jackson. >> captain mike perry has developing story of breaking news. >> reporter: we are in the 1500 block of furnace avenue east of the glen burnie area, of anne arundel county. just after 3:00 this afternoon, anne arundel county police received a call of a shooting at this residence. upon arrival, they found a person shot at this location. now, we don't know the status of the person that was shot. we do know that anne arundel county police and homicide detectives remain on the scene here in this neighborhood. they have completely cordoned off the exterior of this house. we've seen half a dozen or so neighbors just standing outside, watching the police activity. at this point, it is not clear exactly what occurred here. we'll try to get more information as we continue to watch this story. back to you on tv hill. >> thank you. we'll bring you updates as they become available. searching for the truth. the maryland lottery winners

winners in maryland. today, gas prices reach a painful milestone in maryland. denise is in the newsroom with bad news for drivers. >> reporter: well, mary, triple a says the statewide average hit $4 overnight. local drivers are paying about 6 cents above the national average. meanwhile, suburbs of washington, d.c. now match the state's all-time high of $4.05 a gallon. one month ago, the average cost for a gallon of gas was $3.71. today, that same gallon is nearly 30 cents more. to find the lowest gas prices in your area, log onto wjz.com, and click on links and numbers. mary? >> all right. thank you. maryland, washington, d.c. and 10 other states are paying $4 or more for gas. >> tragedy in cecil county. police say a pickup truck backed over samia jones near her home in elkton.

it happened around 6:00 last night. the driver who hit jones completed a sobriety test. the investigation is ongoing. two people are arrested in connection with a missing dundalk man. police say carolyn durble and john wellshevski junior are charged with killing jennings. jennings' body was recently discovered in a wooded area in middle river. police say they intercepted information. but they are not releasing a motive. >> twin brothers accused of setting a pit bull on fire. weijia jiang has been following this case. she has more on the obstacles on the witness stand. >> reporter: there's no dna or forensic evidence in this case. so testimony is critical. some of it has been contradistrictor -- contradictory. now one witness may be turning to what may be a star witness in this case.

a city police camera. >> reporter: prosecutors are relying heavily on surveillance video that shows two men leading a young pit bull into an alley. the dog, nicknamed phoenix, was eventually set on fire there. burned so badly, she had to be euthanized. on thursday, a baltimore police sergeant identified the men seen on the tape as 21-year-old twins, travers and tremain johnson. both are on trial for torturing the puppy and face felony animal cruelty charges. the sergeant testified, two pairs of jeans, sneakers, backpack recovered from the home marched what he saw in the video. he also told jurors, an eyewitness pointed to both brothers during a photo array and said, i saw this individual running from where the dog was burned to death. earlier this week, the judge helped that woman, 25-year-old tiera goodman in criminal contempt. >> her refusal to talk shocked prosecutors. goodman was a star witness during the first trial in this

case. in february 2011, it ended with a hung jury. a single holdout could not convict the johnsons. >> reporter: now, this retrial was originally expected to wrap up completely by today. we are far from that. prosecutors haven't even finished presenting their case. reporting live, weijia jiang, wjz eyewitness news. >> reporter: weijia, thank you. the trial is expected to last for at least another week. >> reporter: wet concrete spills onto i-95, causing big delays near downtown baltimore. misshut down three -- police shut down three northbound lanes, after a concrete mixing truck leaked onto the state. they scrambled to remove the concrete before it hardened. all lanes, though, are back open tonight. it's another calm, spring day outside tonight. the sun is shining. and our temperatures are back around normal. let's check in with meteorologist tim williams in

supporters helped raise more than 23,000 dollars at last year's event. they hope to top that at this year's tour de cure on may 5th. if you'd like to ride or donate, log onto wjz.com, and you will find a link to sign up. >> we have more breaking news to tell you about right now. sky eye chopper 13 is over the scene now. captain mike perry has more. what can you tell us? >> we have a horrific accident. this is in northwest baltimore. a child on a bicycle has been struck. at mortimmer and ruben avenue. this is just east of northern -- correction. east of reisterstown road. north of northern parkway. it occurred just about 15 minutes ago. we do know that the driver of the vehicle did remain at the scene. and she was transported to a local area hospital. no word on her condition. the child we believe has been critically injured. police are calling for other assistance here. but as you can see, they do

have the street completely cordoned often. the bike remains in the road. they'll have traffic coming. we don't know if the child has been transported from the scene yet. but this is a very, very serious accident. back to you. >> thank you very much. captain mike perry. if you're waiting for someone on to get home from work, let's check on the roads now with kristy breslin. >> hi, vic. hi, everyone. plenty of congestion out there. 70 westbound, delayed. at least 15 minutes there. on the west side inner loop. you can expect 20 now, from wilkens avenue to security boulevard. we also have the delays remaining on the outer loop, in that direction, from security boulevard to baltimore national pike. the north side inner loop, that delay has definitely expanded. it's now from the harrisburg expressway to harford road. average speed, about 35 miles an hour. and no relief for northbound 95. delays still solid there, from eastern avenue past whitemarsh boulevard. as far as accidents gbel air south at emerton road.

