now it's complete coverage. it's wjz, maryland's news station. >> tough choices, the mayor proposes some big cuts to close a multi-million dollar budget gap. good afternoon, here is what people will be talking about today. the effort to put baltimore on a balanced budget. just a short time ago mayor stephanie rawlings blake reveals a spending plan for the city that is already causing controversy. wjz and political report pat war reason warren are live. >> reporter: good afternoon, the mayor is looking for a budget with enough cuts to allow her to give homeowners a break. the it includes the first stallment of a plan to reduce homeowner property taxes by 20 cents over the next eight years. >> our goal is to get baltimore growing again by 10,000 families over the next 10 years and this budget is the first of several to come that will help us in achieving that goal. >> a proposal to close three fire companies is sure to spark

debate as the city seeks to close a budget deficit. >> it gives performancey and reliability, predictability and allows the department to plan every day, you know, what every day of the week it is for those closures so they can respond more efficiently to calls. >> budget options include changes in employee benefits, consolidating 911 and 311 call centers and closing rec centers. >> the mayor is receiving push back but this is a long process that will require hearings and a final approval by city council. back to you, don. >> thank you very much pat. more today at 4:00, 5:00 and 6:00. breaking news half a world away a tense stand off continues in france where police have tracked down the man who gunned down several children outside their school earlier this week. ron matz is live in the newsroom with what is happening

now in france. good afternoon. >> reporter: good afternoon, police have the man cornered but have not been able to arrest him. three officers were wounded in a brei dawn raid while trying to arrest the 24-year-old french map of al jearn descent. police say he is responsible for a string of deadly shooting on soldiers and children. in all 7 people have been killed, including three children. hundreds of riot police have surrounded the man's apartment building. police have been in contact with him all morning. they say he claims to want to surrender, however, they are preparing to raid the building again. don, back to you. >> thank you very much, ron. police say he claims a allegiance to al qaeda. back here mitt romney is in maryland. fresh off a victory in yesterday's illinois primary and looking to solidify his place at the front of the pack. here is monique griego with more on the 2012 report. >> reporter: good afternoon, everyone, mitt romney will host

css tracks cross the road, apparently this stationary tank was leaking a black substance, has been for some time. you can see it there on the ground to the north side of the tank. fire officials originally responded with a hazmat. they have since left. maryland department of the environment remains on the scene trying to determine what this black sticky substance is that is leaking from this tank. they -- once they make a determination they will then have it removed. it does not appear to be hazardous as crews working around it are not wearing the hazardous materials suit. it does not believe it could cause injury to anyone in the area. we will stay tuned and keep you updated. back to you on tv hill. >> thank you very much captain mike perry in sky chopper 13. i think you can tell from that video it is still cloudy. it has been from the get go and early on we had fog. a live look outside it is still overcast and cooler than it has been this time of day for a

couple of days. so can we expect the sun to make an appearance today? can we, can we? >> yes, we can, we will start out with temperatures though, because even though it may seem cooler in it has been we are still above our average highs for the day at 63 in baltimore, look at the 60s. take you in closer and show you 63 in bellaire, 63 in a lot of areas including annapolis and kent island. through the afternoon with that sunshine breaking through a little bit this afternoon we are going to see telephones jump right back up into the 70s, notice the 80s not that far away. yesterday they got into west virginia. probably holding off for western parts of the state today but by tomorrow we think those 80s are going to spread east so we will have that forecast coming up. >> an anne arundel county man is behind bars accused of attacking his mother with a hammer. police say he hit his 61-year- old mother several times on her head and torso, she is in

