thanks for joining us. i'm michelle miller. the investigation into allegations of misconduct by the secret service prior to the president's visit to colombia is expanding. 11 members of the secret service have had their security service revoked and more members of the military may have been involved than originally thought. the nation's top soldier says he's embarrassed. susan mcginnis is in washington with the very latest. good morning, susan. >> good morning, michelle. this is being called the biggest scandal in the history of the secret service. now nearly a dozen of the military may be involved as well. military leaders are embarrassed about the alleged misconduct in colombia ba, according to the chief of staff martin dempsey. >> we let the boss down. >> the chairman says they're still trying to figure out exactly what unfolded before president obama arrived for last

week's summit of the americas. >> what we do know is we distracted -- several members distracted the issue from what was a very important regional engagement for our president. a law enforcement so is says a member got in an argument with a prostitution over a payment at the hotel caribe in cart hay ya. those including two supervisors are being investigated. pentagon officials say at least ten members of the military sent to support that team may also be involved. the military and secret service have ordered full investigations, and some lawmakers say they may call if congressional hearings. the secret service says it stripped top security clearances from the agents involved and put them on administrative leave pending the results of the investigation. defense secretary leon panetta said members of the military found to be involved will be disciplined. >> whether our forces are in

colombia or in any other country, we expect them to abide by the highest standard of behavior. that's a requirement. >> president obama says he will withhold judgment until the investigation is complete. and lawmakers will also be looking at training and screening methods of the secret service to make sure no agents there could possibly endanger the agency's vip. >> susan mcginnis in washington. thank you. now into the investigation of another government scandal, the las vegas spending spree by employees at the general services administration. at a hearing yesterday the chief investigator says he's already wreck plenlding criminal charges to the justice department, and the gsa official who hosted the $823,000 conference says he's not talking. nancy hordes reports. >> reporter: the man who planned the conference is not talking. the regional commissioner jeff

neely is on paid add mid straightive leave from the gsa. >> did you approve the funding? >> i decline to answer based on my fifth amendment constitutional privilege. >> reporter: neely was far more forthcoming at the conference from 2010. >> i think i pretty much promised to deliver an over-the-top unforgettable team-building experience. how did we do on that one? >> reporter: the over-the-top experience involved a clown, mime reader, and la viv after party. >> spent $75,000 on a bike-building exercise. >> reporter: the general detailed how neely and his subordinates made between six and ten scouting trips to las vegas before the conference at a cost of more than $130,000. >> how is it that this type of money could be lying around that it could be used in this flush fund manner. >> reporter: gsa administrator

martha johnson resigned two weeks ago. she defended the bonus she gave to neely after the excesses came to light. she said she was waiting until all the facts were in. >> you kept him in his position and you gave him a $9,000 bonus. it just seems almost unthinkable. >> i did not want to move until i had a formal, official, complete, non -- you know, conclusive report. >> reporter: the president has appointed a new gsa administrator who testified that he has already canceled 35 upcoming conferences at a savings of nearly a million dollars. nancy cordes, cbs news, capitol hill. also on capitol hill, as expected, senate republicans blocked president obama's so-called buffett rule on taxes. yesterday's vote was 51-45. the measure would force the nation's top earners to pay at least 30% of their income in taxes. the president denounced the vote saying, quote, it's just plain wrong that millions of middle-class americans pay a

higher share of their income in taxes than some millionaires and billionaires. campaigning at a tea party tax summit in philadelphia yesterday, mitt romney said the buffett rule was not worthwhile. >> this buffett rule -- [ booing ] >> someone calculated, by the way, that the taxes he would raise with this buffett rould would pay for 11 hours, for 11 hours of the government, all right? this is not exactly grand idea. >> according to the nonpartisan tax policy center, americans making over $1 million a year paid an average of 25% in taxes last year. oversea, a powerful and long-lasting earthquake struck central chile late last night. the magnitude 6.7 quake hit minutes before moment, was centered 30 miles from the port city and was felt in the capital of santiago. there are no immediate reports

of serious damage, but a 500-mile section of the coast has been evacuated as a precaution. in syria, u.n. observes are meeting with u.n. officials before heading to the field to monitor the increasingly fragile troops. rebel forces say this video shows government troops firing on opposition forces in the city of homs. the u.s. says it's up to the syrian government to guarantee the u.n. observers' freedom of movement. in norway, a glitch in the trial of admitted mass murderer anders breivik. breivik killed 77 people last july. his testimony was delayed today because of a comment by one of the judges who said in an internet chat room that breivik deserves the death penalty. the judge was dismissed this morning. coming up, final flyover. the space shuttle "discovery" hitches a ride on top of a jumbo jet for one last farewell. this is the "cbs morning news." ews."

