captioning funded by cbs good morning, everybody. happy valentine's day. thank you for joining us. i'm betty nguyen. gay rights advocates are celebrating another victory this morning. washington became the sechgt state to approve of same-sex marriage. the state joins new york, connecticut, massachusetts, new hampshire, ver month, and washington in allowing same-sex couples to wed. it was signed into law. they approved domestic partnership laws in 2007 and 2009 that stopped short of allowing same-sex couples to marry, but greg says now is the time for the state to recognize full marriage equality i e-mail proud that our same-sex couples will no longer be treated as separate but equal. they will be equal in the great state of washington. >> gay and lesbian couples won't be able to walk down the aisle right away.

the law takes effect in june. but hours after the signing, opponents signed a referendum to overturn the law. >> there are many relationships that are significant to individuals. they are entitled and encouraged to participate in them. >> republican presidential candidate rick santorum who pthe state capitol to encourage them to stop the from passing the ledge bags, but that's not does couraging some couples from planning their wedding. i'm delighted to take it to the next step and mair the woman i want to spend the rest of my life with. i'm so happy we have it in washington state as well. >> legislation for and against same-sex marriage is taking place in a number of states. governor chris christie is in favor of a referendum and say his e will veto the measure.

amendments banning same-sex marriages will be on ballots. now to the nation's capitol where a house votes on extending the payroll tax cut at the end of the year could come by the end of the week. it was an about-face for those who had previously demanded that they be cut. in a statement the house leadership said that democrats' refusal to agree to any spending cuts in the conference committee has made it necessary for us to prepare this fallback option to protect small business job craters and assure taxes don't go up on middle class workers. without action by the end of the month, the payroll taxes will rise for 160 million americans but republicans still want to negotiate the fate of the long term unemployment benefits and a cut in fees for doctors who treat medicare patients. >> and president obama's budget proposal for fiscal year 2013 is drawing fire. the record $3.8 trillion budget was unveiled yesterday. it includes tax increases on the

wealthy and cuts in military spending. the white house claims it will cut $4 trillion from the deficit over the next ten years, but senate minority leader mitch mcconnell calls it, quote, a charade. >> it's campaign document. the president's goal isn't to solve our problems but to ignore them for another year, which will only ensure that they get even worse. >> the president's proposal leaves medicare mostly untouched. republicans are promoting changes. the budget will be a key in this year's election. the latest poll shows rick santorum has made up significant ground against mitt romney. in michigan, mitt romney's home state, a poll by the american research group shows santorum leading romney heading into the february 28 primary and a national poll of likely republican voters find rick santorum and mitt romney in a virtual tie. overseas anti-government in

syria say the government resuming their attacks on the city of homs. they said they would consider a plan for a peace keeping form. susan mcginnis is in washington with much more on this. >> reporter: good morning, betty. with it looking more and more imminent, the u.s. said it is working with its allies but it's clear at this point that support goes only so far. amateur video claims to show syrian troops launching new attacks on the city of homs. the you united nations commissioner says the violence is escalating. >> the longer they fail to take action, the more the civilian population will suffer from countless atrocities committed against them. >> president bashir al assad's army is targeting rebels, working to take down its regime. the u.n. estimates more than

5,400 people have died since the pro-democracy uprising began almost a year ago. now the arab league is calling on the u.n. to form a joint peace-keeping force to help end the violence. the white house supports bringing piece to syria but admits an international intervention faces several obstacles. russia and china have already vetoed a resolution and syrian government has rejected any asistance. >> they are leading syria into the outcome that we all deplore. we do not want to see a civil war in syria. >> secretary of state hillary clinton says the united states will work to support the oppositin and deliver humanitarian aid, but the u.s. has said military force is not an option. and later this month the u.s. will meet with arab nations and the european allies in tunisia to talk about ways to rat chet up pressure.

betty? >> thank you, susan. whitney houston's body has arrived in new jersey where she grew up and where plans are being made for her funeral at the end of the week. it's still unclear why she died, but a few detail of her final hours are emerging. we have more. >> reporter: a hearse carries the body of whitney houston to a funeral parlor in her hometown of newark, new jersey. it's the same funeral home where her father was remembered after his death in 2003. houston's remains were flown from los angeles where police are still investigating the death of the grammy-winning singer. >> we do not know the cause of death. we don't no the circumstances leading up to her death. >> reporter: beverly hills police say the 48-year-old houston was under water and unconscious when she was found in the bathtub of her hotel room saturday. prescription medications were also in the room but it will take weeks for toxicology reports to confirm whether they con contributed to her death. >> until we run it and see the

talk about an unbelievable shot. that was not trick photography, folks. a seventh grader in ohio actually makes a full court shot after the other team misses a free throw last week. you can hear the buzzer go off just as it hits the backboards. and to make it even sweeter, his team was down by one point, so that miracle toss actually won the game. congratulations. on the "cbs moneywatch" apple shares hit a new high, and for the first time you can hit the slopes and get your starbucks at the same time. ashley morrison is here in new york with more on that. good morning, ashley. >> and good morning to you, betly. overseas markets came out slightly ahead. tokyo's nikkei gained half a percent while hong kong's hang seng gain as fraction after a volatile day. it was a positive start. to the week on wall street. the dow added 72 points while the nasdaq gained 27. china's vice president meets with president obama in washington today. the president will once again ask china to lower trade

barriers and reform its currency policies. his visit to the united states may hold some clues about china's future economic stances. he is widely viewed as the successor to current president hu jintao. regulators in the u.s. and europe have approved google's bid to buy motorola. google is willing to pay $12.5 billion for the mobile phone maker. it will give them the ability to manufacture its own phones and devices for the first time. google has some catching up to do with apple. on monday apple shares closed above $500 for the first time ever. apple also announced it will begin allowing independent inspectors to inspect in china factories where iphones and ipads are made. there's nothing new about getting coffee on the go unless you're a skier. starbucks has now opened its first ski-through coffee shop at squaw valley in california.

partly sunny in denver, 26. mostly cloudy in seattle, 48. here's another look at this morning's top stories. same-sex marriage is now legal in washington. it becomes the seventh state to allow gay and lesbian couples to weds. opponents say they will fight the law in court. and whitney houston's body arrives at a funeral home in new jersey, not far from where she grew up. her family is planning a funeral for later this week. a group of doctors is urging the makers of a common childhood cancer drug to increase production. they say that the supply could run out within weeks, costing patients their lives. we spoke with one family whose daughter desperately needs the drug. >> reporter: in december, 8-month-old elena shone held was diagnosed with leukemia. her parents were devastated but hopeful.

mark is elena's father. >> the fact of the matter is it's terrible. in regard to leukemia, we're lucky in a weird way that it's curable and that they have a track record of curing it. >> reporter: but the cure depending on a cocktail of a chemotherapy one and the crucial one methotrexate is running out. >> if we loose methotrexate, we will open up a very unknown future, and children will die. >> reporter: dr. maris's hospital has only a two-month supply of the medication which children usually take for three years, but the shortage doesn't stop there. 28 cancer drugs taken by more than half a million patients are in short supply. there are several reasons. one problem, a smaller profit margin because many of these drugs have become generic. there are now fewer suppliers. the largest manufacturer of methotrexate shut down last fall.
