asked to call the sheriff's office, 410-838-6300. police in baltimore are looking for the person who shot a man. it happened just after noon, around 1:30. police say the man was shot here near the intersection of north streeper and monument streets. so far, no arrests have been made in the case. the baits of driving and using a hand held cell phone is once again alive, after some state politicians say the current law is too weak. weijia jiang has more on the efforts efforts to try to ramp it up. >> reporter: adam, if a police officer spots you right now, with your phone held up, chatting on the phone, that alone is not enough to pull you over. but these lawmakers say it should be. >> reporter: driving and using a hand held cell phone is against the law in maryland. but you'll only get a ticket some of the time. >> you have to be doing something else before a police officer can pull you over. >> reporter: something else, like speeding or running a red

light. but an officer can't pull someone over just for using a handheld phone. because it's only considered a secondary offense. and that angers drivers like gina linebarger. >> it's not worth killing yourself or someone else. you know, the law should be no cell phones at any time if you're behind the wheel. period. you know, period. >> reporter: state delegate jimmy malone is sponsoring a bill that would make that the new law. >> i want it to be a primary offense. and i want it to be identical to the texting bill. >> reporter: which gives police the power to pull drivers over just for texting behind the wheel. no other violations necessary. triple a says extending that to holding phones -- >> will most likely make motorists obey the law. and increase the enforceability of the current statute. >> critics argue it's a slippery slope. and there are plenty of other distractions on the road that are still legal. still, most drivers we spoke

with hope malone succeeds. >> should pull them over, for safety. you know, somebody could get really hurt, talking on the phones right there. i don't deal with them while i'm driving. >> reporter: now, last year, a version of this bill made it through the house but did not get out of the senate. next week, the house will vote on this year's version. reporting live in baltimore, weijia jiang, wjz eyewitness news. >> all right, weijia, thank you so much. right now nine states in washington, d.c. enforced that law as a primary offense. details of a new deal for the baltimore grand prix are expected to be announced for the next couple of days. mayor stephanie rawlings-blake says the terms of the five-year agreement will be revealed on wednesday. last year's grand prix brought in $47 million in baltimore. then in december, the city terminated its contract with baltimore racing development, after that group failed to pay $1.5 million that was owed to the city. they also left a lot of vendors high and dry.

overextended homeowners in maryland are getting just that. phone lines have been swamped since news broke that the state is part of a multibillion dollar foreclosure settlement. >> are you ready to get started? >> this week, overnight, the attorney general's office, set up a phone bank. >> the conference room didn't have all their phones or computers as of three days ago. >> reporter: in just the first day... >> during that 24-hour period or so, about 500 people called. >> we're getting more money in maryland than new york is. >> nearly a billion will help those in need. helping those who had foreclosures in bank of america, wells fargo, chase and ally. prince george's and baltimore city showed the highest levels of foreclosure. >> the settlement money in maryland will help not only those who have been in their homes, but those who have been forced to move out. >> it's terrific that we're able to actually help people with the settlement. this isn't going to solve

protestors around the world are demanding peace for syria. this comes as fresh flareups come from that violent country. the collapse at the security council likely triggered a barrage of rockets and artillery fire in holmes.

>> they say we know we are going through a very difficult time. your rights are being violated with you. >> world leaders are trying to pass resolutions trying to denounce the bloody trackdown. but they have stopped this. iranian president mahmoud ahmadinejad made the claims today at a rally, marking the country's islamic resolution. it is designed to create nuclear weapons. but iran maintains its nuclear program is for peaceful purposes only. we'll find out in a few days. a montana man is accused of spiking his tax business's coffee pot with meth. 34-year-old greg benedict admitted to his ex-girlfriend that he put half a gram of meth here.

seven employees and several customers experienced minor symptoms after drinking the coffee. benedict, who did not say why he spiked the coffee, now faces charges. a railroad crossing. a susex county sheriff's deputy was on a traffic stop thursday, when he was nearly hit by a passing car. when the deputies radioed that car's information, it led to a chase by nearby officers. then here's how it came to an end. they dropped the train tracks. the suspect inside that car did surrender to police. we're enjoying a little winter weather here. but it's nothing compared to what the people in indiana are dealing with tonight. check this out. heavy snow and lots of ice. almost looks like siberia up there. making it nearly impossible for people to get around the city of gary. thousands of people are shoveling and getting their weekends away. the storm, they're giving credit to lake-effect snow. not something we usually have to deal with here. >> and we haven't dealt with

welcome back, everybody. okay. we've got snow flying out. we'll go to first warning doppler radar and show you the strong band that made its way out of pennsylvania is really weakening as it heads into the eastern shore. but it is really kicking up the kind -- winds behind it. notice another batch down from pennsylvania. that is bringing another round of sno snow flurries and snow showers as it passing through. and western maryland, entirely

different area. a few inches still piling up. switch it over and show you, this is what we have been dealing with today. rounds of snow showers and snow flurries coming down from the northwest. see the cold air spreading all the way down to southern maryland also. as it all moves through, we said it's kicking up the winds. we have a wind advisory in effect, region wide, through 7:00 a.m. tomorrow. we have a winter weather advisory in effect for parts of northern baltimore county and harford county, until 7:00 tonight. so just a short while longer. and also a winter storm warning in effect for western maryland, that continues for a few miles also. these were the winds we were just discussing. sustained winds, generally 15 to 25 miles per hour. starting to kick it up. easton, 17 mile presidency are hour. that will continue for elkton and ocean city. the high winds are coming your direction also. here are the gusts. tonight, bee -- we could see gusts up to 50 miles per hour. it's all coming in because of that storm that has passed through.

it is still intensifying offshore. when coming over those great lakes. causing some of the snow shower bans that are making their way down to western maryland. that's why we're going to see a few inches down there. here's the cold air it's bringing in. 31 in baltimore now. 20s out to the west. and as far as wind chills, we are down into the teens for a lot of us. oakland is down to 1 degree. we stopped out -- topped out at 41 today. average is 44. tomorrow, we're going way below that average. because this air is coming in our direction. tonight, we're going into the teens. and tomorrow, we only recover to the low 30s after a very mild stretch of weather we have been dealing with, most of this winter is really going to hurt us a little bit tomorrow. however, once all of this gets out of there, those temperatures are going right back up. so a few rounds of snow flurries and snow showers still possible tonight. then tomorrow, very windy, very cold. but the front starts to break through. then we've got a warmup coming later this week. out on the waters, gale warnings are in effect because of all of that. and tonight, we are going down
