underwear bomb deployed on a detroit-bound jet back in 2009. the cia foiled this latest attempt. susan mcginnis is in washington with the latest. good morning, susan. >> good morning, danielle. that's right. tl cia stepped in and seized this device before this would-be suicide bomber was able to find a target and get on a flight by a ticket. now they're looking at this device to try to figure out if it could have made it through airport scanners and if it could have brought down an airliner. federal officials are dissecting a bomb designed to take down an american jetliner. >> they keep trying to find more and more terrible and preverse ways to kill people. al qaeda and a yemen-based terror group planned the attack. >> you have this group in yemen that is proving to be very

dangerous and has tried to hit the united states multiple times. >> officials say this man, ibrahim hassan al asiri is the mastermind behind the bomb. he is best known for creating the underwear bomb that failed to detonate in the skies over detroit on christmas day 2009. he also reportedly built bombs which were hidden inside toner cartridges and shipped as cargo to the u.s. in october of 2010. president obama was made aware of the threat last month. u.s. government officials insist the public was never in danger. still the secretary of defense says the u.s. will do whatever it takes to thwart these attacks. >> what this incident makes clear is that this country has to continue to remain vigilant. >> still the bomb reportedly had no metal parts, meaning it is less likely it would have been discovered by most airport security measures. >> this bomb maker is doing everything possible to create devices that evade existing and known security protocol. >> a senior official with the department of homeland security

tells cbs news this bomb plot will not lead to a noticeable change in how the tsa conducts passenger security checks. now, this operation unfolded as the white house and homeland security were making statements to the american public saying they have no credible information of any terrorists including al qaeda of plots for attacks against the u.s. the white house has not made any statements about those comments yet, danielle. >> all right. susan mcginnis in washington, thank you. the u.s. and china have agreed to more cooperation on the issue of cyber attacks. defense secretary leon panetta met with the chinese defense minister yesterday at the pentagon. both men agreed that cyber attacks against the u.s. don't come exclusively from china. six months ago u.s. intelligence experts accused china of stealing high-tech u.s. data. the bodies of a missing tennessee mother and her oldest

daughter have been identified by the fbi, but two younger daughters remain unaccounted for. the bodies of joann bane and her daughter adrienne were found bhiem a home in northern mississippi. the house belongs to family friend adam mayes who the fbi believes abducted them. he's on the run and they believe the two young daughters are still with him. now to politics. in a late-night i'm, rick santorum endorsed mitt romney urging supporters to deny president obama a second term. we both agree that president obama must be defeated, santorum wrote. the task will not be easy. it will require all hands on deck if our nominee is to be victorious. governor romney will be that nominee, and he has my endorsement and support to win this. the most critical election of our lifetime. three states hold primaries today, west virginia, indiana,

and north carolina. cbs news estimated that romney needs 287 more delegates to officially clinch the gop presidential nomination, but it won't happen today. just 123 are up for grabs. romney is campaigning in michigan today. same-sex marriage is back on the front burner of this year's campaign. two top obama administration officials, vice president joe biden and education secretary arne duncan, endorsed the right for gay couples to wed. he said his position is evolving. in ohio yesterday mitt romney said there will be no evolution of his position. >> my position is marriage is between a man and a woman. that's a position i've had for some time and i don't intend to make any adjustments at this point. in north carolina today, voters are expected to easily pass an amendment to the state constitution banning same-sex marriage. democrats are holding their national convention in north

carolina in september. on the "cbs moneywatch" americans boost their borrowing and a big rollout for chrysler. ashley morrison is here in new york with that and more. good morning, ashley. >> and good morning to you, danielle. stocks overseas make a recovery. tokyo's nikkei gained a half a percent while hong kong's hang seng lost about a quarter percent. the shock of the french and greek election results wore off by the end of the day on wall street. the dow was down as much as 68 points but finished just 29 points lower. the nasdaq edged into positive territory gaining a little more than a point. the white house is renewing its pressure on republicans to to prevent interest rates on federal student loans from the senate is debating a democratic bill that would freze the rates. republicans agree with keeping the rates at their current level but are opposed to pay for the bill, which will cost about $6 billion. americans are using their credit cards more often.

the federal reserve says consumer debt rose in march by more than $21 billion. it was the seventh straight monthly increase and the largest since november of 2001. well, facebook is looking for more friends with some deep pockets. the social networking site kicked off its pre-initial public offering road show in new york yesterday. potential investors asked founder and ceo mark zuckerberg questions about facebook's finances. they hope to raise $10 million when they go public later this month. dodge is making a big bet with a little car. the first production version of the dodge dart rolled off the assembly line. the dart is chrysler's first new compact car since 1995, and it will take on competitors like the honda civic and the ford focus. the dart will go on sale next month. i don't know about you, danielle, but i like a lot more

has been unable to pass a bill that could help solve the problem. dr. jon lapook went to capitol hill to find ou why it hasn't been voted on. >> when you're 10 months old and fighting leukemia like elena, this is what a good day looks like. 80% of children with her kind of cancer can be cured with the right medication, but two months ago her dad, mark schoenveld, was told her chi mow their pe drug methotrexate was running out. >> you pray that that's handled by the professionals and the job is getting done. >> but it's not getting done. dozens of cancer drugs are running out. the reasons include manufacturing problems and reduce production due to lower profits with generic drugs. fda commissioner dr. margaret hamburg. >> the industry has to not be afraid to let the fda know if they have a problem so that we can get in there and work with them to fix it before it results in a shortage.

>> the fda says the two bills that have been languishing in congress would help fix the problem. we met with passers of the legislation. republican susan collins democratic amy klobuchar, diane degelle and tom rooney. >> can you explain this to americans? you have something that's truly life-saving, you have both parties agreeing on it, and yet it cannot get brought to a vote. >> i don't know what has to happen for people to recognize that this has to happen. >> why would we turn our backs on these patients and on the medical communities who need this help when we know it works? >> why does it take months and months? why not today? >> i've been in congress 16 years. i have never seen a congress where it was more difficult to pass legislation. i think you should call the leadership and ask them why they haven't brought this bill up for a vote. >> so we did.

we showed up at speaker of the house john boehner's weekly press briefing. why is it that legislation that everybody agrees is desperately needed is taking so long to pass? >> well, congress is working on this. the senate is getting ready to move a bill. the energy and commerce committee is getting ready to mark up a bill in early may. but i would also ask, where's the administration been? where's the president of the united states been? >> when we spoke to the legislators, they said to talk to you. >> i respect the committee process, and the committees have their work to do to investigate this. >> remember, that committee process began over a year ago. during that year, another of elena's drugs has hit the shortage list. lukevoren. she needs it to soften chemo's effects. >> when you have a rash ore your whole bum, it's like screaming in pain. it's horrible.

>> legislation has now cleared a committee but still needs a vote by the whole senate. senate majority leader harry reid. explain to me why it takes months before it's introduced before it looks like anything is going to happen, like i said, things take a long time. when someone's been a governor in the state and they come to congress, they're like, wow, what's going on here. but that's the way it's always been. >> as one of the leaders, can you say, come on, move it along? >> i would, first of all, say this. things will happen. we'll have it on the floor soon. that's a step in the right direction. but there's no way i or anyone else can explain how slow things move in the cincinnati. it's been that way for 230 years. >> fortunately elena has not yet missed any medication. others have. it's at least a step in the right direction. dr. jon lapook, cbs news, new york. straight ahead, your tuesday morning weather.
