danger downtown. crowds of teenagers clash with police. growing concerns about safety at the harbor. hello everyone i'm vic carter. here is what people are talking about tonight. the large decent of people head to the harbor. the mob may have organized on social media, police fear, kai jackson has the story. >> reporter: calm in and around

the inner harbor was shattered after a large number of teenagers converged near the arena. like others this recent incident turn violent and police believe they organized on social media. >> fought over trivial silly things. >> reporter: amon tyler who worked at a restaurant watched it unfold. >> a lot of people running around, frantic and scared. >> reporter: police used a taser to break up a fight. and another teen was taken to the hospital. >> a petty dispute, they exchanged words it turned physical. >> reporter: the inner harbor is a crowned jewel, both esthetically and financially. loss of visitors here is very critical none of the business we contacted wanted to go on tv

to talk about it. the harbor is baltimore's economic engine and the mayor says making sure it runs safely is the priority. >> i'm committed to making sure the harbor is safe for our citizens as well as visitors. it's a landmark and i'm going to protect it. >> reporter: the downtown area streets and the inner harbor were quiet tonight. >> kai, thank you very much. police have surveillance video from the night of the incident. they are reviewing it as they continue to investigate. homicide detectives are looking for a killer after a deadly shooting. police tell us a man was shot in the chest in the area of pratt and joplin streets. officers don't have any suspects just yet. dozens of students are rushed to the hospital. the buses had just left fredrick douglas high school. that's when one of the buses rear ended another setting off a chain reaction crash.

34 students went to the hospital including some on stretchers but they all should be okay. calls grow louder for maryland to legalize medical marijuana. tonight patients make their plea to lawmakers in annapolis. mccorkel has more on this contentious issue. >> medical marijuana could improve the lives of marylanders. but that decision could have hit a major roadblock. >> i have strong involuntary muscle spasms with the shakings of my head. >> people come in and cry every night, why me? why can't you do something to help me. >> reporter: the only thing that eases his spasms is medical marijuana. >> it can last him a long period of time, four or five days. >> reporter: he's got some star

power behind him. >> cannabis is an agent, it's been proven to be and it gives relief to a lot of people. >> reporter: even if the general assembly does pass medical marijuana legislation, governor o'malley has said he would veto it this legislation. >> at this point we are not comfortable with legislation that would put state employees potentially at risk. >> reporter: delegate dan morehine works on legislature to ease that fear. >> my hope is we'll pass some of the task force and hopefully the government will find it. >> reporter: epstein and his family eager for that day so he can find relief. >> time will take some time but i think eventually we will reach an agreement. >> reporter: those amendments that would protect state employees are expected to be

drafted tomorrow. there are laws legalizing marijuana in 16 states and the district of columbia. a new plan can help city homeowners save money on their property taxes. mayor blake introduced her proposal tonight. her goal is to significantly slash property taxes by the year 2020. she's hoping for money from a new slots parlor. police in france are searching for a serial killer after a shooting in front of a school. the gunman killed two students and a teacher this morning. the same gun was used to kill three soldiers in the same area last week. in all of the shootings the gunman speeds away from the scene on a motor bike. new information tonight about the american soldier suspected of going on a shooting massacre in afghanistan. robert bales and his wife are more than $1 million in debt

and at risk of losing their home. today bales met with his lawyer for the first time. peter vansant is speaking out on what bales is saying about the shooting. >> did robert bales tell you he went out on the night of march 11th and he shot these people? >> no he did not. he has no memory. he has an early memory of that evening and he has a later memory of that evening but he doesn't have memory of in between. >> according to people who have been interviewed, eyewitnesses, sergeant bales went from room to room. he shot 16 people dead including nine children. five are wounded you're telling me he remembers none of that. >> that's correct. >> bales told you he was not drinking that night. >> he said he had a couple of sips of something but he didn't have a full drink. >> but he was not drunk? >> no. >> his demeanor today was he

ashamed? was he remorseful? what did you see? >> he's in shock. he's fixated on the troops left on the ground and what they're accusing him of and how that might have negative connotations on friends and compatriots. he's concerned that there will be retaliation caused by what people think he's done. retaliation claimed the life of a soldier from maryland. major marsanti and another officer were assassinated in a secure location. now friends and family come together in his memory. >> reporter: the respect shown proceeded him. a full time soldier in maryland's army national guard. martianti was murdered in afghanistan leaving a wife and four children behind. he went there to provide for

our family and serve this country and he did it until the end. >> he was a mentor, he worked with afghans to improve their police investigation. >> reporter: but it was one of those police officers that gunned down marchianti. there were attacks, marchianti was one of two shot by the afghan officer who is still at large. >> i hope people watching this go out and i hope they find that coward and take care of him. >> reporter: that hunger for justice was an undercurrent today. first and formost there was a life to remember and appreciate. >> my dad he was the perfect imagine of love. >> the way he showed the boys in the family how to treat a woman and how to treat a family that's what i will remember most about my father.