critical but stable condition. police say they used canine units to track him down to a wooded area a half-mile away. he is charged with assault and attempted murder. the lawyer for the american soldier accused of killing 16 civilians in afghanistan will travel there to conduct his own investigation. staff sergeant robert bales has not confessed and says he doesn't remember the timeframe during which the massacre occurred. his attorney is questioning the quality of evidence against his client and plans to travel to afghanistan to see for himself. >> i don't know about the evidence in this case. i don't know that the government is going to prove much. there is no forensic evidence. there is no confession. >> bales is expected to be formally charged before the end of the week. a historic medical procedure has been completed right here in baltimore, doctors at the university of maryland medical center say they have completed the second full face transplant in united states history. a tomorrow of physicians from the school of medicine

completed the 36 hour procedure. the name of the 37-year-old american man who underwent it will be revealed next week. the school board has decided to move forward with plans for a new school over the objections of many people in the area where it will be built. hundreds turned out to voice opposition to the school, slated for construction in a small park in the mays chapel neighborhood. according to our partner the sun the school board approved it saying the mays chapel sight is still its best option. still to come on wjz's eyewitness news at noon, calls for just tuesday. new groups step forward demanding police arrest the man who shot an unarmed florida teenager. it is the hottest item on the market and we mean literally. what some users are saying about that new ipad. clouds are still blocking the sun but we may see the sun yet.

participant who shot an unarmed teenager. during a rally last night members of the aclu and the naacp called for police to arrest george zimmerman on the right there. he admits to shooting trayvon martin but says it was in self- defense. martin was walking home through a gaited community when zimmerman began following him because he looked suspicious. they are investigating the case. elsewhere in florida an impatient driver causes a fiery crash at a gas station. >> that is what she said, she lost control and she went straight through the pump. >> security cameras caught it all as a driver caught off a hummer to get to the pumps first but loses control and hits one of them setting off a huge fire, nobody was hurt, no charges have been filed. the new apple ipad is the hottest high tech gadget on the market and some users say it is living up to that adjective. many have complained they get way too hot, reaching 116

to start jumping. okay, this is what we have got going on right now, a couple of showers around the south, southern parts of party land a spotty shower or thunderstorm. through the afternoon when we do see peaks of sunshine from the fog and clouds lifting there is a chance for an isolated shower or thunderstorm also. the other part of the story though the winds, i that were light and has allowed the fog to form the past couple of nights and will again so tonight. but temperatures they have not dropped very much overnight and already on the rise today, 69 in baltimore, 50s out west and across the south but even those are above our average highs for this time of year. even in closer the immediate metro area everybody in the 60s, we are going to keep on rising this afternoon. the eastern half of the country is in the same position it has been the past couple of days. really warm air just continues to pump up. it is already 80 degrees in chicago. this is a stretch of days in the 80s. here is where the cold air is. and here is where the stormy

weather is. with the storm track all the way deep down into mexico it is pumping up that warmth for us. this is what we are stuck in and will be for another day or so put will be changing for the weekend. today though, there is that chance for a shower or thunderstorm, otherwise we are going to see that main storm track come our way more so for the weekend. when it does an increased chance for showers and rain around here and thunderstorms and this is when temperatures will come down. today in the 70s, our averages still in the mid-50s, we are 20 degrees above average. tonight that is about our average high. then tomorrow we go right back up and in some cases even higher. we are going up to nearly 80 degrees tomorrow afternoon and again so on friday and even when we cool it down with the rain and thunderstorms coming our way we are still only talking about 60s, so we will have that 5 day coming up for you. >> 83 in march.

sky chopper 13 is over more breaking news this noon in southern hartford county, captain mike perry. >> reporter: we do have a working rescue here. this just happened. looks like a two vehicle collision. this was a vehicle coming across the ramp from northbound i 75 on to mountain road, route 152. this is old mountain road south of that intersection. as you see firefighters aggressively trying to get inside of this sport-utility vehicle, which was turned on its side after the collision. apparently there is someone inside and in the process of being rescued. you see the damage to the other vehicle here. they have at this point not requested a med e vac but trying to gain access, cutting the roof of this suv to gain access to the person inside. back to you on tv hill. >> thank you very much captain mike perry over old mountain
