was murdered last month in afghanistan, leaving a wife and four children behind. >> he went there to provide for our family and to serve this country. and he did it until the very end. >> his job was a mentor. he worked alongside of and with the afgaps to help them improve their operations. >> reporter: but it was one of those afghan police officers that gunned down major marchanti. in the wake of the furors, over the inadvertent burning of copies of the koran, there were riots in the country. marchanti was one of two soldiers assassinated by the afghan cop who is still at large. >> i am hoping the military is watching this and whoever is looking this is looking for the man who did this to my father. i hope they find that coward and take care of him. >> reporter: but that hunger for justice was an undercurrent today. first and foremost, there was a life to remember and appreciate. >> my dad, he was the perfect image of love. >> the way he showed the boys in the family how to treat a

woman and how to be a good husband. undeniably, that is what i will remember most about my father. >> reporter: major marchanti will be buried with full military honors at arlington national cemetery tomorrow. >> major marchanti was killed during his first tour in afghanistan. face-to-face meeting today. speaking with an army sergeant accused of a massacre in afghanistan. more on the shooting that is hurting u.s. relations. >> reporter: he met staff sergeant robert bales at an isolated bale in leavenworth. he is accused of carrying out two attacks. 16 people, including nine children, were killed. formal charms are expected to be filed against bales this week. bale is in solitary confinement, but once charged, he'll be put in the general prison population. >> reporter: and if he is brought to trial, it's possible afghan witnesses and victims

will be flown to the u.s. to anticipate participate. -- to participate. downtown disturbance. hundreds of people in the nearby harbor involved in what some are calling a chaotic situation. mike hellgren has the latest on the investigation and the reaction from the mayor. >> the mayor says she is disappointed in part. she blames the warm weather but says she is committed to keeping downtown safe. >> reporter: city police had to work to disperse a cloud -- crowd of more than 100. it was likely an event organized on social media. and resulted in 10 arrests for curfew violations. it's not the first time. last april, a similar meetup as officers tried to get the crowds under control. some say some of the youth were unruly. and the baltimore sun reports, an officer did use a taser saturday night. it's unclear if it's related.

there were arrests for assault and disorderly conduct. the inner harbor has drawn particular focus from police, after several tragedies there in the past year, including violence after the fourth of july fireworks that left a man dead. police say they flooded the area and enforced the curfew ordinance to keep the young people safe. >> they were being disruptive. and we moved in to take control of the situation. it's disappointing. you know, you have one beautiful, one great weekend when we were expecting -- everyone expects on the last winter weekend, and you get spring weather. we want everybody to be able to enjoy it. >> reporter: the mayor also want police to be able to respond quickly to any incidents in the inner harbor area. >> the mayor says police rely on their extensive camera network to keep tabs on any building crowds downtown and elsewhere. a manhunt on the eastern shore after a police officer is hurt.

police are looking for 39-year- old demetrius ndembe. officers pulled him over sunday morning. while a k-9 unit was inspecting his truck, police say he accelerated toward them. one officer opened fire. it is unclear if it hit denbe. he was not found inside the car. trading barbs over economic plans, one day before a critical primary. randall pinkston reports for wjz from the white house. >> reporter: mitt romney took the podium, focused on a fall matchup with president obama. >> this selection is going to be about principal. our economic freedom will be in the ballot. >> reporter: first, romney faces rick santorum in tuesday's primary. romney is fresh from a win in puerto rico. and new polls show he is leading santorum by seven

points in illinois. but he's not taking any chances. the former governor is quick to point out why he is the better choice for the republican party. >> i'm running in part because i have the experience and vision to get us out of this mess. >> reporter: romney is linking santorum to president obama, calling both men, "economic lightweights." santorum is pushing back. >> you hear him talk about oh, i created jobs in the private sector. but he didn't do anything in massachusetts to create environments for jobs. why? because he exploded the size and scale of government. >> santorum calls for new brushes to push him aside. romney says they cannot pick up enough delegates. but the former senator plans to take his fight all the way to the gop convention. >> if we happen to win illinois, that will be the 11th straight that i've won in this election. >> reporter: illinois is essentially a two-man race, between santorrum and romney. ron paul and gingrich chose to

