arguments on president obama's hotly debated health care law. it's a historic and partisan battle with dramatic changes in this country's health care system and the reach of the federal government. the justices will consider four different legal issues. up first this morning, the basic question, is it too soon for the courts to even take up this law? susan mcginnis in washington. good morning to you. >> reporter: good morning. the central issue this week the supreme court will hear is whether it's constitutional to require americans to buy health insurance. but today the court is going to hear arguments about whether it's legal for them to even decide on this law before key elements of it go into effect. people have been lining up outside the supreme court all weekend. they want a seat to watch historic arguments over whether or not president obama's health care law is constitutional. today is day one of arguments. the focus, should the high court postpone a decision since the law doesn't go into full effect

until 2014. the law requires what's called an individual mandate, meaning all americans must buy health insurance or face a fine. tomorrow's main question is, can congress force people to buy something? 26 states are opposed and some lawyers say if the court upholds the law, it could have far-reaching consequences. >> if the administration wins on this one, it is, frankly, hard to see what would be left of federalism as a concept in the united states. >> reporter: wednesday's focus will be if the individual mandate is unconstitutional, does that mean the entire law is struck down? these three days of argument will be the longest the supreme court has heard in 45 years. lawyers will have a total of six hours to state their cases. the obama administration is looking forward. >> we're confident it will be constitutional. and our focus right now, obviously there's going to be a process play out this week and the supreme court will deliver it. we'll continue to make sure we implement this law smartly. >> reporter: republicans say it

goes too far. >> americans have now come to their own conclusion. they don't like it. they think it's unconstitutional. and they want it repealed. >> reporter: a ruling will likely come later this year. now, if the court decides by law it has to postpone a decision on this until 2015, and that's when the americans who don't buy health insurance pay the first penalty, it would relieve the court of the burden of making a decision on the law before it's so close to a presidential election. tyrell? >> take a seat. this will take a while. susan mcginnis in washington, thank you. president obama is in seoul, south korea, this morning for an international nuclear security summit. notably absent is north korea. this morning the president had tough words for north korean leaders and their nuclear weapons program. the president warned there will be no rewards for provocation and now is the time to pursue peace. today we say, have the courage to pursue peace and give a better life to the people of north korea.

>> yesterday the president visited the demilitarized zone. this morning south korea said it would shoot down a missile the north plans to launch next month if the missile flies over south korean air space. wisconsin holds the next presidential primary a week from tuesday. rick santorum was the easy winner in saturday's louisiana primary but still remains far behind-m romney in the delegate count. speaking in wisconsin yesterday, santorum got into a verbal scuffle with a reporter from "the new york times." it started when santorum told voters romney was uniquely unqualified to be the gop nominee. >> pick any other republican in the country. he is the worst republican in it the country to put up against barack obama. >> when pressed about his claim that romney was the worst republican to run against the president, santorum lashed out saying, quote, i said he is uniquely disqualified to run against barack obama on the issue of health care.

quit distorting my words, if i see it, it's expletive. if you can't figure it out, you can watch the exclusive video on "cbs this morning." the u.s. has compensated vichlz killed during a shooting rampage in afghanistan. army sergeant robert bales is charged with killing 17 people, 9 children in two afghan villages. the u.s. paid $50,000 for each villager killed and $11,000 for each person wounded. it was one month ago today that unarmed florida teenager trayvon martin was killed by a neighborhood watch volunteer. the shooting has sparked protests across the country. today martin's parents will attend a city commission meeting in sanford, florida, to discuss the case. randall pinkston reports. >> we say peace! >> reporter: the city of sanford, florida, black and white, came together in peace sunday evening around the shooting death of trayvon martin. the 17-year-old was gunned down last month as he walked through a suburban neighborhood.

>> start right here, starts right here with us. >> reporter: the mayor of sanford brought his two young sons with him to the prayer rally. >> i want my boys to learn, too, we don't need this in our society. >> reporter: in atlanta, baltimore and new york city church goers wore hoodies to sunday services. martin was wearing one when 28-year-old neighborhood watch captain george zimmerman shot him, claiming self-defense. reverend jesse jackson spoke at a church service and commented on florida's stand your ground self-defense law. >> they're setting a climate of shoot first and talk later. the stand your ground laws gives powers to civilians. >> reporter: sanford police didn't arrest zimmerman saying there is little evidence to disprove his claim of self-defense. a grand jury will be convened next month to determine whether he should face charges. florida governor rick scott has appointed a special prosecutor to oversee the case and a task force to review the stand your ground law.

