we begin this morning with what nearly everyone agrees is the top issue this election year, jobs. the government issues its monthly unemployment report today. yesterday the labor department said the number of jobless americans seeking benefits last week fell by 6,000 to a low of -- a four-year low, in fact. experts don't expect today's report to show an improvement in the national employment rate. we have more now from washington. good morning. >> reporter: good morning, betty. the rate of job growth has to be higher than the rate at which new job seekers enter the market to significantly impact unemployment rate. the president's goal is two-fold. not only does he want to help businesses expand and hire but he also wants to make it easier for entrepreneurs to start new enterprises. economists say this morning's report will show employers added more than 200,000 jobs for the fourth month in a row. analysts say the march data is expected to be strong but won't be enough to lower the unemployment rate, which is still at 8.3%.

bob lost his job in 2009. >> initially just kind of shock. >> reporter: he was an architect in new york city and found the job market bleak. he spent months looking for work and decided it was time to take a new approach. >> i basically just kind of created my own position. >> reporter: he now has his own business and says, after two years, he's finally turning a profit. president obama signed a new law yesterday that's designed to make it easier for americans to funding to start new businesses. the president says the economy is improving. >> our economy has begun to turn a corner but we still have a long way to go. we've still got a lot of americans out there looking for a job. >> reporter: the candidates running for the republican presidential nomination say the president isn't doing enough to speed up economic recovery. gop front-runner-m-m told a crowd in pennsylvania, americans are discouraged. >> they wanted to see a real change and someone leading the country who understands how the economy works so we can get the economy working for the american people. >> reporter: romney says he's

one who can do it, but he still needs to clinch the gop nomination. the latest job numbers could help president obama's re-election campaign. many political scientists say if the unemployment numbers don't go down, then the chances of a second-term president obama will narrow. betty? >> thank you. the president also finds himself backing away from a looming confrontation with the supreme court. responding to a federal judge's challenge, the administration conceded that the high court does have the power to overturn the new health care law, but the president still insists the law is constitutional. jan crawford has the latest. >> reporter: the controversy started on monday when the president said it would be unprecedented for the supreme court to strike down the health care law. the next day in a houston courtroom, federal appeals court judge jerry smith told a lawyer for the justice department -- >> that has troubled a number of people who have read it as somehow a challenge to the

federal courts or to their authority or to the appropriateness the concept of judicial review. and that's not a small matter. >> reporter: the appeals court demanded to know if the president was questioning the justices' power to decide the case. the administration delivered a terse response. in a 2 1/2 page letter attorney general eric holder told the appeals court there is no dispute. courts have the power to decide constitutionality of federal laws. but holder suggested the court should take a backseat, arguing acts of congress are presumptively constitutional. and if there was a deference due congress when the courts are involved. the president, a former constitutional law proef, this week has tried to clarify his initial, remarks, saying he meant it would be unprecedented in a modern era to pass economic legislation. but he continued to insist the health care law is constitutional as the justices

weigh whether to strike down his signature achievement with a decision that would come in the middle of his re-election campaign. senate republican leader mitch mcconnell said the president already had gone too far and was undermining the court. >> so, i would respectfully suggest the president needs to back off. back off. >> reporter: but as the controversy this week shows, a fight with the court is risky. the public historically has viewed the court favorably. now, richard nixon campaigned against the court in 1968, but the last time a democratic candidate has campaigned against the court was william jennings brian back in 1896. and he lost. jan crawford, cbs news, the supreme court. in politics now, rick santorum met privately in virginia yesterday with gop conservative leaders who oppose mitt romney. a santorum campaign official says they agree to press newt gingrich to withdraw, hoping his

supporters would switch to santorum. after the alleged murder of 17 afghan civilians by a u.s. army sergeant, military investigators have finally visited the crime scene. staff sergeant robert bales is accused of gunning down 17. the pentagon says they waited until this week to avoid tensions with villagers. kofi annan says syria has agreed to a cease-fire. the latest amateur video posted online appears to show army shells falling on the battered city of homs. an opposition group says 33 people were killed there yesterday. for christians around the world today, today is good friday, remembered as the day jesus was crucified. in jerusalem this morning, the faithful gathered at the ancient church thought to stand on the site of the crucifixion more than 2,000 years ago.

the long voyage of a japanese ghost ship is finally over. the u.s. coast guard bombarded it with cannon fire yesterday. the vessel caught fire and took on water, eventually sinking to the bottom of the gulf of alaska, 180 miles from land. the vessel had been drifting to the west coast after last year's deadly tsunami. officials decided to sink it before it could run aground. or pose a threat to other ships. arms trafficker victor boot, so-called merchant of death, has been sentenced to 25 years behind bars. during sentencing in new york yesterday, boot stood up, shouting the charges against him are a lie. the ex-soviet officer was convicted on terrorism charges in november after being caught in a sting operation trying to sell weapons to what he thought were colombian rebels. russian officials called it groundless and politically motivated. from the merchant of death to america's most notorious mass murderer. this is the latest mug shot of charles manson.

the 77-year-old former cult leader now has long gray hair and a beard. gone is the wild-eyed stare when he was arrested for the murdering of sharon tate and six others back if 1969. manson faces his 12th parole hearing next wednesday. greg mortenson, author of "three cups of tee" has agreed to repay his charity $1 million. an investigation showed he spent more than $1 million of his charity's money on things like clothing and family vacations. the investigation began last year after a "60 minutes" report questioned the accuracy of some of his most dramatic tales. now to the bounty scandal rocking the nfl. new orleans head coach sean payton and his staff were here in new york yesterday hoping to appeal their suspension but as armen keteyian reports, a newly released very graphic audiotape

could actually hurt their efforts. >> reporter: the violent nature of the nfl is an alluring, often celebrated part of the sport. but even in the confines of these human car crashes, there are rules, legal and ethical boundaries prohibiting the purposeful injury of an opponent. but now an edited audiotape has surfaced in this website that appears to paint a disturbing picture of the mindset of former new orleans defensive coordinator gregg williams, the architect of the saints' pay to injure bounty system, that implicated as many as 27 players. paid up to $1500 for a knockout hit. and cost williams his job. >> number 32, one [ bleep ]. >> reporter: in a profanity-laced speech to his defensive players the night before the saints lost a playoff game to the san francisco 49ers last january, williams appears to target specific body parts of several 49ers for injuries,

partly sunny in atlanta, 66. st. louis, 62. sunny in denver, 70. mostly cloudy in seattle, 53. a military board says a marine should be dismissed for criticizing president obama on his facebook page. sergeant gary called mr. obama a coward and economic and religious enemy. his lawyer says he has a right to free speech but prosecutors say stein's behavior is a violation of pentagon policy which restricts free speech rights of service members. about 30 years ago, helen collins' husband prepared her for what ended up happening this week. back then john collins urged his wife to learn how to take off and land their small plane. on monday, the wisconsin pilot died at the controls with his 80-year-old wife in the passenger seat. audio recordings of what happened next reveal just how calm helen collins remained.