skip campaigning there, keeping their focus on things to come. >> at the white house, randall will pinkston, wjz eyewitness news. >> and the race is coming to maryland. mitt rommitt romney will be here for a series of events. he will attend a private lunch. then he will make his way to town hall, and arbutus and raley and frederick. maryland has 37 delegates up for grabs in the april 3rd primary. last year, mayor stephanie rawlings-blake proposed this idea. today, she's acting on it. the mayor is formally introducing legislation at the hearing. the plan would introduce baltimore's tax rate by 20% by the year 2020. mayor rawlings-blake says the new homeowners tax credit will be funded with projected revenue from slot machines to be installed in the city. a city police officer who survived a shooting is again fighting for his life. and his f.o.p. brothers and sisters are doing

storm chasers capture amazing video of a tornado ripping through oklahoma. the national weather service says a slow-moving storm spawned the short-lived tornado across the state. so far, no injuries are reported. a flood watch is in effect for eastern oklahoma. a soccer game in greece, ends with violence breaking out in the stands. unruly fans sent several sections of the arena on fire during the game in athens. players were immediately pulled from the field as fire crews and police tried to get the flames and the crowd, actually, under control. 20 officers are hurt. over 50 arrests were made. >> you've heard of distracted driving. well, how about distracted walking? some are calling for a law that would make it illegal for you

>> but it is officially winter for the last day. and yes, we're already talking about spring-like thunderstorms. and potentially summer-like feeling thunderstorms. let's get first doppler radar and show you a few have popped up. we have a few showers out there. what we're going to do is take you out there and show you a tour. this first batch in the western parts of the state. a couple of thunderstorms in this state right there. swinging into carroll county. nothing is moving all that quickly. it will bubble up eventually and rain itself down. also, as we head over to the eastern shore, there is one random one that has popped up just to the northeast of cambridge, just to the east of trapp, and that is going to hang around a little bit here. and overall, we'll see a few more of these, before we head into the evening hours and everything starts to die down. we'll switch it over and show you. earlier today, we had fog. that gave way to sunshine. now, a couple of showers and thunderstorms out there. overall, nothing big.

temperatures, huge part of this story. it is 72 degrees now in baltimore. 76 in d.c. we'll take you in a little closer and show you most of the metro area, in the 70s this afternoon. except just along the water, still in the 60s, which is also way above average. because our average is 55 degrees. it's climbing, but it is still way below where we have been last couple of days. so far, we've topped out at 73 degrees. and most of the forecast will be way above average because of this. a huge division across the country. notice the entire east coast is very warm. that comes all the way back into minneapolis, 76 degrees. it is now down to 69 in chicago. but going with 80s there tomorrow. whereas, look at all of this cold air. los angeles down to 50. 48 in san francisco. as long as it stays over here, it's going to continue to pump up that warmth out east. and we are going to benefit from that. but the other thing with this storm system locked in place is we'll see's few-- see a few

it's 4:30. 72 degrees and mostly sunny. hello, everyone. thanks for staying with eyewitness news. i'm vic carter. here's what people are talking about. a gunman opens fire at four people in france. it is the latest in a string of

shootings in and around taluz. >> reporter: grieving relatives arrived at the oczar hatara school, as news spread of the shooting. all the children from this school are like my children, this woman said. police say a gunman on a murder bike opened fire just before classes started at the school in the southwest city of taluz. a rabbi, his two young sons, and another child were killed. the prosecutor says he shot at everybody who was near it. children and adults. the children were chased inside the school. investigators say the gun used in the attack is the same one used to kill three soldiers in two separate incidents in the same area last week. in both those shootings, the gunman escaped on a scooter. french president, nicolas sarkozy promised to find the killer. authorities are trying to determine if this latest shooting is a terrorist attack. so far, the motive is unknown.