been looking at a gorgeous day shaping up. this time in april, right around now, the first full week. typically, we top out right around 62 degrees or so. 61 is our official high. -- or our normal high. we have not gotten our official high for the day yet. but we have gotten to 62. and that's where we'll be again tomorrow. and heading on through the easter weekend, it is going to be a pretty nice weekend shaping up. we have 61 degrees. 56 on kent island. 57 in annapolis. 57 in bel air. westminster as well. we have a wind coming from the west/northwest. that's going to usher in cold weather overnight. we're talking from harford cowbthy on over toward allegheny. garrett county has a freeze watch in effect. the rest of the area, from the metro area, down toward the eastern shore, southern maryland, not impacted by that at all. at least not this time around. colder air is definitely up to our north. around detroit, into chicago.

temperatures in our 40s. not quite a 20-degree differential. and it is courtesy of high pressure in canada that is bringing in that dry air. that is helping us stay dry. because of the storm system. parts of texas, of course, still see something storm behind tornadic activity that came through yesterday. and into tuesday. or tuesday into yesterday, i should say, kind of reverse that a little bit. but all of that activity staying to the south. we're getting clouds out of it. but that dryer air coming from the north. while it is cooling us down, it is keeping those showers and the storm activity well to our outh. -- our south. while that continues off the carolina coast line, while it may impact the masters down in augusta, it is not going to impact us at all. our temperatures will settle into the 60s. after monday and tuesday, our showers go up. but it really looks to be a very nice one.

your size is? >> reporter: both customers and employees at harbor moon look forward to more retail stores in the area. >> it will make harbor east a more destination shopping area. and i think it will bring a lot more foot traffic into our area, which is great. >> reporter: this summer, anthropology, j. crew, mac cosmetics are slated to open. anthropology in the bottom. j. crew at the mason tower. mac at the corner. and little lennan. >> a job for tomorrow. >> reporter: and that's exactly what the downtown partnership of baltimore is hoping. >> this is going to help the residents who continue to move in. but not just residents but employees. >> reporter: last year alone, 11 major retailers and restaurants opened downtown, including h&m at the inner harbor. >> reporter: according to the downtown partnership, less than

6% of retail space was vacant last year. compared to the baltimore metro area, at 6%. and significantly lower than the national average alt close to 10%. as major retailers discover baltimore. >> i see a lot of potential here in harbor east. >> reporter: retail sales downtown total $28 million. and experts expect that to only go up for 2012. reporting for harbor east, andrea fujii, wjz eyewitness news. >> several unnamed restaurants, local boutiques and condominiums are expected to open this summer in harbor east. the new company in charge of the baltimore grand prix. down forced racing. laid out in their contract with the city. the company also hasn't landed sponsorship deals. and ticket sales have eviction increased. they are confident that all of the issues will be worked out for the race.

the former penn state coach is back on trial. >> well, mary, sandusky's attorney tried to get the charges against his client dropped over lack of evidence. but today's hearing was over. within 20 minutes after the judge postponed any decisions. he cited the ongoing grand jury investigation and said he won't make any rulings until next week. sandusky is accused of molesting 10 boys, dating back to 1994. prosecutors say he met some of the victims through a charity he created for underprivileged children. >> reporter: sandusky has pled not guilty and remains under house arrest. the jet blue pilot is ordered to undergo a psychiatric evaluation. new cell phone video is surfacing from the moments before his breakdown. >> reporter: this was jet blue pilot, clayton osbun, just moments before his midair meltdown.