>> the first thing we're going to do is do a thorough investigation to see what happened here. no one can imagine this happening to their family. >> reporter: a rally here in sanford is planned for monday, the one-month anniversary of trayvon martin's death. randall pinkston, cbs news, sanford, florida. a powerful earthquake rocked central chile. so far no reports of deaths or major damage. the 7.1 magnitude quake struck sunday night. residents say the powerful shaking lasted about a minute. buildings swayed in chile's capital over 130 miles away. widespread power outages and phone use disrupted in some area. this morning dick cheney is recovering after receiving a new heart at a virginia hospital. cheney underwent the heart transplant saturday morning. cheney is 71 years old and suffered from severe heart failure. nearly two years ago he received a heart pump that kept him alive at that very same hospital. coming up on the "morning news," the growing controversy over whether employers should

in afghanistan this morning, a gunman wearing an afghan army uniform shot and killed two nato service members. nato officials say the gunman open fire in a base in helmand providence. the gunman was shot dead. nationalities of the victims are unknown. on the "cbs moneywatch" on a monday, gm announces recall of thousands of vehicles and protecting your facebook rights. the unbelievable story. ashley morrison with more on that. good morning. >> good morning. stocks overseas were flat this morning. tokyo's nikkei gained nearly a quarter percent while hong kong's hang seng was unchanged. this week we will get reports on consumer confidence, home prices and manufacturing. the first quarter of 2012 also

comes to a close and investors hope stocks continue their hot start to the year. for the week the dow was down 151 points. the nasdaq gained 12. prices at the gas pump continue to surge. average cost of a gallon of regular is up 11 cents over just the last two weeks to $3.93. but relief may be on the horizon. some industry experts believe the price of gas may have peaked. they point to the falling price of crude oil. general motors is recalling more than 6,000 vans and suvs over potential steering problems. the recall affects certain 2012 chevy express and gmc savannah vans and chevy suburban and gmc yukon xl suvs. they determined during tests that the gear shaft can break and cause a loss of steering. no crashes or injuries have been reported. delta is expanding its service throughout the northeast.

the airline is offering more flights from new york's laguardia airport to pittsburgh, cleveland, new hampshire and vermont. the service expansion also includes buffalo, syracuse and rochester. delta is investing $100 million in upgrading routes and facilities at laguardia. and it's a request more and more job seekers are hearing from prospective employers, give us your facebook password. now two u.s. senators are weighing in on the controversy. charles schumer and richard blumenthal are calling on the justice department and the equal opportunity employment commission to investigate whether requesting social media credentials from someone is a violation of federal law. >> there's a coercive nature here. you want the job so badly if your employer asks, you may be afraid to say no. >> last week facebook issued a warning to employers to not ask job applicants for their password. facebook opposes the practice saying it's a violation of the

this is the seventh time he's won this tournament. it is his first victory on the pga tour in 30 months. it's been an exciting march madness and now we're down to the final four. here are the highlights. taylor had a big day for kansas, dropping in 22 points against north carolina. the jayhawks roll over top seeded tar heels 80-67. kansas makes it to the final four for the first time since winning it all in 2008. top seeded kentucky had an easy time against baylor hitting from the outside and stealing the ball for the big score, gilchrist had 19 points to help the wildcats claw the bears 82-70. kentucky makes it to the final four for the second year in a row. and here are your bracket-busting final four match-ups. kentucky goes up against louisville on saturday at 6 p.m. eastern. then at 8:49 kansas takes on ohio state. you can see both games right here on cbs. the national championship will be on monday night in new orleans. all of it right here on cbs.

the law. rallies around the country kaublg for justice in the shooting death of trayvon martin. demonstrators wore hooded sweatshirts like the one the 17-year-old was wearing the night he was killed by a neighborhood watch volunteer. pope benedict is wrapping up his trip to mexico. last night he was serenaded by a band and much to the delight of the crowd, put on a wide-brimmed sombrero. the 84-year-old pope's first visit to mexico. pope benedict urged mexicans to stand up against drugs, violence and corruption. pope benedict heads to cuba today, more than 300 cuban-americans are making a pilgrimage to the country they fled. byron pitts takes a look at the pope's historic visit. >> reporter: as the sun sets and another day in santiago, government workers finished up final touches in preparation for pope benedict's open-air mass here monday evening. in some places the smell of fresh paint overpowers the smell of a good cuban cigar.

father castillo is 77 years old. he taught at fordham university in new york and is now a priest in santiago. what does it mean to have the pope in cuba? >> it is a present that invites to have more faith, more hope, more solidarity. >> reporter: for all the posters and enthusiasm, cuba is the least catholic country in latin america. communist party banned christmas until pope john paul visited in 1998. while most cubans are catholic, far less than 10% are considered practicing. most churches draw modest crowds for mass. the african tradition is far more popular, a mix of catholicism and west african rituals born out of slavery and widely practiced across the island. the pope's visit comes at a time of deepening economic hardship and increased privately run businesses.