but one of israel's top diplomats in france says it's clear the shooters singled out the jewish community. >> it was a target. this is something that cannot be understood. how can you aim at children from a close range and kill them, at innocent civilians? >> reporter: french media reports that soldiers were of arab descent. security is now tighter at both jewish and muslim descent in tuluz. >> france has the largest jewish community in western europe, estimated at a half million people. asking for a retrial, convicted murderer george huguely is back in the courtroom. >> that's right. huguely's lawyers are asking for a retrial. at that hearing, they asked for things to be released. most of the evidence, including the autopsy report were not

made public. if a retrial, they say it could get worse if the evidence is released. >> last month, a jury recommended a 23-year sentence for huguely. the judge is expected to sentence huguely next month. the search is on for a driver who hit a worker. ricardo jones is installing pavement markings in a closed lane early saturday morning. it happened i-95 southbound, near the catonville exit. the driver who took off was in a silver or gold-colored gm sedan or pontiac grand prix. if you know anything, call police. a massachusetts congressman arrested with george clooney at a protest in washington, d.c., talks about what happened. paul burton reports. >> we spent about 4 1/2 hours in jail. >> you were in a cell? >> in a cell. >> reporter: congressman jim mcgovern just returned home from washington, d.c., where

he, along with actor george clooney and other activists, were cuffed and hauled away during protests at an embassy in sedan. >> proud i did it. there's a terrible, humanitarian crisis going on in sedan. where if the governor of sudan does not allow food to his people, tens of thousands of innocent people and children will die. >> reporter: they urged to send a message to the sudanese president. >> immediately, we need humanitarian aid to be allowed into the sudan. before it becomes the worst crisis in the world. >> reporter: demonstrators blocked it to symbolize food and other aid. >> sometimes it requires people getting arrested. including a celebrity, who happens to have a lot of courage and guts who has been there to bring this issue to the forefront. >> reporter: by friday afternoon, they were released from jail. >> one by one, we were called out and processed.

fingerprinted. our photographs were taken. and i paid $100 as a fine. >> reporter: mcgovern says he hopes their actions will bring international pressure on the stude nese -- sudanese government and hope for a country that has so much injustice. >> people ought to care when innocent people are being slaughtered. >> there's a mug shot of me. but my guess is the mug shot of george clooney will probably be more in demand than the mug shot of me. >> that was paul bergen reporting. clooney's father and others were among those also arrested. we have breaking news right now. let's go to captain mike perry. mike, what do you have? >> reporter: we have an accident, vic. it occurred about 30 minutes ago. this is in parkville, baltimore county. this is putty hill avenue. we're across perring parkway. it's an odd-looking accident. you see this vehicle here, crossed over the center. after being struck by another vehicle. ask collided with four more

vehicles, sitting in waiting traffic. there was, apparently ambulances at the scene. it was not clear at this point who or how many people were transported to local area hospitals. but as you see, baltimore county police do have westbound putty hill avenue closed at perring parkway. as at least one lane of southbound perring parkway blocked, as they continue their accident investigation. we'll stay on the scene and keep you updated as we continue to gather information. back to you. >> thank you very much. captain mike perry. there is pain rat the -- at pump, as usual. >> well, vic, prices continue to go up, offering no break on drivers' wallets. today, the national gallon of regular will run you $3.84. that's up from a week ago. the jump marked the 10th consecutive day. and here's a look at gas prices in our area. last month, it was $3.may be -- $3.59 a gallon.

the highest recorded average price for a gallon of regular here in our area was 4.05, may of 2008. >> bge is getting ready to put its smart grid program into action. monique griego explains how the utility hopes moderrize -- modernizing could save you money. >> reporter: conserving is a big concern for most homeowners. >> i think it's important to save money. with this economy that we have today, we have to do everything. >> reporter: bge hopes to help customers like linda. >> we're going to be able to help our customers do what they have been asking us to do for a long time, which is help them become more energy-efficient and help them save money. >> reporter: starting in may, crews will go house to house, switching out 1.3 million electrical meters. >> this is for the first time going to give us a two-way connectivity to the meter. >> reporter: bge says the actual process of switching out these old meters with a new

