the fbi uncovered plans for a suicide attack in washington, d.c. >> who is under arrest and how he got caught. >> hi. i'm kai jackson. and i'm mary bubala. here's what people are talking about. let's update the breaking news for you. undercover federal agents stop a terror suspect. investigators say a man wanted to blow up the u.s. capital. danielle nottingham reports from washington, d.c. with the latest. >> reporter: the fbi arrested the suspect near the u.s. capital today, after agents gave him a vest he believed was filled with explosives. cbs news has learned the suspect is amin alkhalify, a 29 moroccan man who was living in alexandria, virginia, on an expired visa. authorities put him under surveillance about a year ago, after the man expressed interest in launching a terror attack. >> reporter: undercover agents developed a relationship with alkhalify over the last few months, learning that he wanted

to be the first suicide bomber on u.s. soil. >> reporter: the suspect met with the agents friday morning and was given what he thought was a suicide vest. he was arrested a short time later, as he set out on his mission. in a statement, capital police say, quote, at no time was the public or congressional community in any danger. investigators do not believe the man is associated with al qaeda. >> reporter: in washington, danielle nottingham, wjz eyewitness news. >> alkhalify just made a court appearance. a judge set a bail hearing in this case for next wednesday. >> we are closely watching a winter storm that could bring snow to maryland outside tonight. it is sunny and mild. but our conditions definitely going to change over the weekend. wjz is live with first warning weather. meteorologist tim williams and bob turk show us what to expect. we're first going to go to bob. >> take a look at radar. not really much to talk about yet. but there's moisture beginning to build down here around texas.

andate piece of disturb -- and a little piece of disturbance moving down that region. and sometime tomorrow morning, be around the center of alabama and further off to the east and northeast over the weekend. and in those positions, in that position, by the time it gets to the carolina coast, it's probably going to bring us some kind of precipitation. but take a look. 51 degrees. 51. the streets. the ground is warm, friends. 52 in washington. 52 in patuxent. tomorrow, a day just about like today. plenty of sunshine and mild temperatures. but by sunday afternoon, things will begin to change. tim has a look at what we probably expect here on sunday and sunday night. tim? >> and as bob mentioned, you know, the ground being warm and the temperatures in the 50s today and tomorrow, really do set the stage for what will be a very difficult time for anything to really settle on the ground. especially for roadways. so let's talk about the amount of snow we could see. first off, this system is going to form over alabama or so.

and then eventually move off the carolina coastline. the farther south and east it goes, the less snow we will get. we will see more rain. we may not see any rain up around the northern tier of the mason-dixon line. but if it moves closer to the coastline, we could see 1 to 2 inches across the state. and 2 to 4 inches south of d.c. as far as the time line, we'll see the leading edge of this moving into the area, just after dawn. we'll say around 8:00, to 9:00. south of the area. by noon, it moves across the state. and that's going to be a mostly rain event. turning to snow by mid- to late afternoon. we'll continue to keep you posted and we'll monitor this storm as it develops. bob will have your complete updated first warning forecast coming up. back inside. >> stay with wjz for first warning weather to find the updated forecast, live doppler radar and school closings or delays, log onto wjz.com. another breaking story right now. a possible break-through in the house of delegates on same-sex marriage. supporters of the bill now

appear to have enough votes to pass it. wjz is live in annapolis. political reporter pat warren is there and explains the vote about to take place. >> reporter: after a number of amendments were heard and rejected, one got through, it seemed to tell the tale. >> reporter: the same-sex marriage debate resumed in the house of delegates today. and it looks like supporters have hit the magic number. >> one of our nos has turned to yes. a deal was cut. >> reporter: opponents of the deal now expect it to pass. >> it looks as though they have been able to horse trade and secure the final vote and flip a previous opponent of the bill to vote for it. >> reporter: prince george's county delegate, tiffany alston, who voted against the bill last year, offered the only amendment that was accepted by the majority. >> if any part of this bill is deemed to be unconstitutional, that the whole bill will be considered unconstitutional. >> reporter: the significance of that being that challenges to the religious protections to

the bill would throw the whole thing out. >> we are told that the vote was contingent on the passage of the last amendment. and that's passage of that last amendment from prince george's delegate county. it was the price for pushing this through. >> reporter: but supporters of the bill deny any shenanigans. >> clearly, this bill is not being rammed through. it has had more consideration and debate than almost any bill that i've dealt with in the 30 years that i've been in the legislature. >> reporter: but does it have the votes? >> we'll find out. >> reporter: but supporters of the bill clearly do not expect a repeat of last year's defeat. reporting live from annapolis, i'm pat warren. back to you. >> pat, thank you. the senate will take up the measure, once the house action is completed. and wjz will keep you updated on the vote in the house of delegates. and kai, also in annapolis, in a very rare move. they vote to punish one of its own lawmakers today.

