. >> when she said mess, she was 100% accurate. let's give you an update on the accident that sky eye chopper 13 was over earlier. as you can involved in this at forge road. bel air road is still closed off in both directions. they're working hard to get that cleaned up. but this is the kind of situation that arises in these dicey conditions. traveling on the top side inner loop, park heights avenue to harford road. providence to greenspring avenue. and on the west side inner loop, that's jammed up from 95 to security boulevard. 70, problems continue in both directions. westbound from 29 to marriottsville road. eastbound also very heavy there as you make your approach to the beltway. and northbound 95, a lot of traffic in that direction as well. that's from the 895 split past the beltway. as far as accidents go, too many to name. but just for a few,

cuts and bruises. 24 times, his adoptive mom was investigated and cleared. >> we knew at that point in time, something horrible was going to happen. i knew one of them was going to die. >> saying she was harassed, the mom put her son in private school. >> instead, mrs. hudson beat shamir to death. >> maryland law didn't force that headmaster to report the abuse. >> because no report was made, these children were sent home, where one one of them was beaten to death. >> reporter: at penn state, alleged abuse was reported but never made it to ladies and legislators. they looked at what happened there and looked at our own abuse reporting laws. >> what we need in maryland is some teeth to that. >> reporter: so today, senator jacobs introduced a bill. if you don't report a crime, it's a crime. a thousand bucks. jew of but these senators don't want to threaten doctors and

teachers with jail time. they want to do fines. >> we wanted to do what we can to stop child abuse and make sure it gets reported. >> reporter: they have flooded the calls. >> it's not titled anything to do with penn state. it's titled child abuse and neglect, failure to report. >> the bill was introduced today. but it has to get out of committee before it can proceed. terrifying moments in new york, when a gunman opens fire inside a courthouse. police say the suspect parked a dirt bike outside the middleton township courthouse and marched up the stairs, holding a shotgun. he took aim at two court officers, hitting one in the arm, before the other officer shot back. the gunman later died at a hospital. police say he had a grudge against the city's mayor. police release chilling 911 tapes from the day josh powell blew up his washington home, killing himself and his two young sons. the frantic calls came from a

social worker and family members. a social worker was the first to alert police that something was wrong at josh powell's home. >> i'm on a supervised visitation visitation for a court-ordered visit. and something really weird has happened. >> reporter: elizabeth griffin- hall tells the 911 operator, that charlie and braden were one step ahead of her when powell slammed the door on her. >> i could hear one of the kids crying and he still wouldn't let me in. >> griffin hall gets frustrated waiting for police. >> how long will it be? >> i don't know, ma'am. they have to respond to emergency, life-threatening situations first. >> this could be life- threatening. he went to court wednesday. and he didn't get his kids back. this is really -- i'm afraid for their lives. >> reporter: inside, police say josh brutally attacked his boys, then used gasoline tobly -- to blow up his house. >> he exploded the house. he blew up the house and the kids! >> the kids and the father were in the house?

>> yes! yes. he slammed the door in my face. so i kept knocking. i thought it was a mistake. i kept knocking. and then i called 911. >> powell also sent an e-mail to his sister that day, indicating he may do something drastic. >> he said something about he can't live without his sons. and i'm not afraid of him. he'd never hurt me. i'm afraid [ inaudible ] >> reporter: powell was the main person of interest in the 2009 disappearance of the boy's mother susan in utah. manuel gallegus, wjz eyewitness news. >> pierce county sheriff's detectives tell the media that police should have been sent quicker. the dispatcher questioned the social worker for more than six minutes the first time she called. however, detectives don't believe a quicker dispatch would have saved the boys' lives. a los angeles school rocked by teacher sex abuse claims is investigating another of misconduct. the latest involved a teacher's

aide, sending love letters to an 11-year-old boy. vic has more on this unfolding investigation. >> reporter: the boy's mother says the aide, a woman in her 50s sent at least three inappropriate letters to her son. the allegations come as school district administrators replace the entire staff at mira monte elementary school. both are charged with sexually abusing student inside their classrooms over the last few years. in a meeting, the teacher's aide acknowledged writing the letters and said, she had a grandmotherly affection for the boy. >> the aide no longer works for the school system. financial fallout tonight. for companies connected to the deadly indiana state fair collapse in august. a high-wind storm brought the stage down in august. after an investigation, indiana officials fined the company that built the stage. the union that worked for a variety of safety shortcomings. the blast killed 7 and injured 58 others.

rick santorum is collecting some cash and gaining momentum. mitt romney's top aides say they're not concerned about the surge. but as danielle nottingham reports, it could spell trouble for newt gingrich. >> reporter: rick senatorror -- santorum got a warm welcome from religious leaders. >> one of the great gifts i've had in my political career is that no one ever thinks i could win anything. [ laughter ] >> reporter: the former senator is painting himself as the only true conservative, running for the nomination. >> it's not a management problem in washington, d.c. all right? there's a more foundational problem there that goes to the basic concepts of who we are as a people. >> reporter: santorum's campaign picked up more than a quarter million dollars right after his victories in missouri, minnesota and colorado. that's money he'll need to challenge mitt romney. despite his better-funded and organized campaign, the front

european officials are planning harrn -- harsher economic sanctions. danger in the ocean. as the number of shark attacks reach a 20-year high. researchers say the majority occurred in remote places where medical attention wasn't available. none of the fatalities happened in the united states. experts believe that could be linked to fewer americans taking vacations because of the economy. hundreds of people had their vacations ruined due to another norovirus outbreak, aboard a cruise ship. princess cruises say the crowned princes have to return to port in florida because nearly 200 people contracted a gastrointestinal illness. a second ship is continuing tomorrow because of a similar outbreak. abused and left for dead. a goat found wandering in anne arundel county, with a chain embedded in its neck, is now safe in a new home. andrea fujii has the story.

>> reporter: some may call it an animal sanctuary. but for tuscany, the pygmy goat, it's simply home. >> i immediately called animal control and offered her a home. >> reporter: tuscany was found last month, wondering on linthicum road in anne arundel county, with a weigh-pound chain around her neck, which had been there so long, animal control had to surgically remove the skin that had grown over it. >> where are you going? >> now recovering, she's at cheryl's rescue ranch in odenton, run by wendy cazone. >> i don't know how the poor thing was moving. it must have been sheer determination for her to try to get help. >> reporter: as animal control tries to determine who abandoned tuscany. >> these two are going to be friends, i can tell. >> reporter: she's adapting to her new friends. including the other 25 pygmies just like her. >> reporter: and once this is complete, this can be called tuscany's permanent home. >> reporter: at 11 years old,