one, only takes a few minutes. so there really won't be any lengthy interruptions in service. >> reporter: unlike the old meters, smart meters will allow customers to track their usage over time. so they have more control over their bill. gold also says this will increase the response. >> this will allow us to pinpoint with great accuracy, which customers are in service, which are out. >> reporter: the transformation is expected to take three years and cost $482 million, 200 of which was paid for through a federal grant. thompson said she is just hoping for a smooth transition. >> i don't like changes myself at all. right there around the baltimore region. looks like this will move toward baltimore county. look at these temperatures. 72 now. 76 in washington. 72 in cumberland. the cool spot, still has some wind off the ocean. we're at 61 degrees. looks like a warm start to spring. temperatures running 20 or more degrees above normal, all week long. vic? >> okay, bob. thank you. let's check in on the roads now with kristy breslin at wjz traffic control. let's check in on that accident. sky eye chopper 13 was just over the scene. as you can see, we do have the accident there. it's perring parkway at putty hill. it just occurred, couple of vehicles involved. also, one lane blocked in the southbound direction for perring parkway. the best way to get around this would be to take taylor avenue. but we'll update you with any changes. as far as the rest of the region goes, if you're traveling 95, in the northbound direction, slow traffic there from 32 to 175.

shot to death by a neighborhood watch group in orlando, florida. trayvon martin's parents want the justice department to investigate. >> reporter: hundreds of trayvon martin supporters marched near orlando, sunday, outraged that three weeks after the shooting death of the 18- year-old, police still have not made an arrest. >> i would like to see this man brought to justice. >> martin was seen walking away home from a 7-eleven store. it was 7:00 p.m. george zimmerman, a community watch member thought martin looked suspicious and called. >> he has his hands in his pants. >> are you following him? >> yeah. >> we don't need you to do that. >> reporter: but zimmerman ignored the dispatcher. he caught up with martin.

they fought. two minutes zimmerman was told police would handle it, several neighbors called 911 about hearing screams and gunfire. >> so you think he's yelling "help"? >> yes. [ gunshot ] >> there's gunshots. >> reporter: martin was dead. shot once in the chest. zimmerman told police he fired his 9-millimeter in self- defense and he has a lawful concealed weapons permit. but all martin was carrying was his cell phone, a can of iced tea and a bag of skittles. >> they're treating this as my son is the perp, my son is the victim here. >> gun control advocates they the case is an example of why florida needs stricter gun control laws. firefighters are working to control stubborn wiestled fires. dozens of units from in and around yuma county are pouring water on the burning land.

72 degrees now. now, remember, the high only in the 50s. if it ever gets back to normal, can you freeze. east winds at 14. humidity up there a bit. a little more humid today. dew point is up. barometer holding steady. 30.15 inches. 76 in washington. 61 with a bit of a breeze off the ocean. or ocean city. and there may be more fog forming again tonight. particularly on the eastern shore. some patchy fog. still 70, and 68 out in far western maryland. 69 in hagerstown. with light sprinkle activity. by the way, annapolis at 63. and kent island as well, coming in with a cooler 63. the water is awfully chilly. 70, rock hall. and bel air, up to 71. 73, 45 today. the average high, 55 and 34. we haven't seen 34 in a while. 75, record 1918. and 12 degrees here. 1876.

right now, winds back to the east. more over the next day or so. southerly component. that's going to keep us in the warm air. there's a warm plume of moisture and severe weather going on tonight. also tomorrow, nebraska, kansas into its tex. could -- texas. some clouds and widely scattered showers tonight. and again, maybe tomorrow afternoon. but all in all, just a warm weather pattern for our region setting up. with temperatures back in the 70s by the end of the week. we could really get into warm air. right now, in the upper midwest, it's in the upper 70s. we might get to 80 or 81 by friday. yes. east winds on the bay. 5 to 10 knots. bay temp around 53. it is coming up. so tonight, any shower activity will be very early. and then just moving out here with lower fog overnight. low 50s tomorrow. low, maybe even mid-70s. any morning fog burns off, with temperatures back well above normal. almost 20 degrees. and that's going to stay that way all week long, even warmer
