station. >> hello, i am jessica kartalija. >> and i am don scott. >> and here is what people are talking about. a concrete spill on i-95 northbound, sky eye chopper 13 is over the scene in south baltimore, we go live to captain mike for the latest. >> reporter: hello jessica, it happened after 10:00 this morning a concrete truck traveling northbound on i-95 between indicateon avenue and 295 apparently lost at least some of its load on to the highway and caused major traffic problems all morning long. for the past two hours 95 only had one lane northbound getting by. it was a parking lot back towards washington, d.c. now just a few moments ago we are going to show you what they were doing here. they had to call state highways crew in and clean up this concrete off the roadway which shut down 3 lanes. since then, in the past 15 minutes or so, three lanes have been re-opened along northbound i-95. they still have the right turn

lane on to southbound 295 closed as well as one of the northbound lanes on the right shoulder, so you can still expect moderate delays coming from the beltway into downtown baltimore look i-95, 895 would be a good alternate but it is going to take some time for this traffic that has built up to get through the area. there were no injuries we know of at this time but it did cause delays, back to you on tv hill. >> captain mike thank you. of course, we will bring you more information as soon as it becomes available. >> the jet blue pilot accused of interfering with a flight will not be in court. the judge is ordering he undergo a psychiatric exam instead and there is new video surfacing. >> this is the pilot moments before his midair meltdown, the passenger recorded it on his cell phone after he left the

cockpit and appeared to be acting strangely. >> i at least wanted to have something captured so that god forbid the phone was found in a field somewhere maybe there would have been some tip, some hint for someone, okay, what might have been going on here. >> the crisis erupted seconds later, running threw the cab bench screaming about religion and terrorists, at the urging of the flight crew passengers tackled him and they made an emergency landing in am mill lo, texas. >> everybody knows what happened, the real question is what is causing this to happen. >> s this >> those concerns are prompting questions about whether or not he is competent to stand trial. now a judge has ordered him to take tests to see if he is suffering from a mental

disease rendering him incompetent and if he is unable to understand the nature of the consequences against him. this puts the fate of a criminal case into question, jet blue says they are standing by him. >> we still have a team. we are supporting his family as well with whatever their needs might be. >> his wife has said her husband never intended to cause harm. karen brown, wjz eyewitness news. >> osman is expected back in court for a re-scheduled hearing on monday. >> the woman known as the blonde bandit today is expected to plead guilty to a bank robbery and carjacking spree. stephanie strawb is to appear in a vair courtroom and there are indications her attorney has been plea bargaining. she could face additional charges here where she is expected of carjacking a woman at knife point. >> whoever has won the share of the mega millions jackpot is still a mystery. the woman we have been following, who claims could have won, may not have that winning ticket. ron matz is live with what

state lottery officials are expected to address later today. good afternoon, ron. >> well, good afternoon, don, here we go again, maryland lottery officials set to hold a news conference later this afternoon. earlier this week mirland told us her whole family was overjoyed but her lawyer said he doesn't know if she is the winner. officials continue to point out that no one has come forward to claim the prize. they say they will use the news conference to address some of the rumors going around and that news conference happens today at 2 2:00 p.m. don stay tuned. >> i will. thank you very much. this winning ticket is wore more than 100 million dollars after taxes. >> now to annapolis, the governor's idea of adding state sales tax to gas purchases is not going to happen so he is asking lawmakers to raise the sales tax and use additional

revenue to pay for transportation projects. the increase would apply to just about everything we buy except food. >> testimony continues today in the second trial of twin brothers accused of setting a pit bull on fire. wjz and weijia jiang are live outside the courthouse downtown. good afternoon. >> reporter: good afternoon, don, good afternoon to everybody. this trial was expected to end by today. but we are a long way from that as prosecutors have not in finished presenting their case, in part because of obstacles on the witness stand. during week 2 of the retrial against 20-year-old twins travers and trumaine johnson, accused of setting a pit bull on fire prosecutors have faced one challenge after another. one witness gave contradictory statements, another key witness refused to testify altogether. 25-year-old tyer a good man a goodman would not answer any questions the judge held her in contempt and sentenced her to

severe six months in prison, prosecutors were shocked left to play a recording of her testimony from the first trial when she saw knee johnsons running away from the ally where she dog was found. it happened in may 2009, she was burned so badly she had to be euthanized, they were tried once before and it ended with a hung jury. advocates are afraid that could happen again. now the state is relying heavily on police video. on wednesday a city officer identified the johnsons in the tape, which shows two men walking the dog to the scene. there is no dna evidence or forensic evidence that links the brothers to the dog, that is why that video is so critical. this afternoon we are expected to hear from more witnesses who will put the brothers at the crime scene. reporting live in downtown baltimore, weijia jiang wjz eyewitness news. >> that trial is now expected to last several more days. >> a frederick county jury awards more than 6000 dollars in damages to a couple whose dog was shot by a sheriff's

tv hill at this time yesterday. do the math and figure out your own neighborhood. here is the drill frankly we are still in a situation where we are bookended warm moisture air rain to the south and a cool flow to the north, which is frankly keeping that moisture at bay. however, having said that, that cool dry flow is going to take us into the mid-30s tonight. close enough to 32 and given the time of the year we are going to have a freeze watch in effect for essentially the northern tier of counties and that special weather statement is for tinderbox dry conditions. remember we have seen brush fires on the eastern shore. so no widespread frost but there is an alert just in case. big question is are we going to warm back up to as mild as it was yesterday and when. those details shortly, now back to you. >> breaking news from the rains. the team announced a long-term

it can't be a hazard later on this summer but the column of smoke can be seen from the baltimore area and as you can see there is a lot of smoke and flames in here. earlier the cloud plume could be sign, looks to be about four miles wide or so, but the area looks to between 6 and 10 acres, it is heavily forested, there are plenty of folks standing by to keep it under control. we are just down here getting some pictures of it because it is rather awesome to see. back to you on tv hill. >> all right, captain mike, thank you. >> all right. well, you know, it is real interesting, let me just jump into this because i am going to show the watch warning advisory graphic when we set up that graphic and we will continue a discussion of that controlled burn. what we have is shower activity down to our south. okay. let's take a look at that graphic. now it is being held at bay, the shower activity, which frankly we would really use. it is really getting dry out there. by a flow of cool dry air that

is going to give us the potential of a little bit of frost in the area tonight. we don't have a warning yet but we do have a watch over the northern tier of counties, a special weather state is kind of migrated out of the northeast. yesterday we showed you we did have red flag warnings from frankly from cecil county on up the 95 corridor, it is very very dry right now. so you know you got to watch those controls burns as they are doing very very carefully but when you get rid of brush you essentially create a fire line understand it makes it hard to jump and get out of hand. those are your conditions in those areas. so once again here are these