>> reporter: the mayor will be laid to rest with full honors. >> there may be delays traveling from parkville to arlington. commuters should plan ahead for possible back ups from 5:00 a.m. to 6:30 a.m. not in my backyard. that's what some citizens are sending. they are worried about the traffic the school creates. plus the school district says it needs to build there because of overcrowding problems. the school board is expected to make a decision tomorrow night. we're seeing another benefit from the early spring. the cherry blossoms are already peaking. of course how long the blossoms stick around is up to mother nature. the cherry blossom festival starts tomorrow and runs through april 27th.

it's 64 degrees with some light rain in central maryland right now. the pleat forecast is coming up. strong storms are causing problems for commuters in california. one man got stuck in tulsa when he tried to drive down a flooded road. the powerful storm system has been moving through parts of easternon -- eastern oklahoma. 50-mile an hour wind knocked over this tractor trailer near the dallas fort worth airport. the heavy winds also ripped an awning from the front of the strip mall. a few cars were damaged. no one was hurt. we're hearing newly released 911 tapes from the night a florida teenager was

shot and killed. 17-year-old trevon martin was walking through his gated community when george zimmerman gunned him down. zimmerman claims he shot the unarmed teen in defense. but a 911 caller said she could hear the panic screams. >> is it a male or female. >> it sounds like a male. >> and you don't know why? >> i don't know why. i think they're yelling help but i don't know why. >> reporter: police have not charged zimmerman. the fbi has just opened their investigation into the shooting. a skilled hot air balloon pilot loses his life while trying to save his passengers. the body of edward bestena was found miles from where high winds took his balloon. as he wrestled with the craft he ordered passengers to perish

into safety. those men later said had they not jumped they would have been killed. officer gene cassidy finds his fellow cops are still by his side. 25 years ago officer gene cassidy was shot fighting crime on the streets of the western district. he survived and thrived as a teacher in the police academy. even though a bullet to the face took his eyesight. years later cassidy finds his life is on the line again. >> just pray and everything is fine. >> reporter: cassidy needs a liver transplant. he unknowingly contracted hepatitis c from blood transfusions to save his life. today a fraternal order of headquarters rank in file are donating blood and offering support to cassidy. >> almost 20 years ago he thought my class and his legacy, i would just like it to

continue on. i don't want him gone. >> reporter: officers are a family and everyone here wants to help gene out for some it is deeply personal. >> on the night in which he was shot he was working at 7:15 and i would have relieved him within an hour or two. >> reporter: lieutenant richard peel is a close friend of keith and that could make him a candidate. >> for me it's not a sacrifice it would be a great honor and privilege. >> i'm overwhelmed and deeply, deeply touched. >> reporter: 1,000 people came by to donate blood and offer support for gene. >> the best candidates are family members or close personal friends. school district in massachusetts could be getting ready to hand out condoms to middle school students. the springfield district voted to allow students to walk into the nurses office and request a condom. but some parents think 12 is too young.

some fishermen in minnesota taking advantage of the warm weather while they can. they've been squeezing in some last minute ice fishing trips near fergus fall. there's still about a foot of ice in the lake but that's plenty for these guys to try to hook the big one. these guys say this will probably be the last trip of the season. that's something right there. >> i find it to be amazing up there. it's been in the 60s and 70s there. >> it is. >> but they haven't had enough cold weather to have that ice on the lake. a little rain activity. take a quick look at radar. a batch of showers just developed to the west of us. there you see it it's not heavy. a few little pockets with little rains coming down. it's moving slowly to the south and southeast. here in the baltimore, most of it in carol county and fredrick county is moving in our general direction. so we could see some of this activity even next two hours or so. don't expect a lot of rain but

it might help a little bit, it's been so dry. take a look at temperatures. 64degrees this time of night with light east winds. dewpoints pretty high. humidity pretty high, could be fog forming. the barometer has been falling. 66 in washington, 65 ocean city and 59 in oakland. there were some showers earlier around the region. nothing too heavy expect around westminster to pick up thunder and lightning this afternoon. 60 in annapolis. 75degrees today. 20degrees above normal. 45 this morning with some fog. 34 is the average low. just keep that in mind. we haven't seen 34 in i don't know how many days. 78 the record high. 12 the record low. we were just 3-degrees high. dallas airport virginia got to 76 a brand new record today. right now very light east winds. you can see those calm winds, the eastern shore this morning had heavy fog. i expect to see some more of

that probably in the morning tomorrow as well. big activity, right across the central plains right through there. texas, showers and thunderstorms some severe. snow across central montana even some blizzard conditions up there. very, very sharp jet stream. just dipping all the way down. cold air, warm in the east. all that warm air just coming up the east coast even up to maine where they had snow last week. they were in the 50s today. it'll clear out tomorrow. a little disturbance could bring us an additional little batch of showers. widely scattered stuff. but it stays warm. in the 70s by the end of the week might even get close to 80 degrees before it starts cooling down. a good chance, i think we will see showers this weekend. east winds five to 10 knots in the bay. tonight still a chance of a shower or thunder shower and a little fog tomorrow morning. low 50s tomorrow. mid-70s again a chance of an afternoon shower or thundershower after the fog

mark is here with our wjz13 fan sports report. the night for the lady terps. >> maryland and louisville women's college basketball. the coaches used to work together but they don't even speak to one another anymore. louisville beat the terps a year ago. this was not a friendly rematch. the terps ready for a fight on their home court.

at times it looked like a brawl. take a look at how rough and tumble it became. everyone a technical foul was called. these are strong athletes. louisville had a strong lead with six minutes to go. both teams had a word for every basket. terps up three, last chance for louisville. beckly berk will take the shot but it's short and maryland hangs on. call this a hard fought victory. they are likely to face texas a & m. it's free agent season in baseball and the best quarterback available has made up his mind. peyton manning will sign with the denver broncos. he chooses denver over tennessee and san francisco.his agent is negotiating the details of that contract. when it's done manning will officially head west after 14 seasons with the indianapolis colts. he didn't play this past season

because of a neck injury. denver plays the ravens here in baltimore this coming season. baseball news, more concern for orioles pitcher zack briton. scratched from his scheduled spring training starts today because of a recurrence of pain in his left shoulder. it's been an ongoing struggle for the lefty. gordon will be reevaluated by team doctors tomorrow. an ugly injury for the tigers. ka ka-- cabrera takes a bat to the face. i will spare you the sight of blood. x-rays negative but he did get stitches. finally the rangers and devils. three players from each team square off for a game opening fist of cups. like a scene out of the movie slap shot. bad blood brewing in both