passenger tonantolino recorded it on his cell phone, after he osbun abruptly left the cockpit. >> i just wanted to have something, so that if, god forbid, the plane ended up somewhere, there might have been something to say what happened here. >> reporter: osbun reportedly running through the cabin, screaming about religion and terrorists. at the urging of the flight crew, passengers tackled osbun and the crew made an emergency landing in amarillo, texas. >> everybody knows what is happening. but the real question is, what is causing all of this to happen? >> reporter: those concerns have prompted both defense attorneys and prosecutors to question whether osbun is competent to stand trial. now, a judge has ordered the 49- year-old pilot to a medical facility for federal prisoners for tests to determine if, quote, osbun is presently suffering from a mental disease or defect, rendering him

mentally incompetent. and if he is unable to understand the nature and consequences of the proceedings against him. >> reporter: this puts the fate of a criminal case into question. jet blue ceo says the airline is standing by the captain. >> supporting the captain's family as well, with whatever needs there might be. >> reporter: osbun's wife has said her husband never intended to cause harm. in dallas, karen brown, wjz eyewitness news. >> osbun is expected to be back in court monday. an australian pilot makes an emergency landing after an unwanted snake slid out. it crawled down his leg, as he landed the plane at darwin airport. a firefighter found a none venomous snake. it is believed the snake may have chased the frog onto the plane. shocking new documents about the colorado wildfire, reveal mistakes by emergency

officials. three people died when a controlled burn reignited and spread. we now know crews did not get what they predicted would be emergency swirling winds. state officials have apologized for the mishap. president obama signs a new law, designed to help small businesses raise money from investors. tara mergener reports for wjz, it's one of the few pieces of legislation, the republicans and democrats have been able to agree on. >> reporter: president obama used a ceremony in the white house rose garden to sign the jobs act into law. >> for startups in small bees, this bill is a potential game changer. >> reporter: the new law makes it easier for startup companies to get cash. it allows them to get money from members of the general public, who can make investments over the internet and social media. >> startups and small business will now have access to a big, new pool of potential investors, namely the american

people. >> reporter: republican house majority leader eric canter stood with the president as he signed the bill. >> it's a straight-up, solutions-oriented bill. i hope it reptszs the kind of -- represents the kind of bipartisan work we can have here. >> reporter: the election has mead it -- made it tough for congress to get anything to the desk. republicans back this bill in part because it cuts government regulation. >> reporter: opponents of the law say it goes too far. eliminating some of the rules put in place to protect investors after the. dot-com bubble bust. >> the websites where folks will go to fund all of these startups and small businesses will be subject to rigorous oversight. the s.e.c. is going to be playing an important role in implementing this bill. >> it's unclear how many jobs this will create.

telescope go dark. they had a final mission to keep 500 marylanders on the job. >> no better tribute we could make than to name this super nova in her honor. >> reporter: super nova mikulski 1 is a star that exploded 7 billion light-years away, and whose light was just captured by hubble this past winter. >> when i was joing up in east baltimore, of course i wanted to be a star. but i didn't know i would grow up to be a super nova. [ applause ] >> reporter: it wasn't the only honor bestowed. the institute also named its enormous collection of data after mikulski. all space telescopes in orbit now and in the future. available to researchers worldwide. >> i am deeply, deeply touched today. i'm thrilled and i'm honored. >> reporter: if mikulski is grateful for the honors, the people who work here are no less grateful.

getting depropriverra shots doubles the risk of breast cancer in young women. however, users' breast cancer risk dropped to that of nonusers within several months of stopping the injections. several prominent doctors' groups cut down on wasteful medical spending. however, the new recommendations could affect the quality of your healthcare. >> reporter: doctors are being told to think twice before pulling out their prescription pads or ordering tests. nine medical societies released treatments or tests. the 45 recommendations include no early imaging for most back pain and no antibiotics for mild to moderate sinus distress. >> based on the scientific evidence we have, doing this test, or antibiotic is not going to help you get better. >> reporter: the groups also

recommend against repeating colonoscopies for 10 years for people at average risk. and no cardiac imaging for no- risk patients. >> reporter: the united states spent $2.6 trillion on medical costs in 2010. if doctors followed all 45 recommendations, that would probably save tens of billions of dollars. >> reporter: breast cancer patient, ilanna waldman is particularly concerned about the recommendations for doctors to stop treating tumors in end- stage patients who have not responded to multiple therapies. >> i was stage 4. i was in icu. >> she said she would not be alive, if doctors did not try two new chemotherapies. >> it was definitely like a hail mary pass. like she's going to be dead in a couple of weeks, let's try something. and it worked. >> reporter: she hopes doctors don't implement the recommendations. >> you have to keep fighting until you have nothing to give back. >> and there are treatments.