state senator ulysses currie is disciplined by his colleagues for failing to disclose payments to a grocery chain. weijia jiang has the reaction. >> reporter: on the maryland senate floor, the vote was unanimous. senator ulysses currie himself approved a resolution that he be censured for abusing power and prestige. >> i will not stand here and make excuses. i'm a partner with flaws, and i do have weaknesses. i never intended to do anything that would bring harm -- dishonor to you, my wife, or me. >> currie apologized for his failure tois disclose near -- to disclose nearly a quarter million dollars he got from shoppers warehouse, while working on legislation to benefit the chain. an ethics committee recommended disciplinary action. senate president mike miller. >> it was tough. it was tough for him to go through. it was tough for us to vote on.

but we did it. it's a sad day for the senate. >> reporter: members of that ethnics committee tell us this outcome was inescapable. and they hope it sends a clear message to other lawmakers. >> who are hopeful that the whole way the process has worked out will reenforce in everybody's minds the importance of keeping our public roles and private roles disifnghts. >> reporter: buyer -- distinct. >> reporter: before the vote, currie thanked every member of the panel. they could have advised he be expelled. instead, he's been removed as the powerful budget and taxation committee. but he'll remain part of the group. >> mike hiller -- miller says not all will be enforced. reporting live, weijia jiang, wjz eyewitness news. >> this is the first time a maryland senator has been disciplined by the chamber in 14 years. a baltimore city police officer shoots and kills a dog in a local park.

denise is in the newsroom with details on exactly what happened. denise? >> officer jay corbit said he shot the dog in the head because the animal lunged at him. according to a police report, corbit was out walking his department dog when he noticed another dog running toward him. corbit said the dog jumped up at him while barking loudly. corbit said he feared for his life. so he pulled out his glock 23 and shot the dog, which died. police said the dog's owner ran to him screaming, and identified her dog as a 2-year- old pit bull mastiff named "man." >> the dog's owner said she had allowed her dog off leash to play and it ran away. jurors are captivated by a video of george huguely, holding hands with yeardley love, the day before her death. wjz has complete coverage from the courtroom in charlottesville. adam may has more on the video. >> reporter: that video apparently showing love and huguely getting along is

considered a key piece of evidence for the defense. they're hoping it will help. >> fighting for her nephew's future, george huguely's aunt took the stand. members of the family were dining at this burger bar popular with students at the university of virginia. in the video, huguely and love were holding hands and casually chatting with others. that happened just days after love found out hugh -- huguely found out love hooked up with another lacrosse player and that he said, i should have killed you. >> reporter: prosecutors say he premeditated the murder and should be sentenced to life in prison. defense attorneys claim their client never intended to kill love. and the fight in may 2010 was mutual, the death, accidental. huguely admits to stealing her

maryland's two travel plazas on i-95, are only one vote away from a $65 million do-over. >> >> an island carved out of northbound and southbound lanes i-95, sit maryland's only two travel plazas. offering food, fuel and rest rooms. what they don't offer is new. so they're coming down. >> using terazzo floor, wood, color, indoor planting. we're creating a vibrant, light, airy spaces. >> this is outdated. but if it's going to cost the state a lot of money, a lot of taxpayers money, then i think we could deal with this one. >> reporter: but a proposal on track would cost taxpayers no dollars. money comes from spanish developer arios. >> we have created 160 facilities like this one in other parts of the world. >> reporter: under the plaza proposal, arios would spend $65 million in construction. under the deal, the state would

normal high, 45. haven't seen too many of those days. 36 this morning. normal low still at 27. by next week, it jumps up to 28. 76, the record high. and 3, the record low. right now, the winds are beginning to calm down. they have been a little gusty today out of the west/northwest. 5, 10, 1520 miles an hour at times. they will drop down tonight. temperatures with clear skies, getting down around freezing, a little colder in the northern and western suburbs. what we have been talking about for the weekend is still down to the south. not even yet developed. but an area of low pressure over southern arizona, new mexico. some of that energy is going to be transferred to the area of precipitation developing in the gulf of mexico. this is expected ecipitation. much-needed rain to georgia. that serious drought here. all across the south. they're going to get 1 to 2, maybe 3 inches of rain down there. this area of low pressure is going to head down to our

south, off the carolina coast by sunday. now, it's going to spill moisture above it, into our region. now, to our north, there's a weak frontal system that may be just enough cold air by the afternoon, and later, particularly, that any precipitation that moves into our region, probably starts with some rain, mixes with snow. and starts dragging down some colder air from aloft. and then we may see several hours of snow, sunday afternoon, sunday night, before it quits. we talked about maybe a 1 to 3- inch accumulation for most of the region. heaviest is going to be down across portions of southwest virginia, where it's going to be colder. and the higher elevations, particularly, will enhance that precip. some areas here will see 5 to 7 inches of snow. eastern shore, i think we'll see rain. maybe even 2 to 4 inches of snow south of us. north of us, dryer air. may not see a flake north of the mason-dixon line. now, that's sunday afternoon and sunday evening. so the heavy stuff going on down here.