you're a dog family. spectacular eruption on the sun. thisideo some amazing shots of a spectacular eruption on the sun. this video was captured monday by a nasa spacecraft. the super heated plasma just explodes off the surface, and it's not even the strongest sun storm of the year. nasa officials say the solar flare poses no danger to the earth. final good-byes to the space shuttle "discovery." the shuttle is mounted on the back of a modified jumbo jet which will leave the kennedy space center today and fly to washington, d.c. then it will be taken to the smithsonian museum. "discovery" was first launched in 1984 and flew 39 times in space, more than any other shuttle. on the "cbs moneywatch," how low will apple stock go, and hostess workers fight for their just dessert. randall pinkston is here in new

york with that and more. good morning, randall. >> good morning, michelle. spaen's economy triggered a day of volatile trading. tokyo's nikkei ended lower by a fraction. hong kong's hang seng ended in less than half a surprise. on wall street the government got a pleasant surprise. the dow added 71.12 and the nasdaq fell 22. a big reason why the nasdaq has been slumping is the falling price of apple stock. apple represents 12% of the nasdaq and shares of the tech company fell $25 on monday. that's the fifth day in a row they have declined. apple stocks started to slide after technology analysts predicted while its companies may cut back on subsidies to customers buying the iphone. but despite the recent losses, apple shares are still up 43% for the year. the company that makes snacks like twinkies, ding

develop from southeast texas to the carolinas. some areas could get more than 2 inches of rain. light showers and mountain snow continue across the northwest. showers and thundershowers will increase across the north central states and it will be partly cloudy over most of the northeast. in sports, two big patriots' day events in boston. the first, of course, the fabled boston marathon. this year it wasn't just the miles. it was the heat. the 80-degree temperatures forced more than 800 to get medical attention. in the winner circle it was all kenyans, wesley korir won 2:12:40, and for the women, a sprint to the finish with sharon cherop winning by just two seconds. in more tradition, the red sox plays a morning game. this time against tampa bay. and james shields pitches a beauty for the race, striking out five. in the seventh inning daniel bard walks in the only run. tampa bay slips by boston, 1-0.

another tough day for giants' tim lincecum. he gave up five runs in six innings. roy halladay had the control when he needed it, striking out six. philadelphia rolls past san fran, 5-2. in hockey, the new york rangers win a tough one against the ottawa senators. the rangers' goalie henrik lundqvist made 39 saves to record his fourth nhl playoff shutout. in the third period, brian boyle pops in the winning score. the rangers over the senators, 1-0. in basketball, the l.a. clippers are going to the playoffs for the first time in five years, and blake griffin helps get them there. against the thunder, he gets hammered, but his shot goes in. he finishes with 17 points. the clippers up in oklahoma city, 92-77. when we come back, storm warnings. a new alert system is credited with saving lives in the midwest

here's a look at today's forecast in some cities around the country. washington, d.c., partly sunny, 75. atlanta, thunderstorms and 75. st. louis, partly cloudy and 70. denver, partly sunny and 71. seattle, afternoon showers and 56. if you are one of those 70 million americans who don't get enough sleep, a new report says you've got an increased risk of diabetes and heart disease. the report finds if you only get 5 1/2 hours of sleep a day, your blood sugar level may increase, and you could gain as much as 12 pounds over a year. forecasters say their dire warning about a tornado outbreak this weekend saved lives.

six people were killed, but dozens of twisters touched down across the midwest. dean reynolds takes a look at what some people did when they heard storms were headed their way. >> i wasn't in here very long before the tornado hit. >> reporter: when she heard her radio announce the storm system was approaching woodward, oklahoma, 88-year-old wilma nelson didn't hesitate. >> and i thought, whew, i'd better get out of here and get to my fraidy hole because i had it all prepared in this closet. >> reporter: her granddaughter said a day worth of warnings from the national weather service saved lives. >> we took it very seriously because of the buildup that they had been talking about all week because of storms we had here. >> reporter: over much of kansas where the twisters touched down, the weather service also tried out new attention-grabbing alerting, replacing the old admonition to take cover with "you could be killed."

mass devastation is highly likely, making area unrecognizable to survivors. >> people took that information, they realized it was somewhat unprecedented and took action. >> reporter: phil bunting of the national weather service in norman, oklahoma, said lessons learned last year played a role in their decision not to mince words. >> working off notes that they wrote after joplin? >> i think the joplin tornado and others that occurred in 2011 really made it clear that when an event is almost unprecedented, we've got to tell folks in as clear a language as possible that it's a high-end life-threatening situation. >> reporter: as we spoke, the radar behind us flamed red as a twister hit corpus christi, texas. >> is that the tail end of the same storm system? >> it is. the trailing end of the system that moved across the plains over the weekend. so we have to watch these systems until they move off the east coast. >> reporter: luck also played a role over the weekend because

when the tornadoes touched down, they did so briefly and often over sparsely populated areas. dean reynolds, cbs news, norman, oklahoma. jury selection continues today in the retrial of former pitching great roger clemens. the seven-time cy young award winner was in court in washington yesterday. he's charged with lying to congress in 2008 about using performance-enhancing drugs. prosecutors' first attempt to convict clemens was declared in a mistrooil last july. petty is offering a $7,500 reward for five guitars stolen from a studio last weekend. they include his prized 1967 12-string rickenbacker 360 and his 1965 gibson. the reward would be paid with no questions asked. the thefts come as petty kicks off a tour tomorrow. coming up after your local news on "cbs this morning," new insight into the private life of