wrong. a toddler is discovered walking all alone. good evening, kai, good evening, to everyone. that little girl was found walking alone along f street. >> reporter: it was along a busy street in washington, d.c. where two friends on their lunch break saw a toddler wandering all alone. >> she went to run out towards the street. >> reporter: a little girl, just two or three years old, appeared to be lost near the verizon center. >> i said, i have to stay here until we find somebody. >> we seen on her badge, it said, cambridge day care. so we actually went and got a police officer. >> reporter: the two women found a police officer who walk the the toddler into the arena. inside, they found five other children from the kids bridge day care center who were also separated from the group. >> i have a child in day care. and i'm wondering now, is it

safe, to send them out on a field trip? >> reporter: evelyn miller, the director of the day care center, says 28 children were taken to verizon to see disney on ice. when a staff member took the kids to the rest room, they got lost in a crowd of people leaving the show. >> reporter: fortunately, all of the children on that field trip to the verizon center returned home safely. i'm jessica kartalija, back to you. >> the director of the day care center says they had several staff members on that field trip and this should not have happened. >> reporter: a man is convicted of murdering a maryland state trooper. today, a jury found sarah williams guilty of first-degree murder in the death of trooper wesley brown. prosecutors shot trooper brown outside of appleby's in june of 2010. williams was allegedly angry after trooper brown and another off-duty officer talked them out of the establishment for being intoxicated. an update now from annapolis, where the maryland house of delegates will vote any minute now on a same-sex

marriage bill. political reporter pat warren has the very latest for us. pat? >> that's right, the delegates are now wrapping up their business this session on same- sex marriage. what they're doing is listening to the delegates, one by one, explain their feelings on this issue, something that we've heard in debates for the past two years. the difference this year is that governor martin o'malley has put his support behind the bill. and supporters of same-sex marriage believe that will be the telling vote. the governor's vote, although he actually have one here. we last heard that they do, in fact, have the 71 votes that are needed. but, of course, no one knows that until those lights light up. reporting live, i'm pat warren. back to you. >> thank you for the update. and the senate will take up the measure, once the house action is completed. fighter jets in california intercept a plane flying too close to president obama. and police make a surprising discovery. vic is in the newsroom with

more on what they found. police found about 40 pounds of more marijuana. the small plane was in violation of a temporary flight restriction in los angeles. the air space was desfateinated for-- designated if are marine one. two fighter jets went up to investigate. secret service discovered the marijuana while they were questioning the pilot. he has since been arrested. >> the secret service says the president was never in any danger. a federal agent was killed during a shootout with another agent. 45-year-old ezequial garcia opened fire in a california agency office, shooting and kill killing an agent thursday night. the third deputy intervened and shot and killed the shooter. the fbi says the agent who fired his shots is being counseled on his performance when the shooting occurred. saying goodbye. the family of whitney houston

he is campaigning and surging ahead in the polls. he hopes to pull off the upset in the primary, february 28th. >> reporter: but santorum's surge may also say something about his opponent. political analysts say voters are not sold on romney for a nominee and are having trouble looking for an alternative. >> reporter: romney is having trouble connecting with voters. he was against the government bailout of detroit automakers. >> i care very deeply about the auto industry. i want to make sure we have good jobs, not just for a few weeks, but for many, many years. >> reporter: newt gingrich and ron paul are using this time to raise money between now and super tuesday next month. president obama is doing the same. he's on the west coast, attending a handful of fundraisers, and new figures show his campaign raised more than $29 million in january alone. in washington, danielle nottingham, wjz eyewitness news.

released. an airline runs out of money, leaving thousands of travelers stranded around the world. air australia is bankrupt. and the budget airline immediately canceled all of its flights, told passengers it was unable to refuel its plane. right now, roughly 4,000 tourists are stranded in thailand. passengers who bought tickets with credit card or have travel insurance, may be able to get refunds. new safety concerns over electric toothbrushes. the fda is warning that parts of the battery-operated spin brush model may have broken off in use. the potential for injury exists in eight different spin brush models. the government is advising them to inspect for loose or damaged parts before use. many people go to great lengths for a brighter smile. using over-the-counter products. but there is a simpler way to get whiter teeth. bigat shaban reports, how eating certain foods can improve your smile.

months to the job, dan duquette has changed the roster. duquette's addition are fill- ins. they will hit sarasota for the first official workout in 2012. it's the first of the season. and the renovated facility. the second full season on the job, for manager buck showalter. and it's the first for duquette. and i asked the gm what he'll have his eye on for sarasota. >> the important thing is to get your players trained and healthy and ready to start the season. i look for health, number 1. then i look for starting pitchers, right? who is going to be the pitchers that have commanded their pitches and can give us a good foundation. pitching is really the key thing about spring training. that's what i look for. i look for good deliveries, good control of the pitchers and how they're getting into shape for the season. >> reporter: orioles position players are scheduled to join
